    Noida: In a shocking incident, a woman, walking her pet dog in a park inside a posh Noida society, had to flee for her life after she was attacked by a pack by stray dogs, as per a video that has gone viral.

    The incident was reported from Mahagun Moderne Society in Sector 78 on Tuesday evening, as per information available. The video shows the woman running a considerable distance to reach safety, while holding her pet dog in her arms, as the stray dogs continue to chase her and try to bite her.

    As per the video, shot by a resident and shared on social media, the woman had entered the society park with her dog when it was attacked by the strays, and as she tried to protect it, the stray dogs attacked her too.

    The viral video has garnered many reactions with people saying that they are not safe in societies as well, while the menace of stray dogs outside is always there.

    In the previous days, several cases of dog bites had been reported, after which some local authorities slapped fines on dog-owners whose pets had attacked others. However, no concrete action has been taken in this matter.

    New Delhi: Delhi minister and the chief spokesperson of AAP, Saurabh Bhardwaj, on Wednesday alleged that the BJP-led central government stalled government recruitments in the national capital for the last nine years.

    Saurabh Bhardwaj’s reaction came after Delhi Lieutenant Governor VK Saxena on Wednesday handed over appointment letters to approximately 1,500 Delhi government employees.

    In a press statement, Bhardwaj said, “The Central government has been exercising unethical and unwarranted control over the Delhi Services Department, resulting in the stalling of all kinds of government recruitment in Delhi. The officers of the Services Department have on several occasions straight up refused to place on record the number of vacant posts despite multiple requests by Delhi Vidhan Sabha citing the control of Central Govt on the department.”

    He further questioned the Centre’s motives, saying, “Why did the Central Government deliberately keep state government posts vacant for so many years?”

    The minister also alleged that the BJP had falsely accused the Arvind Kejriwal-led government of delaying the recruitment of principals and teachers when the responsibility lay with the Central Government.

    “I learnt through news reports that the LG had distributed appointment letters to some people at a function today. While giving the appointment letter, the LG said that it was only possible to give these jobs in the last couple of months. He also claimed that in the last few years, these vacancies had been piling up. It was strange to see the LG pointing fingers towards the Central Government regarding the delay in these appointments,” the Bhardwaj said further in his statement.

    He added that everyone in the country is aware of job appointments in Delhi, transfer of government officers or taking actions against errant officers, all of this comes under the central government. “Since the LG is appointed by the Central Government, by default, this task comes under his own office,” he said.

    “When today the LG pointed out that 35,000 posts had been lying vacant, he was essentially blaming the Central Government for the delay in filling up these posts. He should answer why there was a delay in filling up these vacancies. It was the citizens of Delhi who suffered because of the delay in filling up these posts,” the minister added.

    Pointing out the vacancy in filling up the posts in the Fire department, he noted, “If there is a fire somewhere in Delhi and if the response of the Fire Department is delayed because of lack of staff, isn’t this a fault of the Central Government? If 325 Principals of Government schools have been appointed today in Delhi, then the question arises as to why these posts were left vacant for so long.”

    He hit out at the BJP further, saying, “Before every election in Delhi, and even before the Punjab state polls last year, the leaders and spokespersons of the BJP went around blaming Arvind Kejriwal for the number of vacancies when it came to the posts of principal in the government schools of Delhi.”

    He added, “The LG today has gone on to expose the Central Government and the BJP on this issue, and also made it clear that what the AAP had been claiming until now was absolutely correct. We had said earlier also that it was a part of the conspiracy of the BJP to not fill up these posts.”

    “If the posts of teachers in government schools or doctors in the government hospitals are lying vacant, then it was a ploy of the BJP to keep it like that. If it is the people of Delhi who are suffering due to thousands of vacancies for the posts of nursing staff and compounders in the government hospitals of Delhi, then it is the Central Government that is to be blamed for it,” he said.

    “The LG has to take the blame for this and inform the citizens of Delhi why they were made to suffer for so long. Over the years, I have personally asked several questions regarding the number of vacancies in the various departments of the state government in the Vidhan Sabha, but no reply was provided by the LG Office. Questions asked related to this matter by other MLAs in the Vidhan Sabha were also ignored.” Bhardwaj concluded.

    Patna: The second phase of the caste-based census has started in the State and will continue till May 15, said Dr Chandrashekhar Singh, DM, Patna.

    The decision of a caste census was taken by the Bihar cabinet on June 2, last year, months after the Centre ruled out conducting such an exercise nationally.

    The first phase of the caste-based census in Bihar began on January 7 and ended on January 21.

    Informing about the involvement of people in the second phase of the caste-based census, DM Singh said, “All the families are sharing information positively”.

    The second phase of the survey will involve gathering data on people from all castes, sub-castes, and socioeconomic conditions backgrounds.

    The survey, in its second phase, would cover an estimated population of 12.70 crores across 2.58 crore households in 38 districts, further spread over 534 blocks and 261 urban local bodies. The survey would be completed by May 31, this year.

    A caste-based headcount will be conducted across all 38 districts in two stages.

    Prayagraj: The Uttar Pradesh Police and the Special Task Force (STF) have intensified efforts to arrest Shaista Parveen, widow of slain gangster-turned-politician Atiq Ahmad, and Saddam, brother-in-law of Ashraf whose was also gunned down with Atiq on April 15.

    Police teams are carrying out raids in localities and villages of Prayagraj and neighbouring Kaushambhi district, in all known possible hideouts, including the houses of their kin.

    Police officials believe that with the murders of Atiq and his younger brother Ashraf, as well as death of Atiq’s son Asad Ahmad in an encounter with the STF in Jhansi on April 13, Shaista remains the only one who could shed more light on the planning and execution of February 24 killings of lawyer Umesh Pal and his two police guards.

    Named as an accused in Umesh Pal murder case, Shaista has been on the run since the February 24 murder.

    She carries a Rs 50,000 reward on her head.

    Shaista did not attend the funerals of her son Asad on April 15 as well as of her husband and brother-in-law held at Kasari Masari graveyard on April 16.

    According to a senior police official: “During the past 48 hours, raids have been carried out by police teams in search of Shaista Parveen at Baretha, Mariyadeeh, and Hatwa areas of Kaushambhi district, along with Rajruppur, Chakia, Kasari Masari, and Bamrauli areas of Prayagraj. Even the house of Shaista’s father Mohd Haroon has been searched in Kasari Masari area of Prayagraj.”

    Several close relatives are also being questioned about her whereabouts, he added.

    Sources claim that Shaista was last seen in Prayagraj in a commercial car and the police are also reaching out to the owners of travel agencies to find out if they have any leads.

    Police officials claim that Shaista played a vital part in the conspiracy to eliminate Umesh Pal and has been managing Atiq’s financial affairs since he was jailed.

    “Shaista procured the licences for three weapons — including a sophisticated rifle and two pistols — in her name using fake address with the help of Atiq’s connections without even having to go for the mandatory test firing required before being issued a weapon license,” said a police officer.

    This has led to the first three cases being registered against her at Colonelganj police station in 2009 under different relevant sections of IPC and Arms Act, the official added.

    According to police, Shaista started actively managing her husband’s empire after Atiq went to jail in February 2017. She was even video-recorded walking along with Atiq’s known henchmen in city.

    She also started making inroads in political corridors soon after.

    Police claim that at the behest of Atiq, she used to collect extortion money from builders and other traders.

    She gave the money extorted through such sources to assailants involved in the murder of Umesh Pal and his two police guards.

    While conducting raids to nab Shaista post February 24 murders, police even recovered cash worth Rs 72 lakh that she had allegedly given to her servant Rakesh to hide, said a police officer.

    Apart from the three cases (dating back to 2009) lodged in connection with procuring weapons illegally, Shaista also has a fourth case registered against her on February 24 at Dhoomanganj police station under relevant sections of IPC which relates to gunning down of mesh Pal and his two police guards in Sulem Sarai locality of Prayagraj.

    Andhra Pradesh: The Crime Investigation Department (CID) of Andhra Pradesh on Wednesday conducted search operations at seven branches of the Margadarsi Chit Funds Private Limited (MCFPL) across the State.

    “These search operations were undertaken as part of an investigation into the cases registered by AP-CID against seven branches of MCFPL under sections 420, 409, 120(B), 477(A) read with 34 IPC and Sec 5 of APPDFE Act-1999 and Sec 76, 79 of Chit Funds Act 1982,” an official release stated.

    During the searches, the book of accounts and documents including electronic documents pertaining to the case were scrutinized, the release stated.

    Further investigation is underway, it stated.

    Earlier on March 28, the Andhra Pradesh’s CID served notices to Cherukuri Ramoji Rao, the Chairman of Margadarsi Chit Fund Private Limited and his daughter-in-law and Managing Director Sailaja Cherukuri in connection with the Chit fund scam.

    As per the notice, the said persons have been asked to be present at their residence/office on March 29 or March 31 or April 3 or April 6 and cooperate with the investigation.

    Last November, Andhra Pradesh’s Registration and Stamps Department said that there have been malpractices in the functioning of chit fund companies in the state and show cause notice would be issued to those who have violated the rules.

    V Ramakrishna, Inspector General (Registration and Stamps Department) had said forensic auditing will be carried out in Margadarshi chit fund companies at a press conference.

    The official had said that the Stamps and Registrations Regulatory Authority will be the nodal agency for chit-fund institutions and carry out regular inspections.

    He had said the department conducted inspections at 12 chit fund companies on October 21, five organisations were inspected on October 31 and 18 units were inspected on November 15. He had said a total of 35 units have been inspected.

    Ramakrishna had said that irregularities included using money borrowed through chit fund for “other purposes”

    “Showcause notices will be issued to companies that have violated the rules, including the guidelines of the company. We will take further action after getting the reply to the show cause notices,” he had said.

    United Nations: While India’s population at 1.4 billion has surpassed that of China’s, the “latest big news” is that the population growth is below the replacement fertility rate in India and it has a “window of opportunity”, according to Rachel Snow, the lead demographer of the UN Population Fund (UNFPA).

    The continued trajectory for India is that while the young population entering the reproductive phase will boost overall fertility, “given the fertility pattern already evident, we can start to anticipate the decline, the plateauing and decline”, she said on Wednesday.

    The replacement fertility rate is the average number of children a woman must have to keep the population steady and it is considered to be 2.1 children per woman.

    The replacement fertility rate for India is 2, with wide variations within the country — between 1.6 for Punjab and West Bengal, and 3 for Bihar among the large states, according to Indian government data.

    “You’ve got this big bulge of young people entering both reproductive years which means fertility will keep growing, but (also) entering the age of life for working,” she said, giving India a “window of opportunity”.

    The question for India is that with this “window of opportunity”, will it be “able to mobilise the necessary investments in education and job creation, in gender equality, so that there will be an opportunity for that large population to indeed yield a dividend for the economy”, she said.

    Snow gave the example of the Asian Tigers — mainly Taiwan, South Korea and Singapore — that had a tremendous spurt in economic growth, which also led to better living standards.

    “In the 70s and 80s, the Asian Tigers had an extraordinary economic growth because there was major investment in the health, education, the well being of that cohort of young people who then were able to boost the economy.”

    The challenges for India, she said, are “there’s so many people that are in the informal labour market. Again, educational standards are highly uneven — if you go north to south, south to north in India, we see tremendous diversity within such a large country”.

    Snow was briefing reporters about the UNFPA’s annual report, which is titled, “8 Billion Lives, Infinite Possibilities: The Case for Rights and Choices”.

    She said that the population issue should not be seen solely in terms of numbers and goals, but the as to how women are able to freely make their own reproductive choices.

    She said that 44 per cent of partnered women and girls do not have the right to make decisions on having children or not.

    About 257 million women do not have access to safe, reliable contraception, she added.

    Hyderabad: India has surpassed China to become the most populous country in the world. As per the latest United Nations Population Fund (UNFPA) report, with a population of 1,428.6 million, India has overtaken China by a difference of 2.9 million.

    The report states that 25 percent of India’s population is comprised of children aged 0-14, with 18 percent in the 10-19 age group, and 26 percent belonging to the 10-24 age group. Meanwhile, 68 percent are in the 15-64 age category and only 7 percent are above 65 years.

    In contrast, China has 17 percent of the population under 14 years of age, with 12 percent in the 10-19 age group and 18 percent in the 10-24 age group.

    According to the latest Indian census, Mumbai is the most populous city in the country, followed by Delhi. Hyderabad is among the top 10 most populous cities in India.

    Hyderabad has a population of 68 lakhs and it covers an area of 650 sq. km on the Deccan Plateau along the banks of the Musi River. The city was established in 1591 by the Qutb Shahi dynasty’s Muhammad Quli Qutb Shah and served as the capital of erstwhile Andhra Pradesh from 1956 to 2014.     As per census data, 64.93 percent of Hyderabad’s population is Hindu, 30.13 percent are Muslim, 2.75 percent are Christian, and 2.19 percent belong to other religions.

    For the first time, India has topped the UN’s list since it began collecting population data in 1950. The report also notes that China’s population decreased for the first time since 1960.

    China had imposed a strict “one-child policy” in the 1980s to combat overpopulation fears, but lifted the policy in 2016. It began letting couples have three children in 2021 as the country’s workforce ages and fertility rates decline.

    Prayagraj: A local Congress leader, who stoked a controversy by placing the Indian Tricolour on the grave of slain gangster-politician Atiq Ahmad at the Kasari Masari graveyard in Old City area, has been arrested.

    The Congress leader Rajkumar Singh ‘Rajju’, was also expelled from the party for ‘anti-party ‘activities’.

    An aspiring corporator from ward no. 43 here in the UP civic polls, Rajju was held by the Dhoomanganj police after a video of him purportedly showing him put the national flag on the grave went viral on social media, said police.

    Atiq and his younger brother Ashraf were buried in the graveyard late on April 16 evening after they were shot dead by three armed assailants while in police custody on April 15 night.

    In the viral video, Rajkumar Singh Rajju is purportedly seen calling Atiq Ahmed a martyr, demanding Bharat Ratna for him and later spreading the Tricolour on his grave. The authenticity of the video clip is yet to be confirmed.

    As soon as the information about the viral clip was received, the Dhoomanganj police traced and detained the accused leader on Wednesday night.

    “A complaint is being registered against him,” said police.

    Meanwhile, city Congress committee president Pradeep Mishra Anshuman expelled the leader from the party for six years, saying that Rajkumar Singh’s statement on Atiq was his personal view and the party had nothing to do with it.

    The viral video also purportedly showed the accused leader saying: “The state government got Atiq Ahmad murdered. I demand that he be given Bharat Ratna. He was a public representative. He should be given the status of a martyr. If late Mulayam Singh Yadav can get Padma Vibhushan, then why should Atiq not be given Bharat Ratna…why was he not given state honours during the funeral?”

    Rajkumar Singh is believed to have given this statement to the media after the press conference of Congress mayoral candidate Prabha Shankar Mishra.

    While he was giving the statement, the city Congress president could be seen stopping the leader from speaking further.
