    Targeted killings spark debate within Russian opposition

    KYIV — “She’ll say whatever the FSB [Federal Security Service] wants her to say,” said Ilya Ponomarev, a former Russian lawmaker-turned-dissident who now lives in Kyiv.

    Discussing who was behind the bombing of a St. Petersburg café earlier this month — which left 40 injured and warmongering military blogger Vladlen Tatarsky dead — the “she” in question was 26-year-old Darya Trepova who, until recently, was an assistant at a vintage clothing store and a feminist activist, and has been accused of being the bomber.

    And the St. Petersburg bombing — as well as another carried out against commentator Darya Dugina — has now sharpened a debate within the deeply fractured, often argumentative and diverse Russian opposition, regarding the most effective tactics to oppose President Vladimir Putin and collapse his regime — raising the question of whether violence should play a role, and if so, when and how?

    Russian authorities arrested Trepova within hours of the blast, and in an interrogation video they released, she can be seen admitting to taking a plaster figurine packed with explosives into a café that is likely owned by the paramilitary Wagner group’s Yevgeny Prigozhin. On CCTV footage, she can be seen leaving the wrecked café, apparently as shocked and dazed as others caught in the blast.

    But Ponomarev says she wasn’t the perpetrator, instead insisting that it was the National Republican Army (NRA) — a shadowy group that also claimed responsibility for the August car bombing that killed Dugina, daughter of ultranationalist ideologue Alexander Dugin. Yet, many security experts are skeptical of the NRA’s claims, as the group has offered no concrete evidence to the outside world.

    Still, Ponomarev insists they shouldn’t be doubtful and says the group does indeed exist.

    “I do understand why people are skeptical. The NRA must be cautious, and for them, the result is more important than PR about who they are. That’s why they asked me to help them with getting the word out, and whatever evidence they show me cannot be disclosed because that would jeopardize their security.”

    But who, exactly, are they? According to Ponomarev, the group is comprised of 24 “young radical activists, who I would say are a bit more inclined to the left, but there are different views inside the group, judging from what I have heard during our discussions” — which have only been conducted remotely.

    When asked if any of them had serious military training, he said he didn’t think so. “What they pulled off in St. Petersburg wouldn’t require any, and what was done with Dugin’s daughter? We don’t know the technical details but, in general, I can see how that could have been done by a person without any specific training.”

    Yet, security experts say they aren’t convinced that either of the apparently remotely triggered bombings could have been accomplished by individuals without some expertise in building bombs and triggering them remotely — especially when it comes to the attack on Dugina, who was killed at the wheel of her car.

    Regardless, the bombings are intensifying discussions within the country’s fragmented opposition.

    On the one hand, key liberal figures, including Alexei Navalny, Vladimir Kara-Murza — who was found guilty of treason just last week and handed a 25-year jail term — Mikhail Khodorkovsky, Garry Kasparov and Dmitry Gudkov, are all critical of violence. Although they don’t oppose acts of sabotage.

    “The Russian opposition needs to agree on nonaggression because conflicts and scandals in its ranks weaken us all,” Gudkov, a former lawmaker, said. “We need to stop calling each other ‘agents of the Kremlin’ and find the points according to which we can work together toward the common goal of the collapse of the Kremlin regime,” he added in recent public comments.

    Gudkov, along with his father Gennady — a former KGB officer — and Ponomarev became leading names in the 2012 protests opposing Putin’s reelection, and they joined forces to mount an act of parliamentary defiance that same year, filibustering a bill allowing large fines for anti-government protesters.

    On the issue of mounting violent attacks and targeting civilians, however, they aren’t on the same page. “There are many people inside the Russian liberal opposition who are against violent methods, and I don’t see much of a reason to debate with them,” Ponomarev told POLITICO. There are times when nonviolent methods can work — but not now, he argues.

    Meanwhile, inside Russia, Vesna — the youth democratic movement founded in 2013 by former members of the country’s liberal Yabloko party — led many of the initial anti-war street protests observing the principle of nonviolence, though that didn’t prevent the Kremlin from adding it to its list of proscribed “terrorist” and extremist organizations. Nonviolence is likewise observed by the Feminist Anti-War Resistance (FAR), which was launched by activists Daria Serenko and Ella Rossman hours after Russia invaded Ukraine.

    “We are the resistance to the war, to patriarchy, to authoritarianism and militarism. We are the future and we will win,” reads FAR’s manifesto. The organization has used an array of creative micro-methods to try and get its anti-Putin message across, including writing anti-war slogans on banknotes, installing anti-war art in public spaces, and handing out bouquets of flowers on the streets.

    Interestingly, scrawling on bank notes is reminiscent of Otto and Elise Hampel in Nazi Germany during the 1940s — a working-class German couple who handwrote over 287 postcards, dropping them in mailboxes and leaving them in stairwells, urging people to overthrow the Nazis. It took the Gestapo two years to identify them, and they were guillotined in April 1943.

    But such methods don’t satisfy Ponomarev, the lone lawmaker to vote against Putin’s annexation of Crimea in the Russian Duma in 2014. He says he’s in touch with other partisan groups inside Russia, and at a conference of exiled opposition figures sponsored by the Free Russia Forum in Vilnius last year, he called on participants to support direct action within Russia. However, he was largely met with indifference and has subsequently been blackballed by the liberal opposition due to his calls for armed resistance.

    Meanwhile, opposition journalist Roman Popkov — who was jailed for two years for taking part in anti-Putin protests and is now in exile — is even more dismissive of nonviolence, saying he talks with direct-action groups inside Russia like Stop the Wagons, who claim to have sabotaged and derailed more than 80 freight trains.

    On Telegram, Popkov mocked liberal opposition figures for their caution and doubts about the St. Petersburg bombing. “The Russian liberal establishment is groaning in fear of a possible ‘toughening of state terror’ after the destruction of the war criminal Tatarsky,” he wrote. Adding, “It is difficult to understand what other toughening of state terror you are afraid of.”

    According to Popkov, who is also a member of the Congress of People’s Deputies — a group of exiled former Russian lawmakers — the opposition doesn’t have a plan because it is too fragmented, but “there is the need for an armed uprising.”

    However, several of Putin’s liberal opponents, including Khodorkovsky, approach the issue from a more cautious angle, saying that people should prepare for armed resistance but that the time is nowhere near right for launching it — the result would almost certainly be ineffective and end up in a bloodbath.

    BRUSSELS — Just when you thought Europe’s China policy could not be more disunited, the two most powerful countries of the European Union are now also at odds over whether to revive a moribund investment agreement with the authoritarian superpower.

    For France, resuscitating the so-called EU-China Comprehensive Agreement on Investment (CAI) is “less urgent” and “just not practicable,” according to French President Emmanuel Macron.

    Meanwhile, German Chancellor Olaf Scholz is in favor of “reactivating” the agreement, which stalled soon after it was announced in late 2020 after Beijing imposed sanctions on several members of the European Parliament for criticizing human rights violations. 

    Speaking to POLITICO aboard his presidential plane during a visit to China earlier this month, Macron said he and Chinese leader Xi Jinping discussed the CAI, “but just a little bit.”

    “I was very blunt with President Xi, I was very honest, as far as this is a European process — all the institutions need to be involved, and there is no chance to see any progress on this agreement as long as we have members of the European Parliament sanctioned by China,” Macron told POLITICO in English.

    Beijing has proved skilled at preventing the EU from developing a unified China policy, using threats ranging from potential bans on French and Spanish wine to warnings that China will buy American Boeing instead of French Airbus planes.

    Disagreement over the CAI is only one further example of divergence over China policy in Europe, where Beijing has expertly courted various countries and played them against each other in games of divide-and-rule over the past decade.

    Scholz seeks CAI thaw

    Following seven years of tortuous negotiations, the CAI was rushed through by former German Chancellor Angela Merkel at the end of Germany’s six-month rotating presidency of the Council of the EU in late 2020. 

    Merkel sought to seal the deal and ingratiate herself with Beijing before Washington could apply pressure to block it, causing tension with the incoming administration of U.S. President Joe Biden.

    Germany has long been the most vocal cheerleader for the CAI due to its scale of manufacturing investments in China, particularly in the car-making and chemicals sectors. 

    The CAI would have made it marginally easier for European companies to invest in China and protect their intellectual property there. But critics decried weak worker protections and questioned to what degree it could be enforced.

    Soon after the agreement was announced, Beijing imposed sanctions on several European parliamentarians in retaliation for their criticism of human rights abuses in the restive region of Xinjiang. 

    The deal, which requires ratification by the European parliament, went into political deep freeze.

    Scholz, who at times seems to mimic the more popular Merkel, would like to take CAI “out of the freezer” — but has cautioned that “this must be done with care” to avoid political pitfalls, according to a person he briefed directly but who was not authorized to comment publicly.

    “It is surprising Scholz still thinks this is a good idea, despite the vastly changed context from a couple of years ago,” said one senior EU official, who spoke on condition of anonymity to freely discuss sensitive diplomatic issues.

    EU branches split

    Not only are EU countries divided on how to approach CAI — there’s also a rift among institutions in Brussels.

    With its members sanctioned, the European Parliament is certain to reject any fresh attempt to ratify the CAI.

    But like Scholz, European Council President Charles Michel also hopes to resuscitate the deal. He has discussed this with Chinese communist leaders, including during his solo visit to Beijing late last year, according to a senior EU official familiar with the matter who was not authorized to speak publicly.

    European Commission President Ursula von der Leyen, however, has stymied Michel’s attempts to place the agreement back on the agenda in Brussels. Von der Leyen is far more skeptical of engaging with China, citing increasing aggression abroad and repression at home.

    Von der Leyen accompanied Macron on part of his China trip earlier this month, but said of her brief meeting with Xi Jinping and other Chinese officials that the topic of CAI “did not come up.” She has publicly argued that the deal needs to be “reassessed” in light of deteriorating relations between Beijing and the West.

    Meanwhile, Chinese officials have made overtures to Michel and other sympathetic European leaders, suggesting China could unilaterally lift its sanctions on members of the European Parliament — but only with a “guarantee” the CAI would eventually be ratified. 

    A spokesperson for Michel said an informal meeting of EU foreign ministers will discuss EU-China relations on May 12. “Following that discussion we will then assess when the topic of China is again put on the table of the European Council,” he said.

    During the same interview with POLITICO, Macron caused consternation in Western capitals when he said Europe should not follow America, but instead avoid confronting China over its stated goal of seizing the democratic island of Taiwan by force. 

    Manfred Weber, head of the center-right European People’s Party, the largest party in the European Parliament, described the French president’s comments as “a disaster.” 

    In an an interview with Italian media, he said that the remarks had “weakened the EU” and “made clear the great rift within the European Union in defining a common strategic plan against Beijing.”

    Sanaa: Yemen’s Houthi militia released 77 pro-government detainees, authorities said.

    In a report, the Houthi-run al-Masirah TV quoted Abdulkadir al-Murtada, head of the Houthi prisoner committee, as saying that they included dozens of patients and elderly individuals, reports Xinhua news agency.

    He added that the move was made in goodwill towards efforts for a future prisoner swap with the government.

    Last week, the Yemeni government and the Houthis exchanged about 900 prisoners as part of a UN-brokered deal reached by the warring sides in March.

    Yemen has been embroiled in a deadly civil war since late 2014, when the Iran-backed Houthi group seized control of several northern cities and forced the Saudi-backed government out of the capital, Sanaa.

    The war has resulted in tens of thousands of casualties and the imprisonment of thousands more.

    Hyderabad: The city witnessed an increase in rental demand by 10.8 percent in the first quarter of 2023, from January to March, says a recent study.

    Magicbricks, an online real estate platform, released its latest ‘Rental Housing Index’ highlighting a 4.1 percent QoQ and 15.3 per cent YoY surge in average residential rents across the country.

    Hyderabad stood the third highest with 10 percent of the increase in demand after Chennai (14.3 percent) and Bengaluru (12.2 percent).

    The city saw a slight decrease in the number of available rental spaces by 0.6 percent, when compared to the last quarter of 2022.

    The report also observes that the rents in the city have surged by 4.9 percent in the last three months.

    “The Indian rental housing market is demonstrating a buoyant revival and the macroeconomic trends affirm that this is expected to persist through the coming quarters. It is noteworthy that major southern cities have exhibited resilience as they continue to attract talent from across the country,” said Sudhir Pai, Magicbricks’ chief executive officer.

    The report also revealed that while 2-bedroom, hall and kitchen (BHK) houses continued to be the most preferred rental properties, the demand for 3BHKs grew by almost 6 percent QoQ, indicating an increasing preference for spacious homes.

    New Delhi: Activist Gautam Navlakha, who was ordered to be kept under house arrest in a public library in Mumbai in connection with the Elgar Parishad-Maoist link case, on Friday moved the Supreme Court seeking a change of address.

    A bench of Justices KM Joseph and BV Nagarathna was told by counsel for Navlakha, that the place, where he is under house arrest, is a public library and needs to be vacated.

    “All I am seeking is change of address in Mumbai”, Navlakha’s counsel said, requesting for urgent hearing.

    Additional Solicitor General SV Raju, who was appearing in another matter in the court, said he had no idea about the mentioning of the application and sought time to respond to it.

    The bench said it will take up the matter for hearing on next Friday.

    On November 10, last year, the top court allowed Navlakha, who was then lodged in Navi Mumbai’s Taloja prison in connection with the case, to be placed under house arrest owing to his deteriorating health.

    Noting the activist has been in custody since April 14, 2020, and prima facie there is no reason to reject his medical report, it had said Navlakha does not have any criminal background except this case and even the Government of India had appointed him as interlocutor to hold talks with Maoists.

    The case relates to alleged inflammatory speeches made at the Elgar Parishad conclave held in Pune on December 31, 2017, which the police claim triggered violence the next day near the Koregaon-Bhima war memorial on the outskirts of the western Maharashtra city.

As Pooja tries to switch on the video call with Bhaijaan, the lights go off leaving Bhaijaan and fans on a cliffhanger.

    This is the third promotional video featuring Pooja, the previous videos featured Pathan and Rockstar. The film, which is a sequel to Khurrana’s 2019 hit ‘Dream Girl’, promises to be a rib-tickling and entertaining film with palpable chemistry between Ayushmann Khurrana and Ananya Panday.

    Aden: Yemen’s government has called for an international investigation into the deadly stampede in the Houthi-controlled capital of Sanaa, which left 87 people dead.

    The government, based in the southern port city of Aden, issued a statement, calling for “an independent and comprehensive international investigation to shed light on the details and circumstances surrounding the deadly stampede in Sanaa”, reports Xinhua news agency

    It added that “the recent disaster is a reflection of the ongoing hardships faced by Yemenis on a daily basis since the Houthi takeover of Sanaa in 2014, which has led to the loss of income, taxes, and widespread suffering due to hunger and poverty”.

    The Houthi-run Interior Ministry said the disaster on Wednesday evening was caused by a stampede during the random distribution of cash by local merchants, without organisation or collaboration, according to the militia-run al-Masirah TV.

    Ministry spokesman Abdul Khaliq Al-Ajri said that two merchants responsible for the uncoordinated distribution of money were arrested while an investigation was already launched.

    A Houthi official, told Xinhua that “the stampede in Sanaa has resulted in a death toll of at least 87 people, with over 320 injured and approximately 59 in serious condition”.

    Yemen has been mired in a civil war since late 2014 when the Iran-backed Houthi group seized control of several northern provinces and forced the internationally-recognised government out of Sanaa.

    Poonch Army vehicle attack: Massive search ops for terrorists underway

    Poonch: Security forces have launched a massive search operation in the dense forests of the Bata-Doriya area after a terrorist attack in Jammu and Kashmir’s Poonch killed five Indian Army personnel and injured one, officials said on Friday.

    The entire area has been cordoned off while drones and sniffer dogs are being used to sniff out the terrorists that might be hiding in the area, they said.

    Officials said that a high alert has been sounded in the twin border districts of Rajouri and Poonch amid close vigil along the Line of Control. Traffic on the Bhimber Gali-Poonch road was stopped following the incident and people have been advised to go to Poonch via Mendhar, they said.

    According to officials, an NIA team will visit the site of the terror attack for inspection.

    Five Army personnel were killed and another was seriously injured on Thursday after their vehicle caught fire following a terrorist attack in Jammu and Kashmir’s Poonch, the Army said. The soldiers were from a Rashtriya Rifles unit deployed for counter-terror operations.

    The Army said the vehicle the soldiers were travelling in came under fire from unidentified terrorists and it caught fire because of the likely use of grenades.

    “Chief of the Army Staff General Manoj Pande and all ranks of Indian Army salute the supreme sacrifice of five Indian Army bravehearts, Hav Mandeep Singh, L/Nk Debashish Baswal, L/Nk Kulwant Singh, Sep Harkrishan Singh and Sep Sewak Singh who laid down their lives in the line of duty at Poonch Sector yesterday,” the Additional Directorate General of Public Information (ADGPI) said in a tweet.

    Jammu and Kashmir Lieutenant Governor Manoj Sinha said he was anguished at the loss of lives of the brave soldiers. “Their rich service to the nation will never be forgotten. My thoughts are with the bereaved families,” he said in a tweet.

    Political parties have condemned the attack. On Thursday evening, the Vishwa Hindu Parishad (VHP) and Bajrang Dal staged a protest on the Tawi bridge in Jammu city and raised anti-Pakistan slogans.
