  • J&K Govt Creates 1569 Posts For Transfer To Ladakh

    Srinagar, Jan 27(GNS): The J&K government on Friday ordered creation of 486 posts, 104 Gazetted and 382 Non-Gazetted) for transfer to Ladakh. Besides, it ordered creation of 1083 posts of Teacher (Grade-II/III), in applicable Pay Levels as per the relevant Recruitment Rules for transfer to Ladakh, with immediate effect. Cumulatively 1569 posts have been created by the government.

    The order by the government is in with the apportionment of Assets, Liabilities and Posts of the erstwhile State of Jammu & Kashmir between the Union Territory of J&K and UT of Ladakh.

    “S.O 339 dated 30.10.2020, provides for detailed listing of additional 325 Gazetted and 3000 Non-Gazetted posts from overall strength of the Union territory of Jammu & Kashmir to the Union territory of Ladakh,” reads a government order issued here.

    Vide Government order (No. 102-Edu of 2021) dated 22 April 2021, the government noted that the School Education Department transferred 1284 Non-Gazetted posts including 1083 supernumerary posts of Teacher Grade II & III, to Ladakh.

    “After considering list of posts provided by Union territory of Ladakh vide communication No. UTL/GAD/22/2020(l) dated 14.12.2020, 1756 additional posts (221 Gazetted and 1535 Non-Gazetted) were transferred to Union Territory of Ladakh on 15.11.2022,” it said, adding, “The General Administration Department, Union Territory of Ladakh vide communication No. A/23/2021-GAD-SEC dated 04.02.2022 shared revised list of additional 104 Gazetted and 382 Non-Gazetted posts for detailed listing and also requested to transfer regular 1083 Teacher Grade II/III posts instead of supernumerary posts.”

    The GAD Ladakh order also intimated that if the posts are not available in a particular department, the posts from other departments with similar nomenclature and pay levels be considered and if no such posts are available, then posts of similar pay levels may be apportioned to Union Territory of Ladakh.

    “In the High-level meeting held under the Chairmanship of Union Home Secretary, Ministry of Home Affairs, Government of India held on 16.11.2022, it was decided that the Government of Jammu and Kashmir shall get the remaining posts created including the 1083 supernumerary posts of Teacher Grade-II and III and list the same for transfer to Union Territory of Ladakh,” the order by the government, a copy of which lies with GNS said, adding, “the Finance Department vide U.O. No. FD-Code/99/2021-03-Part(l)-1793 dated 20.12.2022 conveyed concurrence to the creation of 486 posts (104 Gazetted and 382 Non Gazetted) for transfer/ listing in favour of the Union Territory of Ladakh in terms of S.O. 339 dated 30.10.2020.”

    The Administrative Council vide its decision (No. 1/1/2023) dated 22 January this year approved creation of 486 posts (104 Gazetted and 382 Non Gazetted) and 1083 substantive posts of Teachers for transfer to the Ladakh in terms of S.O. 339 dated 30.10.2020, the order said.

    “Now therefore, sanction is hereby accorded to the creation of 486 posts (104 Gazetted and 382 Non Gazetted) in the Pay Levels indicated below for transfer to the Union Territory of Ladakh,” it said, adding, “Further, sanction is also accorded to creation of 1083 posts of Teacher Grade-II/III in applicable Pay Levels as per the relevant Recruitment Rules for transfer to Union Territory of Ladakh, with immediate effect.” (GNS)

  • Mercury drops in J&K, MeT predicts snowfall on Jan 29, 30

    Srinagar, Jan 27 (GNS): Mercury dropped at all places barring Srinagar even as the weatherman on Friday said that isolated to “widespread” light rain and snow was expected for two days from Sunday evening in Jammu and Kashmir. 

    A meteorological department official here told GNS that Srinagar recorded a low of 1.2°C, the same as on the last night. Today’s minimum temperature, he said, was above normal by 2.2°C for the summer capital.

    Qazigund, he said, recorded a low of minus 0.6°C against minus 0.4°C on the previous night and it was 3.5°C above normal for the gateway town of Kashmir.

    Pahalgam, he said, recorded a low of minus 4.3°C against minus 2.4°C on the previous night and it was 1.8°C above normal for the famous tourist resort in south Kashmir’s Anantnag district.

    Kokernag recorded a low of minus 0.9°C against minus 0.6°C on the previous night and it was 1.7°C above normal for the place, the officials said.

    Gulmarg recorded a low of minus 8.6°C against minus 10.4°C on the previous night and it was 1.1°C below normal for the world famous skiing resort in north Kashmir’s Baramulla district, he said.

    In Kupwara town, he said, the mercury settled at minus 3.7°C against minus 1.7°C on the previous night and it was above 1.2°C below normal for the north Kashmir area.

    Jammu recorded a low of 5.5°C against 6.3°C on the previous night. It was 3.2°C below normal for J&K’s winter capital, he said.

    Banihal recorded a low of 0.6°C (below normal by 0.4°C), Batote minus 0.1°C (below normal by 1.8°C), Katra 6.0°C (0.9°C below normal) and Bhadarwah minus 0.4°C (0.4°C below normal).

    Ladakh’s Leh recorded a low of minus 11.2°C, the official said.

    The MeT said that light to widespread rain and snow was likely from January 29th night-30 ( 60%).

    He said in the last 24 hours till 0830 hours, Qazigund received 5.0cm of snow, Pahalgam 3.3cm and Kokernag 1.0cm. 

    Kashmir is under the grip of Chillai-Kalan, the 40-day long harsh winter period that started on December 21. It does not mean an end to the winter either. It is followed by a 20-day-long period called ‘Chillai-Khurd’ that occurs between January 30 and February 19 and a 10-day-long period ‘Chillai-Bachha’ (baby cold) which is from February 20 to March 1.     Kupwara, Jan 27 (GNS): A teenager was injured after hit on the face by a shot fired from a 12 bore rifle by an unknown person at Payerpora Hyhama area of north Kashmir’s Kupwara district, officials said on Friday.

    A police officer told GNS that information was received that one unknown person has “utilized” 12 bore illegally at Payerpora Hyhama, resulting in minor injuries on face of a teenager identified as Sahir Ahmad Khan son of Niyaz Ahmad Khan of Payerpora Hyhama.

    The Injured was shifted to SDH Kupwara wherefrom he was referred to GMC Baramulla. In this regard, he said, a case (FIR No 12/2023) under section 307 IPC (attempt to murder) and 3/27 Arm Act (use of prohibited arms or ammunition) stands registered investigation taken up. (GNS)

    Shopian, Jan 27 (GNS): Authorities on Friday said that more than 343 kanals of State/ Kahcharai land was retrieved from encroachers during anti-encroachment drives in south Kashmir’s district in Shopian.

    The land retrieved from illegal encroachment includes 25 kanals, 12 marlas at village Zainapora of Tehsil Zainapora, 55 kanals, 23 marlas at village Nagisharan in Tehsil Hermain, 43 Kanals, 3 marlas in village Berthipora Tehsil Keller, 85 Kanals in village Chittragam Tehsil Chittragam, 28 Kanals in village Vedapora Tehsil Keegam, 12 Marlas in village Hergam Tehsil Shopian and 105 Kanals, 5 marlas in village Mahandpora Tehsil Barbugh of the district.

    “During these anti-encroachment drives, commercial structures and land illegally occupied by influential persons including Ex. Minister was also demolished and land reclaimed,” officials said in a statement to GNS.

    “The drives were conducted under the supervision of Tehsildars of respective Tehsils,” it said, adding, “These drives shall continue till the entire encroached land is retrieved from the encroachers.” (GNS)

  • Multiple Avalanches Lock Kishanganga River In Gurez

    SRINAGAR: Multiple Avalanches have blocked the Kishanganga river flowing the Tulail valley in northern Kashmir’s Gurez sector, officials said here on Friday.

    “Some avalanches have blocked the Kishanganga river at some places including chakwali and Angikoot in Tulail Tehsil of Gurez,” but there’s no report of any damage yet,” news agency KNO quoted an official as having said.

    He said that these areas are prone to avalanches due to its mountainous terrain.

    Following the incident, the official said that several teams from administration have been deputed to these areas to assess the situation.

    He said that the administration in Gurez has also advised people living around the river to take necessary precautions to ensure their safety.

    Similarly, another avalanche hit remote Paddar area of Kishtwar district, but there was no loss of life or damage to property, an official said, that the avalanche rolled into a river near a hamlet in Machil belt, but there was no damage caused as the village was away from the area.

    Meanwhile, the JKDMA said that an avalanche with medium danger level is likely to occur above 2500 metres over Bandipore, Baramulla, Ganderbal in the next 24 hours. “General public is advised to restrict movement to only carefully selected safer routes with extreme care and Evacuate from unprotected settlements near the avalanche path,” it said.

    Shopian, Jan 27: A 19-year-old boy from Shopian has brought laurels to Jammu and Kashmir by bagging gold medal in 23rd National Sqay Championship 2023 held in Jammu

    Faizan Ayoub Khan of Pinjoora village in Shopian who is pursuing BPE in Nagpur has won three gold medals in martial arts at international level so far.

    Talking to the news agency—Kashmir News Observer (KNO), he said that he was happy to win the gold medal at the national level in martial arts once again as it gives him more confidence to perform at the international level as well.

    He said that he has been interested in martial arts since his childhood and started his journey when he was just 13 year old and has been giving training to interested youth.

    He said that it was a great learning experience and will work hard to perform well in upcoming events.

    “I am very happy to win this medal and am trying to work hard and further excel and perform well at the mega stages. So far I have won three gold medals at international level and these tournaments were played in Nepal, Bhutan and Thailand. I have won 30 gold medals at national level and five times a grand Champion trophy winner as well,” he added.

    He said that authorities have named a cricket stadium Faizan Ayoub Sports Stadium at Lanthoora for his achievements.

    For winning gold medals at national level for consecutive years, the Sqay Federation of India has given him the title “Tiger of India”.

    On being asked about sports infrastructure in J&K, he said, “J&K as of now lacks infrastructure and we have only some small stadiums available for cricket only. Neither there is any infrastructure nor do we get any financial support from the administration and even we have to buy equipment that are required ourselves, he said while requesting the government to provide a platform to the youth of J&K so that youth can be engaged in sports activities and keep them away from drug addiction.”

    “I have started an academy as well where I am training both boys and girls who are interested in this field so that they can perform well wherever they will get opportunity and to keep them away from drug addiction,” he said.

    He said that to stay away from drug and anti-social activities, there is a need to get involved in sports and martial arts as engaging in sports activities is a must for mental and physical development.

    He said that our youth are very much talented and there is need to provide them platform and support them so that they won’t face any problem in reaching to mega stages and perform well there—(KNO)

    Srinagar, Jan 27: The Bharat Jodo Yatra is set to resume from Chersoo Awantipora in South Kashmir Pulwama district and conclude at Pantha chowk tomorrow (Saturday).

    As per news agency—Kashmir News Observer (KNO), JKPCC President Waqar Rasool, while talking to reporters at Anantnag said that on Saturday, Yatra will resume from Nimbal Chersoo near petrol Pump.

    He said that tomorrow, maximum women folk will join the Yatra and PDP President Mehbooba Mufti will also join the march.

    “Our leader Priyanka Gandhi is also expected to join the Yatra tomorrow from Awantipora to Pantha chowk,” he said.

    He said that near Birla School Pampore there will be tea break and night halt will be at Pantha Chowk truck yard from where Yatra will resume next day.

    The Yatra will resume from Pantha Chowk on January 29 and will end at Nehru Park Srinagar. Other leaders including former JK PCC President G A Mir on the occasion condemned the security lapse in Qazigund area.

    They said that despite assurances from government authorities from the last 20 days that they will facilitate everything, in the last 24 hours, they changed everything and it was very disastrous.

    “We have already lost Indhira Gandhi and Rajiv Gandhi and couldn’t take risks and had to save our leader before everything and we are highly condemning the security lapse,” they said. Till last stage, Rahul wanted to continue his Yatra at Qazigund but when his security recommended against foot March, he decided to leave the spot, they said—(KNO)

    Anantnag, Jan 27: Congress leader and Member Parliament Rahul Gandhi Friday accused the Jammu and Kashmir administration of a big security lapse at Jawahar Tunnel stating that police were missing to control the crowd that had come to his reception.

    “When we crossed from Navyug Tunnel at Qazigund, there was a huge crowd for my reception. But there was not a single police man to manage or control the crowd. My security guards advised me not to go ahead,” Rahul said addressing a press conference at Khanabal, Anantnag, as per news agency—Kashmir News Observer (KNO). “It is very difficult for me to go against what my security guards advise me.”

    He said that he was hopeful that security arrangements would be elaborate for his future programs that includes his culmination rally at Pradesh Congress Committee (PCC) office in Srinagar where he is supposed to unfurl the tri-colour on January 30 and address a mega rally.

    He said Yatra will continue and will conclude in Srinagar as per Schedule. Speaking on the occasion, senior Congress leader Jai Ram Ramesh said that Rahul was supposed to walk 16 kms today but he could walk only 4 kms due to breach of security. He said that administration must ensure proper security for the Bharat Jodo Yatra in the days ahead, especially when it reaches Srinagar.

    He said due to the wrong policies of BJP and RSS, India as a nation is falling apart and the Yatra is an effort to bring the folks together. Ramesh said that BJY has nothing to do with the election politics as of now. “We keep on stating that there are two ways: one that of BJP and RSS and another that of Congress which is the Gandhian way.”

    Meanwhile, several Congress leaders have also alleged security lapse in Banihal and Qazigund during Bharat Jodo Yatra on Friday.

    “The sudden withdrawal of security personnel from the D-area has caused a serious security breach at the #BharatJodoYatra at Banihal, Kashmir.

    Who ordered this? The authorities responsible must answer for this lapse & take appropriate steps to prevent such incidents in future,” tweeted another congress leader K C Venugopal.

    “J&K UT Administration failed to provide security to #BharatJodoYatra led by Shri @RahulGandhi Security lapses indicate unfair & unprepared attitude of UT administration,” J&K congress tweeted.

    Notably, the Yatra resumed after two days from Banihal, the home town of JKPCC president where hundreds of people were present to welcome Congress leaders. He was joined by former CM of J&K and NC Vice Omar Abdullah in Banihal.

    Omar while reacting to the security lapse said that he witnessed that outer layer of security vanished suddenly.

    “I’m witness to this. The outer ring of the cordon which was maintained by J&K police simply vanished within minutes of @RahulGandhi starting to walk. We had just crossed into Kashmir from Jammu & were looking forward to the 11 KM walk but unfortunately it had to be cancelled,” he tweeted.

    Rahul was welcomed by several party leaders including former JKPCC president G A Mir at the entrance of the tunnel from Qazigund side along with hundreds of workers.

    He was joined by PDP leaders and workers led by PDP spokesperson Suhail Bhukhari as well.

    POLICE DENIES SECURITY LAPSE: Jammu and Kashmir police said there was no security lapse at all in the Bharat Jodo Yatra.

    In a statement, issued to the KNO, a police spokesman said police was not consulted before taking any decision on discontinuing the Yatra after conducting 1 Km Yatra by the organisers.

    Police also said only authorised persons as identified by organisers & frisked crowd was allowed inside towards the route of Yatra.

    “Organisers & managers of BJY did not intimate about large gathering from Banihal joining the Yatra, which thronged near the starting point?,” it said. It further said full security arrangements were in place including 15 Coys of CAPFs and 10 Coys of JKP, comprising ROPs and QRTs, route domination, lateral deployment and SFs were deployed for high-ridge and other deployments.

    “JKP was not consulted before taking any decision on discontinuation of Yatra after conducting 1 km Yatra by organizers. Rest of the Yatra continued peacefully. There was no security lapse at all. We will provide fool-proof security,” the police said—(KNO)

    Sopore, Jan 27 : A 16-year-old boy has allegedly committed suicide by hanging himself to death in Batapora locality of Sopore town in north Kashmir’s Baramulla district, officials said here on Friday evening.

    An official told the news agency Kashmir News Observer (KNO) that a boy (name withheld) hanged himself to death at his residence in Sangrampora Batapora area of Sopore town.

    They said that he was rushed to SDH Sopore where doctors declared him dead on arrival.

    Meanwhile, a police official told KNO that they have taken the cognizance of the incident and started the further investigations into the matter—(KNO)
