    In the videos, King Khan could be seen receiving a grand welcome in a hotel in Kashmir. He donned an all-black outfit with a white shawl around his neck.

    Revealed: most of EU delegation to crucial fishing talks made up of fishery lobbyists

    More than half of the EU’s delegation to a crucial body of tuna stock regulators is made up of fishing industry lobbyists, the Guardian’s Seascape project can reveal, as Europe is accused of “neocolonial” overfishing in the Indian Ocean.

    The numbers could shed some light on why the EU recently objected to an agreement by African and Asian coastal nations to restrict harmful fish aggregating devices (FADs) that disproportionately harvest juvenile tuna. Stocks of yellowfin tuna are overfished in the Indian Ocean.

    FADs are large floating rafts that attract fish by casting a shadow, making it easy for vessels to catch massive numbers of tuna. They contribute to overfishing of yellowfin because they attract juveniles as well as endangered turtles, sharks and mammals that get caught up when the devices are encircled in purse seine nets.

    In February, a proposal by Indonesia and 10 other coastal states in the region – including India, Sri Lanka and Pakistan – for a 72-day ban on FADs used by purse seine vessels was adopted by the Indian Ocean Tuna Commission (IOTC), the main regulatory body. With a two-thirds majority vote, the measure was welcome by conservationists as a “huge win” for yellowfin and other marine life.

    Retailers including Tesco, Co-op and Princes have previously issued calls for tough action to preserve and rebuild the $4bn yellowfin industry, while this year Marks & Spencer warned EU officials that FADs are a major cause of yellowfin tuna overfishing, and that they cripple future stocks.

    The devices, typically made of plastic, also pollute the ocean and small island states when lost or discarded.

    But earlier this month the EU, which is the largest harvester of tropical tuna in the region, objected to the measure, effectively exempting it from the restrictions. Critics described the move as “neocolonialism”, pointing to the influence of industry lobbyists from France and Spain in ignoring the will of many coastal nations.

    At the last annual IOTC meeting, the EU’s 40-strong delegation was made up of at least 24 industry lobbyists listed as “advisers”, Guardian analysis shows. At the smaller special session on FADs this year, at least half of the 10 EU delegates were from the tuna industry.

    The percentage of lobbyists in the EU’s official delegation has been rising since 2015, when yellowfin tuna was declared overfished by IOTC scientists. A report in January by Bloom, a French NGO, calculated that the annual number of industrial lobbyists within the EU delegation has more than doubled in recent years, rising from an average of eight in 2015 to 18 in 2021.

    A European Commission official said, in a statement, that industry representatives have “no decision-making responsibility” at the IOTC, unlike commission officials. Policymaking at the IOTC relies on the European Green Deal objectives, the conservation of biodiversity and sustainability of stocks, and was more complex than the number or type of delegates, said the official. The EU tabled the largest number of proposals in 2022, including yellowfin management and FAD management, the statement said, adding that this was not what you might expect if “commercial interests dominated the EU position”.

    Concerns over the European industry’s influence over Indian Ocean coastal states deepened following two proposals by Seychelles to the IOTC containing changes that appear to have been made by Europêche and other industry groups.

    Jess Rattle, the head of investigations at the Blue Marine Foundation, said the EU’s actions flew in the face of commitments made at the historic high seas treaty, agreed last month to protect biodiversity. “The EU has entirely abandoned this sentiment in favour of plundering the Indian Ocean’s already overfished stocks, safe in the knowledge that, once all the fish are gone, its highly developed fleet can simply move to another ocean, unlike the many coastal states left behind with nothing.”

    More than two-thirds of countries accepted the ban. But Seychelles, which has 13 EU-owned tuna vessels flagged to its state, also objected to the FAD proposal, along with Comoros, Oman, Kenya and the Philippines.

    “Their objections can be seen as a form of neocolonialism by the EU,” said Rattle. “This measure was voted in at the IOTC, not just by a majority but a two-thirds majority. By objecting, and stirring up objections from their vassal states, the EU are making it clear they’re going to continue to fish the way they want to, regardless. That is disgraceful.”

    Referring to the changes to Seychelles’ proposals by Europêche, Rattle said: “The industry appears to be making changes to proposals submitted by Seychelles. They clearly have power over this coastal state.”

    Jeremy Raguain, a Seychellois conservationist and a negotiator for Seychelles in the high seas treaty talks, said his country is highly dependent on the EU, its largest trading partner, and on tuna exports. “We need a thriving tuna industry for economic survival, but it is environmentally unsustainable and only profitable through huge subsidies,” he said.

    “Seychelles is in a tight spot. Indonesia has taken the right stance, but Seychelles is not Indonesia. There is neocolonial pressure.”

    An official in the European Commission said the EU had already submitted a proposal “with a strong scientific basis” to reduce the number of FADs but that the IOTC “unfortunately” agreed to an alternative from Indonesia. The adopted proposal “lacks a scientific basis and would prove impossible to implement”, added the spokesperson, claiming it could have a “very substantial” negative impact on many fishers and communities.

    A spokesperson for Europêche , which represents fishers in the EU as well as tropical tuna producers organisations – including the Europêche Tuna Group (ETG) – confirmed that some of its boats fly Seychelles’ flag.

    “Seychelles consult ETG, as they also consult NGOs and other industries’ groups, on their proposal projects,” the spokesperson said. “It is then up to its government representatives to follow or not the different comments they receive.”

    The Guardian approached authorities in Seychelles for comment but did not receive a response by publication time.

    The Madras High Court has cleared the way for Advantage Strategic Consulting, a private firm, to proceed with a defamation suit against former Union Law Minister Subramanian Swamy in the High Court of Singapore. The court has set aside an injunction granted against the firm in 2014, citing lack of jurisdiction as the reason behind the current order.

    The division bench of Justices SS Sundar and PB Balaji has stated, “In view of our above findings on all the issues, we are of the view that there is no prima facie case in favour of the 1st respondent/plaintiff (Swamy) to grant any interim order as this Court has no jurisdiction to grant anti suit injunction restraining a foreign company from prosecuting the defamation suit in a foreign country. We find balance of convenience in favour of the appellant/2nd defendant (Advantage Strategic)”.

    The judges said that the earlier single judge’s verdict was based on the fact that the appellant company is a subsidiary of Advantage Strategic Consulting Private Limited based in Chennai.

    Citing the Supreme Court’s order, the Madras HC said that despite being fully owned by a parent or holding company, a subsidiary would not lose its identity as a separate legal entity.

    “Therefore, we are convinced that the appellant, a foreign company, even though fully owned by the 1st defendant is not amenable to the jurisdiction of this court…The judgment of the learned single judge cannot be approved for the simple reason that he has simply presumed that the appellant is amenable to the jurisdiction of this court as it is a subsidiary of the 1st defendant, an Indian company,” the judgment added.

    In the court, Dr. Subramanian Swamy appeared along with Advocate R Ravi. On behalf of Advantage Strategic, senior Advocate Satish Parasaran and Advocate Rahul Balaji have appeared.

    Rawalpindi: A total of 293 people have been killed and 521 others injured in 436 terrorist attacks in Pakistan since January this year, the military’s media wing ISPR said.

    In Khyber Pakhtunkhwa province, 192 people were killed and 330 injured in 219 incidents, whereas Balochistan reported 80 fatalities and 170 wounded persons in 206 attacks, said Director General (DG) of the Inter-Services Public Relations (ISPR) Ahmed Sharif Chaudhry at a press briefing.

    A total of 21 people were killed and 21 others injured in 11 incidents in Punjab and Sindh provinces, he told reporters here.

    The DG added that this year, the security forces conducted 8,269 major and minor intelligence-based operations in which 1,535 terrorists were either killed or arrested.

    An average of over 70 operations are being conducted by police, security forces, and other law enforcement agencies on a daily basis across the country, the official said.

    “Due to untiring efforts of the public and army, there is no no-go area in Pakistan. However, in some areas, several groups of terrorists are active which are being eliminated on a daily basis. During these operations huge cache of arms and ammunition has been recovered from terrorists and their handlers,” he said.

    The fatalities in the operations included 137 army personnel while there were 117 injured persons, he said, adding that “the war against terrorism will continue till elimination of the last terrorist”.

    Talking about the internally displaced people, following operations in tribal areas, he said that 95 per cent of them returned home after the restoration of peace.

    New Delhi: As ‘Operation Kaveri’ unfolded, INS Sumedha reached Jeddah port with the first batch of 278 stranded passengers from strife-torn, on Wednesday.

    The second batch of 121 stranded Indians has also left Port Sudan for Jeddah.

    The Ministry of External Affairs (MEA) confirmed that another vessel with 121 Indian returnees left Port Sudan for Jeddah.

    “The second batch of 121 stranded Indians leaves Port Sudan for Jeddah onboard IAF C-130J aircraft,” the MEA tweeted on its official handle, informing further that another sortie would follow soon.

    Indian Air Force’s C-130J aircraft reached Sudan to evacuate stranded Indians as the process of evacuations continues in the violence-hit North African country.

    “#OperationKaveri takes to the skies. IAF C-130J aircraft lands in Port Sudan to undertake evacuation operations,” MEA spokesperson Arindam Bagchi tweeted.

    Earlier, on Tuesday (local time), Indians stranded in Sudan departed from the conflict-torn country in the first phase of ‘Operation Kaveri’. The third Saryu-class patrol vessel of the Indian Navy, INS Sumedha with 278 people onboard, departed from Port Sudan and has now successfully reached Jeddah.

    Union Minister of State for External Affairs V Muraleedharan on Tuesday inspected the transit facility at the International Indian School, Jeddah where Indians evacuated from Sudan will be received & put up briefly before arriving in India.

    “Inspected transit facility @IndianPage, Jeddah where Indians evacuated from Sudan will be received & put up briefly before travel to India. It is fully equipped incl with mattresses, provisions, fresh meals, toilets, medical facilities, Wifi. Has 24*7 control room. #OperationKaveri,” the MoS wrote on Twitter.

    As the fighting between the Sudanese Army and paramilitary groups intensified in the capital Khartoum, External Affairs Minister S Jaishankar informed on Monday that its ‘Operation Kaveri’ to evacuate its citizens from battle-torn Sudan is underway and about 500 Indians had reached Port Sudan.

    Meanwhile, Indian Navy’s INS Teg on Tuesday joined ‘Operation Kaveri’ to further facilitate the ongoing evacuation of Indians stranded in Sudan. The frigate on Tuesday arrived at Port Sudan with additional officials and essential relief supplies for stranded Indians, a senior MEA official said.

    “INS Teg joins #OperationKaveri. Arrives at Port Sudan with additional officials and essential relief supplies for stranded Indians,” Ministry of External Affairs (MEA) official spokesperson Arindam Bagchi tweeted on Tuesday.

    “Will boost ongoing evacuation efforts by Embassy Camp Office at Port Sudan,” Bagchi added.
    INS Teg is the fourth Talwar-class frigate constructed for the Indian Navy.

    In a recent development, warring factions in Sudan have agreed to a 72-hour ceasefire on Monday after the US and Saudi Arabia mediated the truce while countries are engaged in evacuating their citizens from the country.

    Mumbai: The Directorate of Revenue Intelligence (DRI) busted a gold smuggling racket and arrested 18 Sudanese women as well as an Indian woman with 16.36 kg of the yellow metal in paste form valued at Rs 10.16 crore at the Chhatrapati Shivaji Maharaj International Airport here, an official said on Tuesday.

    In a follow up search at related premises 1.42 kg of gold valued approximately at Rs 85 lakh along with foreign currency worth Rs 16 lakh and Indian notes of Rs 88 lakh were also recovered, he said.

    Based on specific intelligence that gold in paste form is going to be smuggled into India by a syndicate of passengers travelling from the UAE to Mumbai on Monday, DRI officials mounted a surveillance at the city airport, the official said.

    Passengers suspected to be part of the syndicate travelling in three flights were identified and intercepted by a team of the DRI at the airport, he said.

    During their search, the DRI recovered 16.36 kg of gold in paste form, gold cut pieces and jewellery, collectively valued at Rs 10.16 crore, said the official.

    Eighteen women from Sudan carrying the smuggled gold and an Indian woman who was coordinating the movement of the passengers were arrested, he said.

    Most of the recovered gold was found concealed on the body of the suspect passengers, making it extremely difficult to detect the precious metal, said the official, adding further probe was underway.

    Bareilly: In a shocking incident, a woman who had been married three days ago, was found in a naked condition with nearly 40 per cent burn injuries on the Delhi-Lucknow national highway in Bareilly.

    The condition of the woman, 25, is said to be critical.

    The doctors treating her said that attempts had been made to strangle the woman to death but she survived.

    According to reports, the woman got married on April 22 but she returned to her maternal house the next day.

    On Tuesday morning, she was found by some locals in the bushes near a medical college in the Fatehganj West area.

    The woman somehow managed to give her contact details to the police who called her father.

    Emergency medical officer Dr J.P. Maurya said, “She was brought to the ward by police with chemical burn injuries, possibly caused by acid, on her face, neck, arms and chest. There are marks on her neck which suggest that someone tried to strangle her. She was examined by a gynaecologist, ENT surgeon and burn specialist who referred her to a higher medical centre in Lucknow as her condition was deteriorating.”

    Multiple teams have been deployed by Senior Superintendent of Police (SSP) Prabhakar Chaudhary to crack the case.

    Rajkumar Agarwal, ASP (Bareilly rural), said, “She was found about 20 km from her house. We have questioned her husband, but he was unaware of the incident. Her father is yet to give a written complaint. We are also questioning a few suspects.”
