Feinstein ‘hopeful’ she can return to Senate next week, Schumer notes say

“It was in his notes, and he would have said if someone asked,” Schumer’s spokesperson told POLITICO.
Earlier on Tuesday Feinstein’s office told POLITICO that Feinstein “continues to make progress in her recovery” from shingles, but that her staff “don’t have a timeline yet for her return to Washington, which is dependent on her medical team saying it is safe to travel.”
A Feinstein spokesperson confirmed the senator and Schumer spoke, originally confirming the majority leader’s notes that the conversation occurred Monday and later saying that it happened Sunday night.
Senate Republicans blocked an attempt by Democrats last month to temporarily replace Feinstein on the Judiciary panel.
House Democrats, including Reps. Alexandria Ocasio-Cortez (D-N.Y.), Rashida Tlaib (D-Mich.), and Ro Khanna (D-Calif.) have called on Feinstein to resign before the end of her term to allow a replacement to be appointed.
The race to replace Feinstein is already crowded, with House Democratic Reps. Adam Schiff, Katie Porter and Barbara Lee battling for the seat in deep-blue California. Complicating their races is Newsom’s 2021 commitment to appoint a Black woman for the Senate, should Feinstein resign.

‘No solution in the Senate’: Both parties dig in on debt

And that GOP agreement is highly unlikely to materialize any time soon. Jeffries’ plan landed with a thud among Republicans who want to see Biden give ground first, despite the Treasury Department’s warning that the nation could exhaust its ability to pay bills as early as June 1.
Senate Minority Leader Mitch McConnell confirmed that he will attend next week’s White House meeting while stressing that a deal must be struck by Biden and McCarthy: “There is no solution in the Senate.”
Biden must “make a counteroffer” during next week’s scheduled meeting with both parties’ top Hill leaders, Sen. Thom Tillis (R-N.C.) agreed on Tuesday. “And a counteroffer cannot be a clean debt ceiling.”
No matter what compromise Biden can stomach, Tillis added, “there’s no question that” it would lose votes from House Republicans who supported McCarthy’s conservative opening bid last week. That bill would lift the nation’s borrowing cap by $1.5 trillion or through March 2024, whichever comes first, while slashing $130 billion in government funding and tightening work requirements for federal benefits.
Tillis described a Senate vote on a clean debt ceiling hike through the 2024 election, which Majority Leader Chuck Schumer is considering, as a “gimmick” and a “waste of chamber time” given the certainty of a GOP filibuster.
Senate Democrats will decide whether to put a clean debt ceiling increase up for a vote after the White House meeting on May 9, Schumer told reporters Tuesday.
If the Senate passes a clean debt limit increase, Congress could use the House GOP’s fiscal bill as a potential vehicle for a bipartisan government funding deal, Schumer said Tuesday. Yet the chances of that happening appear slim at the moment, with Republicans demanding massive federal funding cuts in exchange for raising the borrowing limit and GOP leaders refusing to decouple spending from debt.

Jeffries announced to House Democrats in a Tuesday letter that their party’s top member on the Rules Committee, Rep. Jim McGovern (D-Mass.), had taken the first steps toward a discharge petition on a debt limit increase with no added conditions designed to win over Republicans.

“The filing of a debt ceiling measure to be brought up on the discharge calendar preserves an important option,” Jeffries wrote in a letter first reported by the New York Times. “It is now time for MAGA Republicans to act in a bipartisan manner to pay America’s bills without extreme conditions.”
His announcement came one day after the Treasury told lawmakers that the government could run out of cash by the beginning of June. Any discharge petition would require at least five Republicans to sign on in order to bring a bill to the House floor if it has sat in committee for more than 30 days.
McCarthy (R-Calif.) has vowed not to pass any debt ceiling bill without concessions in exchange, and his Republicans cleared a package last week that offers a slew of them — all enacting conservative priorities, on topics from energy to Biden’s student loan relief plan.
“Nobody wants to see the United States government have to change the name of the Department of Treasury to the Department of Debt because there’s no longer any treasury there,” Sen. John Kennedy (R-La.) said. “So, the time has come for the president to sit down with the House and be a leader.”
Latest news on the debt ceiling
On Tuesday afternoon, White House press secretary Karine Jean-Pierre said the Biden administration “won’t negotiate in public” about the potential for a short-term increase in the debt limit or any other options for averting a default.
“And our position is going to be very clear: that Congress needs to avoid a default — and I’ll leave it there — without conditions,” she told reporters.
Jean-Pierre also dismissed the suggestion that Biden’s inclusion of Schumer and McConnell in next week’s meeting is a sign that the president wants the Senate to take a leading role in the talks.
Meanwhile, with just over four weeks until the U.S. could risk defaulting on $31.4 trillion in debt, a temporary increase in the borrowing limit might be needed to head off economic tumult while leaders in Congress work with Biden on a longer-term solution.
Schumer on Tuesday swatted down that idea, however.
“We should not kick the can down the road. We should go for the full two-year extension,” he said.

Pune NCP workers, functionaries break down, urge Pawar to withdraw resignation

Pune: Nationalist Congress Party (NCP) workers and functionaries in Pune on Tuesday evening urged party president Sharad Pawar to immediately withdraw his resignation from the top post as they broke down on coming to know about his sudden announcement.
They said they will resign en masse if Pawar (82), whose hometown Baramati is located in Pune district in western Maharashtra, does not take back his resignation which was announced in Mumbai in the afternoon.
Pradeep Deshmukh, Pune NCP spokesperson, said after the news of Pawar’s resignation trickled in, hundreds of workers gathered at the party office in the city and could not stop their tears.

He said the NCP is like a family, where Pawar is a father figure and such leaders do not retire.
“If Pawar saheb does not reverse his decision, party workers and office-bearers will remain firm on their resignation,” Deshmukh said.
Meanwhile, Vitthal Maniyar, an aide of Pawar, said the former Union minister’s move to step down as president of the party he founded in 1999 was not abrupt or sudden.
“Pawar saheb might have thought deeply before coming to this decision. He must be thinking of handing over the responsibility to the next team and making them ready while he is still active,” he said.

“Though Pawar saheb has sought time (to rethink his resignation), I am sure it was a well though out decision and he will convince party leaders to accept it,” Maniyar stated.

“Saheb has not given up politics or social work. Whether he is party chief or not, he will continue to work with the same gusto with which he was working till now,” he said.
Asked about Pawar’s possible successor if he stays firm on his decision to quit the top party post, Maniyar said the veteran politician believes in democratic functioning of the party and any decision on the issue will be taken unanimously.

Stop detaining and imprisoning journalists for doing their jobs: Antonio Guterres

United Nations:UN Secretary-General Antonio Guterres on Tuesday urged the international community to “speak with one voice” and call for stopping the detention and imprisonment of journalists for doing their jobs, as he sounded an alarm that freedom of the press is under attack in every corner of the world.
Guterres underscored that “all our freedom” depends on press freedom.
“Freedom of the press is the foundation of democracy and justice,” he said in his video message ahead of World Press Freedom Day 2023.

World Press Freedom Day is observed annually on May 3.
“On this and every World Press Freedom Day, the world must speak with one voice – Stop the threats and attacks. Stop detaining and imprisoning journalists for doing their jobs. Stop the lies and disinformation. Stop targeting truth and truth-tellers,” Guterres said in the message telecast in the UN General Assembly Hall here at a special event organised by UNESCO.
Guterres voiced concern that in every corner of the world, freedom of the press is under attack.
“Truth is threatened by disinformation and hate speech, seeking to blur the lines between fact and fiction, between science and conspiracy,” he said.

He noted that at least 67 media workers were killed in 2022, an “unbelievable” 50 per cent increase over the previous years and nearly three-quarters of women journalists have experienced violence online and one in four have been threatened physically.

“Journalists and media workers are directly targeted on and offline as they carry out their vital work. They are routinely harassed, intimidated, detained and imprisoned,” he said.
The UN chief also added that the increased concentration of the media industry into the hands of a few, the financial collapse of scores of independent news organisations and the increase of national laws and regulations that stifle journalists are further expanding censorship and threatening freedom of expression.
The event organised by UNESCO marks 30 years since the UN General Assembly’s decision proclaiming an international day for press freedom. This year’s theme for the Day is Shaping a Future of Rights: Freedom of expression as a driver for all other human rights’.
UNESCO Director-General Audrey Azoulay said hundreds of journalists globally have been attacked and imprisoned “just because they are doing their work. It is unacceptable.”
She added that the level of impunity of crimes against journalists sends a “frightening” message and stressed that the security of journalists is a matter for society as a whole.
Delivering the keynote address, Chairman and Publisher of The New York Times A.G. Sulzberger said that when the free press erodes in a society, “democratic erosion almost always follows.”
He said all over the world, autocrats and those who aspire to join their ranks have used censorship, media repression and attacks on journalists to consolidate power.
“That’s because gaining control of information is essential to gaining control of everything else.”
He added that in countries where press freedoms were strong, including the United States, journalists now face systematic campaigns to undermine their credibility, followed by attacks on the legal protections that safeguard their work.
In countries where press freedoms were already weak, journalists now face surging levels of violence, detention and harassment, he said adding that more journalists are being killed today for their work and the number of imprisoned journalists has reached a grim new record.
“Spin a globe and you’ll find examples of these trends. In China, journalists are surveilled, intimidated and jailed In Egypt, the government has used security services to buy up outlets and block uncooperative news sites In India, authorities have raided newsrooms and treated journalists essentially as terrorists,” Sulzberger said.
Referring to the situation in Russia, he said journalists who “dare to even acknowledge the war in Ukraine face long prison terms.”
He called for the release of The Wall Street Journal reporter Evan Gershkovich, “who remains in Russian custody for sham charges.”
Gershkovich was detained in March this year by Russian security services and is being held on an allegation of espionage.

‘Operation Kaveri’: India brings back home 559 people on Tuesday

New Delhi: India on Tuesday brought back home a total of 559 people under its mission to evacuate stranded Indians from violence-hit Sudan.
While 231 Indians arrived in Ahmedabad, another batch of 328 citizens were brought to New Delhi.
External Affairs Minister S Jaishankar tweeted, “328 more passengers have landed in New Delhi. #OperationKaveri moving steadily forward as around 3000 have reached India now.”

Earlier in the day, 231 people reached Ahmedabad.
“Another #OperationKaveri flight lands in Ahmedabad. 231 more passengers have reached home safely,” Jaishankar said in another tweet.
Separately, External Affairs Ministry spokesperson Arindam Bagchi said a group of 20 Indians crossed over to Chad through the adjoining land border with Sudan.
“Our teams are facilitating their journey back home,” he said on Twitter.

On Monday, India brought back 186 people under the evacuation mission that was launched a week back.

On Sunday, 229 Indians arrived in Bengaluru while 365 people reached Delhi on Saturday.
Under the evacuation mission, 754 people arrived in India in two batches on Friday.
The Indians were brought back home from the Saudi Arabian city of Jeddah where India set up a transit camp for the evacuees.
The first batch of 360 evacuees returned to New Delhi in a commercial plane on Wednesday.
The second batch of 246 Indian evacuees arrived in Mumbai in a C17 Globemaster aircraft of the IAF on Thursday.
Under ‘Operation Kaveri’, India has been taking its citizens in buses from conflict zones of Khartoum and other troubled areas to Port Sudan from where they are being taken to the Saudi Arabian city of Jeddah in Indian Air Force’s heavy-lift transport aircraft and Indian Navy’s ships.
From Jeddah, the Indians are being brought back home in either commercial flight or IAF’s aircraft.
Sudan has been witnessing deadly fighting between the country’s army and a paramilitary group that has reportedly left around 400 people dead.

Delhi excise policy ‘scam’ conspiracy by big leaders of AAP, Kavitha, YSRCP MP: ED charge sheet

New Delhi: The alleged Delhi excise policy scam was a “conspiracy” by some of the big political leaders of the Aam Aadmi Party (AAP) and the ‘South group’ comprising BRS leader K Kavitha, YSR Congress MP M Srinivasulu Reddy and others who “used” proxies to conceal their involvement, the Enforcement Directorate (ED) has claimed in its latest charge sheet filed in the case.
A local court took cognisance of this prosecution complaint, filed by the ED on April 27.
“The scam included conspiracy hatched by government functionaries and political leadership cutting across states and payment of bribes to get undue favours,” the federal agency said.

“The main arm of the entire Delhi liquor scam rests on the conspiracy orchestrated by the top leaders of AAP through Vijay Nair on one hand and the South Group which consisted of Raghav Magunta, Magunta Srinivasulu Reddy, Sarath Reddy and K Kavitha on the other hand.”
Raghav is YSRCP Ongole MP Magunta Srinivasulu Reddy’s son.
“They (South group) were represented by Arun Pillai, Abhishek Boinpally and Buchi Babu,” the agency alleged.
In this conspiracy, it added, some of the big political leaders of various political parties have been found to be involved by using “proxies, dummies and web of exchanges/transactions to conceal their involvement”.

“On one hand it is Manish Sisodia (AAP leader and former Delhi deputy chief minister) and other top leaders of AAP and Vijay Nair who was working under the overall guidance and sanction of Manish Sisodia,” the ED said.

The agency has arrested a dozen people in this case till now including Sisodia, Nair (AAP communication in-charge), Raghav Magunta, and businessmen Reddy, Pillai and Boinpally. It has questioned and recorded the statement of Kavitha and Buchi Babu, alleged to be her accountant.
The agency has furnished a statement of Buchi Babu, recorded under the provisions of the Prevention of Money Laundering Act (PMLA) on March 28, in which he said that he bought a property from Srihari of Phoenix Group in the name of Engrowth Capital.
“D R Anilkumar, husband of Kavitha, was also a partner in this firm (Engrowth Capital). This firm has bought this land at a much-discounted rate from the market because K Kavitha is a big politician in Telangana.
“Similarly, K Kavitha has bought another property of 25,000 sqft from Srihari and Buchi Babu coordinated this paperwork on the directions of K Kavitha,” he told the ED.
“The market value of this property was Rs 1,760 per sqft while she only paid RS 1,260 per sqft. This was done by Srihari for K Kavitha because she is a big politician,” the ED quoted his statement.
Kavitha, the MLC daughter of Telangana Chief Minister K Chandrashekhar Rao, has denied any wrongdoing. The AAP too has called these charges politically motivated.
The ED also appended the statement of Arun Pillai, who is alleged to be the representative of Kavitha in the ‘South Group’, where he said that “in exchange of the kickbacks paid by K Kavitha to the AAP leaders, she got partnership stakes in Indo Spirits (an accused company in this case with its promoter being Sameer Mahandru)…”.
“The amount of kickbacks paid was Rs 100 crore for this deal,” Pillai told the ED.
“The excise policy scam has multiple branches which involved numerous business entities, persons, groups, key government functionaries and a number of middlemen.
“The scam included conspiracy hatched by government functionaries and political leadership cutting across states and payment of bribes to get undue favours.”
“The scam initiated with the drafting of the excise policy of 2021-22 by the AAP leaders, specifically by Manish Sisodia with an objective of generating illegal funds followed by a nexus/understanding between key players of the South Group and Manish Sisodia and thereafter managed by Vijay Nair, who is a representative of AAP, payment of advance kickbacks from the former to the latter in exchange of undue favours,” the ED said.
This was followed by the usage of seemingly simple business entities for the ulterior motive of recouping and recovering the kickbacks paid, it said.
Another aspect, it claimed in the charge sheet, of the scam involved various entities involved in a conspiracy to form cartels to increase their profits illegally and in violation of the principles/objectives of the Excise policy 2021-22.
It is alleged that the Delhi government’s excise policy for 2021-22 to grant licences to liquor traders allowed cartelisation and favoured certain dealers who had paid bribes for it, a charge strongly refuted by the AAP.
The policy was subsequently scrapped and the Delhi lieutenant governor recommended a CBI probe, following which the ED registered the case under the PMLA.

India trashes USCIRF report, calls it misrepresentation of facts

New Delhi: India on Tuesday categorically trashed as “biased” and “motivated” a report by the US Commission on International Religious Freedom (USCIRF) that alleged “severe violations” of religious freedom in the country.
External Affairs Ministry spokesperson Arindam Bagchi said the Commission continues to regurgitate such comments and India rejects the “misrepresentation of facts” which only serves to “discredit USCIRF itself”.
He also asked USCIRF to develop a better understanding of India, its plurality and its democratic ethos.

“The US Commission on International Religious Freedom continues to regurgitate biased and motivated comments about India, this time in its 2023 annual report,” he said.
“We reject such misrepresentation of facts which only serves to discredit USCIRF itself,” Bagchi added.
“We would urge USCIRF to desist from such efforts and develop a better understanding of India, its plurality, its democratic ethos and its constitutional mechanisms,” he said.
In its annual report on religious freedom, the USCIRF asked the US State Department to designate India as a “country of particular concern” on the status of religious freedom along with several other nations.

The USCIRF has been making similar recommendations to the State Department since 2020, which have not been accepted.

The recommendations of USCIRF are not mandatory for the State Department.
In its India section of the latest report, the USCIRF alleged that in 2022, religious freedom conditions in India continued to worsen.
The US Commission also urged the Biden administration to impose targeted sanctions on Indian government agencies and officials responsible for “severe violations” of religious freedom in the country by freezing their assets.
It also recommended that Congress raise the issue of religious freedom during US-India bilateral meetings and hold hearings on it.
