    SC to hear on Apr 28 plea seeking independent probe into Atiq killing

    New Delhi: The Supreme Court on Monday agreed to hear on April 28 a plea seeking an independent probe into the killing of gangster-turned-politician Atiq Ahmad and his brother Ashraf in Uttar Pradesh’s Prayagraj.

    Atiq Ahmad (60) and Ashraf were shot dead at point-blank range by three men posing as journalists in the middle of a media interaction on April 15 night while police personnel were escorting them to a medical college in Prayagraj for a checkup.

    The plea, filed by advocate Vishal Tiwari, has also sought an inquiry into the 183 encounters that have taken place in Uttar Pradesh since 2017.

    Tiwari mentioned the matter for urgent listing on Monday before a bench comprising Chief Justice D Y Chandrachud and Justice P S Narasimha.

    He told the bench that his plea was slated to come up for hearing on Monday but it has not been listed.

    “Since five judges are not available, some cases in which dates were given have not been listed. We will try to list this on Friday (April 28),” the CJI said, adding, some apex court judges are down with COVID-19 while some others are indisposed due to other reasons.

    The Uttar Pradesh Police had recently said that it has gunned down 183 alleged criminals in encounters in the six years of the Chief Minister Yogi Adityanath-led government and this included Ahmad’s son Asad and his accomplice.

    The plea filed in the apex court has sought the setting up of an independent expert committee to probe the killing of Atiq and Ashraf.

    “Issue guidelines/directions to safeguard the rule of law by constituting an independent expert committee under the chairmanship of a former Supreme Court justice to inquire into the 183 encounters which had occurred since 2017 as stated by Uttar Pradesh Special Director General of Police (Law and Order) and also to inquire into the police custody murder of Atiq and Ashraf,” it said.

    Referring to Atiq’s killing, the plea said “such actions by police are a severe threat to democracy and rule of law and lead to a police state”.

    “In a democratic society, the police cannot be allowed to become a mode of delivering final justice or to become a punishing authority. The power of punishment is only vested in the judiciary,” the plea submitted.

    It said extra-judicial killings or fake police encounters have no place in the law.

    When the police turn “daredevils then the entire rule of law collapses and generates fear in the mind of people against the police which is very dangerous for democracy and this also results in more crimes,” the plea stated.

    Ankara: Turkey has reduced its foreign dependency in the defence industry from around 80 per cent to some 20 per cent in the past two decades, Turkish President Recep Tayyip Erdogan said.

    “The number of the defence projects, which was merely 62 in 2002, has today surpassed 750,” Erdogan said at the delivery ceremony of new Altay tanks to the Turkish Armed Forces for tests in the northwestern Sakarya province, Xinhua news agency reported.

    Turkey has set a goal of an “independent defence industry”, he said.

    The country’s budget for defence projects was $5.5 billion in 2002, now it has reached $75 billion, including the ones in the bidding process, the Turkish President explained.

    With much of Spain facing severe drought after an exceptionally dry winter that followed the hottest summer on record, Alex Foix is planting vines in dusty ground near the village of Verdú in the province of Lleida. He hopes to have enough water for the vines to survive their first year, but that is not his only worry: it is the rabbits he fears most.

    Unusually, the area worst affected by drought isn’t in the south of the country but in the north-east region of Catalonia, where – in addition to a severe water shortage – farmers are facing a plague of rabbits. With a lack of grass and water, the animals are destroying crops, especially young wheat and barley, and eating the bark on vines and fruit trees.

    “A lot of factors have contributed to the rabbit population explosion: there was the pandemic, when no one could hunt for two years; they’ve become immune to myxomatosis; and the female can produce seven or eight offspring every two months,” Foix says.

    The Catalan government has said that more than 250,000 rabbits need to be killed by September to contain the population, according to reports, but it is a task beyond the means of the region’s disappearing breed of aged hunters.

    In an effort to reduce the numbers, the government has permitted the use of aluminium phosphate, which releases toxic phosphine gas when introduced into burrows.

    “If it doesn’t rain in April and we have another year like last year, the vines won’t survive,” says Juan Samboda, a member of Pagesos o conills (Farmers or rabbits), who grows cereals, vines, olives and chickpeas near Verdú.

    Drought is endemic in Lleida, says Samboda, but he points with pride to the area’s modern irrigation system, which is driven almost entirely by gravity. A series of small reservoirs are supplied with water from the Segarra-Garrigues canal. The problem is the water for the canal comes from the Rialb reservoir, 75km away. Standing on the bridge over the reservoir there is no sign of water but rather an improvised race track for trail bikes.

    “The question is how to manage the resources we have,” says Josep Carles Vicente, an olive farmer in Priorat, 60km south-west of Verdú. “If we decide that this year we can only cultivate a quarter of the available land then we have to decide what crops to prioritise. It’s vital that we don’t just improvise from day to day.

    “If the drought continues, in the case of fruit trees we can irrigate enough to save the trees but not enough for them to bear fruit.”

    At the end of February, a number of measures were agreed by the Catalan government, including a 40% reduction in water used for agriculture, a 15% reduction for industrial use, and a cut in the average daily supply for each resident from 250 litres to 230 litres.

    There is a ban on using drinking water to irrigate parks and gardens or for street cleaning, and plans to increase the amount of recycled water that can be introduced into rivers. An emergency plan allows local authorities to contract water tankers.

    However, a cross-party emergency water summit held late last month failed to reach agreement on further restrictions. Municipal elections are due in May and – anxious to please voters – local mayors argued that municipal swimming pools be kept open on health grounds. They also blocked a proposal to fine local councils that exceed their water quota.

    Some farmers have been learning to adapt to the changing conditions. Marta Casas, oenologist at Parés Baltà winery in Penedès, near Barcelona, says global heating over the past 20 years has brought the grape harvest forward from late August to late July.

    “We’ve noticed that if we leave ground cover around the vines they are better equipped to survive drought because the morning dew doesn’t just settle on the leaves but on the grass, too,” she says.

    Casas adds that the winery is opting for grape varieties with a longer growing cycle, as the increasingly harsh climate affects the taste, aroma and sugar content of the grapes. This has led them to replace French varieties such as merlot and chardonnay with native vines such as sumoll, moneu and malvasia sitges.

    But the plague of rabbits may not be so easy to combat. “One study found areas where there were 100 times what is considered the stable population of rabbit an acre,” says Foix, pointing to the protective plastic sleeves he’s fitted to each young vine in the hope of keeping them at bay.

    Hyderabad: YSR Telangana Party chief YS Sharmila was prevented from leaving her house, by the city police on Monday, to submit a representation to the Special Investigation Team officials investigating the TSPSC paper leak.

    As she attempted to leave her home, police officials restricted her. However, Sharmila charged towards her vehicle but was prevented from entering it.

    Tension erupted at Lotus Pond as she sat on the road in front of her house.

    Sharmila picked up a heated argument with the cops as she was allegedly being ‘manhandled’ and ‘restricted’ by women constables.

    Enraged, Sharmila was seen manhandling a policeman and pushing him after he stopped her from entering her car. She also allegedly ‘slaps’ a lady constable as she tries to grab her hand.

    She was then taken away by the police in their vehicle.

    Sahrmila’s hunger strike was scheduled on April 17 under the umbrella of ‘Telangana Students’ Action for Vacancies and Employment’ (T-SAVE), a platform mooted by YSRTP President Y.S. Sharmila but the police had denied permission for the same.

    Earlier, Sharmila had filed a petition in the High Court, seeking direction from the police to allow her protest against unemployment.

    The High Court, however, directed that not more than 500 people should participate in the hunger strike.

    After the police denied the permission, the YSRTP lashed out at chief minister K Chandrasekhar Rao for it calls his atrocious reign and dictatorial treatment of those who raised voices against his failures and fake promises.

    Auckland: Prime Minister Chris Hipkins has welcomed Australia’s historic decision to provide a new direct pathway to citizenship for New Zealanders living in Australia, saying it will bring the two countries closer together.

    Australian Prime Minister Albanese made the announcement this morning, in the 50th anniversary year of the trans-Tasman travel arrangement, which allows each country’s people to live and work in the other country.

    “This is the biggest improvement in the rights of New Zealanders living in Australia in a generation and restores most of the rights Kiwis had in Australia before they were revoked in 2001,” Chris Hipkins said.

    “Successive New Zealand Prime Ministers have advocated for this change for two decades. It’s pleasing that the close relationship between leaders of two like-minded governments was instrumental in reaching this outcome.

    “Today’s announcement brings our nations closer together. It underscores the strength and breadth of the bonds between our countries ahead of my visit this weekend.

    “These changes will make a real and meaningful difference to the lives of many New Zealanders and their children by giving those who decide to take up Australian citizenship similar rights to Australians living in New Zealand.

    “Kiwis taking up Australian citizenship will still retain their New Zealand citizenship. These dual citizens are not lost to New Zealand – but draw us closer together.”

    “It will apply to Kiwis on temporary, special category, visas who have arrived since 2001 and lived in Australia for four years and meet the standard criteria for citizenship including character checks and intention to reside in Australia.

    “Children born in Australia since 1 July 2022 to a New Zealand parent living there will also automatically be entitled to citizenship. This will make critical services available to them.

    “Most of us know someone who’s moved across the Tasman. They work hard, pay taxes and deserve a fair go. These changes deliver that and reverse erosions that have taken place over 20 years.”

    The announcement delivers on Prime Minister Albanese’s commitment that no New Zealander should be left ‘permanently temporary’ in Australia.

    “I acknowledge and thank Prime Minister Albanese for his instrumental role in prioritising these improvements.

    “This visit was deliberately timed to be on the closest weekend to Anzac Day to reinforce our two countries’ unique Anzac bonds.

    “I will be officially celebrating the new policy alongside Prime Minister Albanese at a citizenship ceremony in Brisbane tomorrow, followed by a community barbeque.

    “Prime Minister Albanese and I will also visit a cemetery in Brisbane to attend the unveiling of plaques for the previously unmarked graves of soldiers who served during the two World Wars.

    “The unveiling is the result of a joint project between the New Zealand Remembrance Army and the Australian Remembrance Army and is a poignant and fitting way to mark our Anzac Day connection during the visit.

    “The graves of New Zealand soldiers have been identified at the ceremony and brass plaques installed so that their service contribution is remembered.

    “New Zealand will hold a parallel event in Havelock, Marlborough, on Anzac Day to unveil the grave of an Australian Infantry Force private.”

    The pathway to citizenship:

    • Rights come into effect on 1 July, 2023.
    • Applies to Kiwis on temporary, special category, visas who have lived in Australia for four years, and meet the standard Australian citizenship criteria (e.g. pass a character check, adequate knowledge of Australia, a basic English competency, will continue to reside in or have a connection with Australia) and attend a citizenship ceremony.
    • Is retrospective. Those in Australia since 2001 will be able to apply directly for citizenship without gaining permanent residence first.
    • Is affordable (the fee is A$490).
    • Has no minimum income requirement or health requirement.
    • Gives Kiwis access to services and benefits, once they become citizens.
    • Allows Kiwi children born in Australia to become citizens at birth (rather than waiting till they turn 10, as they do now).
    • Applies to New Zealand citizens, including New Zealand citizens from the states and territories within the Realm of New Zealand (the Cook Islands, Niue and Tokelau).

    Hyderabad: Leading surgeon Dr Raghu Ram Pillarisetti has received lifetime achievement award by the Telugu Association of London.

    Dr Raghuram is the founding director of AKIMS-Ushalakshmi Centre for Breast Diseases in Hyderabad. He is one of the youngest recipients of the award and the only person of Indian origin living outside of the UK to have been conferred the honour.

    The award was presented to him during the glittering Ugadi 2023 celebrations organised by the Telugu Association of London (TAL) in London. Representing over 10,000 Telugu speaking people in and around London, TAL is the largest Telugu Charity Organisation in the UK.

    “TAL has recognised Dr Raghu Ram with the Lifetime Achievement Award for his outstanding contribution towards transforming Breast Cancer Care in India. His distinguished academic track record, love for his motherland and passion for social service are his trademarks and he has achieved at a very young age, what most cannot achieve in a lifetime,” reads the citation.

    TAL founder chairman Dr Ramulu Dasoju and current chairperson Bharathi Kandukuri read out excerpts from the citation. Councillor Raghwinder Siddhu, Mayor of London Brorough of Hounslow, described Dr Raghu Ram as a perfect role model living bridge between the UK and India and has been an advocate of best practices in his chosen field coupled with human touch and many altruistic values.”

    Tollywood actor Sai Kumar felicitated Dr Raghu Ram with a “Lifetime Achievement award Pagadi” during the event.

    A Padma Shri and Dr B.C. Roy national awardee, Dr Raghu Ram revolutionised breast cancer care in India over the past 17 years through a series of innovative measures. He established South Asia’s First comprehensive Breast Health Centre and founded a charitable Foundation to raise awareness of the disease nationwide. He implemented South Asia’s largest population-based screening programme in the southern Indian states of Telangana and Andhra Pradesh. This programme is currently being rolled out nationwide.
