    ED freezes 150 bank accounts in illegal betting case

    New Delhi: The Enforcement Directorate (ED) said on Saturday that it recently carried out a search operation at a fintech company which resulted in the identification and freezing of 150 bank accounts in a case related to an illegal betting racket involving a person named Rakesh R. Rajdev and others.

    The ED said that these accounts were involved in the layering of funds received from individual persons, who placed bets through the website www.wolf777.com.

    “Subsequent to the searches, an amount of Rs 3.05 crore lying in 10 bank accounts was freezed under the provisions of the Prevention of Money Laundering Act (PMLA),” said an ED official.

    The ED said that the bank statements of rest of the entities whose accounts were freezed during the course of search were called for from the banks and analysed by the probe agency.

    “In the account analysis, we found that funds amounting to Rs 46.10 crore are lying in these accounts, which were routed through various dummy entities. Thus, a total amount of Rs 49.15 crore has been seized by the ED in this case till date,” the official said.

    The ED initiated the investigation after recording an Enforcement Case Information Report (ECIR) based on an FIR lodged by the DCB police station in Ahmedabad.

    During investigation, proceeds of crime, i.e., the money generated through the betting app www.wolf777.com, were traced and it was found that bank accounts in the names of various fictitious entities were opened for routing and layering of money which was then sent abroad through bogus entities in the guise of import.

    Bengaluru: The Karnataka High Court on Monday asked the central government why it had not given any reasons for blocking some accounts on Twitter in light of the takedown orders issued last year.

    The bench of Justice Krishna S Dixit, which is hearing a petition by Twitter challenging the various takedown orders of the Ministry of Electronics and Information Technology (MEITY), asked the government counsel, “Why you did not supply the reasons to them (Twitter). What is that you wish to withhold? Court wants to know what is so much an important thing which prevented the government from disclosing the reasons when the section (69A) uses the word ‘reasons to be recorded’.”

    When asked by the HC bench if the response would be provided to the court, counsel Kumar M N replied that “whatever decision is made can be supplied to the court.”

    The court also observed that the world was moving towards transparency and Section 69A of the Information Technology Act requires recording of reasons for takedowns.

    “The whole world is moving towards transparency. If it would have been regarding sovereignty etc., we would have understood. You called them for the meeting and you did not agree with the reasons given by them and passed the impugned order. Is it not necessary for him to know why you do not agree with his reasons?” the court said.

    Twitter approached the HC in June 2022 against the orders issued by the ministry.

    The Centre had argued that Twitter being a foreign entity cannot claim enforcement of fundamental rights. Objecting to this, Twitter informed the court that it was invoking the writ jurisdiction for violation of protocols prescribed under Section 69A of the IT Act. It also claimed in a rejoinder to the court that rights under Article 14 were available to foreign entities also.

    The court then asked both Twitter and the Union government to clarify the issue of how Indian entities would be treated in the United States and foreign jurisdictions on such issues.

    “In other jurisdictions whether disclosure of reason is treated as a matter of force or whether the government can withhold reasons? Whether any element of state sovereignty is involved in this? How would the USA have treated an Indian entity before it? That also needs to be addressed,” the court asked, adjourning the hearing to April 12.

    Twitter has claimed that the government was required to issue notice to the owners of the Twitter handles against whom blocking orders are issued. Twitter had said that it was barred from informing the account holders about the takedown orders of the government.

    New Delhi: Meta-owned WhatsApp banned a record over 45 lakh bad accounts in India in the month of February, in compliance with the new IT Rules 2021, the company informed on Saturday.

    Between February 1 and February 28, “4,597,400 WhatsApp accounts were banned and 1,298,000 of these accounts were proactively banned, before any reports from users”, WhatsApp said in its monthly compliance report.

    The most popular messaging platform, which has nearly 500 million users in the country, received another record 2,804 complaint reports in February in the country, and the records “actioned” were 504.

    “This user-safety report contains details of the user complaints received and the corresponding action taken by WhatsApp, as well as WhatsApp’s own preventive actions to combat abuse on our platform,” said a company spokesperson.

    “We will continue with transparency to our work and include information about our efforts in future reports,” the spokesperson added.

    Meanwhile, in a bid to empower millions of Indian social media users, Minister of State for Electronics and IT, Rajeev Chandrasekhar recently launched the Grievance Appellate Committee (GAC) that will look into their concerns regarding content and other issues.

    The newly-formed panel, a move to strengthen the country’s digital laws to tame the Big Tech companies, will look into appeals by users against decisions of social media platforms.

    The IT Ministry last month notified to establish three GACs as required under the recently amended IT Rules, 2021.

    In a major push towards an open, safe, trusted and accountable Internet, the Ministry of Electronics and IT has notified some amendments aimed at protecting the rights of ‘Digital Nagriks’.

    New Delhi: The National Investigation Agency (NIA) on Friday said it has sealed two offices of the banned organisation Popular Front of India (PFI) in Rajasthan, and also froze 10 of its bank accounts.

    An official said that NIA is investigating the criminal conspiracy hatched by PFI leaders and cadres in Rajasthan to drive a wedge between different communities in the country through radicalisation.

    “The banned organisation has also been conducting training of gullible Muslim youth in handling of weapons. They have been raising funds to carry out acts of terror and violence with the ultimate objective of establishing Islamic rule in India by 2047,” the official said.

    Earlier, on March 13, the NIA had filed chargesheet against Mohammad Ashif a.k.a. Asif of Kota, and Sadiq Sarraf of Baran in this case.

    The official said that during the investigation into the case registered in September 2022, it was learnt that the offices of the PFI at Jaipur and Kota were being used for organising terror training camps.

    These trainees, mostly young Muslim youth, were being radicalised and trained in the use of dangerous weapons, such as knives and swords, to attack, assault, and murder by targeting vulnerable points of the body, including the head, neck and chest.

    “Therefore, PFI offices at Jaipur and Kota have been attached under the provisions of UA (P) Act as the ‘proceeds of terrorism’. The properties attached by NIA today include the PFI office located at House No. 256, near Punjab National Bank, Moti Dungari Road, District – Jaipur, Rajasthan, and the PFI office, near Arakeen Badi Masjid, Madrasa Furkania, Lalji Ghati Ladpura Kota, Rajasthan,” the official, providing details, said.

    Bengaluru: The Karnataka High Court has quashed a 2018 Enforcement Directorate order of freezing the bank accounts of Amnesty International India Private Limited.

    The petition filed by Amnesty International in 2018 was allowed and the notices quashed, the single-judge bench of Justice K S Hemalekha said in its February 24 order. A copy of the judgment was made available recently.

    In the judgment, the court said: “On perusal of the provisions of Section 132(8A) of the Act, it is evident that order under Sub-Section (3) of Section 132 of the Income Tax Act would not be in force beyond sixty days from the date of the order. In light of the provisions of Section 132(8A), the impugned notices dated 25.10.2018 have lost their efficacy by efflux of time as the period of sixty days has expired.”

    The court, however, said all the contentions are left open to be urged before the appropriate authority in accordance with law.

    Calling itself a company “engaged in the business of rendering, research (primary and secondary) and consultancy services regarding human rights”, Amnesty claimed in the petition before the High Court that on October 25, 2018, without any notice to it, a search and seizure was conducted on its premises. Several documents, agreements and mobile phones were scrutinised and confiscated.

    Following this, the bank accounts of Amnesty in HDFC Bank and Kotak Mahindra Bank were frozen by a Government Order without any notice to it. This was challenged in the petition before the High Court.

    The advocate for Amnesty pointed to the Greenpeace India Society vs Union of India case in which a similar issue was decided. The High Court accepted this contention.

    In the Greenpeace case, the NGO sought to quash the order blocking its financial assets which had been frozen by an order of the Ministry of Home Affairs following a bank transfer from another NGO located in Netherlands. The High Court held that the Ministry’s arguments were not satisfactory enough to freeze the financial assets of Greenpeace and ordered that the bank allow the NGO to have access to its accounts.

    Hyderabad: Around two lakh Self Help Group (SHGs) women in the State have received a refund of Rs 217.61 crore after Finance Minister T Harish Rao instructed bankers to verify the SHG loan accounts.

    The move comes after the Reserve Bank of India (RBI) ordered banks to charge a concessional interest rate of 7% for loans, upto Rs 3 lakh for rural SHGs and 10% for loans beyond Rs 5 lakh, whichever is lower. 

    Following the RBI guidelines, a state-level bankers committee (SLBC) meeting was held on December 23 last year where Rao instructed them to refund excess interest if collected.

    “Harish Rao has learned that a few banks have not complied with this law and have instead accrued higher interest. Even within the same bank, there were variations in the interest rates that were collected. The pastor discovered that the self-help group members were losing money by paying exorbitant interest rates,” a press release said.

A total of 80432 number of Admit Cards have been downloaded by the Candidates in the first 24 hours. However, the Board has received few representations regarding, Application ID not being available with the candidates. The Board has already provided the FORGOT APPLICATION ID Option for addressing the issue.

    JKSSB Admit Card Download for Accounts Assistant Posts

    Issuance of Admit Cards to the candidates for Computer Based Written Test
    (CBT) scheduled to be held w.e.f 16.03.2023 to 01.04.2023, for the post of
    Accounts Assistant (Finance), advertised vide Advertisement Notification No. 04
    of 2020, under item No. 106.

    The Jammu and Kashmir Services Selection Board (JKSSB) is conducting the Computer Based
    Written Test (CBT) Examination for the post of Accounts Assistant (Finance Department) as per the
    following details:-

    City Intimation / Level-1 Admit Cards for the candidates, whose examination(s) is/are
    scheduled w.e.f. 16.03.2023 to 01.04.2023 shall be hosted on JKSSB’s official website
    (www.jkssb.nic.in) w.e.f. 09.03.2023 (04.00 PM) to 12.03.2023. This Admit Card is issued
    only to inform the candidates about the Exam City, Exam Date and Exam Time for the candidate

    Final / Level-2 Admit Card would be released three (03) days prior to the exam date(s),
    depicting the Name and Address of Exam Centre and can be downloaded from JKSSB’s official
    website (www.jkssb.nic.in) at that time.

    Candidates can download their Admit Cards from the website using their Application ID and Date
    of Birth. They must read the instructions contained therein, carefully.

    In case of any difficulty in downloading / issues related to Admit Card, candidate(s) may contact
    the JKSSB Help-Desk at 0191-2461335 (Jammu) / 0194-2435089 (Srinagar) or write to JKSSB at
    [email protected] Help-Desk will activate on 09.03.2023 to 01.04.2023 during office
    hours.

    The candidature of candidates claiming eligibility by misrepresentation/concealment of any
    material facts, impersonation, fraud, etc. shall be liable for cancellation and disciplinary action, as
    deemed appropriate.

    The Board reserves the right to cancel the candidature of any candidate at any stage at which
    he/she is found ineligible

    The candidates are intimated that there shall be negative marking for wrong answers (1/4th of
    allotted marks for each wrong answer) attempted in the said examinations. The detailed criteria of

    Selection and Syllabi for the said posts has already been notified and are available on the official
    website of the Board (www.jkssb.nic.in).

    The candidates are also advised to be in touch with the JKSSB’s official website (www.jkssb.nic.in)
    for the latest updates on the examinations and Admit cards will not be sent by post.

    Stepwise procedure to download JKSSB E-Admit Card:

    To download E-Admit Card, first visit the official website of JKSSB,
    i.e., www.jkssb.nic.in.
    ii. On the homepage, there will be an option to download E-Admit Card.
    iii. On that page, click on the link/button – “LOGIN”.
    iv. Enter log-in credentials, i.e., Username and Password.
    v. Username will be your Application ID & Password will be your DOB
    in YYYYMMDD format.
    vi. On successful completion of above step, your basic details will be shown, kindly verify the
    details, in case of any mismatch, please contact helpdesk via call or email.
    vii. Click on the ‘View and Print E-Admit Card’ button.
    viii. The JKSSB E-Admit Card will appear on the screen.
    ix. Note: The E-Admit Cards will be issued in two Levels:
    ● Level-1 City Intimation:- This E-Admit card will be issued 07 days before the exam
    date to inform the exam city, exam date and exam time to the candidate.
    ● Level-2 Final E-Admit Card:- This Final E-Admit Card will be issued 03 days prior to
    the exam date, depicting the Exam Centre Name and Address.
    ● CANDIDATE MUST BRING THE PRINTED COPY OF THE LEVEL-2 E-ADMIT
    CARD ON THE DAY OF EXAMINATION.
