    Rice’s departure leaves a major hole within the top ranks of the White House right as it gears up for a likely re-election campaign and as it faces a stare down with congressional Republicans over raising the debt limit. Among those being eyed as a replacement for her include Neera Tanden, Biden’s staff secretary and a senior adviser, four people with knowledge of the deliberations told POLITICO. Separately, a top White House official said no replacement had been identified yet.

    One former administration official said White House aides were talking openly about Tanden’s consideration for Rice’s job over the weekend, calling her potential appointment “pretty damn firm.”

    Rice served as U.N. ambassador at the beginning of the Obama administration and later became President Barack Obama’s national security adviser during Obama’s second term. Rice has led the White House Domestic Policy Council since the start of the Biden administration.

    “I surprised a lot of people when I named Ambassador Susan Rice as my Domestic Policy Advisor,” Biden said. “Susan was synonymous with foreign policy, having previously served as National Security Advisor and UN Ambassador. But what I knew then and what we all know now — after more than two years of her steady leadership of the Domestic Policy Council — it’s clear: there is no one more capable, and more determined to get important things done for the American people than Susan Rice.”

    Rice, whose background had been almost entirely in foreign policy, oversaw a historic two-year period of legislative activity with the passage of a major Covid-19 relief bill, a bipartisan infrastructure overhaul and last year’s Inflation Reduction Act, which included $369 billion to combat climate change and lowered the cost of prescription drugs for seniors.

    Her tenure also saw Biden sign numerous executive orders related to climate change, health care, gun safety and student loans. But the administration’s approach to the U.S.-Mexico border and its inability to stem a surge of migrants seeking asylum who have overwhelmed border agents has left the president vulnerable to continued Republican attacks on the issue.

    The White House next month is poised to end Title 42, lifting a strict Trump-era border policy decried by many Democrats — but that, officials including Rice argued, at times, was necessary to prevent another influx of migrants at the southern border.

    Rice has been central to crafting a strategy for replacing Title 42, which the administration plans to unveil later this week.

    She also faced heat in recent days over a New York Times report that painted her and other senior officials as dismissive of concerns that child migrants were being exploited amid the administration’s rush to process record numbers of unaccompanied children at the southern border in early 2021. The White House has disputed that portrayal.

    Rice’s departure represents the latest high-level shuffle within the White House’s policy apparatus, following the exits of National Economic Council Director Brian Deese and Council of Economic Advisers chief Cecilia Rouse earlier this year.

    Chief of staff Jeff Zients is also early into his tenure, after taking over for Ron Klain in early February.

    The White House moved quickly to replace all three, and the people with knowledge of the deliberations said that elevating Tanden would similarly allow them to quickly plug the vacancy atop the Domestic Policy Council.

    Tanden also has experience running a large policy operation, having previously led the influential progressive think tank Center for American Progress, and worked extensively on health care and other domestic priorities both at CAP and as a senior health official in the Obama administration.

    Biden initially picked Tanden to run his Office of Management and Budget in late 2020. But her nomination stalled in the face of opposition from Republicans and Sen. Joe Manchin (D-W.Va.) over her history of combative tweets aimed at GOP politicians and policies.

    But Tanden has kept a lower public profile since then, and the top domestic policy job would not require Senate confirmation.

    Still, the speaker can only lose four Republicans and still pass his debt limit legislation. Most House Republicans are on board, but McCarthy’s leadership team remains short of the 218 votes it needs for passage. Conversations continued over the weekend to try and bring stragglers into the “yes” camp.

    Even if McCarthy is able to push his debt limit bill to House approval, the legislation is dead-on-arrival in the Democratic-controlled Senate. Instead, the GOP debt bill is effectively a messaging tool for Republicans in their push for talks with President Joe Biden, who has thus far insisted on a no-strings-attached increase of the debt limit.

    The Treasury Department has already been using “extraordinary measures” for months to hold off a default while an unclear “X-date” looms. But there could be more clarity soon: The Congressional Budget office and the Bipartisan Policy Center are planning to release updated projections the second week of May.

    Agitation for changes to the legislation began almost as soon as the bill text was released last week, including a higher bar for work requirements for Medicaid and food assistance programs and a sooner start date. As written, the measure would require Medicaid recipients to work 80 hours per month, or 20 hours per week.

    “Work Requirements in the House debt limit bill must begin in 2024, not 2025 (as is currently drafted). The reason we demanded 72 hours to review legislation is so we could identify and fix issues with specifics precisely like this. Let’s Get to Work!” Rep. Matt Gaetz (R-Fla.) wrote on Twitter over the weekend.

    Gaetz was in a meeting last Thursday with McCarthy’s leadership team, Budget Chair Jodey Arrington (R-Texas), Ways and Means Chair Jason Smith (R-Mo.) and leaders of different factions of the conference, discussing both work requirements and the general temperature across the conference.

    The elimination of certain tax credits, from ethanol to biofuels, is another source of stress for some members, but confidence that those wouldn’t survive any White House deal has dialed down the concerns.

    Other bill components include the claw-back of upsent pandemic funds and IRS funding for customer service and finding tax cheats, a cap on spending to levels from fiscal year 2022, a roll back energy tax credits from Inflation Reduction Act and tighter work requirements for recipients of food stamps and Medicaid benefits. As written, it would raise the debt limit through March of 2024 or until the debt grows to $32.9 trillion, whichever comes first.

    The House Rules Committee takes up the bill Tuesday afternoon, a precursor to a floor vote. Should McCarthy need more time to whip votes, the House, which does not return from its weekend recess until Tuesday, is scheduled to be in on Friday.

    Balesh Dhankar, one of the founding members of the Overseas Friends of the Bharatiya Janata Party (BJP) in Sydney has been convicted of raping and drugging five Korean women.

    A district court jury in Sydney’s Downing Centre pronounced Dhankar guilty of each of the 39 charges against him, The Sydney Morning Herald reported. He would lure gullible women on the pretext of providing employment in the country, drug them and then rape.

    He faced 13 charges of rape, six of administering an intoxicating substance with intent to enable himself to rape, 17 of recording intimate videos without consent, and three of indecent assault, making him one of the worst rapists in Sydney’s recent history.

    For these crimes committed between January and October 2018, Dhankhar had been attempting to “have his name suppressed” in the last four years.

    When police raided Dhankhar’s CBD apartment in October 2018, they found dozens of videos of him having sex with women who would either be unconscious or struggling.

    The videos were sorted into folders, each labelled with a Korean woman’s name.

    “Small drugged Korean f—ed webcam roleplay”, one video bookmarked on his computer was titled, the Herald reported.

    When Crown prosecutor Kate Nightingale pointed out in a trial this month that “You (Dhankhar) thought it was fun watching Korean women who were unconscious, impaired”, Dhankhar replied: “It is just a porn video, it has nothing to do with the unconscious, impaired.”

    The court was told that he would put out ads seeking to hire Korean-English speakers and would often meet the women at Sydney’s Hilton Hotel bar, up the road from his apartment.

    Dhankhar gave the women — who were alone, desperate for work and new in Sydney — wine or ice cream laced with sedatives.

    The sexual assaults were recorded using a camera hidden in his bedside alarm clock and on Dhankhar’s phone.

    According to The Herald, the jury “writhed” as they watched the videos, and at one stage when it became unbearable, they asked Judge Michael King to send them home early.

    The Overseas Friends of BJP (OFBJP), Australia had reportedly played a pivotal role in organising Prime Minister Narendra Modi’s reception in Sydney in 2014.

    As the trial was underway, the organisation said that Dhankhar had resigned from the organisation in 2018. “Balesh Dhankar resigned from OFBJP Australia in July 2018. We strongly condemn his actions and he must face the full force of law,” the organisation tweeted.

    Dhankhar, who was assigned a rising star barrister, sold his family’s assets and properties to fund his legal defence, the newspaper reported.

    He will face court again in May and will be sentenced later in the year.

    The test results will be uploaded on the official website of Telangana SET website at 8:00 am. 

    “The scorecard can be downloaded by the individual candidates by entering their hall ticket number and date of birth,” said the press release from OU.

    Across 29 subjects, 50,256 candidates registered for the TS SET exam. About forty thousand candidates appeared for the exam conducted in March and 2857 qualified, said OU.

    Her formal entry jumpstarts the race and puts pressure on other would-be contenders to announce gubernatorial bids of their own, perhaps sooner than they otherwise planned. California statewide campaigns are among the most expensive in the country, with TV ads in major markets costing millions each week and politicians taking years and even decades to establish their brands. Republicans don’t pose a serious threat in top-of-the-ticket races, so the scramble for early money and endorsements will take place primarily among Democrats.

    Kounalakis has been acting governor more than a dozen times. When Gov. Gavin Newsom was away on holiday last spring, she became the first woman in the state’s 171-year history to sign a bill into law. Last fall, she was a prominent voice for Proposition 1, the voter-approved measure that guaranteed access to abortions after the U.S. Supreme Court overturned federal protections. Yet Kounalakis remains far from a household name across the state. She compared the race to a marathon, adding, “You really have to start early. I’m committed to this. I’m ready to run it.”

    The timing of her launch is reminiscent of Newsom’s first successful run for governor. In February 2015, Newsom opened a committee to begin raising money for his marathon 2018 governor’s race just a few months after Jerry Brown was sworn in for his final term. Like Newsom did before her, Kounalakis expects to lean into her two terms as the understudy as well as the financial and ballot title advantages that can come with the role. Two of the state’s last four governors immediately preceded their time in the office as lieutenant governors.

    Kounalakis has about $4.4 million in her campaign committee, which she will ultimately shift into the governor’s race. She informed Newsom of her plans to run for the office.

    In her current role, Kounalakis, 57, presented herself as a seasoned operator focused on the cost of higher education and efforts to combat climate change. She pushed back on tuition and fee hikes at universities and state institutions and fought to add more slots for resident students as a member on governing boards of the UC and CSU systems. As the state’s representative for international affairs and trade, she represented California abroad at the United Nations Climate Summit. Kounalakis also talked up her experience opposing the Trump administration to halt offshore drilling and developing policies to help deliver three major offshore wind projects.

    But the lieutenant governor’s office — largely regarded as a stepping-stone post for which candidates in California campaign independent of the governor — offers little in the way of built-in responsibilities. Kounalakis has made no secret of her ambitions and about wanting a bigger role. And she’s spoken openly about the need for a state of nearly 40 million people and the world’s fifth largest economy to have a woman governor.

    Despite its reputation as a progressive policy laboratory, California has been led only by men. Sen. Dianne Feinstein and former state Treasurer Kathleen Brown, the daughter of one California governor and sister of another, lost governor’s races to a male rival. More recently, Jerry Brown defeated Republican Meg Whitman, the billionaire former eBay chief executive, in 2010.

    Kounalakis referenced her immigrant family’s roots and connected her work for their housing development company with the need to build more dwellings in the state. She also touched on the historic implications of her run.

    “We’re in a time where women’s rights are being attacked in ways that were inconceivable before Donald Trump won,” she said. “I am the first woman elected lieutenant governor of California, and God willing, I will be the first woman elected governor.”

    EMILY’s List President Laphonza Butler, a strategist and former labor leader with deep roots in California, expects Kounalakis to be the first of several women to join the race.

    “It is not only strategic for them, but it is essential for women who are running for statewide office to really get their campaigns moving and get them moving early,” Butler said in an interview. “It is how they are able to elevate their campaigns and spark fundraising. And as the data notes, women have always had to prove more relative to fundraising and competitiveness.”

    Butler said it was too early to say whether EMILY’s List would endorse in the governor’s race, but added, “it’s an opportunity to continue to shatter glass ceilings and we definitely have to look at it very carefully.”

    Long before Kounalakis ascended to elected office, she emerged as a political player by navigating an insider’s lane. She donated and raised millions for Democrats and served as a delegate to several national conventions. Along the way Kounalakis and her family forged close ties with the Clintons, and she later spearheaded an effort of Greek American donors to Hillary Clinton’s 2008 campaign. She turned her focus to Barack Obama when he won the primary. The next year, when Kounalakis was 43, Obama named her as his ambassador to Hungary, and she served in the post from 2010 to 2013 as one of the administration’s youngest representatives abroad.

    Kounalakis anticipated returning to the federal government in a Clinton administration, but after Democrats were upset in 2016, she felt compelled to make a run of her own.

    “I knew immediately California would be important in the fight against Donald Trump,” she said in an interview. “And when I looked at my options and I heard Hillary Clinton calling for women to stand up and run, that was completely the impetus for me making that decision.”

    In the 2020 campaign, she staked out a role as a fierce ally of Kamala Harris, helping organize a group of Californians who advocated to advisers of Joe Biden for her place on the 2020 ticket just as Harris’ vice presidential rivals were getting serious looks.

    Kounalakis’ rise inside California political circles is owed not just to her prolific networking but also to her lineage. She is the daughter of builder and philanthropist Angelo Tsakopoulos, a Greek immigrant whose story is part of Sacramento lore. As a young man, he labored as a field worker, sold melons on the street and was a waiter in the Governor’s Mansion before building his family real estate business into a development empire. Tsakopoulos, a mega-donor even by modern standards, established himself as a benefactor for Greek candidates like Michael Dukakis, Paul Tsongas and Paul Sarbanes. Former California Treasurer Phil Angelides, the Democratic nominee for governor in 2006, was an investment partner for Tsakopoulos, who donated millions to his political campaigns.

    In 2018, Tsakopoulos helped seed a campaign committee to support his daughter, who had spent nearly 20 years at the family’s company and rose to be its president. Kounalakis’ mid-career first run for office has drawn some comparisons to former House Speaker Nancy Pelosi, another longtime San Franciscan who ran in monied circles before translating her fundraising prowess into a seat in Congress.

    “She is not a cookie-cutter politician,” said former California Sen. Barbara Boxer, who has known Tsakopoulos’ family for decades and met Kounalakis as an intern on her 1992 campaign. “I hate to say it’s kind of rare in politics — it’s the old fashioned way. If somebody gave you their word, it was their word. She’s like that. She’s authentic.”

    Boxer said when Kounalakis first approached her about running for governor, she encouraged her to do so — and also to do it early.

    “I think it’s very smart. You can’t do it in 15 minutes,” Boxer said. “But again, she’s not like the usual politician who is going to run and you ask them and they say, ‘I haven’t made up my mind, I’m talking it over with my family, yada, yada, yada.’ She’s very clear. She doesn’t give you a word salad.”

    Kounalakis’ gubernatorial campaign team includes many of the state’s top operatives who have worked closely with Sen. Alex Padilla, Newsom, Harris and Brown. Kristin Bertolina Faust, who helmed Padilla’s political operation, is her general consultant, along with Bearstar Strategies on media and strategy, Tim Tagaris’ Aisle 518 on digital and pollster David Binder. Peter Ragone and Stefanie Roumeliotes are senior advisers, and the fundraising operation includes Angie Georgoulias and Stephanie Daily Smith.

    Californians are expected to have no shortage of Democratic candidates for governor in three years, potentially including state Senate President Pro Tem Toni Atkins and state Attorney General Rob Bonta, among others. Depending on how the Senate race to succeed Feinstein shakes out, the field could grow to include the likes of Democratic Reps. Adam Schiff and Katie Porter, should they turn their attention stateward.

    Hyderabad: The Right to Information (RTI) Act in Telangana seems to be non-existent with no annual reports, no information commissioners and no online portal for filing RTIs. This is concerning as there is no way to demand transparency of government functions in Telangana

    Even though there has been a direction from the High Court of Telangana to build an online RTI filing portal, the state government seems to have completely ignored this direction. 

    Activists and advocates have been approaching the High Court demanding an online RTI portal for years now and the IT Department has been positively replying, they will get the portal ready as early as possible. In May 2022, an RTI by Kareem Ansari of YouRTI.in disclosed the portal is ready and is being tested with few departments, before it is made available to the public. Yet, almost after a year there is no portal for the public to access.

    In a state where every process has been digitised from marriage registration to building permissions, why is it that a simple Right to Information request can’t be filed online? The answer probably lies with the economic aspect of maintaining this portal as it is not a revenue generating process for the government and can actually create problems if citizens get access to information that can be used to hold the government accountable. 

    As a digital society, where the government itself is forcing every form of technology on us to make governance easier under eGovernance initiatives, we haven’t seen technology essentially be used for accountability measures. It is clear when the state forces us to digitise, it is primarily motivated from economic incentives. But these don’t necessarily hold true for something like RTI, Archives or other forms of information services where there is no economic incentive for the state. 

    In all fairness, the IT department did put some effort into publishing open data by launching a new initiative with an open data portal and a policy accessible at https://data.telangana.gov.in/. Although this is a proactive effort, this hasn’t been extended in practice across departments where we can demand data, algorithms and other digital resources as defined under section 2(f) of the RTI Act. With every form of governance digitised, it should be our right to demand information as already allowed under the RTI Act. 

    Increased digitization has only created information asymmetry between citizens and the state. While the state has 360 degree profiles of citizens that it is creating and even sharing with police for surveillance, there is an information asymmetry with how much we can know about the state. These barriers are not just artificially created, they are also necessary for the state to not have any opposition to its actions. 

    The Telangana IT Department has always promoted new technologies in the state to help the IT sector. If you can build something new, the state will become the first customer to help you promote your technology. This is not necessarily true for all forms of technologies out there, but specifically towards technologies that bring revenue.

    If you want to build a blockchain solution, the government of Telangana will gladly promote you through some regulatory push like making chit-funds listed on blockchain. But if you want the same with RTIs on a blockchain, then the government will not even think twice to reject the proposal. 

    So what will it take to get an online portal for Good Governance, eGovernance or whatever brand words the Government wants to use for making an RTI portal available for the public of Telangana? Do we have to send a proposal to the IT secretary that we can build a chatGPT integrated RTI portal or an AI to replace the bureaucracy or mandatory Aadhaar for filing RTIs?

    What will it take for the citizens to have a simple governance system that they deserve? The answer is not the benevolence of the IT Secretary, Department or the Minister. Unless people demand this, it will not happen and it is unlikely the state is going to be accountable on its own.
