    The Governor said that there was a time when the state suffered due to power cuts and darkness across the state.

    “Today due to the efforts made and hard work done by my government, there is 24 hours power supply and there is brightness and light everywhere,” she said.

    Biden administration is caught between California and its neighbors in Colorado River fight

    “The states are not going to reach an agreement. We are just too far apart,” said Rep. Greg Stanton (D-Ariz.), who represents the Phoenix area. “Now is the time that we need this administration to come up with a solution to this dilemma, and we need it now.”

    California is insisting on its legal claims under a compact dating back to 1922 as the river faces unprecedented strain because of climate change and population growth in the Southwest. The standoff thrusts the Biden administration into the position of deciding how to resolve competing claims on water shared among 40 million people from Wyoming to Mexico.

    The Interior Department, which asked the states to come up with a joint plan to reduce use by roughly 30 percent, is expected to impose cuts as early as this summer.

    On one side are six states, including Arizona and Nevada, where growing cities such as Las Vegas and Phoenix are in an existential battle to avoid exhausting their supplies from the Colorado River. On the other is California, where farmers could go to the courts to protect their water rights.

    Decisions taken by California in this most sensitive of battles could one day hurt Gov. Gavin Newsom if he runs for president and needs political support in Nevada and Arizona, two battleground states.

    A bipartisan group of Western representatives, excluding officials from California, urged President Joe Biden to support the proposal offered by the six states in a letter Wednesday morning.

    California Natural Resources Secretary Wade Crowfoot, a Newsom appointee, as well as the state’s two senators have criticized the six-state plan, saying it would disproportionately burden California cities and farmers.

    Western senators are planning to meet to discuss the issue Thursday.

    The Interior Department is keeping up talks with states and tribes and wants “as much support and consensus as possible,” said a spokesperson on Wednesday.

    The proposal from the six states would impose additional cuts to every user, including California and Mexico.

    Their plan relies on a new tool to preserve some water for Arizona and Nevada users by accounting for evaporation and leaks along the river as it flows downstream to California.

    That infuriated California’s farmers, who see the concept as a way to cut into their legal claims to the water.

    Instead, California’s proposal would alter operations at the river’s two main dams, forcing states to take modest cuts to which they’ve already agreed. If that’s not enough it would then force cuts using the priority system, effectively drying out central Arizona cities and tribes before the Golden State takes additional mandatory cuts.

    “We agree there needs to be reduced use in the Lower Basin, but that can’t be done by just completely ignoring and sidestepping federal law,” said J.B. Hamby, the chair of the Colorado River Board of California and an Imperial Irrigation District director.

    California, he said, already volunteered additional reductions back in October to ease the burden on other states.

    The Interior Department said it plans to release a draft analysis of the options it is considering this spring. It could step in as soon as this summer to slash deliveries.

    SRINAGAR: Donald Trump’s Secretary of State, Mike Pompeo has claimed that India and Pakistan were on the verge of a nuclear war in February 2019, when India resorted to surgical strikes deep inside Balakot. In his latest book he has claimed that his then-Indian counterpart Sushma Swaraj woke him up for a phone conversation to tell him that Pakistan was preparing for a nuclear attack and that India too was preparing to retaliate, The Tribune reported.

    Writing in Never Give an Inch: Fighting for America, Pompeo claims the phone call came when he was in Hanoi for the US-North Korea summit on February 27-28 and his team then had to work through the night with both New Delhi and Islamabad to avert the crisis.

    “I will never forget the night I was in Hanoi, Vietnam, when — as if negotiating with the North Koreans on nuclear weapons wasn’t enough —India and Pakistan started threatening each other in connection with a decades-long dispute over the northern border region of Kashmir,” wrote Pompeo in the book. “I do not think the world properly knows just how close the India-Pakistan rivalry came to spilling over into a nuclear conflagration in February 2019. The truth is, I don’t know precisely the answer either; I just know it was too close.”

    The book reads: “After an Islamist terrorist attack in Kashmir — probably enabled in part by Pakistan’s lax counter-terror policies — killed 40 Indians, India responded with an air strike against terrorists inside Pakistan. The Pakistanis shot down a plane in a subsequent dogfight and kept the Indian pilot prisoner.”

    “In Hanoi, I was awakened to speak with my Indian counterpart. He believed the Pakistanis had begun to prepare their nuclear weapons for a strike. India, he informed me, was contemplating its own escalation. I asked him to do nothing and give us a minute to sort things out (sic),’’ wrote Pompeo, mistakenly referring to Swaraj as “he”. The MEA has so far not responded to Pompeo’s recollection.

    He went on to say that while the incumbent External Affairs Minister S Jaishankar was “competent”, his earlier counterpart Sushma Swaraj was not “important” in the matters of external affairs and he used to directly deal with National Security Advisor Ajit Doval.

    Reacting to this, Jaishankar said, “I have seen a passage in Secretary Pompeo’s book referring to Smt Sushma Swaraj ji. I always held her in great esteem and had an exceptionally close and warm relationship with her. I deplore the disrespectful colloquialism used for her.”

    Pompeo in his book also claims that “India, which has charted an independent course on foreign policy, was forced to change its strategic posture and join the four-nation Quad grouping due to China’s aggressive actions.” India and China are locked in a lingering border standoff in eastern Ladakh for over 31 months.

    The bilateral relationship came under severe strain following the deadly clash in Galwan Valley in Eastern Ladakh in June 2020.

    India has maintained that the bilateral relationship cannot be normal unless there is peace in the border area.

    Pompeo called India the “wild card” in Quad. “The country (India) has always charted its own course without a true alliance system, and that is still mostly the case. But China’s actions have caused India to change its strategic posture in the last few years.”

    Pompeo also explains how the Donald Trump administration succeeded in bringing India on board the Quad grouping.

    The US, Japan, India and Australia had in 2017 given shape to the long-pending proposal of setting up the Quad or the Quadrilateral coalition.

    “In June 2020, Chinese soldiers clubbed twenty Indian soldiers to death in a border skirmish. That bloody incident caused the Indian public to demand a change in their country’s relationship with China,” Pompeo writes.

    The budget, however, did require the administration to detail the spending to JBOC.

    “NJSP is responsible for the security and transportation of State officials, including the Governor and Lieutenant Governor,” the Department of the Treasury memo states. “As part of their many responsibilities, these officials provide leadership and lend support to the State’s COVID-19 recovery efforts at vaccination sites, hospitals, nursing homes, long-term care facilities and other affected sites.”

    The purchases were also mentioned briefly in the Murphy administration’s New Jersey Recovery Plan report last summer, though they didn’t attract any scrutiny at the time.

    The eight Chevrolet Suburbans are for use by the Executive Protection Unit, according to Trooper Charles Marchan, a spokesperson for the State Police.

    “American Rescue Plan Funding was used to purchase eight Chevrolet Suburbans that went to the State Police’s Executive Protection Unit to support the travel requirements of government officials, including COVID-19-related engagements such as vaccine site visits, hospital tours, and pandemic meetings,” Marchan said in a statement.

    The Treasury department memo says the state is eligible to use the funds under a federal regulation that allows them for “costs to improve the design and execution of programs responding to the COVID-19 pandemic and to administer or improve the efficacy of programs addressing the public health emergency or its negative economic impacts.”

    Assemblymember Hal Wirths (R-Sussex), a member of JBOC and the Assembly minority budget officer, said the expenditure’s connection to the pandemic is “a stretch.”

    “It’s legal, but I think it’s not the intention of the federal law to buy vehicles. Especially now. That’s what we’ve been so frustrated with, as budget officer, is the slowness of getting this money out,” Wirths said, referring to Republican complaints that the state government, controlled by Democrats, has been slow to appropriate federal coronavirus relief funds.

    “I don’t think it’s a priority, especially this late after Covid,” Wirths said. “If they did it two or three years ago you might have a little more of an argument.”

    The Bolero vehicle in which they were travelling from Jammu to Doda, in the morning today fell down ina deep gorge near Trungul, Assar, the reasons of which are to be ascertained yet. The dead bodies were handed over to their families after some basic formalities.

    DC Doda Vishesh Paul Mahajan along with SSP Doda Abdul Qayoom reached on the spot and are monitoring the rescue operation. A condolence meeting was also held at Conference Hall of DC office, whereat the participants prayed for eternal peace to the departed souls. The Deseased officers and driver were remembered for their tireless and prompt service to the public as a part of District Administration. Besides, Deputy Commissioner, VisheshPaul Mahajan, SSP Doda Abdul Qayoom, ADDC Doda Pran Singh, ADC Doda Dr Ravi Kumar Bharti, and other District officers and officials, expressed heart-felt sympathies with the bereaved family members over the irreparable loss. They also prayed for speedy recovery of Sh Suresh Kumar SE, who is undergoing treatment at GMC Jammu.
