Srinagar, Mar 25: The School Education Department (SED) has warned private schools of Valley’s North and Central Kashmir districts of strict action for unilateral hike in tuition fees and other charges collected from the parents under different heads.
As per the circular instructions issued by the Joint director Central and North Kashmir districts, the private schools have been warned to refrain from giving unilateral hike in fees and remain careful in future, while going for a revision or hike In fees.
“Parents of students studying in Private Schools of Central and North Kashmir districts are openly coming in Social Media, Print and Electronic Media to express their anger and grievances with regard to overcharging of various fees like Admission fee ,Tuition fee and Bus fees collected by the Private Institutions from the students in Brazen violation of rules and regulations and cannons prescribed by the (FFRC) Fee Fixation Review Committee established by the Govt of Jammu & Kashmir Union Territory,” the circular reads, as per news agency—Kashmir News Observer (KNO).
The move as per the department circular, has been viewed “very seriously” by the higher authorities and the stakeholders.
“Parents of the students who have to bear the brunt of the onslaught of this unilateral hike of fees by the unbridled School Managements, who are always in search of opportunities to give a hike to the fee in any Head/Sector without any plausible justification and slap this Hukum-I-Tughlak to the parents through WhatsApp/SMS/Telephonic-Calls,” the circular reads.
The department has observed that the private school managements have become so arrogant that they withhold the results of the students who don’t pay advance fees of the current month which is yet to finish.
“They don’t bother or feel it necessary to consult the Parent Body, Working Committee or any official machinery to get the hike of charges examined, discussed, justified, and finally accepted by one and all,” the circular reads.
The joint director has warned the Private School Managements to remain careful in future, while going for a revision or hike in fees and shall immediately consult the Chief Education Officers or Zonal Education Officers concerned and the Parents Body of that school and move a proposal for any such hike.

“With this, the menace of overcharging of fees, exorbitant admission fees are streamlined as per standard of school, the facilities provided by school, quality of education, transport facilities, playground,” the circular reads.
The Joint Director has issued instructions to all the Chief Education Officers and Zonal Education Officers of all the six districts including
Srinagar, Budgam, Ganderbal, Baramulla, Bandipora and Kupwara to mobilize themselves and re-activate their institutions.
“Make surprise visits to your school jurisdictions and take cognizance of complaints received in this behalf and take a strong notice of violations to curb this menace with Iron hard and restore confidence and faith of General Public, Parents and students in the law of the land and law enforcing agencies,” the circular reads—(KNO)

Govt warns employees against discussing, criticizing its policies on social media

Srinagar, March 24: The government on Friday directed its employees not to discuss or criticize on social media any policy pursued or action taken, warning them with ‘disciplinary action’ for non-compliance of the instructions.
In a detailed circular issued here, the government has asked employees not to participate in any manner in any such discussion or criticism on social media pages, communities or microblogs.
“No Government employee shall post, tweet or share content that is political or anti-secular and communal in nature or subscribe to pages, communities or twitter handles and blogs of such nature,” the circular, a copy of which lies with GNS reads.
No Government employee, it said, shall himself or herself or through any person dependent on him or her for maintenance, or under his care or control, undertake any such activity on social media which is, or tends directly or indirectly to be, subversive of the Government as by law established in the Country on in the Union territory.
“A Government employee may, for the purpose of removing misapprehensions, correcting mis-statements, and refuting disloyal and seditious propaganda, defend and explain to the public the policy of Government in his posts and tweets on social media,” the circular reads.
Government employees shall not post on social media, any such content or comments about co-workers or individuals that are vulgar, obscene, threatening, intimidating or that violate the conduct rules or employees, it said.
“No Government employee shall post grievances pertaining to their workplace on social media in the form of videos, posts, tweets or blogs or in any other form, but will follow the already established channels of complaint redressal existing in the departments,” it reads, adding, “Government employees shall not indulge in sharing/partaking in so-called giveaways and contests on social media platforms, which are actually scams in disguise, as they could unknowingly spread malware or trick people into giving away sensitive data by sharing it on their profiles.” It is, however, clarified that the guidelines are not intended to dissuade employees or departments from using social media for positive and constructive purposes, it said.
“It is accordingly enjoined upon all employees working in various government departments/PSUs/Corporations/Boards/Autonomous Bodies etc. to strictly adhere to the guidelines and legal principles and refrain from indulging in unwarranted debates/discussions and sharing/commenting/posting inappropriate posts/content on social media platforms,” the circular reads, adding, “Violation of these guidelines/rules shall tantamount to misconduct and invite disciplinary action against the delinquent official under the relevant rules.” All Administrative Secretaries, Deputy Commissioners, Heads of Departments, Managing Directors have been asked to “immediately” proceed against the employees working in their departments and offices who are found to have violated the guidelines and rules, in terms of the relevant disciplinary framework.

“Further, in case of a violation committed on a group platform, the ‘Administrator’, if they are serving government/semi-government employees, shall also be liable for disciplinary proceedings,”. It added. (GNS)

Manhattan District Attorney Alvin Bragg offered a private retort to Donald Trump’s message Saturday urging supporters to protest his expected indictment, telling office employees in an email that “we do not tolerate attempts to intimidate our office or threaten the rule of law in New York,” according to a copy obtained by POLITICO.
“Our law enforcement partners will ensure that any specific or credible threats against the office will be fully investigated and that the proper safeguards are in place so all 1,600 of us have a secure work environment,” Bragg wrote, adding that the office has been coordinating with the New York Police Department and Office of Court Administration, the administrative arm of the court system in New York.
Bragg added that “as with all of our investigations, we will continue to apply the law evenly and fairly, and speak publicly only when appropriate.” In his email, Bragg didn’t identify Trump by name, referring only to the “public comments surrounding an ongoing investigation by this office.”

Hamas warns Israel against any change in Al-Aqsa status quo as Ramzan nears

Gaza: As the Muslim holy month of Ramzan is approaching, Hamas has warned Israel against any change in the status quo at the Al-Aqsa Mosque in East Jerusalem, saying any change “would turn the area into an earthquake”.
Marwan Issa, deputy chief of staff of Al-Qassam Brigades, the military wing of Hamas, made the remarks amid warnings of increased tensions between Israel and Palestine, especially in Jerusalem and the Al-Aqsa Mosque compound, reports Xinhua news agency.
“There is no political process, and the enemy (Israel) has annulled Oslo treaties (signed between Israel and the Palestinians in 1993), so that the coming days will be full of events and incidents,” Issa said.
He called for “igniting and supporting resistance action in all Palestine, mainly in the West Bank and Jerusalem,” adding: “We will defend the Palestinian people with all force when direct intervention is required.”
In April 2022, the Al-Aqsa Mosque compound witnessed violent clashes between Palestinian worshipers and Israeli police forces when Jews visited the holy s
ite. Dozens of Palestinian worshipers were injured.
The Hamas threats also came amid escalating tensions in the West Bank which flared up in January.
Since January, 84 Palestinians and 14 Israelis have been killed in the ensuing violence.

The Al-Aqsa Mosque compound, known to Jews as the most sacred site, is regarded by Muslims as their third holiest site.
The holy site has been administered by the Jerusalem Islamic Waqf, a Jordanian body, since 1948.
Under a 1967 agreement between Israel and Jordan, non-Muslim worshippers can visit the compound but are prohibited from praying there.

UAE warns against hiring domestic help from unverified social media ads

Abu Dhabi: The United Arab Emirates (UAE) government has warned against hiring domestic help from unapproved agencies or through advertisements on social media.
In this regard, the Ministry of Human Resources and Emiratization (MoHRE) on Tuesday issued a advisory on Twitter.
“MoHRE calls on employers, UAE nationals and residents to deal with MoHRE-approved domestic worker recruitment agencies to employ workers and avoid dealing with social media pages that promote illegal employment,” MoHRE tweeted.

The advice comes just before the start of the holy month of Ramzan, when demand for domestic help services usually increases.
“Unreliable pages and accounts on social media start promoting this kind of employment to attract those looking to hire domestic workers,” the ministry adds.
Under the UAE’s new domestic help law— which came into force on December 15, 2022 – only licensed agencies are allowed to provide domestic help services.
The MoHRE has advised that residents can call 600 590 000 to check the reliability of agencies promoting these services. Accredited agencies can also be viewed through the official link.

China warns AUKUS: You’ve gone down a ‘dangerous road’ with nuclear subs deal

The United Kingdom, the United States and Australia have “gone further down a wrong and dangerous road” with their nuclear submarines agreement, a spokesperson for the Chinese foreign ministry said Tuesday.
The agreement “completely ignored the concerns of the international community,” Wang Wenbin said at a press briefing, according to CNN.
The deal will “stimulate an arms race, undermine the international nuclear non-proliferation system and damage regional peace and stability,” he added.
On Monday, U.S. President Joe Biden announced his intention to sell five nuclear-powered submarines to Australia, after meeting with the British and Australian prime ministers at a naval base in San Diego, California.
The move is part of the broader “AUKUS” alliance, which aims at strengthening the U.S., British and Australian presence in the Indo-Pacific — mostly to counter the rise of China in the region.
Asked Monday if China would consider the submarines deal as an act of aggression, Biden said “no,” according to Reuters.
Responding to the remarks for the Chinese foreign ministry, a spokesperson for U.K. Prime Minister Rishi Sunak said Tuesday: “The AUKUS program is not about any one country.”

Srinagar, Mar 11 (KNO): Chief Education Officer Anantnag has warned private schools of the district not to charge donation and capitation fee from parents at the time of admission after several complaints from parents.

According to a circular issued by CEO Anantnag, a copy of which lies with the news agency—Kashmir News Observer (KNO) the office has also received complaints that private schools have kept text books available at particular bookshops in violation of the norms.

“It has come to the notice of this office that some private schools of the district instead of implementing government orders and circulars issued from time to time with regard to fee structures, common curricular and other activities have framed their own bylaws, contradicting government orders and circulars,” the circular reads.
CEO has also directed all recognised private schools to implement orders and circulars of the government issued from time to time and act accordingly.
“No private school shall charge any kind of capitation, admission fee or donation as per government order and Right to Education Act 2009,” it reads.
It also states no private school is allowed to sell any kind of books to students through their tuck shops.
CEO Anantnag has further stated there should be common curriculum in schools for the upcoming academic session from class 6th onwards as per the New Education Policy 2020.
“The instructions are to be adhered in letter and spirit and if any school is found making violation of Government orders or circulars, action as warranted under rules shall be initiated against the erring school,” the circular reads.
It reads the schools will face de-recognition in case they are found violating the government orders. “The action against erring schools may include their cancellation of recognition and registration without any further notice.”—(KNO)

Fall in line or be destroyed: In Budget speech, AAP govt warns ‘enemies of Punjab’

Chandigarh: Days after the siege of the Ajnala police station by supporters of a pro-Khalistan preacher, the state government on Friday asked “enemies of Punjab” to fall in line or be destroyed.
The warning was delivered by Finance Minister Harpal Singh Cheema during his Budget speech in the state assembly.
In its first full budget, the Aam Aadmi Party government has allocated Rs 10,523 crore for maintaining law and order — up 11 per cent from the previous year.
“Some evil forces are always looking for opportunities to disturb peace and order in our border state,” Cheema said, adding that such attempts in the past were thwarted by “our brave police forces”.
“I, on behalf of my government warn the enemies of Punjab to fall in line else our government shall destroy them from the root,” he said.
Punjab’s ruling AAP has been under flak from the opposition over the “deterioration” of law and order.
The minister did not directly refer to the incident in Ajnala near Amritsar on February 23, when radical priest Amritpal Singh’s supporters barged into a police station complex, forcing authorities to agree on the release of an arrested man.
Cheema said the state government has set aside Rs 40 crore in the 2023-24 Budget to strengthen the security infrastructure in border districts. This includes CCTV cameras in areas close to the international border, lights and high-end police vehicles.

He said the state government is preparing its law enforcing agencies and police forces for all odds.
The counter-intelligence wing of the force is being fortified with the latest equipment and infrastructure, he said. An outlay of Rs 40 crore has been sanctioned for this.
He said Rs 64 crore will be spent on modernisation of the police force and Rs 30 crore on combating cybercrime in the coming year.
Cheema said the Anti-Gangster Task Force had arrested 567 criminals and killed five gangsters, busted 156 modules, and seized 563 weapons and 125 vehicles till February-end.
