    SRINAGAR: As incidents of dog bites increase in Kashmir, there is a growing need for sterilization and proper waste disposal. According to doctors, sterilizing and vaccinating dogs can help control their population, prevent rabies, and reduce attacks. They emphasized that sterilization is the sole scientifically-proven method of controlling the stray dog population.

    “Every day, a large number of people are falling prey to dog bites. The canines are storming streets, chasing cars, pulling down bicycle riders, and often attacking pedestrians and school children,” they said.

    A few days ago, a minor boy was mauled by dogs in Beighpora Awantipora in Pulwama. Doctors treating him said that the wounds were so deep that even his lungs were injured, and the incident is enough to show the gravity of dog bite menace in Kashmir. They said that the minor boy was brought to SMHS Hospital in critical condition with multiple injuries, including injuries to the scalp, chest, shoulder, thigh, and other parts. There were deep wounds on his body, and his vitals were deranged when he was brought to the hospital, they said.

    “The patient is stable now, and his multiple injuries have been stitched and repaired with the help of plastic and ENT surgeons, and we are hopeful that he will recover soon,” they said.

    Parents of the minor said that he was attacked by the dogs in farmland when no one was there, but the main reason behind it is the improper disposal of waste that is luring dogs. They said that both the public and the government are responsible for the improper disposal of waste, but action needs to be taken immediately as today it has happened with us and tomorrow the same can happen with others.

    Despite going through such a difficult phase, nobody from the administration has even called us, they said, adding that the government must take steps immediately to eradicate the growing dog bite menace.

    An official from the anti-rabies clinic SMHS said that from 1st April 2022 till 31st March 2023, as many as 6,875 bite cases were reported to ARC SMHS, and most of them were from Srinagar. Giving details, he said that among animal bites in the last year, 4,912 animal bite cases were reported from Srinagar at ARC SMHS, 317 from Budgam, 201 from Baramulla, 134 from Kupwara, 168 from Bandipora, 301 from Ganderbal, 221 from Pulwama, 138 from Shopian, 147 from Kulgam, 85 from Anantnag, and 231 from other areas.

    Rabies is an invariably fatal viral disease resulting in approximately 59,000 human deaths per year globally, with 95% of cases occurring in Africa and Asia. The only way to prevent a rabies death is vaccination of an animal bite victim. In Kashmir, the burden and characteristics of dog bites are not routinely captured by the health system in place.     New Delhi: The Supreme Court on Friday granted protection from possible coercive action to the editor and owner of a news portal in a criminal case lodged against them over allegations of spreading fake news about attacks on Bihar migrants in Tamil Nadu.

    A bench comprising Chief Justice D Y Chandrachud and Justice P S Narasimha, however, refused to consider the plea for quashing of the FIR lodged in Tamil Nadu and asked the editor and the owner of the portal, OpIndia, to move the Madras High Court for the relief.

    The top court took note of the submissions of senior advocate Mahesh Jethmalani, appearing for Nupur J Sharma and Rahul Roushan of the news portal, that the impugned news has already been taken back and now both of them are facing arrest.

    “We direct there shall be no coercive action against them for four weeks,” the bench said, adding the plea for quashing FIR may be filed in the meantime before the court concerned.

    “Jethmalani, how can we quash the FIR under Article 32 of the Constitution? You please go to the Madras High Court,” the bench said.

    The FIR was lodged in Tamil Nadu over the allegations that the news portal allegedly ran fake news over Bihar migrant workers in the state.

    Jaipur: Rajasthan Chief Minister Ashok Gehlot on Thursday said strict action will be taken against investigators found guilty of negligence in probing the Jaipur serial bomb blast case in which all the accused were recently acquitted by the high court.

    He also said the suicide of a man in Jaipur due to alleged harassment and the incident of misbehavior with a police head constable in Churu were unfortunate developments.

    The chief minister said that district authorities should be active in protecting the poor people from the harassment by influential people.

    Referring to the acquittal of the 2008 Jaipur bomb blast case accused last month, the chief minister said strict action will be taken against those who were negligent in conducting the investigation.

    The Rajasthan high court on March 29 acquitted the accused who were awarded capital punishment by a lower court. The high court had slammed the investigation.

    Seventy-one people were killed and 185 others injured in a series of blasts on May 13, 2008 at places including Chandpole Gate, Badi Chaupad, Chhoti Chaupad, Johri Bazar and Sanganeri Gate.

    In the review meeting, the chief minister also expressed concern over the incident of harassment of poor.

    “The chief minister said that the incident of harassment and suicide of a poor person for building a hotel in Jaipur is very sad. The district administration should take cognisance of such incidents and take prompt action,” a release quoting him as saying.

    PHED minister Mahesh Joshi is one of the accused booked for abetment to suicide after a man, named Ramprasad, committed suicide on Monday over a land-related dispute. Before taking the extreme step, he shot a video and blamed Mahesh Joshi and others.

    The chief minister also reacted to the report of alleged misbehavior with a traffic head constable in Churu by some men and said that strict action should be taken against them so that the morale of the police administration is raised.

    A video of the sobbing policeman had gone viral recently.

    The chief minister reviewed the crime situation in the state. It was informed in the meeting that the time taken in the investigation of the cases of atrocities on women has reduced since 2019.

    In 2019, average time in the investigation of such cases was 108 days which has reduced to 41 days, the release said, adding that 1,344 persons have been given punishment in rape and POCSO cases while 13 have been given death penalty since 2019.

    Biden’s economic team last week publicly took a less aggressive line as world economic policymakers convened in Washington for meetings of the International Monetary Fund and World Bank, where concern about China’s role as a leading global lender looms large. At the time, China released new customs data showing trade with the West — both the U.S. and Europe — dipped in the first quarter, fueling fears of economic slowdown and separation.

    “It is important for the U.S. to be clear [that] we do not seek to decouple from China or seek to limit China’s growth in any way,” Jay Shambaugh, Treasury’s undersecretary for international affairs, said during a discussion at the Brookings Institution last week. Though the U.S. will sometimes “take targeted national security actions” aimed at Chinese firms, like last year’s trade rules targeting Chinese microchip makers, those policies are “not things we’re doing to benefit the U.S. economically vis-a-vis China.”

    The comments were just some of the latest from Biden’s team, which has emphasized for months that they are not interested in a major decoupling of the world’s biggest economies. But despite the conciliatory tone, the U.S. is preparing a series of actions targeting critical parts of the Chinese economy. In addition to the expected executive order on investments, it is also considering a potential ban on the widely popular Chinese-owned app TikTok. And a senior trade official said last week that the U.S. could also hike tariffs on China to express its “displeasure” with Beijing’s failure to live up to its so-called Phase One trade deal, signed under then-President Donald Trump.

    Those moves would come on the heels of aggressive trade action last year, when the administration put in place new export rules that explicitly sought to undermine Beijing’s prized microchip sector and passed massive industrial policies aimed at breaking reliance on the Chinese economy. At the time, national security adviser Jake Sullivan was clear that the goal of the strategy was to preserve America’s competitive edge in emerging high-tech industries, even if Washington does not pursue a broader decoupling.

    “We must maintain as large of a lead as possible” in high tech sectors like microchips, Sullivan said, previewing new Commerce Department rules released in October that sought to grind Chinese chip development to a halt.

    The administration insists that its economic, diplomatic and security leaders are united on China and that recent statements do not represent a shift in rhetoric or policy. But they also acknowledge that policy discussions continue over the scope of the executive order to regulate U.S. investment and other initiatives.

    “We want to make sure we’re getting it right,” a senior administration official, granted anonymity to discuss policy discussions, said of the long-delayed executive order on American investments in China. “We want to make sure we’re consulting with allies, consulting with industry along the way, and then go through the regular order processes as regulations do. But I don’t think there’s really been any shift in any of those discussions now.”

    Biden and Chinese leader Xi Jinping’s meeting last November on the sidelines of the G-20 summit in Bali marked a turning point in the tone from both sides. At the time, the two leaders pledged to put a “floor” on the souring relationship after the U.S. chip rules and then-House Speaker Nancy Pelosi’s trip to Taiwan brought the diplomatic relationship to a low not seen in decades.

    The detente was supposed to be marked by the first trips to China for key members of Biden’s foreign policy and economic teams — Treasury Secretary Janet Yellen and Secretary of State Antony Blinken. But the road to rapprochement hit a series of speed bumps.

    In February, a suspected Chinese spy balloon floated over the continental U.S., igniting a firestorm of criticism from Capitol Hill and the White House. Yellen and Blinken’s trips were subsequently postponed, and the Biden administration sanctioned Chinese firms connected to the balloon incident. The Chinese government’s economic overtures to American businesses and policymakers — ongoing since the Biden-Xi meeting — dried up as well.

    But now it appears the Biden administration is eager to reopen the economic dialogue. Administration officials have tried in recent weeks to reschedule the Cabinet members’ trips to Beijing. Though they have so far been rebuffed, China watchers say Beijing is likely to come back to the table soon.

    “Beijing policymakers definitely are eager to get the U.S. to loosen its restrictive policies on China trade and investment,” said Ho-fung Hung, a professor at the Johns Hopkins School of Advanced International Studies focused on China’s economy. “With the worsening unemployment problem, debt crisis, and the urgency of recovery from the Covid lockdown, Beijing is desperately looking for ways to jumpstart its economy, at least to make sure it won’t worsen.”

    The desire to renew in-person dialogue has its limits. At the same time, the White House is also pushing ahead with the first wide-ranging government oversight of American business in China.

    Since the Trump administration, national security lawmakers and Cabinet officials have sought to craft new rules to oversee — and potentially block — U.S. investments in Chinese tech sectors. The goal is to prevent American firms from funding or developing tech that can later be used by the Chinese military.

    Biden’s executive order scrutinizing U.S. investment in China was originally expected to be finalized last year. But that action was delayed as NSC officials clashed with the Treasury Department over which Chinese sectors the new oversight should target — and whether the government should have the power to prevent American business deals in China, or merely oversee them.

    That debate has spilled into the new year, further delaying the release of the executive order. POLITICO reported in February that the White House is planning to announce a scaled-back executive order focused on disclosure and transparency by the end of April. While policymakers last year considered including up to five major Chinese industries — microchips, artificial intelligence, quantum computing, biotechnology and clean energy — in the order, the biotech and clean energy sectors are now likely to be left out of the program.

    Biden’s economic officials have briefed industry groups in Washington on the broad contours of the order in recent weeks, a senior administration official confirmed. While some aspects of that order are still being finalized, the official said that it would likely include at least some prohibitions on U.S. investments in Chinese tech in addition to notification requirements for new deals.

    “When Congress got close to passing an outbound investment provision that would have rode along in the CHIPS bill, that [amendment] included only notification,” the official said. “We noted publicly at the time that we thought any kind of regime based on notification would need to be complemented by a narrow, but tailored, set of prohibitions as well. So nothing has really shifted since.”

    Porbandar: The Archaeological Survey of India (ASI) has filed a police complaint against 19 property owners for unauthorised construction within the 200 metre limit of Mahatma Gandhi’s birthplace in Kirti Mandir.

    The ASI’s Conservation Assistant, Junagadh sub-circle, Harish Jivanlal Dasre, filed the complaint under the Archaeology Department’s Rules, 1959 and amended Rules, 2010, which state that no new construction can take place without the permission of the ASI within 100 metres and 200 metres of nationally protected monuments.

    Despite being served notice, the property owners continued their construction activities without the required permission. The ASI’s strict action against the illegal construction is a result of increasing concerns about the conservation of India’s cultural heritage.

    SRINAGAR: In a recent development, the Fee Fixation and Regulation Committee (FFRC) for private schools on Wednesday directed all the private schools in the Jammu and Kashmir UT to submit their fee structure proposals for approval within the specified time period.

    In a fresh order issued in this regard, the Chairman of the Committee has said that private schools were earlier ordered to submit their proposals in January 2021, but due to requests from individual schools and associations, the submission deadline was extended.

    As per the order, the Supreme Court had earlier ruled that educational institutes should submit their proposed fee structures well in advance of the academic year, along with all relevant documents and books of accounts for scrutiny.

    “The Committee will then decide whether the proposed fee structure is justified and not profiteering or charging capitation fees. Once the fee is fixed by the Committee, the institutes cannot charge any other amount above the approved fees,” the order reads.

    The order reads that the Jammu and Kashmir Private Schools (Fixation, Determination and Regulation of Fee) Rules, 2022, were notified by the J&K Government on May 10, 2022.

    “Rule 5(1)(c) of the Rules requires private schools to place their proposed fee structure before the Committee along with all relevant documents and books of accounts for scrutiny within the specified time. Rule 8(a) of the Rules requires private schools to submit a proposal for fee fixation, determination and regulation three months before the next academic year starts,” it reads.

    The FFRC Chairman has directed all the private schools in JK UT to submit their fee fixation and regulation files for the upcoming academic sessions, along with all requisite documents and audited accounts of the last three years.

    “Schools with an already approved fee structure for the 2023-24 academic year need not apply and should adhere to the approved fee structure,” it reads.

    It further reads that the private schools that failed to submit their fee fixation and regulation files earlier are provided with a final opportunity to submit their files and documents as prescribed.

    “Failure to submit the requisite information will attract action in terms of Rule 8(d)(i) and (ii), which includes imposing a fine equivalent to 10 percent of total revenue generated by the private school in the preceding year or taking over the management of the private school until it submits a proposal,” the order reads.

    “During the period of management takeover, the government will appoint an administrator to ensure the smooth functioning of the school at the cost of the school’s fund, and no further development/procurement/construction activities related to education and safety of children will be allowed,” it reads.

    The Chairman FFRC in his order has stated that the competent authority may withdraw permission and recognition of the private school as per the procedure laid down by the government.

    Meanwhile, the FFRC in a separate order has barred the private schools from giving a unilateral hike in the tuition fees saying that no Private school association, individual school was competent to make a hike in any kind of fee charged by the school without permission of the Committee.

    “No organization (Govt/Private) is competent to fix and regulate fee of in a private school. It is exclusively domain of the Committee,” the order reads.

    The private schools have been asked to adhere to the fee structure approved by the Committee. “Parents and school managements are at liberty to approach this committee for redressal of grievances regarding fee structure if any, the same will be considered by the Committee,” the order reads.     Negotiations between labor and Rutgers management remain underway, with both parties still negotiating at the governor’s office. In a union update Monday evening from Trenton, Rutgers AAUP-AFT President Rebecca Givan said the union did not receive or exchange any offers.

    “The governor briefly told us he was unhappy we were here because it meant we were on strike and also happy we were here because it meant we want to work to get a contract,” Givan said from a conference room in the Statehouse.

    Rutgers AAUP-BHSNJ President Catherine Monteleone said during the update that the “right people” were not present to negotiate with her respective union, although that’s expected to be fixed by Tuesday.

    Bryan Sacks, vice president of the Rutgers Adjunct Faculty Union, PTLFC-AAUP-AFT, said the “speed of this process is being accelerated” with the involvement of the governor’s office.

    The strike encompasses Rutgers’ New Brunswick, Newark and Camden campuses, impacting approximately 67,000 students. The strike involved three unions: the Rutgers AAUP-AFT, which represents full-time faculty, graduate workers, postdoctoral associates, and Educational Opportunity Fund counselors; the Rutgers PTLFC-AAUP-AFT, which represents part-time lecturers; and AAUP-BHSNJ, which represents workers at Rutgers’ health sciences schools. There are approximately 9,000 striking workers.

    Holloway also alleged in the Monday evening email that protestors entered and disrupted a class where there was a “critical exam” that was underway. A university spokesperson did not respond to questions for more details on the incident.

    The unions wrote a response Tuesday morning which did not directly address the allegation but said that “[O]ur picket lines have been and will continue to be a peaceful, nonviolent expression of our determination to make a better Rutgers for our students and workers.”

    New Delhi: The Congress on Monday petitioned the Election Commission seeking its intervention on rejection of the party advertisements and issuance of tenders worth a staggering Rs 16,000 crore by the BJP government hours before the declaration of Karnataka Assembly elections.

    The opposition party, which is seeking to wrest power from the BJP in the southern state, also demanded that certain officers in the poll panel who have completed more than six years, be transferred from Karnataka. The Congress also provided details of such officers.

    The Congress sought action against the Punjab government over the transfer of various IPC, PCS and PPS officers to allegedly favour the ruling AAP, and displaying photographs of Chief Minister Bhagwant Mann on Aam Aadmi’ clinics, which the opposition party said is a “direct violation of the model code of conduct” which is in force due to the bye-election in the Jalandhar parliamentary constituency.

    The party rued that five videos of the Congress seeking to create awareness among the voters in Karnataka on allegations raised against the BJP government in the state as well as the party’s design for guarantee cards being issued to voters have been rejected on the ground that these cards shall be used to collect personal information of voters.

    “Yet the Indian National Congress (INC) is not being allowed permission to run advertisements that are far tamer in comparison. It is our submission that the incorrect motive of collecting personal data of voters is made upon us.

    “The decision to reject our advertisements is completely incorrect and requires urgent reconsideration,” it said.

    “We urge the Commission to treat the matter with the urgency it deserves and to reconsider the decision given by the Karnataka State Media Certification Commission (KMCC),” the party said in its memorandum to the Election Commission (EC).

    The Congress also alleged that various tenders were issued by the ruling BJP government in Karnataka, 48 hours before the declaration of the Model Code of Conduct in the state.

    “These tenders worth a staggering Rs 16,000 crore (approximately) are, we submitted, a direct and blatant attempt to influence the outcome of the state election. As a result, we prayed before the EC that these be scrutinised, the offending individuals penalised and the same, at the very least, be injuncted until the conclusion of the election,” the party said.

    “In the office of the CEO, there are people who have been serving for more than six years and still continue in their offices. This is a violation of the EC’s guidelines which state that officers are to be changed after every three years to prevent any appearance of bias. The Congress has submitted a list of all such officers and asked for the rule to be enforced,” the Congress leaders said.

    The leaders who met the chief election commissioner and election commissioners include former Union minister Salman Khurshid, Leader of Opposition in the Punjab Assembly Pratap Bajwa, Rajya Sabha MP Nasser Hussain, AICC secretary Pranav Jha, and AICC Media Department secretary Vineet Punia.

    Azam Khan had taken this land on lease in 2012 as soon as Akhilesh Yadav’s SP came to power in Uttar Pradesh. Two leases were written, one for 25109 square feet area and the other for 16072 square feet area, with the rent for both fixed at only Rs. 100-100 per year. Both these leases were written between Maulana Mohammad Ali Jauhar Trust Chairman Azam Khan (lessee) and the authorized officer (lessor) PN Tripathi, Deputy Secretary, Department of Secondary Education, Government of Uttar Pradesh, Lucknow, on behalf of the Governor of UP.

    This land was given to Azam Khan’s Maulana Mohammad Ali Jauhar Trust to build a university and its office, but the BJP MLA alleges that Azam Khan is continuously conducting his party’s political activities from here and is using it for SP’s district office, which is a violation of rules. Therefore, the lease should be canceled, and action should be taken against Azam Khan for misusing government land.

    Earlier, the office of Murtuja Higher Secondary School and District Basic Education Officer Rampur was established on this land. After taking this land on lease, Azam Khan has run his Rampur Public School in one part and SP office Darul Awam on the other part. However, Maulana Mohammad Ali Jauhar Trust had leased this land for the purpose of opening an office for building a university, which was taken. That’s why now BJP MLAs are demanding that the lease be canceled and the land be handed over to the government.

    On the complaint of the BJP MLA, the district administration has started an investigation of this matter in Rampur. In this matter, Samajwadi Party leader Mashkoor Ali Munna says that all the work of Samajwadi Party is done from Azam Khan’s office Darul Awam in Rampur, and the meetings of the party are also held from there only. However, Azam Khan has not revealed whose land it is until now.
