    House Republicans pass bill restricting transgender athletes from women’s sports

    During debate over the bill on Wednesday, several GOP lawmakers argued the bill was necessary because of the Biden administration’s new Title IX rule on athletics eligibility that would allow transgender girls to play sports with some limitations. Democrats pushed back by invoking Utah Gov. Spencer Cox in their defense of transgender women and girls. Cox, a Republican, vetoed a similar sports ban in the state and acknowledged several challenges transgender students face.

    The bill has no chance of becoming law as it is likely to stall in the Democrat-controlled Senate, and President Joe Biden has already announced that he would veto the bill if it were to reach his desk.

    Several lawmakers did not vote on the bill, including 10 Democrats and 3 Republicans.

    Amendments: Lawmakers passed by voice vote an amendment from Rep. Andy Ogles (R-Tenn.) that would clarify that the term “athletic programs and activities” in the bill includes any activities where you have to participate on a team.

    Additionally, Republicans shored up enough votes to add an amendment from Rep. Nancy Mace (R-S.C.) that would direct the Government Accountability Office to lead a study on “the adverse psychological, developmental, participatory and sociological results to girls” from allowing transgender girls to play sports. GAO would also investigate “hostile environment creation, sexual assault and sexual harassment” from a decision to allow transgender students to play on girls sports teams.

    “Republicans are following the science,” Mace said on the floor. “We are not confused about the differences between biological men and biological women. And as a woman who is pro LGBTQ, I don’t care how you dress, I don’t care what pronoun you take, I don’t care if you change your gender, but we ought to protect biological women and girls and their athletics and their achievements.”

    Reaction: Several Democratic and civil rights groups supporting transgender students slammed the bill’s passage as a political attack under the guise of protecting women’s sports.

    “We will not let anti-LGBTQI+ Republicans — who have refused to work with us on addressing real gender equity issues— use ‘protecting women’ as an excuse to attack trans youth,” said Democratic Women’s Caucus Chair Lois Frankel in a statement. “When my Republican colleagues want to join with us to address the actual pressing issues impacting girls’ and women’s sports, I stand ready to work with them.”

    The Human Rights Campaign said 40 athletes, including Megan Rapinoe, CeCe Telfer and Chris Mosier, signed a letter this month that rebuked a federal anti-transgender sports ban. HRC President Kelley Robinson in a statement said because the bill has no chance of becoming law, “this is purely a waste of time at the expense of an already marginalized population.”

    “Rather than focus their energy on doing literally anything to improve the lives of children, House Republicans have prioritized attacking transgender youth purely as a political ploy,” Robinson said.

    Conservative groups and cisgender women athletes they represent lauded the bill’s passage saying it reaffirms the promise of equal opportunity for women in Title IX.

    “I want to ensure no other girl experiences the emotional pain and lost opportunities I experienced in high school,” said Selina Soule, a former high school track and field athlete whose challenge against a Connecticut policy on transgender athletes will be heard by the full 2nd Circuit, in a statement. “There are clear biological differences between men and women and I experienced that firsthand, which is why I’m very grateful for the U.S. House passing this bill.”

    Islamabad: Pakistan’s Foreign Minister Bilawal Bhutto Zardari said on Thursday that his party was trying to build consensus among the country’s political leadership on holding elections, but asserted that any dialogue would be futile if it is carried out “with a gun to your head”.

    The Pakistan Peoples Party (PPP) Chairman’s remarks came as the country’s Chief Justice Umar Ata Bandial requested political leaders to hold negotiations earlier in the day after the Supreme Court resumed hearing a petition seeking to hold general elections for all national and provincial assemblies simultaneously.

    Justice Bandial said that there could be no obstinacy in negotiations and that consensus could be built through bilateral talks, The Express Tribune newspaper reported.

    He asked the political leaders to meet and negotiate on Thursday rather than after Eid. During the hearing, he said the elections could be held in July after Eid.

    Despite Justice Bandial’s request, no dialogue was held between the highly-polarised political parties.

    Later, the hearing was adjourned till April 27 after Attorney General for Pakistan (AGP) Mansoor Awan and PPP lawyer Farooq H Naek met Justice Bandial in his chamber and sought more time to hold dialogue with the opposition Pakistan Tehreek-e-Insaf (PTI) party led by ousted prime minister Imran Khan to evolve consensus on the matter, the report said.

    “We have made attempts in the past to unify the political leadership [on elections] and are willing to do that again, but dialogue cannot take place with a gun to your head as no one will agree,” Bilawal, 34, said.

    He said the PPP supports holding elections on the same day and is prepared to talk to anyone to achieve this goal.

    “Our efforts are aimed at saving democracy, which is currently in danger,” he said.
    Bilawal hoped that the CJP would establish consensus within his institution before leaving his post.

    “Our history has never witnessed such fragmentation within the judiciary. The Supreme Court is currently undergoing a trial before the people,” he said.

    Pakistan is currently in the grip of political and economic instability, compounded by the bitter tension between the judiciary and executive over the date of elections in the Punjab province.

    Parliament and the judiciary are divided over the holding of elections in the two provinces as the former has refused to authorise the funds to meet the expenditures.
    The deadlock has increased political instability and with the economy already in freefall, the threat of default of the country has increased.

    The federal government led by Prime Minister Shehbaz Sharif asserts that it has the power to delay the polls and hold them after August.

    However, Khan’s PTI party was pushing for early polls and demanding that instead of delaying the Punjab elections, the National Assembly should be dissolved and general elections called in the country.

    New Delhi: No state has less than 30 per cent household coverage of tap water connection in rural India and there is no habitation in the country which does not have portable drinking water at least to the extent needed for cooking and drinking, a senior official said.

    Addressing the 16th Civil Services Day, Secretary, Department of Drinking Water and Sanitation Vini Mahajan said more than 8.54 crore rural households with more than 40 crore people have benefitted under the programme.

    “This is more than the population of the US, almost twice that of Brazil and Nigeria,” she added.

    “No state has below 30 per cent household coverage of tap water connection in rural India. No habitation in country which does not have portable drinking water at least to the extent of 8-10 lpcd needed for cooking and drinking,” Mahajan said.

    According to the Jal Jeevan Mission data, West Bengal has the lowest coverage of tap water connections at 32 per cent among states while Lakshadweep has the lowest coverage among union territories at 0 per cent.

    A Supreme Court spokesperson did not immediately respond to an inquiry about whether Roberts plans to accept Durbin’s invitation.

    Asked by reporters Thursday if he planned a subpoena for the chief justice if he does not agree to appear voluntarily, Durbin appeared to allude to Democrats’ ongoing difficulties related to the absence of Sen. Dianne Feinstein (D-Calif.), a longtime Judiciary committee member who has been absent from the Senate for months for medical reasons.

    “It takes a majority. I don’t have a majority,” Durbin said bluntly, adding that he was hopeful Roberts would agree. “There’s been no discussion of subpoenas for anyone at this point.”

    One Republican on the panel, Sen. Thom Tillis of South Carolina, expressed concern that a hearing with Roberts could wind up in a slugfest over issues unrelated to ethics practices at the court.

    “You could quickly see it become a political show from either end of the spectrum,” Tillis said. “We could see it devolve into something that had nothing to do with the subject matter.”

    Tillis also said the justices should be the ones deciding how to address ethics complaints and he questioned whether the high court’s standing with the public has, in fact, eroded.

    “They themselves need to decide what, if anything, they need to do to restore any confidence that they think that they’ve lost, if in fact they think they’ve lost it,” Tillis said.

    Durbin’s letter said Roberts “would not be expected to answer questions from Senators” about matters other than ethics, but it seems unlikely Durbin could prevent his colleagues from using a hearing to air such questions.

    The Judiciary chair also offered an alternative, if Roberts doesn’t want to attend himself: He could send another justice in his place.

    The Supreme Court is not bound by the code of ethics that applies to other federal judges and has no formal process to review ethics complaints. Roberts has said that the justices consult the ethics code for judges and also rely on various other authorities in deciding how to address ethics issues.

    Democratic lawmakers have proposed imposing an ethics code and process on the Supreme Court by legislation, if the court does not craft such reforms itself.

    The last appearance before a congressional committee by members of the Supreme Court came in 2019, when Justices Samuel Alito and Elena Kagan attended a House Appropriations subcommittee hearing on the high court’s budget.

    Kagan said at that hearing that the justices were discussing an ethics code, but in the four years since no such regime has been adopted by the high court.

    Durbin noted in his letter, and to reporters, that a pair of justices – Antonin Scalia and Stephen Breyer – testified to the Judiciary panel in 2011. “There’s precedent for this,” the senator said.

    The call for Roberts to testify comes in the wake of reports by ProPublica about Thomas’ frequent vacationing, sometimes on private jets, with wealthy Texas real estate developer Harlan Crow, and about Crow’s purchase of Thomas’ childhood home and neighboring properties.

    Thomas has said in a statement that he has attempted to abide by financial disclosure requirements that apply to all federal judges and that he was advised “personal hospitality” from Crow did not have to be disclosed. Thomas, the court’s oldest and longest-serving justice, has not commented on the sale of his mother’s home to Crow or why it was not reported.

    Riyadh: The Shawwal crescent moon has been sighted in the Kingdom of Saudi Arabia (KSA) on Thursday, April 20. This means Eid Al-Fitr will be on Friday, April 21.

    Qatar, UAE, Bahrain and Kuwait also announced that Eid Al-Fitr would be celebrated on Friday, April 21, following the sighting of the crescent moon.

    Therefore, Thursday was the last and 29th day of Ramzan 1444 AH.

    The Shawwal crescent was observed using a technique of astronomical imaging. It was observed across the Kingdom in all observatories including Sudair and Tumair.

    The Saudi Supreme Court confirmed the sighting and announced Friday as the beginning of Eid.

    It is noteworthy that the Supreme Court on Wednesday called on all Muslims in all parts of the Kingdom to sight the crescent of the month of Shawwal 1444, on Thursday evening, the Saudi Press Agency (SPA) reported.

    On the other hand, Eid Al-Fitr celebrations marks the end of the month-long fast. Eid Al-Fitr is traditionally celebrated with large gatherings for worshippers to pray and break their fasts.

    In Islam, Shawwal is the tenth month of the Islamic calendar, also known as the Hijri calendar or lunar calendar consisting of twelve months beginning with Muharram, and ending with Zul-Hijjah. Each month starts with the sighting of the moon.

    Visakhapatnam: As many as 29 companies, including seven international players, have submitted bids for supply of raw materials and providing working capital to Visakhapatnam Steel Plant

    The deadline for filing of Expression of Interest (EoI) invited by the Rashtriya Ispat Nigam Ltd (RINL), the corporate entity of Visakhapatnam Steel Plant (VSP), ended Thursday.

    The Telangana government, which had sent a team of Singareni Collieries Company Limited (SCCL) last week to VSP to study the feasibility of filing EoI, stayed away from the process.

    Sources in the VSP said both Telangana and Andhra Pradesh governments showed no interest in filing bids for the EoI.

    Telangana Chief Minister K. Chandrasekhar Rao had sent a team of SCCL officials to the VSP to study the feasibility and the move had triggered curiosity in political circles.

    While employees of the VSP, who have been protesting against the Centre’s decision to privatise the public sector undertaking, had welcomed the move, Andhra Pradesh’s ruling party YSR Congress had criticised the Bharat Rashtra Samithi (BRS) government of adopting double standards on the issue.

    Andhra Pradesh Industry Minister Gudivada Amarnath had slammed BRS for opposing the privatisation of VSP and at the same time, planning to participate in the bidding.

    Parties opposing privatisation of the VSP had also demanded that the YSRCP government of Andhra Pradesh to participate in the bidding to save the PSU.

    As per the earlier schedule, the deadline for submitting bids for EoI was to end on April 15 but the RINL extended the last date by five days.

    The RINL had invited EoI for supply of raw materials and (or) funding of working capital against the supply of finished steel products

    Meanwhile, former CBI joint director V.V. Lakshmi Narayana, who has submitted a bid, asked the VSP management to clarify if they accept public donations to tide over the working capital crunch which led to the issuance of EoI.

    The retired IPS officer submitted a letter to Chairman and Managing Director of VSP, informing him that he wished to request people to donate funds required for the working capital of the RINL in the form of public donations credited directly to the RINL bank account. He mentioned in the letter that recently people have contributed in the form of donations for the construction of Ram temple in Ayodhya.

    “It was stated during discussions that to keep the plant running at full capacity of 7.3 MTPA an estimated amount of Rs 850 crore is required per month for a period of 4 months,” Lakshmi Narayana wrote.

    Addressing a press conference along with Lakshmi Narayana on Wednesday, Praja Shanti Party President and evangelist K. A. Paul had said that he was ready to purchase the steel plant at five times more than the quoted price.

    He said he was also fighting a legal battle against the privatisation of the VSP.

    Mumbai: A man allegedly killed a kitten by twisting its neck at Matunga in central Mumbai on Thursday, after which he was apprehended by the police, an official said.

    The incident, which took place in the early hours on T H Kataria Road in Mahim west, was witnessed by a 22-year-old man, who later lodged a complaint against the accused, he said.

    “When the complainant was walking towards his residence in the early hours, he spotted the man with a kitten near a restaurant in Matunga area. He saw the accused twisting the neck of the feline, due to which it died. The passer-by then called the police to inform them about the incident,” the official said.

    Officials of the Mahim police station soon arrived at the spot. On the basis of his complaint, they took the accused person into custody before taking him to the police station, he said.

    Based on the complaint, the police registered a first information report (FIR) against the accused under Indian Penal Code (IPC) section 428 (mischief by killing or maiming animal ) and also under the Prevention of Cruelty to Animals Act, he said, adding that probe into the case is underway.

    Srinagar: The Jammu and Kashmir National Conference Thursday dissolved its media and social media cells, and said it is in the process of restructuring its communication wing.

    In an order, the party’s chief spokesperson Tanvir Sadiq said the decision was taken following a discussion with NC president Farooq Abdullah.

    “As discussed with the party president, please be informed that the Media Cell and Social Media Cell of the party have been dissolved with immediate effect,” he said.

    “The party is currently in the process of restructuring the media and communication wing, including identifying new media panellists for the party. Until the new arrangements are made, all existing spokespersons will cease to exist,” he said.

    However, the party’s provincial spokesperson, Kashmir, Ifra Jan will continue to manage the Social Media cell temporarily, the order said.

    The party also said the office of the chief spokesperson will continue to function normally.

    New Delhi: The CBI has conducted searches at 12 locations in different states in connection with its ongoing probe in alleged illegal sale of reserved seats through IRCTC website, officials said Thursday.

    The operation was spread across Uttar Pradesh, Bihar, Gujarat, Madhya Pradesh, and Delhi, they said.

    “During searches, digital devices, mobile phones containing the illegal software, incriminating documents and other details including tickets of passengers booked earlier using illegal software were recovered, ” the CBI Spokesperson said.

    The CBI had registered the case on March 2, 2021 against unidentified person who were claiming to provide confirmed ‘tatkal’ seats (emergency tickets) using a software and mobile application, they said.

    “It was found that the agents were allegedly using illegal software to bypass the manual entry process for purchasing tickets, which were sold to travellers at a premium. The CBI identified the agents involved in this illegal activity and conducted simultaneous searches. The person responsible for selling and distributing the illegal software to various agents was also identified,” the CBI Spokesperson said.
