    New Delhi: A team of engineering students has devised a method to turn hospital personal protective equipment (PPE) waste, which typically swells-up landfills, into bricks that are stronger and do not use any cement.

    Not only do these “poly bricks” have a three-time higher compressive strength as compared to the common red bricks, they are much lighter and can be produced in a far shorter time.

    Since the curing time to reach ISO standards is less than 24 hours, the bricks are ready quicker and cheaper than common red or concrete hollow bricks and meet the water absorption specifications.

    The team from the civil engineering department of Sona College — Aravind Kumar from final year, Kamalesh J B and Dharani Raj U, both from third year, and Adhavan P and Harshini E K, both from second year — found this solution while participating in a nation-wide competition.

    “The technology is now available to hospital chains and other organisations interested in technology transfer to help tackle PPE waste and also reduce poisonous emissions,” Chocko Valliappa, Vice Chairman, Sona Group of education institutions, told IANS.

    The poly brick making process starts by sterilising PPE kits with ultraviolet (UV) rays, subjecting it to heat at 160 degrees centigrade, adding sand aggregates and casting the polypropylene mass into bricks.

    The poly bricks are eco-friendly as they do not use any cement or water in the process and cause minimal in process emissions as the PPE plastic waste is subjected to less than 200 degrees centigrade.

    The WHO recently said the use of PPE kits used during the Covid-19 pandemic was added burden putting on the environment, due to their single-use nature.

    According to the educational institution, these eco-friendly bricks can be used as regular bricks for walls as also as paver blocks instead of red bricks — in the process reducing plastic waste as well as pollution caused during cement production.

    The poly bricks have good cement adhesion and can be plastered with cement.

    Dr N Karuppasamy, Assistant Professor of Civil Engineering, Sona College of Technology who mentored the team said that a patent application has been filed for this technology.

    The civil engineering department has also patented a technology to use plastic waste in brick production that replaces almost 70 per cent of sand with plastic.

    Srikakulam: Andhra Pradesh Chief Minister Y S Jagan Mohan Reddy on Wednesday laid the foundation stone for the Rs 4,362 crore Mulapeta greenfield port in Srikakulam district, which is expected to completed within two years.

    Besides the port, the Chief Minister also laid the foundations for a fishing harbour at Budagatlapalem, a lift irrigation project from Gotta barrage to Hira Mandalam reservoir and taking forward the works of Mahendra Tanaya river.

    “I am proud to say that these four projects will change the face of Srikakulam district in the coming days,” Reddy said addressing a public meeting at Naupada village, adding that the district is endowed with a 193 kilometre long coastline out of the southern state’s total 974 km coastline.

    However, he noted that over the decades, neither a port nor a fishing harbour or a fish landing centre was built in this coastal district which had the potential to become another Chennai or Mumbai.

    Reddy observed that Mulapeta Port in Sonthabommali mandal would be completed in 24 months and that seaport has the potential to employ 35,000 people directly and indirectly, including creation of several other ancillary jobs.

    San Francisco: Google-owned YouTube has announced that it will update its approach to eating disorder-related content to create space for community, recovery and resources while protecting viewers in the coming weeks.

    “We’ve long had policies to remove content that glorifies or promotes eating disorders. Moving forward, we’ll be updating our Community Guidelines to also prohibit content about eating disorders that feature imitable behaviour, or behaviour that we worked with experts to determine can lead at-risk viewers to imitate,” Youtube said in a blogpost.

    According to the company, the policies could include — disordered eating behaviours, such as purging after eating or severely restricting calories, and weight-based bullying in the context of eating disorders.

    The company has collaborated closely with NEDA (National Eating Disorder Association) and other organisations to deepen its understanding of imitable behaviour, its potential manifestations in content, and its impact on vulnerable viewers as part of the development of its new policies.

    Moreover, to ensure appropriate content viewing, the company has implemented ‘age restrictions’ on certain materials discussing disordered eating behaviours in the context of recovery, as well as those that feature EDSA, as they may not be suitable for all ages.

    “Some videos will not be available to viewers under 18 if you’re signed out, or if the video is embedded on another website,” the company said.

    Further, Youtube has introduced eating disorder crisis resource panels under videos, which are currently available at the top of search results related to eating disorders in the US, UK, India, Canada, Japan, Korea, Mexico, France and Germany, the company said.

    Tamil Nadu Chief Minister M K Stalin introduced a motion in the Assembly on Wednesday seeking to include Dalit Christians into the purview of the Scheduled Castes (SC) quota, stating that doing so will allow them to benefit from social justice in all aspects.

    “This august House urges the Government of India to make necessary amendments to the Constitution to extend statutory protection, rights and concessions including reservation as provided to the people belonging to Scheduled Castes under the Indian Constitution, also to the Scheduled Castes who have converted to Christianity, so as to enable them to avail the benefits of social justice in all aspects,” the resolution moved by Stalin read, reported Deccan Herald.

    The resolution comes at a time when the Union Government is opposed to granting quota privileges to Dalits who have converted to Christianity or Islam.

    In December 2022, the Centre informed the Supreme Court that it was unwilling to execute the recommendations of the Justice Ranganath Misra Commission for Religious and Linguistic Minorities that Dalits who converted to Christianity and Islam be granted quota.

    The Centre has also formed a commission to investigate the subject, led by former Chief Justice of India Justice K G Balakrishnan. While Dalits who are Buddhists or Sikhs are eligible for SC reservation advantages, those who converted to Christianity or Islam are not.

    The new poll — conducted on behalf of immigrant advocacy group Immigration Hub and Voto Latino, a political organization focused on Latino voter turnout — comes three weeks before the administration plans to end Title 42, the Trump-era policy that has allowed border agents to immediately expel millions of migrants on public health grounds for the past three years. Biden administration officials fear a surge at the border upon the policy’s expiration next month and have turned to more restrictive measures to tamp down a record number of migrants fleeing political and economic turmoil.

    The White House should seize on the opportunity to get ahead of Republicans’ growing chatter leading up to the May 11 end date, said Beatriz Lopez, Immigration Hub’s chief political and communications officer.

    “It’s comms 101. Get ahead of the narrative. Talk about what you’re doing. Talk about what you plan to do,” Lopez said. “But it’s talking about both — not just the border but also what they’re planning to do to protect Dreamers and others who are every bit a part of the American community. That balanced approach is what works with voters.”

    The shift in border policy is expected to be a major political test for the Biden White House, which has rolled out a patchwork of solutions to combat a growing humanitarian crisis at the southern border. The Biden administration is also dealing with a gridlocked Congress, although lawmakers have long been unable to compromise on how to fix an outdated immigration system.

    “The fact is that in the 820 days since he sent Congress a comprehensive immigration reform bill, President Biden has taken unprecedented action to expand lawful immigration pathways, limit unlawful immigration, protect Dreamers and farmworkers, and increase border security. Because of this administration’s work, unlawful immigration is down, legal immigration is up, we’ve got record funds for border security, and thousands of smugglers are now off the streets,” White House spokesperson Abdullah Hasan said in a statement.

    “Meanwhile, all that House Republicans have managed to ‘accomplish’ since taking their (slim) majority is voting to abruptly lift Title 42 overnight with no plan in place for what comes next, proposing draconian funding cuts to border security, and playing partisan political games that do nothing to actually fix our long-broken immigration system.”

    House Republicans unveiled immigration legislation this week, with plans to further restrict asylum, expand family detention and crack down on the employment of undocumented workers. The House Judiciary Committee is scheduled to mark up the bill Wednesday, though the measure has little chance of making it through the Democratic-controlled Senate.

    Sen. Bob Menendez (D-N.J.) also unveiled a plan on Tuesday that relies on the White House taking executive action to address immigration. He shared his plan with the White House and other federal agencies, with ideas for creating new pathways to citizenship, increasing humanitarian aid for certain countries, increasing border security funding and expanding efforts to target human traffickers.

    Menendez’s suggestions come as the Biden administration prepares for a spike in border crossings come May, already the busiest time of year for migration. In addition to relying on more stringent immigration proposals to restrict entry to asylum-seeking migrants, the administration has discussed reinstating the detention of migrant families — drawing great backlash from immigration advocates, lawyers and Democrats.

    More than eight-in-10 voters in the poll — 82 percent — believe the immigration system is broken, and they want to see both enhanced border security and policies that provide a pathway to citizenship, such as work permits for Dreamers, undocumented immigrants brought to the U.S. as children, and Temporary Protected Status for other migrants.

    Sixty-five percent of respondents have a positive view of “modernizing and improving the physical infrastructure at high-volume ports of entry to enhance screening and processing,” while 76 percent want Dreamers and other undocumented immigrants residing in the U.S. to gain legal status if certain requirements are met, including background checks. Sixty-four percent of voters back the Biden administration using its TPS authority.

    “Voters disapprove of the job both parties are doing on immigration because they see the system as deeply broken and in desperate need of a fix,” said Nick Gourevitch, partner and managing director at Global Strategy Group. “Recent polling shows voters clearly want Washington to act with solutions that are balanced — that include both border security and pathways to citizenship and legal status for Dreamers and other immigrants.”

    The Biden administration announced plans last week to expand health care coverage to recipients of the Deferred Action for Childhood Arrivals program, but great concern remains about the fate of the popular Obama-era program, which has allowed hundreds of thousands of undocumented immigrants who arrived in the U.S. as children to receive work permits and deportation relief. After a flurry of court challenges, advocates and legal experts warn the program is headed to the Supreme Court, where the conservative bench seems likely to rule it illegal.

    The online poll surveyed 1,201 likely 2024 general election voters in Arizona, Georgia, Michigan, North Carolina, Nevada, Pennsylvania and Wisconsin between April 4-11. The margin of error was plus or minus 2.8 points.

    The bizarre incident occurred at Abdullapurmet on the outskirts of Hyderabad. A youth, working as an Assistant Professor at a private college, went missing on April 7 from the college hostel where he was staying. The college authorities thought that he might have gone to his native place in Khammam district in Telangana and contacted his family. However, the family members informed them that he had not come there.

    After waiting for a few days, the family lodged a complaint with the police, which took up the investigation. The family members told police that in the past he had left home without informing them and was later found working as a porter in a market.

    New Delhi: The petitioners seeking legal validation of same-sex marriage on Wednesday urged the Supreme Court to use its plenary power, “prestige and moral authority” to push the society to acknowledge such a union which would ensure LGBTQIA persons lead a “dignified” life like heterosexuals.

    A five-judge Constitution bench headed by Chief Justice D Y Chandrachud was told by senior advocate Mukul Rohatgi, appearing for one of the petitioners,that “the State should come forward and provide recognition to same-sex marriage.”

    He referred to the law on widow re-marriage, and said the society did accept it then and the “law acted with alacrity” and social acceptance followed.

    “Here, this court needs to push the society to acknowledge the same-sex marriage. This court, besides the power under Article 142 (which provides SC the plenary power to pass any order necessary for doing complete justice) of the Constitution, has moral authority and it enjoys public confidence. We rely on the prestige and moral authority of this court to ensure that we get our right,” Rohagti told the bench which also comprised Justices S K Kaul, S R Bhat, Hima Kohli and P S Narasimha.

    He said, “the State should come forward and provide recognition to same-sex marriage… which will help us leading a dignified life like heterosexuals.”

    At the outset of second day’s proceedings, Solicitor General Tushar Mehta, appearing for the Centre, filed a fresh plea urging the top court that all the states and UTs be also made parties to the proceedings on the pleas.

    In a fresh affidavit filed in the apex court, the Centre said it has issued a letter on April 18 to all the states inviting comments and views on the “seminal issue” raised in the pleas.

    “It is, therefore, humbly requested that all states and Union Territories be made a party to the present proceedings and their respective stance be taken on record and in the alternative, allow the Union of India, to finish the consultative process with the states, obtains their views/apprehensions, compile the same and place it on record before this court, and only thereafter adjudicate on the present issue,” the affidavit said.

    “It is submitted that the Union of India, has issued a letter dated April 18, 2023 to all states inviting comments and views on the seminal issue raised in the present batch of petition,” it said.

    Opposing the fresh plea of the government, Rohatgi said the pleas challenged the Central law, the Special Marriage Act, and just because the subject is there in the concurrent list of the Constitution, states and UTs need not be issued the notices.

    “You do not have to labour on this point,” the CJI said.

    Coming back to the submissions, Rohatgi referred to the judgements, including the decriminalisation of consensual gay sex, and said “The court was revisiting something which has already been decided”.

    “I am equal to heterosexual groups and it cannot be so that their sexual orientation is correct and all others are incorrect. I am saying let there be a positive affirmation…We should not be treated as lesser mortals and there will be full enjoyment of the right to life,” he said.

    The hearing is continuing.

    The top court on Tuesday made it clear that it will not go into personal laws governing marriages while deciding the pleas seeking legal validation for same-sex marriages and said the very notion of a man and a woman, as referred to in the Special Marriage Act, is not “an absolute based on genitals”.

    The outcome will have significant ramifications for the country where common people and political parties hold divergent views on the subject.

    The apex court had on November 25 last year sought the Centre’s response to separate pleas moved by two gay couples seeking enforcement of their right to marry and a direction to the authorities concerned to register their marriages under the Special Marriage Act.

    LGBTQIA stands for lesbian, gay, bisexual, transgender, queer, questioning, intersex and asexual.

    Srikakulam: As part of decentralising administration in Andhra Pradesh, the state government will be functioning from Visakhapatnam starting September, Chief Minister Y S Jagan Mohan Reddy said on Wednesday.

    The Chief Minister made this announcement addressing a public meeting at Naupada village in Srikakulam district’s Sonthabommali mandal on the sidelines of laying the foundation stones for infrastructure projects.

    “Visakhapatnam is an acceptable city for everyone in the state. It has the approval of all the people in the state. As part of decentralisation of administration, from this September, your son (Jagan) will set up his family (kapuram) also in Visakhapatnam,” Reddy said.

    The port city of Visakhapatnam, which is the largest city in the southern state, is key for Reddy’s capital city trifurcation strategy, which involves setting up a legislative capital in Amaravati, judicial capital in Kurnool and executive capital in Visakhapatnam.

    The issue over Amaravati as the current capital of the state and the development of the greenfield city is pending in the Supreme Court.
