    SRINAGAR: Jammu and Kashmir government has decided to provisionally promote 10 standard students to next class in a bid to avoid academic loss.

    This follows the conclusion of the Class X exam on Wednesday. More than 63500 students appeared for the matriculation exam in soft zones of Kashmir. This was for the first time that the board exam was held in March. In August last year, the government shifted the academic session to March in sync with National Education Policy (NEP).

    Principal Secretary, Education, Alok Kumar told The Kashmir Monitor that they always provide provisional admission to the students. “It is not a new thing. We do provide provisional admission to the students. This time too it will be done. Till results are out, the students will be promoted to the next class,” he said.

    As per the ‘Uniform Academic calendar, the students who appear in Class 10 and 11 examinations shall be provisionally admitted in Class 11th and 12th respectively after the conclusion of the Board examination

    According to a government order, students, who are declared unsuccessful shall be permitted to continue their studies in Class 11th and 12th till the result of the Biannual/Annual Private examinations is declared. “In respect of the candidates who fail to pass in Bi-annual examination, provisional admission shall be canceled,” the order said.

    This year, 630 exam centers were set up for Class X students across the Kashmir division. Nearly 63543 students had enrolled for the exam in the soft zones of the valley.

    Officials said the March session has helped to overcome many academic hiccups for the students. “Earlier students who had to seek admission elsewhere had to face migration issues. This time students can seek admission anywhere. There will be no problem whatsoever,” said an officer.

    The government is now planning to hold exam for hard zones. Hard zones are those areas which are snowbound and not reachable. Since access to the area is difficult during March, the government decided to hold their exam separately. These students too will be given provisional admission and promoted to the next class. “They will also be promoted provisionally,” said an officer.

    Jammu and Kashmir Anti-Corruption Bureau (ACB) on Tuesday claimed to have trapped a Gardner of Floriculture department while demanding and accepting bribe in summer capital Srinagar.

    Quoting an official KDC reported that on receipt of the complaint, an FIR was registered, under section 7 Prevention of Corruption Act, 1988 in Police Station ACB central Kashmir and investigation was taken up.

    Accordingly a trap team was constituted. The trap team laid a successful trap and caught a Gardner of floriculture department at Badamwari while accepting a bribe of rupees 2,000 on the spot in presence of independent witnesses, he said.

    The Gardner was taken to a police station in Srinagar and further investigation into the matter is going on.

    SRINAGAR: Amid Covid resurgence, doctors have advised people to wear masks in crowded places to keep the virus at bay.

    Jammu and Kashmir has seen a rise in Covid cases for the last ten days. Data reveal that the total positive cases in Jammu and Kashmir stand at 166. On Monday, 40 new cases were detected. Of which, 19 were in Kashmir and 21 in Jammu.

    Sensing trouble, the government has launched an awareness campaign to motivate people to follow Covid Appropriate Behavior (CAB).

    “Infections are quite common. It is because of various circulating viruses. These include Influenza A, Influenza B, Respiratory Syncytial Virus (RSV), and SARS-CoV-2 (Coronavirus). People should avoid gatherings. They should also follow CAB,” said Professor Muhammad Salim Khan, head, Department of Community Medicine, Government Medical College, Srinagar.

    Dr. Khan said people should preferably wear masks in crowded settings. “Symptoms are mild. There is no need to panic. But one needs to be alert. Wearing masks is advisable. People going outdoors or in crowded places should wear masks. People also need to follow hand hygiene and cough etiquette,” he said.

    Jammu and Kashmir government has gone into overdrive and decided to ramp up testing. Directorate of Health Services Kashmir (DHSK) wrote to Chief Medical Officers (CMOs) to increase COVID-19 testing.

    “In continuation to the letter regarding COVID-19 testing, it has been observed that there is no increase in the COVID-19 testing rate. Furthermore, there hasn’t been any increase in the proportion of testing of RT-PCR which should be the benchmark of a minimum 80 percent of total COVID-19 testing. You are directed to increase the rate of COVID-19 testing, the proportion of RT-PCR testing and ensure the establishment of flu clinics at all the health institutions as per the guidelines issued by MoHFW,” the letter said.

    DHSK has also directed officers to carry out an awareness campaign so that people follow CAB. “We have to follow CAB. We have been issuing appeals from time to time. The campaign is going on social media. Director Health came on the air. CMOs and DHOs are appealing to people through various mediums that they need to follow protocols,” said Dr. Mir Mushtaq, spokesman of DHSK.

    Officials said there have been no hospitalizations so far in Kashmir. The government said they have enough beds available to meet any exigency.

    “We have no hospitalizations so far. We have adequate facilities available. Even in the peak of Covid, we did not have any bed shortage. We are self-sufficient. We are on alert. There is nothing to panic about,” he said.

    Jammu and Kashmir’s Grand Mufti Nasir-ul Islam Saturday said that Rs 65 have been fixed as the Sadaqa-Al-Fitr per person this Ramdhan while as there is no harm in paying more depending upon the financial capacity of the person.

    He said that the amount for Sadakat-ul-Fitr has been fixed after thorough consensus with the Ulema from Kashmir and Jammu regions. Talking to news agency—Kashmir News Observer (KNO), Mufti Nasir-ul-Islam said that it is mandatory for every person to pay Sadaqa-Al-Fitr @Rs 65 this holy month.

    “One organization Sautul-Awliya has announced Rs 70 in their individual capacity as Sadaqa-Al-Fitr. If any person wants to pay Rs 70 or more than that, there is no harm as rewards will be more,” the Grand Mufti said.

    He said Sadaqa-Al-Fitr has to be paid to downtrodden, poor, destitute, orphans, homeless and not to Masjids, Shrines, Khanqahas or any religious organisation. Mufti Nasir-ul Islam said that Fitr amount should reach to the deserving people ahead of Eid so that they too can celebrate the festival along with others.

    He said the Fitr amount was fixed after consensus with the Ulema from Kashmir and Jammu region respectively that include head of Mutahida Majlis-e-Ulema (MMU) Mirwaiz Umar Farooq, patron of Darul Uloom Rahimiya Bandipora, Moulana Rehmatullah Qasimi, also from Darul Uloom Bandipora Mufti Nazir Ahmed Qasmi, Mufti Muzaffar, Mufti Abdur Raheem via Baramulla. Khateeb at the shrine of Hazrat Naqshband Sahab (RA) Prof Muhammad Tayib Kamili , Chairman Karwani-e-Islami Ghulam Rasool Hami, from Sautul Awliya Fayaz Ahmed Rizvi, Shia Scholars Aga Syed Al Hassan Mosvi, Aga Syed Haadi and Masoor Abbas Ansari, Muhammad Yaseen Kirmani, Gen Sec Muslim Personal Law Board, Mufti Himayon, Shabir Ahmed Geelani, Abdur Hameed Nayeemi, Moulana Younus and Abdur Rehman Ashrafi from Qazigund. From Jammu, Ulema’s who were part of the consensus include Mufti Nazir Ahmed, Mufti Shabir Ahmed Noori, Qari Ali Hussain, Haji Muhammad Shafi Nasri, Mufti Liyqat Ali Rajouri, Master Ashraf from Kathua, Moulana Muzaffar Hussian Rizvi from Jammu, Moulana Shafi Rizvi from Samba, Mufti Muhammad Iqbal from Poonch, Hafiz Syed Yasir from Udhampur, Bashir Ahmed Qadri and Reasi and Haji Muhammad Tariq from Jammu.

    Quoting Hadith, he said: “Every Muslim is required to pay Sadaqa-Al-Fitr at the conclusion of the month of Ramadan as a token of thankfulness to Allah for having enabled him or her to observe the obligatory fast. Its purpose is as a levy on the fasting person. The fasting of the month of fasting person will be hanging between earth and heavens and it will not be raised up to the Divine Presence without paying the Fitr amount.” About Zakat, Mufti Nasir said that Zakat is payable at 2.5% of the wealth one possesses above the nisab. Nisab, which is equal to 85 grams of 24k gold, is the minimum amount of wealth one must have before they are liable to pay zakat.

    Directorate of School Education Kashmir (DSEK) has ordered change in school timings for Kashmir province from 1 April.

    According to an order issued by DSEK, the new timings for the government and the recognized private schools falling outside Srinagar Municipal limits will be from 10 am to 4 pm.

    “The order/instructions shall be adhered to strictly by all the concerned institutions,” the order reads, adding, “Any deviation in this regard shall be viewed seriously.”

    There is no mention about timings for schools located within the Srinagar Municipal limits and it appears that it shall remain from 9 am to 2 pm. (GNS)

    Jammu and Kashmir’s Grand Mufti Nasir-ul-Islam Tuesday said that Shab-e-Qadr will be observed on April 17 while as Eid moon will be sighted on April 20 and in case moon is sighted on April 20, people will have to offer Qaza fasting of a day.

    Talking to reporters after marathon meeting of Ulema that include Moulana Rahmatullah Qasmi, Ghulam Rasool Hami and Prof Muhammad Tayib Kamili, Moulana Aga Syed Al Hassan Mousivi, Ghulam Muhammad Bhat, Moulana Fayaz Ahmed Rizivi, Masroor Abbas Ansari and others, the Grand Mufti as per news agency—Kashmir News Observer (KNO), said: “Shab-e-Qadr will be observed on April 17. Moon sighting will be done on April 20 and if moon is sighted, people will have to offer one day Qaza fasting after Eid.”

    He said any decision regarding Eid will be made public after thorough consultation with Ulema. “MeT department will also be consulted before any announcement,” he said.

    Pertinently, earlier, there was a controversy over fasting as Grand Mufti had stated that the people should fast from Friday while the majority of the people in Kashmir had started fasting from Thursday. Grand Mufti had stated he had received no witness about sighting of Ramadhan crescent on Wednesday night. Grand Mufti also demanded release of Mirwaiz Moulvi Umar Farooq, Moulana Abdur Rashid Dawodi and other Ulema who are serving detention in various jails. (KNO)

    Handwara: A student of class 12 died of a cardiac arrest in Bakihakra village of Handwara in north Kashmir’s Kupwara soon after she returned from exams.

    An official told Kashmir News Service (KNS) said that the girl (18) identified as Ulfat died of cardiac arrest after she returned from class 12th exams today afternoon.

    He said the girl was taken to a nearby hospital, where she was declared dead on arrival.

    Meanwhile, a pale of gloom descended on the village as news of her death spread in the area. (KNS)

    This step has been taken in view of the increase in the prices of petroleum products in the international market. This initiative will benefit 9.6 crore families. Information and Broadcasting Minister Anurag Thakur said that the Cabinet Committee on Economic Affairs has approved giving subsidy of Rs 200 per LPG cylinder to the beneficiaries of PMUY.

    This subsidy will be given for 12 LPG cylinders of 14.2 kg per year. As on March 1, 2023, there were 9.59 beneficiaries under PMUY. The minister said that this would cost Rs 6,100 crore in 2022-23 and Rs 7,680 crore in 2023-24.

    In this, the subsidy is deposited directly into the bank accounts of the eligible beneficiaries. Thakur said that due to different international incidents, the international price of LPG has increased rapidly. In such a situation, it is necessary to protect the beneficiaries of Ujjwala Yojana from the high prices of LPG.

    A release said that the support in the form of subsidy to the customers under PMUY incentivises them for continuous use of LPG. It is essential to ensure continued adoption and usage of LPG among PMUY customers so that they completely switch to a cleaner cooking method.

    The average LPG consumption of PMUY consumers has increased by 20 percent from 3.01 refills in 2019-20 to 3.68 in 2021-22. All PMUY beneficiaries will get this subsidy. In order to make liquid petroleum gas (LPG), a clean cooking fuel for rural and underprivileged poor families, the government launched the Pradhan Mantri Ujjwala Yojana in May 2016 to provide free LPG connections to women from poor families. was started.

    The central government has given a big gift to the central employees. The government has increased the Dearness Allowance of the employees by four percent. After this increase, DA has increased from 38 percent to 42 percent.

    The increase in DA will be applicable from January 1. That means the employees will also get arrears for January and February. This decision will benefit about 47.58 lakh central government employees and 69.76 lakh pensioners. This increase in DA has been done after the recommendations of the 7th Central Pay Commission.

    Increased for the first half

    This increase in DA and DR has happened from January 2023 to June 2023 i.e. for the first half. With this announcement, the government will have a financial burden of Rs 12,815 crore every year. The government increases the DA of the employees every six months. Dearness Allowance (DA) is a part of the salary structure of government employees. In view of the inflation rate, the central government increases the DA of the employees. Higher the inflation, higher is the increase in DA.

    How much will be the increase in salary?

    After the four percent increase in DA, let us also understand the increase in the salary of the employees. Suppose the basic pay of a central employee is Rs 18,000. If we look at 38 percent, then DA becomes Rs 6,840. On the other hand, if we look at 42 per cent, then it will become Rs 7,560. That means there will be an increase of Rs 720 in the salary of the employee.

    If we look at the maximum basic pay, then the dearness allowance on the basis of Rs 56,000 becomes Rs 21,280. Now if it is seen according to the increase of four percent, then it will jump to Rs.23,520. In this way, there will be an increase of Rs 2,240 in the salary.

    DA reached from 17 percent to 42 percent

    Earlier, the government had increased the DA by four per cent in the last half as well, which increased the DA from 34 per cent to 38 per cent. The government had increased the DA of the employees by three percent in March 2022. After this increase, the dearness allowance of the employees had increased from 31 per cent to 34 per cent.

    Let us tell you that after a long time in July 2021, the central government increased the dearness allowance of central employees from 17 percent to 28 percent. After this, in October 2021, it was increased to 31 percent, giving another 3 percent hike.
