    Colombo: Sri Lankan President Ranil Wickremesinghe has said that his government would introduce new laws to establish the country as a green economy, according to a statement from the Presidential Media Division.

    Addressing the Presidential Environment Awards 2021-2022 ceremony in Colombo on Friday, Wickremesinghe highlighted that it is not solely the responsibility of developing countries such as Sri Lanka to mitigate climate change, Xinhua news agency reported.

    The President emphasised that developed countries should also contribute to the cause.

    The President noted that Sri Lanka will take the lead in ensuring that the developing economies receive the resources to mitigate climate change. It intends to play a role in the global campaign for climate change mitigation.

    JAMMU: In a historic achievement J&K is well on target to complete around 2 lakh works under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) this financial year.

    This information was given out in a meeting chaired by Chief Secretary, Dr Arun Kumar Mehta to review the performance of Rural Development Department & Panchayati Raj schemes implemented in the UT of J&K.

    Besides the Administrative Secretary, RD&PR the meeting was attended by the Administrative Secretaries of Agriculture Production and Farmers Welfare Department; Jal Shakti; Forest; PWD; Labour& Employment; IT & Information; Revenue; Health; YS&S; Secretary in RDD; HoDs of Agriculture and Rural Development Departments.

    The meeting was informed that as compared to previous years the Department has this year set a very high target of 2 lakh works for it and the Department is expecting to achieve it also. It was revealed that the in the current financial year so far the Department has generated more than 2.82 Cr person days of work for the inhabitants of the rural population.

    It also came to fore during the meeting that during the past years the number of works completed used to be far less than what has been achieved this year so far. It was given out that during the year 2018-19 the number of works completed under MGNREGA were mere 26,352 and increased  substantially in the coming years.

    The number nearly doubled and reached to 54,311 works in the next year of 2019-20 thereby taking a leap reaching 67,278 in 2020-21, 84,705 in 2021-22 and this year the scheme already crossed 1,71,824 mark in the number of works completed taking a plunge of more than 200% so far, the meeting was informed .

    This remarkable number of completed works has been achieved at the expenditure of Rs 931.16 Cr. It was further given out that the percentage of women person days hovered at around 30.35% thereby extending an opportunity to the women for their empowerment through employment. The meeting was also apprised that nearly 9 lakh persons belonging to around 6.84 lakh households worked under this scheme to earn their livelihood.

    It is pertinent to mention here that the average wage rate per day per person was hiked last year from Rs 213.94 to Rs 226.78 and the payments are made exclusively through online mode directly into the accounts of the workers. Most of the payments had been made in a span of just 15 days after completion of work, the meeting was apprised.

    Regarding the next year plan it was revealed that the Department has proposed around 2,71,474 works which includes 1,07,249 (40%) of works related to natural resources management, 80,522 works of creation of individual assets for vulnerable sections, 82334 works of rural infrastructure besides others.

    The Chief Secretary applauded the Department for this unique achievement and asked them to raise their bar of expectation in the coming years besides efficiency of achieving the targets. He enjoined upon them to utilize this opportunity under the LG administration in bringing about necessary reforms regarding the transparency, responsibility and accountability in the system thereby achieving new heights in serving the people freely as per their expectations and requirements.

    He stated that switching to electric traction has offered numerous benefits, including an environmentally friendly mode of transport, reduced reliance on imported diesel fuel, lower carbon footprints, reduced operating costs, increased haulage capacity of electric locomotives, higher throughput, and increased sectional capacity by eliminating detention on account of traction change.

    The official further explained, “It also saves specific energy consumption and enables the haulage of heavier freight trains and longer passenger trains.” (KNO)

    New Delhi: The Airport Authority of India (AAI) has given the target to most of the airports to achieve 100 per cent use of Green Energy by 2024 and Net Zero by 2030.

    Currently Mumbai, Cochin and 25 other AAI Airports are using 100 per cent Green Energy.

    Cochin Airport is the first green airport in the world, fully powered by solar energy.

    The 25 airports include Puducherry, Kanpur (Civil), Hubballi, Belagavi, Mysore, Tezu, Kangra, Shimla, Kullu, Jammu, Srinagar, Leh, Imphal, Pakyong, Pantnagar, Dehradun, Dimapur, Jalgaon, Kohlapur, Pune, Aurangabad, Gondia, Akola, Sholapur and Juhu.

    As per the officials, AAI has given targets to achieve 100 per cent Green Energy at its remaining operational airports by 2024.

    The Airports Council International (ACI) has launched the Airport Carbon Accreditation programme, which is a global standard for carbon management at airports.

    The programme helps airports to assess their carbon emissions, develop a carbon management plan, and reduce their carbon footprint.

    Delhi and Mumbai airports, the top two major airports in the country, have achieved the highest Level 4+ Carbon Accreditation of ACI.

    As on date, there are only three airports in Asia-Pacific that have achieved this feat. Hyderabad and Bengaluru have also achieved the status of being Carbon Neutral (Level 3+).

    Officials said that AAI at Kolkata, Bhubaneswar and Varanasi Airports has achieved Level 2 Airport Carbon accreditation in December 2019 and is in process of ACI-ACA Level 2 certification for 23 more airports.

    AAI has already installed Solar Power Plants at various airports with cumulative capacity of more than 54 MWp as on date. AAI is also procuring around 53 million units of solar energy through open access and green power tariff, thus enhancing Renewable Energy (RE) share as on date to about 35 per cent of total electrical consumption of AAI airports.

    Officials said that the Airports Authority of India has chalked out the plan for its scheduled operational airports and has taken initiatives such as Energy Intensity Data publication, reducing energy intensity for existing as well as upcoming airport projects.

    A training module has been created as a part of an induction training programme for Air Traffic Controllers to sensitise them towards Carbon Neutrality.

    Gandhinagar: Union Cooperation Minister Amit Shah on Saturday said India should set a target to contribute 330 million metric tonnes (MMT), or 33 percent of global milk production by 2033-34, stressing the need to also produce milk by the masses.

    Prime Minister Narendra Modi’s government is working for the 360-degree growth of the dairy sector, Shah said at the 49th Dairy Industry Conference organised by Indian Dairy Association here.

    He said India’s milk processing capacity is 126 million litres per day, the highest in the world, and lauded the dairy sector for increasing production from 22 MMT, or around 6 crore litres per day in 1977, to 58 crore litres per day in 2022.

    He said around 22 percent of the milk that we produce is processed.

    “We should not content ourselves with becoming the world’s largest milk-producing country. If two lakh new primary milk producing committees are formed (at panchayat level), then in coming years, there is the possibility of India becoming the contributor of 33 percent of global milk production,” Shah said while calling for the need to explore this possibility.

    “We have to move ahead to achieve the target of producing 330 MMT, or 33 percent of milk globally by 2033-34,” he said. According to the Indian Dairy Association, the country’s milk production is now 220 MMT.

    “To achieve this (330 MMT target), the Central government and state governments, as well as cooperative movements should work together. We have to make production by masses a ground reality while maintaining mass production,” he said.

    Shah said India should also work in the direction of becoming the largest exporter of milk processing equipment apart from being the world’s largest producer of milk.

    He said the Modi government will make all efforts to also become the biggest exporter of milk in the world.

    “In the last decade, the dairy sector has grown by 6.6 percent annual rate. I assure you that when the cooperation ministry will set up rural dairies across two lakh panchayats in the country along with NDDB (National Dairy Development Board) and the animal husbandry department of (Union Minister Parshottam) Rupala, then this growth rate will increase to 13.8 percent. Our dairy sector will witness a peak then,” he said.

    Shah said the income of farmers rises in proportion to the milk processed and sold in the market.

    The dairy sector has become a deciding factor in the export of milk products like milk powder, ghee and butter, he said.

    “I can see a huge possibility in this. The day the multi-state cooperative society formed for export is connected with two lakh dairy unions, there is a possibility of our export growing five times,” Shah said.

    He said the Modi government will make all efforts so that India emerges as the world’s biggest exporter. “We have already become the world’s biggest producer”.

    He said India would never have become self-reliant in milk production had there been no White Revolution and Operation Flood, one of the world’s largest rural development programmes, that transformed the country’s dairy sector.

    “Now there is a need for White Revolution-2, and we have moved ahead in this direction. Cooperation model in the dairy sector …works to make sure that maximum benefit reaches the farmers by removing the middleman,” he said, assuring to further strengthen the dairy cooperation model.

    He said that dairy contributes to 4.5 percent of India’s GDP (gross domestic product). “Dairy is a strong part of our economy and also a source of job creation. As many as 9 crore rural families are associated with the dairy business,” he said. For marginal farmers, the dairy sector has proved to be a blessing, he said.

    While India’s population rose four-fold, milk production rose more than 10 times, he said. Per person milk consumption was 107 grams in 1970, which rose to 427 grams per person in 2022, as against the global consumption of 322 grams, he said.

    Shah also mentioned the success story of the Amul model, a highly successful three-tier dairy cooperative structure, and said it has played a major role in India’s contribution of 21 percent in global milk production.

Joyce Beatty (D-Ohio). “I think that it is a new time … that the young people we have in Congress today understand that we all stand on somebody’s shoulders, and the power of us standing together.”

    In a similar vein, Democrats are hoping to give members the “tools to be successful in the minority,” as one retreat session advertises — a particularly important lesson for the more than one-third of the caucus that has thus far served only in the majority. The panel will teach House Democrats how to effectively question witnesses in hearings and feature media savvy lawmakers such as Reps. Alexandria Ocasio-Cortez (D-N.Y.), Ted Lieu (D-Calif.) and Madeleine Dean (D-Pa.).

    Rep. Sylvia Garcia (D-Texas) lauded the “hell of a conference” Democrats organized.

    “I’ve seen a vast improvement on the panels, in terms of the makeup of the panels and discussions,” she said. “And it’s good to see that [Latino members] were on the stage and we were at the table.”

    Equipped with legislative wins from the previous Congress on landmark infrastructure and social spending bills, Democrats are gearing up to sell their message to the American public. They’re determined to avoid total policy irrelevance and are searching for bipartisan wins, even if they’re incremental ones on immigration or energy permitting, both of which sputtered out last term.

    “A lot of what we’re going to be doing is implementation of those bills” from last term, said Rep. Ann McLane Kuster (D-N.H.), chair of the centrist New Democrats. “But we won’t hesitate to move forward where we can. So I think we’ll find a way.”

    While Rep. Ami Bera (D-Calif.) expressed pervasive doubts that Congress could agree on “sweeping immigration reform,” he said smaller scale wins to protect so-called Dreamers, immigrants who were brought to the country illegally as children, might be possible.

    Some turbulence interrupted the caucus’ generally high-spirited retreat. Members of the Congressional Black Caucus were caught off guard when news broke Thursday that President Joe Biden told Senate Democrats he would not veto a Republican-backed measure rolling back changes to D.C.’s criminal code.

    “This is news to me, and I’m very disappointed in it,” said Del. Eleanor Holmes Norton (D-D.C.), when asked by reporters about the measure. “I hope he continues to say he will oppose it.”

    But in other areas, Democrats were determined to set aside old feuds and focus on defeating Republicans. In one example, lawmakers made clear they were moving past drama that had engulfed the Congressional Hispanic Caucus, after Chair Nanette Barragán (D-Calif.) sparked backlash over the firing of a top staffer. Rep. Adriano Espaillat (D-N.Y.), the second-ranked Hispanic Caucus member, publicly defended Barragán for the first time since the brouhaha.

    “First and foremost, the chairwoman has our full, unequivocal support,” he said at a press conference with members of the Hispanic Caucus at the retreat.

    Barragán also told reporters she’s working with the other Democratic groups to put out a statement opposing the Biden administration’s proposed tightening of the rules governing asylum for immigrants in the U.S.

    And for those policy priorities that can’t be achieved in a divided government, Democrats are readying lists of proposed executive orders to suggest to Biden, including new labor rules to make more workers eligible for overtime pay.

    Rep. Pramila Jayapal (D-Wash.), chair of the Congressional Progressive Caucus, said her group was preparing its “executive action agenda” to present to Biden following their own retreat scheduled for next week. Even as members pressed the White House to act, she indicated they were working in lockstep with the administration.

    “We’ve gone through this with the White House,” she said. “Many of the things, not everything, but many of the things on the agenda are things that we know that the White House wants to work with us on.”

    JAMMU: In view of huge mutton usage in Jammu and Kashmir, especially in the Kashmiri cuisine and in order to reduce meat import in the Union Territory, the government has approved an ambitious Rs 329 crore project for next five years to achieve self reliance in Mutton sector.

    The project is aimed at creating 6000 jobs besides setting up of 122 enterprises in the mutton sector in the Union Territory.

    The initiative also envisages achieving self-reliance in the mutton sector through a combination of innovative interventions including vertical upgrades, horizontal expansion besides focused attention on health cover and nutrition. One of the major interventions planned is import of muttonous breeds, which will lead to establishment of 72 breed-based farms to provide high genetic merit to animals. Additionally, the project aims to conduct 1,00,000 Artificial Inseminations (AIs) annually and establish 400 new commercial farms every year. The project also focuses on clusterization, creation of mandis, abattoirs and common facility centers (CFCs), to support marketing and value addition of the sector.

    “Investing in growth and improvement of mutton sector in J&K is not only about boosting production and reducing import costs, but it is also about providing quality and safe meat to consumers, improving the livelihoods of traditional farmers besides creating new job opportunities in the region,” said Atal Dulloo, Additional Chief Secretary, Agriculture Production Department.

    He added: “Apart from increase in production and productivity forward linkages, which are acutely lacking in the sector, will be established through formation of 50 Farmer Producer Organizations and Self Help Groups with linkage to 10 new abattoirs and in-built value chains integrated with 10 sheep mandis and 50 CFCs.

    Mutton has been an essential part of the Kashmiri cuisine for generations and Jammu and Kashmir, with its rich cultural heritage and diverse geography, has a significant demand for mutton. Despite the regions competitive advantage and potential to become self-reliant in the mutton sector, there is a shortfall of 41 per cent leading to an import bill of ₹1400 crore every year. Additionally, the existing mutton production is not only of insufficient quantity but also lacks quality and is not FSSAI compliant, putting consumers at risk.

    The majority of the livestock population is held by Bakerwals who follow traditional methods of farming, resulting in low productivity and profits. The UT has less than five breeds of sheep with the majority being dual purpose breeds such as Kashmir Merino, Rambouillet, and Corriedale. However, there is increasing demand for fast-growing mutton breeds like Dorper, Romnov, South Down and others.

    ‘Reorienting priorities: Self-Sustenance in mutton production’ is one among the 29 projects, which were approved by the Jammu and Kashmir administration after being recommended by the UT Level Apex Committee for holistic development of Agriculture and allied sectors in UT of J&K. The prestigious committee is being headed by Dr Mangala Rai, Former DG ICAR and has other luminaries in the field of Agriculture, Planning, Statistics & Administration like Ashok Dalwai, CEO NRAA, Dr. P. K Joshi, Secretary, NAAS, Dr. Prabhat Kumar, Horticulture Commissioner MOA & FW, Dr. H. S Gupta, Former Director, IARI, Atal Dulloo, Additional Chief Secretary, APD besides Vice Chancellors of the twin Agriculture Universities of the UT.

    The expected output from the project included import of 2700 high genetic merit/elite sheep and goats, increased lambing percentage from 80 to 120 and considerable reduction in marketable age for sheep and goats (40-50 kg in 6 months). The germplasm of the elite animals will be propagated through artificial insemination and embryo transfer techniques to intensify genetic conversion. The project aims to double the farm income through early weight gain, improved carcass yield and production and reduce lamb mortality. Effective health cover is expected to prevent production losses by 20-30% and provide consumers with safe and quality meat.

    The project is anticipated to bring significant benefits to farmers and consumers in Jammu and Kashmir. The creation of commercial farms and establishment of breed-based farms will boost mutton production and improve the quality of meat available to consumers. The marketing and value addition initiatives will help farmers get better returns for their produce, while health cover and nutrition interventions will reduce production losses and improve the overall well-being of the animals. The project will also create job opportunities and promote entrepreneurship, contributing to the economic development of the region.

    Ultimately, the project which is aimed at to achieve self-reliance in the mutton sector in Jammu and Kashmir, is a crucial step towards meeting the growing demand for mutton in the region. The project also intends to address the shortcomings in the existing mutton production and provide consumers with safe and quality meat. The project is also likely to bring numerous benefits to farmers and consumers, create job opportunities and contribute towards overall economic development of the region.

    “Investing in growth and improvement of mutton sector in J&K is not only about boosting production and reducing import costs, but it is also about providing quality and safe meat to consumers, improving the livelihoods of traditional farmers besides creating new job opportunities in the region.”, said Atal Dulloo, Additional Chief Secretary, Agriculture Production Department.
    He added: “Apart from increase in production and productivity forward linkages, which are acutely lacking in the sector, will be established through formation of 50 Farmer Producer Organizations and Self Help Groups with linkage to 10 new abattoirs and in-built value chains integrated with 10 sheep mandis and 50 CFCs.

    Mutton has been an essential part of the Kashmiri cuisine for generations and Jammu and Kashmir, with its rich cultural heritage and diverse geography, has a significant demand for mutton. Despite the regions competitive advantage and potential to become self-reliant in the mutton sector, there is a shortfall of 41 per cent leading to an import bill of ₹1400 crore every year. Additionally, the existing mutton production is not only of insufficient quantity but also lacks quality and is not FSSAI compliant, putting consumers at risk.

    The majority of the livestock population is held by Bakerwals who follow traditional methods of farming, resulting in low productivity and profits. The UT has less than five breeds of sheep with the majority being dual purpose breeds such as Kashmir Merino, Rambouillet, and Corriedale. However, there is increasing demand for fast-growing mutton breeds like Dorper, Romnov, South Down and others.

    ‘Reorienting priorities: Self-Sustenance in mutton production’ is one among the 29 projects, which were approved by the Jammu and Kashmir administration after being recommended by the UT Level Apex Committee for holistic development of Agriculture and allied sectors in UT of J&K.

    The prestigious committee is being headed by Dr Mangala Rai, Former DG ICAR and has other luminaries in the field of Agriculture, Planning, Statistics & Administration like Ashok Dalwai, CEO NRAA, Dr. P. K Joshi, Secretary, NAAS, Dr. Prabhat Kumar, Horticulture Commissioner MOA & FW, Dr. H. S Gupta, Former Director, IARI, Atal Dulloo, Additional Chief Secretary, APD besides Vice Chancellors of the twin Agriculture Universities of the UT.
    The expected output from the project included import of 2700 high genetic merit/elite sheep and goats, increased lambing percentage from 80 to 120 and considerable reduction in marketable age for sheep and goats (40-50 kg in 6 months). The germplasm of the elite animals will be propagated through artificial insemination and embryo transfer techniques to intensify genetic conversion.

    The project aims to double the farm income through early weight gain, improved carcass yield and production and reduce lamb mortality. Effective health cover is expected to prevent production losses by 20-30% and provide consumers with safe and quality meat.

    The project is anticipated to bring significant benefits to farmers and consumers in Jammu and Kashmir.

    The creation of commercial farms and establishment of breed-based farms will boost mutton production and improve the quality of meat available to consumers. The marketing and value addition initiatives will help farmers get better returns for their produce, while health cover and nutrition interventions will reduce production losses and improve the overall well-being of the animals. The project will also create job opportunities and promote entrepreneurship, contributing to the economic development of the region.

    Ultimately, the project which is aimed at to achieve self-reliance in the mutton sector in Jammu and Kashmir, is a crucial step towards meeting the growing demand for mutton in the region.

    The project also intends to address the shortcomings in the existing mutton production and provide consumers with safe and quality meat. The project is also likely to bring numerous benefits to farmers and consumers, create job opportunities and contribute towards overall economic development of the region.
