  • KCCI Addresses Concerns With EPFO Recovery And Penalty Notices

    SRINAGAR: The Kashmir Chamber of Commerce & Industry (KCC&I) recently held a meeting on April 28th 2023, with Mr. Rizwan ud din, Commissioner of the Employees’ Provident Fund Organization (EPFO) in Jammu and Kashmir, to address concerns expressed by KCC&I member entities regarding recovery and penalty notices issued by EPFO under various provisions, particularly under Section 14B of the EPFO MFACT.

    During the meeting, several stakeholders were present along with the KCC&I Office Bearers. The Commissioner of EPFO was accompanied by the Enforcement Officer of EPFO, Kashmir, Ankur. The stakeholders expressed their grievances with the issuance of penalty and recovery notices under Section 14B.

    It was explained during the meeting that default or delay in payment and filing of relevant returns was caused by peculiar situations arising from the total restrictions imposed on public life in the State following the abrogation of Article 370 in August 2019. This included internet shutdowns and other means of communication for nearly four months. The woes that the business of public life had suffered through the unpredictable restrictions were further compounded with the life-threatening Covid-19 pandemic.

    Based on these facts, the KCC&I pleaded with the Commissioner to quash the demand raised through the notice issued under various provisions, especially Section 14B of EPF&MFACT, and condone the delay in filing the returns. The Commissioner was impressed upon to appreciate the ground situations prevailing during those difficult phases of disturbing events and takes a view accordingly.

    The Commissioner listened keenly and enlightened the stakeholders about the applicability and implications of the relevant rules for persisting non-compliance of the Act. He advised that a proper representation be made to the Ministry concerned asking for waiver of the penalties.

    The KCC&I is currently working out the details to be brought on the representation to be addressed to the concerned Ministry for favourable consideration, as advised by the Commissioner of EPFO. Faiz Ahmad Bakshi, Secretary-General of KCC&I, stated that the KCC&I will continue to work towards finding solutions to the issues faced by its members and the business community in Kashmir.

    The Lt Governor highlighted various aspects of the National Education Policy and shared the vision to meet the challenges of future workplace.

    “Under the guidance of Prime Minister Narendra Modi, NEP 2020 has brought transformative reform in education. It has ensured that education system meets the challenges of 21st century and enables youth to become job giver rather than job seeker,” said the Lt Governor.

    The National Education Policy encourages Knowledge, Innovation and Independent thinking for students’ Holistic Development. Global outlook with an emphasis on Indian knowledge tradition makes the learning a lifelong process, observed the Lt Governor.

    The Lt Governor said the latest innovations in Artificial Intelligence will have greater impact on fourth industrial revolution. He said, since automation is changing workplaces across the world, youth will need reskilling, tech up skilling & mental flexibility to adapt to ever-changing needs of the industry.

    The Lt Governor called upon the Universities & educational institutions to focus on 6Cs – Curiosity, Choice, Collaboration, Creativity, Communication and Critical Thinking, to empower youth. Our campuses & classrooms should reflect the change and issues affecting the world, he added.

    The Lt Governor also highlighted the advantages of multidisciplinary Education.

    “Education nurtures our soul. NEP emphasises on establishing balance in living & life and to inculcate the desire for lifelong learning process. Real education in the true sense starts from where the syllabus ends and a student begins to discover him or herself,” said the Lt Governor.

    Our National Education Policy aims to transform higher educational institutions as knowledge hubs that will create vibrant communities; bridge the gap between disciplines; enable artistic, creative development of students; promote research & innovation and make the education more inclusive, he said.

    As we are moving towards multidisciplinary education, it is important that we focus on bridging the technology gap and make our campuses a nursery of talents, who will make immense contribution to India’s knowledge economy, the Lt Governor added.

    The Lt Governor also shared the efforts to implement NEP-2020, in letter and spirit, in J&K UT.

    SRINAGAR, APRIL 27: Lieutenant Governor Shri Manoj Sinha addressed the National Seminar on Anti Human Trafficking Awareness organized by National Commission for Women, in collaboration with Social Welfare Department and J&K Police, today.

    In his address, the Lt Governor shared valuable suggestions to effectively deal with the challenges of Human Trafficking in a comprehensive manner.

    “Trafficking in persons is the most heinous form of organized crime which requires holistic and coordinated action by all the stakeholders at all levels,” said the Lt Governor.

    “Law enforcement agencies, civil society groups, youth and every section of the society must unite to raise awareness of this issue, safeguards people from exploitation, effectively combat this violent crime and to dismantle the criminal network,” he added.

    The Lt Governor asked the Anti-human trafficking cells to forge partnership with youth clubs and civil society groups.

    “Anti-Human trafficking cell in the districts require a comprehensive approach and partnership with civil society and youth to prevent trafficking and assist the law enforcement agencies to punish the traffickers. Our small effort can save many innocent people from exploitation,” he said.

    The Lt Governor stressed upon the Law enforcement agencies to analyze three important aspects – origin, transit & destination and prepare a Priority Action Plan to strike at the root of Human Trafficking Network.

    “In order to eradicate this crime, our coordinate response must focus on vulnerable groups such as children, women, labourers, displaced persons and it should be ensured they are identified & sufficiently protected,” the Lt Governor said.

    The Lt Governor said the Government has adopted a policy of zero tolerance for crime against women and committed to punish the criminal networks or individuals behind this heinous crime.

    J&K UT has lowest number of cases of human trafficking. Rescue and rehabilitation is the priority. We are also fully committed to setting up Anti-Human Trafficking Cells in all the districts of J&K. Moreover, 202 women’s help desks have been set up in all the police stations of the UT, he further added.

    The Lt Governor also highlighted the significant role of security forces in establishing peace in J&K and ensuring safety of the people.

    On the occasion, the Lt Governor announced recruitment for the posts of Anganwadi’s Sangini and Sahayika. More than 4000 appointments will be made in a transparent manner soon. District Commissioners have been directed to complete the recruitment process within one month, he added.

    Sh. Justice N. Kotiswar Singh, Hon’ble Chief Justice of J&K and Ladakh High Court said, the human trafficking mainly affects women and children. We should focus on the prevention part and the judiciary has a role to play where perpetrators are taken to task, he added.

    Ms Rekha Sharma, Chairperson, National Commission for Women stressed upon awareness in the society. Dr Arun Kumar Mehta, Chief Secretary reiterated the UT Administration’s commitment to eradicate Human Trafficking.

    Members of National Commission for Women, senior officials from civil administration, police & other law enforcement agencies, and civil society members were present.

    Jammu, April 26: Lieutenant Governor Shri Manoj Sinha addressed the National Conference on ‘[email protected]’, today at the Convention Centre.

    The Conference was organized by IIM Jammu, IIT Jammu, AIIMS Jammu, in collaboration with Dalit Indian Chamber of Commerce & Industry (DICCI) to deliberate upon priorities, prospects and way forward for creating an inclusive & sustainable society.

    “The aspirations of humanity can be fulfilled only in the conditions of peace. And, I strongly believe, ‘Ahimsa’ deeply rooted in our great civilization, is making the world realize the futility of conflict and utility of dialogue,” said the Lt Governor.

    During India’s G20 presidency, green, accelerated, inclusive & sustainable growth are top priorities and the world is looking at us with a hope to deal with the challenges of Covid, Climate Change and Conflict, observed the Lt Governor.

    “Hon’ble Prime Minister Shri Narendra Modi Ji gave a new vision to the world that climate change cannot be fought from conference tables alone but It has to be fought from the dinner tables in every home. This will pave the way for sustainable & inclusive development,” the Lt Governor said.

    The Lt Governor stressed upon synergy between developmental activities and environment conservation to ensure global prosperity and better quality of life for all. He further observed that Ecological security will lead to economic security and strengthen our social development initiatives.

    “India will play the most important & constructive role for climate future and shape the action plan for mitigation, adaptation and environmental management systems. India will guide the world towards achieving the goal of environmentally sustainable development,” he said.

    The Lt Governor said that under the leadership of Hon’ble Prime Minister, India has given a new social model to the world for equitable development.

    Atma-Nirbhar Bharat, Make In India and Digital India have provided a robust framework for rapid and sustainable growth, he added.

    The Lt Governor also underscored the important role of premier institutions like IIM, IIT & AIIMS and the youth to provide future solutions to humanity.

    He further emphasized on exchange of best practices and increased cooperation between the countries for Digitally Empowered Society and Knowledge-based Economy.

    G20 represents 60% of the world population, accounts 85% of global GDP and 75% of global trade. I am confident that India’s G20 presidency will give new impetus to global relations and strengthen the spirit of “One Earth, One Family, One Future”, he added.

    Dr Arun Kumar Mehta, Chief Secretary also shared his views and highlighted the efforts to fulfil India’s G20 goals.

    SRINAGAR: Chief Secretary, Dr Arun Kumar Mehta on Tuesday chaired an interactive session with entrepreneurs and investors at the Civil Secretariat here. The meeting was aimed at addressing the issues and concerns faced by the industrial sector in the Union Territory.

    During the meeting, several important issues were raised and discussed, including land use and allotment, infrastructure development, power, departmental clearances, legal issues, and other related concerns. Chief Secretary assured the participants of full support from the UT government and issued appropriate directions to resolve several issues.

    The session also highlighted the hand-holding measures and incentives being provided to the industries in Jammu and Kashmir.

    Dr Mehta assured that the Jammu-Srinagar National Highway would shortly be set open for round the year traffic thereby resolving several logistical issues faced by industries. He assured the industrialists from the Kashmir region that the government would take necessary steps to ensure that trucks carrying perishable items are able to move to their destinations smoothly without undue hindrances.

    Chief Secretary called for conducting similar meetings every month to address the grievances of the industries in the UT.

    The Lt Governor, while highlighting the important role of the young generation in peace-building, urged the youth to follow the ideals of Mahatma Gandhi & Swami Vivekananda to build a global society based on trust and mutual respect.

    “Youth is the most significant time to create civilised and cooperative world order with a spirit of oneness and they will offer new hope, innovative solutions to tackle the challenges to peace and sharpen social consciousness,” said the Lt Governor.

    “I see youth bringing about reconciliation & shaping a new world for the good of citizens. Individual as well as society’s aspiration can be fulfilled only in conditions of peace & young generation is eager to create a peaceful & prosperous present & future for entire humanity,” the Lt Governor observed.

    It is the responsibility of the youth to use their collective strength for development and upliftment of humanity. With common values, aspirations and commitment of selfless service, the youth will expand the horizons of peace, prosperity, friendship, cooperation and progress, he added.

    The Lt Governor emphasized that the discussions during the Y20 consultation meet should draw an outline of future plans, with the spirit of Sarve Bhavantu Sukhinah- everyone should be happy and prosperous.

    Speaking on India’s contribution in Peace-building and Peacekeeping, the Lt Governor said, India under the leadership of Hon’ble Prime Minister Shri Narendra Modi Ji, will lead the world to effectively address broader aspects of security challenges that also includes social, political, economic & environmental with the spirit of One Earth, One Family, One Future.

    India is one of the world’s largest contributors to United Nations Peacekeeping Operations. Since 1950, Indian soldiers have participated in 49 peacekeeping missions in different countries and even today more than 8,000 troops are serving in 10 United Nations missions. It is the testimony to our commitment to global peace and human welfare, added the Lt Governor.

    The Lt Governor also observed that Knowledge economy will play an important role in the future and success of Start-ups and Unicorns are giving fresh impetus to India’s growth.

    The Lt Governor also shared the transformational journey of Jammu Kashmir in the last three years.

    “Today, Jammu Kashmir is emerging as a noticeable narrative on bringing civility to the land that was once scarred and wounded by terrorism. The biggest stakeholders of this new and aspiring Jammu Kashmir are the youth,” said the Lt Governor.

    People, especially youth, are fearlessly pursuing their dreams. Now, economic development, an important stimulus to aspirational society, and basic fundamental rights like education, healthcare, employment, and the pursuit of happiness are no longer hostage to violence. Youth power is the strength of Jammu Kashmir and they have dedicated themselves to rejuvenate the society and to drive inclusive development, the Lt Governor added.
