    The people, who asked for anonymity because they were not authorized to share details about the rulemakings, said EPA had not provided details about the upcoming proposals, though both people said they expected that the regulations would represent progress in combating climate change. CNN reported earlier Friday that the rules would be more stringent than previously planned regulations.

    The EPA had said in January that it expected to issue the rule sometime in April and to issue a final rule in spring 2024. That timeline pushes the agency’s action dangerously close to the 2024 election, after which a Republican president or Congress could seek to undo it.

    The agency is expected to crack down harder on existing natural gas generators than initially anticipated, according to one of the people. The other person said EPA must pair the proposal with environmental and health assurances for communities where power plants are sited, noting that questions about how well new technologies like carbon capture — a potential remedy likely to be included in the proposal — will work.

    The power plant push follows other recent moves by the Biden administration to curb carbon emissions. Last week, EPA floated tougher auto emissions rules that would effectively ensure that nearly two-thirds of passenger vehicles sales are electric or otherwise zero-carbon by 2032.

    On Friday, President Joe Biden issued an executive order tightening environmental reviews for projects in pollution-ravaged communities.

    But environmental activists have also lamented recent administration decisions that benefit the oil and gas industry, which they say undermine Biden’s pledges to push the country off fossil fuels. Those decisions include the Interior Department approval of the Willow oil project in March and last week’s green light to a liquefied natural gas export facility, both of which are in Alaska.

    Natural gas, which has half the carbon intensity of coal, provides the nation’s largest source of power, about 40 percent of the existing electricity output.

    The Biden administration has set a target for 80 percent of U.S. power to come from sources that emit no greenhouse gases by 2030, and for the power grid to be completely free of emissions by 2035. That is part of an effort to keep global temperatures from surpassing 1.5 degrees Celsius above preindustrial levels, a threshold that scientists say heralds widespread irreversible climate damage.

    The proposal, Reg. 2060-AV09, will address both existing and future fossil fuel power plants. One of the people familiar with the administration’s thinking said it is expected to be highly nuanced.

    Its release would come less than a year after the Supreme Court ruled that EPA’s regulatory authority does not allow it to require utilities to shift some electricity production from coal to cleaner-burning gas or carbon-free sources like solar or wind. That strategy, known as generation shifting, was the cornerstone of a major Obama-era regulation known as the Clean Power Plan.

    The high court ruling did not address the exact limits of EPA’s authority, leaving the agency to try again. Without generation shifting, the likeliest method for reducing emissions is requiring some level of carbon capture and storage, a technology that companies are investing billions of dollars to develop but whose effectiveness remains unproven.

    EPA is also expected to strengthen standards for newly built natural gas plants. The Obama administration had set a limit achievable by current technologies, although the agency has recently considered methods for reducing that limit further. Utilities plan to build 7.5 gigawatts of new natural gas capacity in 2023, according to the Energy Information Administration, around 14 percent of all new capacity additions expected this year.

    The Obama EPA also set emissions limits for newly built coal-fired power plants that require at least part of the carbon to be captured and stored. That rule is still in place, although no new coal plants are expected to be built in the U.S., even absent emissions limits.

    The forthcoming rule must also repeal the Trump administration’s power plant regulation, the Affordable Clean Energy rule, which initially was struck down by a federal court but technically went back on the books after the Supreme Court’s ruling last year. That rule required coal plants to consider installing efficiency upgrades that would have achieved little to no overall emissions reductions on their own.

    The Biden EPA rule is still under review at the White House, according to the Office of Information and Regulatory Affairs, which indicates it has at least one more meeting scheduled regarding the rule on Monday with a coalition of major environmental groups.

    In the primary, he will first have to face GOP Rep. Alex Mooney, for whom the anti-tax Club for Growth has already pledged to spend at least $10 million. But Justice, who is worth hundreds of millions, could invest some of his own funds into the race.

    Mooney is a member of the conservative House Freedom Caucus and would likely try to run to the right of Justice, who was elected as a Democrat before switching parties. Justice allies have signaled that they will use Mooney’s Maryland roots against him. He was a state senator there before moving across state lines ahead of his 2014 run for Congress.

    Both Mooney and Justice are seeking Trump’s support.

    Manchin, meanwhile, has not said whether he will run for reelection and does not expect to make a decision until the end of the year. He faces a tough road in a state that Trump carried by 39 points, and he has also left the door open on a run for president.

    New Delhi: A woman has been arrested for allegedly killing her brother’s live-in partner in Delhi’s Teliwara area, police said on Friday.

    On April 12, police received information that an unidentified woman’s body was found lying near Krishna Public School in Karawal Nagar, they said.

    Later, the body was identified to be that of Rohina Naz alias Mahi (25), a resident of Mirajpur in Uttarakhand, police said.

    In the CCTV footage, two bike-borne men were seen moving around suspiciously with a woman sitting in between. A man in a striped T-shirt was also seen carrying the woman’s body on his shoulder and a woman walking right behind him, a senior police officer said.

    Later, the two people seen on the CCTV were identified as Vineet Pawar and his sister Parul Chowdhary. Following which the woman was apprehended from Kanti Nagar in Krishna Nagar, Deputy Commissioner of Police (northeast) Joy Tirkey said.

    However, Vineet is still absconding.

    Vineet and Naz had eloped four-year-ago. They lived together, but never married, he said.

    In 2017, Vineet and his father Vinay Pawar were involved in a murder in Ramala Sugar Mill, Baghpat. They were convicted on October 25, 2019, and were awarded life imprisonment, the DCP said.

    Naz lived with Parul in Delhi when Vineet was in jail. After Vineet came out on bail on November 26, 2022, Naz started pressurising him for marriage but Vineet’s family was against it as Naz belonged to a different community, police said.

    Due to frequent fights, the brother-sister duo decided to sell off Naz. However, Naz sensed this hand retaliated. Then the duo decided to eliminate her, the DCP said.

    On the day of the incident, the couple fought over the issue of their marriage again and Vineet strangulated her and hid her body, Tirkey said.

    In the evening, Vineet called another man who came with a motorcycle, police said.

    Vineet took the body on his shoulder while Parul carried the victim’s clothes and a cloth that Vineet used to wrap the Naz’s body, police said.

    Vineet and his associate drove on the motorcycle with the body kept in between them for over 12 km looking for a place to dump it. They dumped it outside a house in Karawal Nagar and fled, police said.

    Thereafter, Vineet left for his village in Baghpat, while Parul began searching for rented accommodation as they planned on sell their house in Teliwara, Farsh Bazaar soon, police said.

    Efforts are being made to trace Vineet and his associate who had brought the motorcycle, they added.

    New Delhi: With the CBI summoning Satya Pal Malik, Delhi Chief Minister Arvind Kejriwal on Friday said the former Jammu and Kashmir governor has shown great courage in these “times of fear” and the entire country is with him.

    The Central Bureau of Investigation (CBI) has asked Malik to answer certain queries in connection with an alleged insurance scam in the union territory, officials said.

    The CBI move comes barely a week after Malik’s interview to “The Wire”, in which he made critical remarks about the BJP-led Centre, especially regarding its handling of Jammu and Kashmir where he served as the last governor before the erstwhile state was bifurcated into Union territories.

    Responding to a Twitter post by Malik, Kejriwal said in a tweet in Hindi, “The entire country is with you. You have shown great courage in these times of fear, sir. He is a coward, hiding behind CBI. Whenever there was a crisis in this great country, people like you faced it with courage.”

    “He is illiterate, corrupt and a traitor. He cannot compete with you. You go ahead, sir. Proud of you,” the AAP national convenor said, without taking any names.

    In his tweet, Malik said, “I have exposed the sins of some people by speaking the truth. Maybe that’s why the call has come. I am the son of a farmer, I will not panic. I stand by the truth. #CBI.”

    The CBI registered two FIRs in connection with corruption allegations levelled by Malik in awarding of contracts for a group medical insurance scheme for government employees and civil work worth Rs 2,200 crore related to the Kiru hydroelectric power project in Jammu and Kashmir.

    Malik had claimed that he was offered a Rs 300-crore bribe for clearing two files during his tenure as the Jammu and Kashmir governor between August 23, 2018 and October 30, 2019.

    This is the second time in seven months that Malik, who completed his terms as the governor of various states, will be questioned by the CBI. He was questioned in October last year after he concluded his gubernatorial responsibilities in Bihar, Jammu and Kashmir, Goa and finally, Meghalaya.

    AAP chief spokesperson and Delhi minister Saurabh Bharadwaj said that Malik has said that there were intelligence inputs about the possibility of a ‘fidayeen’ attack on the Army and paramilitary forces during his tenure as the Jammu and Kashmir governor.

    He has also said that there were indications that an RDX-laden car was roaming, Bharadwaj said referring to the 2019 Pulwama attack in which 40 CRPF personnel were killed.

    Malik has also said that no aircraft were given for the movement of CRPF personnel, he added.

    “There is no bigger anti-national activity than this. They knew there was a threat but the Centre didn’t do anything,” Bharadwaj charged.

    “Those people who allowed the jawans to be killed should have been tried for anti-national activities,” he said.

    New Delhi: The Supreme Court on Friday sought response from Centre and state governments on a PIL seeking direction to adopt uniform and fair compensation policy for victims of mob lynching in the country.

    A bench of Justices K.M. Joseph and B.V. Nagarathna noted that writ petition, filed by Indian Muslims for Progress and Reforms, has been filed in public interest seeking inter alia the implementation of the directions issued by this court in the case of Tehseen S. Poonawalla v. Union of India and others (2018).

    Advocate Javed R. Shaikh, counsel for the petitioner, drew the court’s attention to the pertinent passage in the aforesaid judgment wherein it was directed that the states shall frame a scheme for the purpose of providing victim compensation in cases of lynching/mob violence under Section 357A of the Code of Criminal Procedure, 1973.

    He submitted that certain states have formulated a scheme while many of the states have not done so till date.

    “It was further submitted that the said judgment had given guidelines as to the manner in which the victim compensation scheme had to be formulated inasmuch as the state governments have to give due regard to the nature of the bodily injury, psychological injury and loss of earnings including other opportunities such as loss of educational opportunities and expenses incurred on account of the suffering due to the mob lynching/ mob violence”, noted the top court, in its order.

    “In this regard it was submitted that the endeavour of the petitioner is to seek implementation of the directions issued by this court in the aforesaid judgment and further to have as far as possible a uniform policy for grant of exgratia compensation to the victims of hate crime/mob lynching”.

    After hearing the counsel, the bench said: “We issue notice to the respondents. The respondents are directed to file their respective affidavits with regard to the implementation of the directions issued in the aforesaid case and the manner in which it has been done. The said affidavit shall be filed within a period of eight weeks from the date of the service of notice.”
