  • Two Kashmir Women Escape Rape Attempt In Karnataka, Accused Arrested

    SRINAGAR: Karnataka Police on Tuesday arrested two men here in connection with attempting to rape two young women from Kashmir on the pretext of partying.

    According to police, the incident took place in the limits of Viveknagar police station. The young women managed to escape from the clutches of the accused and lodged a police complaint against them.

    According to police, the accused had invited their female friends to their house for a party on February 5. They had partied till 2.30 a.m. When the women were in an inebriated state, the accused friends tried to rape them.

    The victims somehow managed to lock themselves in the bathroom and spent the whole night there. In the morning, they managed to get out of the house of the accused persons and fled.

    The police said that the accused and victims had studied in the same college and were known to each other. The young women got placements in different companies and were working and the accused men were studying MBA. The police are investigating the case. (IANS)

  • In a first, teachers deputed as ‘Duty Magistrates’ for ‘Fighter’ movie

    Srinagar, Feb 07: Authorities on Tuesday deployed seven government teachers as ‘Duty Magistrate’ in order to maintain law and order during the shooting of the movie ’Fighter’ at Pahalgam.

    According to news agency—Kashmir News Observer (KNO), Sub Divisional Magistrate Pahalgam has said, “In order to maintain law and order during the shooting of the film ‘Fighter’ at Pahalgam, seven officials are deployed as duty magistrates at different locations with effect from February-07 to February-11.”

    “The duty magistrates shall closely monitor the situation at the respective locations in coordination with their respective police counterparts and submit hourly reports to Tehsildar Pahalgam, who shall keep overall magisterial supervision of the situation during the shooting of the film,” it reads.

    Pertinently, Fighter is an upcoming Hindi movie scheduled to be released on 25 Jan, 2024.

  • Artisans buoyed over growing demand for Khatamband craft in Valley, Middle East

    Srinagar, Feb 07: The centuries old ‘Khatamband’ art is again in demand in Kashmir.

    Ali Muhammad Najar (Giru) (70), a well-known Khatamband artist from Safa Kadal area in Srinagar told news agency—Kashmir News Observer (KNO), that he learnt the skill from his parents and grandparents as his forefathers have been associated with the oldest craft.

    “My father and grandfather were decorating rest houses, houseboats, cafeterias and other buildings with Khatamband,” he said.

    Khatamband work is mainly being carried out manually but with introduction of technology, a few machines are being used as well but still most of the work is being done by hands only, he said.

    Khatamband used to be the domain of shrines, palaces, houseboats and royal houses but now every other person wants it for their house. The demand has also resulted in an increase in the number of Khatamband artisans.

    “I have trained at least 70 persons who are currently working on their own,” he said.

    According to him, there is demand for the art in foreign countries too and he has worked in Qatar, Muscat and his son has returned from Nepal recently after completing an assignment.

    The raw materials used include deodar and walnut.

    “There were more than 160 designs for the Khatamband in Kashmir. But currently there are only a few designs available that artisans can reproduce. They are compensating the old designs with new ones. It is an expensive art form and therefore not many people invested in it for a long time,” he added.

    In the 1990s, the craft gradually faded due to its cost.

    He said that the government can help in promotion of the crafts in foreign countries so that people associated with any art can earn their livelihood well.

    The greatest quality of the Khatamband is that even if it is dismantled after centuries, it can be reused and reinstalled again, he said.

    Other artists said that Khatamband demand is on rise as it has become a sort of status symbol in Kashmiri society once again.

    It is believed that Khatamband was brought to Kashmir during the 14th Century by noted saint Shah-i-Hamdaan who visited Kashmir along with many followers that also included Khatamband artists from Iran.

    Khatamband is an art of ceiling making, by fitting small pieces of wood (preferably walnut or deodar wood) into each other in geometrical patterns. The process is not done through machines but is painstakingly hand crafted and that too without using any nails—(KNO)

    Jammu, Feb 07: With the launch of two applications today by Chief Secretary, Dr. Arun Kumar Mehta, J&K became first in the country to take online monthly feedback from students of class 6th and above about the performance of their teachers and carry out the GPS based attendance of teachers on daily basis.

    The ceremony was attended by Principal Secretary Education; MD, Samagra Shiksha; Director School Education Kashmir/Jammu, Director Estates, Secretary JKBOSE and many other concerned officers.

    Dr Mehta complimented the department for developing these applications and called them the powerful tools to take the education sector towards much higher efficiency and accountability. He remarked that these applications would ensure that an authentic feedback comes from the grassroots level from the ones who are directly involved in the learning process.

    He enjoined upon the officers to monitor the progress at highest levels so that the results improve substantially. He maintained that the teachers in government sector are best in terms of qualifications and trainings and they just needs to focus more on academic activities to ensure improved results.

    The Chief Secretary advised the department to make this feedback a benchmark while analysing the annual performance reports of the teachers. He said that the teachers who perform well, and are punctual and who also receive good feedback from students should be duly recognized and rewarded by the department. He observed that such teachers should be preferred in career progression and other recommendations.

    The system named as “SAMIKSHA” as it will be reflecting the true performance of the Teachers with respect to their inputs in the actual classroom, leaving no space for subjectivity.

    It was given out that the student feedback forms are designed to get feedback from students on different teaching-learning techniques in the institution. Besides the teachers are given unique usernames and passwords to verify their input and outcomes. The comprehensive report will be visible to all levels viz-Teachers, HOIs, ZEO, CEO, DSEK/J, and at UT level in the hierarchy.

    The department has worked out some 25 parameters (questions) regarding teachers and school ambience, out of which 02 are optional. The school and teacher based questionnaire needs to be filled by the students once on monthly basis grading them on 5-point scale with Excellent, Very Good, Good, Average and Below Average results, as informed during the launch ceremony.

    Another app launched today was ‘JK Attendance-SED’ available for downloading on both Android and iOS. The application will give a peek into the daily attendance of teachers to even Directors and CEOs. The application will capture live location of the employee with Geo Coordinates and even allow his/her time specific tracking.

    The attendance system would reduce paperwork and save time and resources. It would eliminate the duplicate data entries and improve management of attendance across all schools.

    The same application would enable employees to make leave requests online. It would automatically send it for necessary approval and keep his/her leave account safe for viewing by the higher authorities.

    Later on the Chief Secretary also released ‘Whole School Safety’ manual. He called it a very important document prepared by the department. He observed that the safety of our children is all important and should be given priority over every other concern. He declared that this document is important and provides holistic approach for keeping children safe against hazards.

    The Principal Secretary, School Education, Alok Kumar revealed that all of the digital applications besides the safety manual has been prepared in-house by the department employing its own personnel and resources. He gave out that he feels immensely pleased that Directorate of Samagra Shiksha has trained Key Resource Persons in this regard.

    He stated that the necessary orientation of all CEOs/DIET principals and teachers as per the guidelines has also been done, which explicitly elaborate various kinds of vulnerabilities our children are exposed to and their remedies. The SOPs on current pandemic viz-a-viz the role and responsibilities of every individual concerned makes the document a comprehensive reference document.

    The same is also an initiative of Samagra Shiksha which has been designed for creating a safe environment for children, starting from their homes to their schools and back, says the manual.(GNS)

    SRINAGAR: Jammu and Kashmir Police on Tuesday claimed have arrested three militant associates of proscribed outfit LeT in Srinagar and recovered cash amount of rupees 31,65,200/= and other incriminating materials from their possession.

    A police spokesman in a statement said that a police party of Police Station Nowgam during routine checking at Lasjan Crossing (NHW) spotted three suspicious individuals coming from Lasjan towards NHW carrying a blue colour cricket kit bag trying to avoid the naka checking party.

    The spokesman in a statement said that they were tactfully apprehended by the alert naka party. They have been identified as Umar Adil Dar son of Ghulam Hassan Dar resident of Soiteng, Bilal Asmad Sidiqi son of Ghulam Ahmad Sididqi resident of Kursoo Rajbagh and Salik Mehraj son of Mehraj Din Dar resident of Soiteng.

    “During checking of the said kit bag carried by Umer Adil Dar, Indian currency cash amounting ₹31,65,200/= (Thirty-One Lac, Sixty-Five thousand and two hundred rupees), 01 Mobile Phone, 03 pages of LeT letter pad was recovered. On personal search of the other two persons namely Bilal Asmad Sidiqi & Salik Mehraj (05) pages each of LeT letter pad were recovered,” said the spokesman.

    He said that during preliminary investigation, it came to fore that the trio was working as militant associates of proscribed outfit LeT.

    He added that the money was received by them as a part of conspiracy to strengthen its cadres within District Srinagar.

    “The said money was received by them on the directions of their handlers based in Pakistan as a part of larger criminal conspiracy hatched by militant organization within and across the border to pass/ raise money/ funds for furthering their activities and cause large scale disturbances in the UT of J&K,” he further added.

    “In this connection, a case FIR No. 20/2023 under relevant sections of law has been registered in Police Station Nowgam. Further investigation into the case is in progress. More recoveries and arrests are expected in the instant case,” said the spokesman.

    SRINAGAR: Police on Tuesday arrested three SMC employees for demolishing a traffic booth and allegedly assaulting traffic personnel on duty in Srinagar.

    Taking to social networking site Twitter, Srinagar police wrote: “An incident has come to notice wherein one SMC employee aggrieved by challan on not having HSRP, came back and broke a traffic booth with others, later assaulted traffic personnel on duty. In this regards FIR has been registered in Shergari PS against 3 delinquent SMC employees.”

    “All three (3) accused have been formally arrested in the case after legal formalities. The three(3)had also kidnapped the traffic personnel in a car after creating ruckus. FIR No 06/2023 stands registered in Shergari PS,” said Srinagar police in a tweet.

    Over 83,000 posts were lying vacant in the Central Armed Police Forces (CAPFs), such as the CRPF and the BSF, as on January 1, against the total strength of 10,15,237 posts, the government informed Parliament on Tuesday.

    According to the data shared on CAPF recruitment, more than 83,000 posts were lying vacant as on January 1 against the total strength in the Central Armed Police Forces (CRPF), Border Security Force (BSF), Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP), Sashastra Seema Bal (SSB) and Assam Rifles.

    The Union Minister of State for Home Nityanand Rai said in a written reply to a question in the Lok Sabha. As per the shared data in the parliament, around 32, 181 candidates were recruited between July 2022 and January 2023, and an additional 64,444 vacancies have been noticed and are at the different levels of recruitment, adding that it has been planned to conclude the exercise in 2023 itself.

    “The current number of vacancies as on January 1, 2023 in the Central Armed Police Forces (CAPFs) and Assam Rifles are 83,127 against total sanctioned strength of 10,15,237,” Union Minister of State for Home Nityanand Rai said.

    It will be incorrect to say that the vacancies are leading to overtime work for the existing personnel, the minister added.

    He minister said filling up vacancies is a continuous process and added that the home ministry has been taking and will continue to take earnest steps to fill up the vacancies expeditiously through UPSC, SSC and the forces concerned.

    The CRPF is deployed for internal security duties, maintenance of law and order and anti-militancy operations in Jammu and Kashmir and the northeast.

    • The CISF guards vital installations, such as nuclear plants, key industries, metro networks and other important government buildings.

    The said money was received by them on the directions of their handlers based in Pakistan as a part of larger criminal conspiracy hatched by militant organization within and across the border to pass/ raise money/ funds for furthering their activities and cause large scale disturbances in the UT of J&K.

    As ‘Yogyata se Rozgar’ is the core mantra of present dispensation, concrete steps are being taken up to fully support young men and women in building a bright future for themselves. The beneficiaries are being extended very possible assistance and requisite expertise training enabling them start their own business units in manufacturing, services, retail, transport sector, handicraft, agri-allied and agri- infra sectors.

    J&K administration is committed to channelize energy of youth in a positive direction by generating enhanced opportunities for them, whether it is sports, studies, self-employment, entrepreneurship and other fields.

    The government is laying special thrust on Mission Youth programme on skilling and self-employment of youth with targeted schemes to drive a socio-economic transformation. The administration has instructed for impact assessment of initiatives and called upon stakeholders for exploring all avenues for enhanced corporate engagement in Youth empowerment and skilling programmes.

    UT administration is stressing on youth skilling and self-employment in rural areas with targeted schemes to drive a socio-economic transformation.

    The Union Territory government is formulating policies that engage the youth in governance process and ensure their participation in on-ground implementation. It provides the youth opportunities to become ambassadors of innovation, peace, progress and sports, maintained an official.

    “Several initiatives have been taken to ensure financial inclusion where every citizen, irrespective of socio-economic status, is empowered to participate in the new age economy,” he added.
