    Since the speech is delivered during a joint session of Congress, all members of the House and Senate are invited – though not required – to attend. Last year, several GOP lawmakers boycotted the event because of the coronavirus testing requirement. And in 2020, a number of Democrats did not attend former President Donald Trump’s speech as he faced an impeachment vote in the Senate.

    The president and first lady Jill Biden can invite family members and other guests, who sit with the first lady in her box in the balcony. The White House has yet to announce who will attend, but guests will likely help the president highlight some of the points in his speech. Last year’s guests included the Ukrainian ambassador to the U.S., Oksana Markarova, and Biden’s sister, Valerie Biden Owens.

    Members of Congress can also invite guests this year, after coronavirus protocols prevented them from doing so last year. Rep. Steven Horsford (D-Nev.), the chair of the Congressional Black Caucus, invited RowVaughn and Rodney Wells, the mother and stepfather of Tyree Nichols, the Black man who was beaten to death by Memphis police officers earlier this month. And CNN has reported that Rep. Mike McCaul (R-Texas) will bring Roya Rahmani, former Afghanistan ambassador to the U.S., as his guest to draw attention to Biden’s controversial withdrawal of troops from the country.

    The aim of celebrating 2023 as the “International Year of Millets” is to make it a people’s movement so that Indian millets, recipes and value-added products are promoted globally.

    Recounting the benefits of several Centre-run schemes, Sushil Modi said that more than 3 crore homeless people in the country have been provided housing facilities and 47 crore got support through Jan Dhan account, which is commendable and a milestone.

    Modi said a budget of Rs 5.94 lakh crore has been allocated for security measures, Rs 1.25 lakh crore for farmers’ welfare and Rs 2.50 lakh crore for railways.

    Though Biden won’t mention them by name, aides believe the presence of newly prominent House Republicans in the chamber will underscore his arguments. A year ago, Reps. Marjorie Taylor Greene (R-Ga.) and Lauren Boebert (R-Colo.) heckled Biden during his speech, and photographs of their shouting went viral. White House aides privately admit that they wouldn’t mind that happening again this time, creating a contrast between rabble-rousing in the crowd and steady leadership on the dais.

    “The theme of a State of the Union is always ‘Who are we, who do want to be? What do we stand for, what do we want to believe?’” said Jen Psaki, Biden’s former press secretary. “That is not to ignore or deny huge problems in the country but to say ‘I will work with people to take them on.’”

    But the subtext of the address will not be the lawmakers in the seats but the campaign ahead. Biden has not yet declared his candidacy but the State of the Union could very well double as a soft launch for a 2024 bid. The president has said he intends to stand for re-election, though some of his closest advisers caution that a final decision has not yet been made. In somewhat classic Biden fashion, the timeline for an announcement has shifted, according to four people familiar with the decision.

    Originally pegged to March or April, in part for fundraising purposes, there had been talk of moving an announcement up to late February. That now may have slipped again as the White House grapples with the appointment of a special counsel to investigate the discovery of mishandled classified documents at Biden’s Delaware home and former office.

    Biden advisers have downplayed the impact of the discovery — pointing to his unchanged approval rating in the face of the controversy. They believe the Democrats’ triumphs in November squelched any talk of an intra-party challenger and bought the 80-year-old president time to make his decision.

    Still, Biden faces challenges heading into Tuesday’s address.

    A divided Washington and a growing array of challenges could define his presidency in the months ahead. House Republicans are ramping up their investigations. The battle for Ukraine continues to rage. And in just the last fortnight, the nation has been left reeling by video of a brutal deadly assault of a Black man at the hands of police.

    Biden is expected to rally Americans on Tuesday with the notion that the nation is at an inflection point as it emerges from the COVID pandemic and the trials put forth by Donald Trump’s time in office.

    A year ago, Biden delivered his first State of the Union just days after Vladimir Putin sent his Russian forces over the Ukrainian border. The fate of Kyiv hung in the balance and Biden used a sweeping portion of his speech to argue that the defense of Ukraine was a defense of democracies around the globe.

    Now, the case will be different. Ukraine has shown remarkable resilience, repelling much of Russia’s aggression, but the war has settled into a grinding slog with Kyiv clamoring for more weapons to defend itself for months if not years. Biden, aides said, will outline to the public why continued, sustained American involvement is needed. He will urge Republicans to ignore the voices in their own party who want to curtail funding to Ukraine.

    Another standoff with Republicans will also be central to Biden’s pitch: the need to lift the nation’s debt ceiling. He will make clear that he will not negotiate on the country’s fiscal future, connecting it to his stewardship of the economy. Though inflation remains high, it has begun to cool, and the president is expected to point to historically low unemployment, strong jobs numbers and a growing feeling among economists that the nation could avoid a recession.

    “There should be a focus on tone: be firm without [being] combative,” said Kevin Madden, a Republican strategist who was a senior adviser on Mitt Romney’s 2012 presidential campaign. “And there has to be an acknowledgment of the pain inflation has caused. It can’t just be ‘happy talk’ about what they’ve done on the economy. You run the risk of looking out of touch.”

    Any State of the Union is of the moment, and reflective of the challenges facing the country when it is delivered. In recent days, Biden aides have inserted sections into the speech on the collective traumas suffered by the nation last month.

    In the wake of several mass shootings, including two in California just days apart, Biden will again call for a ban on assault weapons, an idea that has little chance of receiving Republican support. And he will likely mourn with the nation over Tyre Nichols, a Black man who died at the hands of Memphis police officers last month, trying to thread the needle of showing support for law enforcement while also advocating for police reform.

    Even if some legislation — like the George Floyd Policing Bill and the assault weapons ban — have little chance of becoming law, there is still value in the president proposing something that polls show is popular with most Americans, aides said.

    Some of Biden’s speech will be backward-looking, reflecting the political reality of a divided Congress unlikely to pass meaningful legislation against a backdrop of GOP probes into the president’s administration and family. But White House aides believe that could be to their advantage, allowing the president to blame the GOP for gridlock while he can extoll the accomplishments of the last two years.

    One example will be infrastructure. Aides plan for Biden to highlight the projects underway thanks to the $1 trillion in federal funding and point to last week’s schedule — the president visited one project in Baltimore and another in New York City — as a preview of the year ahead. Biden will start criss-crossing the country to tout work funded by his administration, beginning with a post-speech barnstorming tour across the Midwest later this week.

    The president, always deliberative, will consider his political future by making more rounds of calls to his longtime allies, talking through themes and timing, pushed by a belief that he remains the one Democrat who could defeat Trump. Most close to Biden believe that, soon enough, an official campaign will begin in earnest.

    “He should focus attention on … big legislative achievements, the national pandemic emergency ending, the economy stabilizing and still growing, and how the midterms went very well for his party,” said Julian Zelizer, a presidential historian at Princeton University. “If this was any other president, without the age issues or concerns about what the Republican campaign might look like, this would be a message to launch 2024.”

    Hyderabad: The Union minister of state for Health and Family Welfare, Bharathi Pravin Pawar said that Telangana and Maharashtra were the best-performing states in the country in terms of the number of ‘Deceased Donor Organ Transplantations’ in 2021 and 2022, respectively.

    She said this as a response to a question in Lok Sabha by Vellore MP DM Kathir Anand, where the Union minister also said Tamil Nadu was one of the active states in taking up the programme.

    While underlining the steps taken by the Centre to facilitate the cadaver and live organ transplants for deserving patients in the country, she said the government was taking up several steps to increase awareness of organ donation.

    Telangana government, in order to strengthen infrastructure for conducting organ transplants, has released Rs 35 crore to construct a state-of-the-art multi-organ transplantation centre at Gandhi Hospital in Hyderabad.

    Telangana government is also using choppers to transport donated organs of brain-dead patients from district hospitals to teaching hospitals in Hyderabad while pushing for more organ transplant surgeries in government hospitals.

    Hyderabad: Rs 600 crores were allocated from the Union Budget, under its railway budget share to expedite works for the MMTS phase II project.

    The cost of this phase project has been revised to over Rs 1,100 crore. In the budget, Rs 600 crore was allotted for the MMTS phase II project, which was sanctioned in 2012-13, with an estimated cost of Rs 817 crore.

    The work on this project had been delayed due to the non-availability of funds with the state government releasing Rs 279 crore, as its share of the total cost, and another Rs 417 crore is reportedly still pending.

    However, the works that have already been completed include those on the Ramachandrapuram stretch, 14 km between Medchal and Bolarum, Moula Ali-Ghatkesar quadrupling (12.2 km), Falaknuma-Umdanagar doubling (13.5 km).

    Works are currently underway in two more sections that include Sanath Nagar to Moula Ali doubling with electrification, and Moula Ali – Malkajgiri – Sitafalmandi doubling with electrification.

    Railway minister Ashwini Vaishnaw said, “We have allocated more funds to expedite this project.”

    Doubling and electrification have been completed in MMTS services on the Secunderabad-Medchal section, which was kept pending for a long time.

    Ramirez said Sanders’ selection marked a doubling down of Republican “extremism,” pointing to her record as White House press secretary defending President Donald Trump and as a conservative governor.

    “That gives Democrats an opportunity — if we can seize it,” Ramirez added.

    The progressive minor party has offered responses to the presidential speech in recent years, with appearances by high-profile liberals generating more interest in the alternate address. Reps. Rashida Tlaib (D-Mich.) and Jamaal Bowman (D-N.Y.), both members of the progressive “squad,” gave the response to Biden’s speeches in 2022 and 2021, respectively.

    Ramirez, who represents a heavily Latino district in the Chicago area, also plans to address concerns that Democrats need to do more to win over working-class Latino voters.

    “Delia will be laying out a vision for how Democrats can win working-class voters of all races and nationalities, by fighting for a government that has working people’s backs,” said Rep. Greg Casar (D-Texas), a Working Families Party colleague.

    She’s also going to urge the Biden administration to take executive action on liberal priorities like drug pricing and raising a threshold to make more workers eligible for overtime pay. Republican control of the House and the tiny Democratic majority in the Senate is likely to stymie most attempts to pass progressive-oriented policy this Congress.

    Last year, Tlaib’s response, which had drawn a contrast with Biden’s remarks, had drawn criticism from other Democrats who saw her message as undercutting the president. This year’s speech could strike a conciliatory tone.

    “We want to make a contribution — productive, in coalition, with the president to ensure that Democrats focus on the issues of working people,” Maurice Mitchell, national director of the Working Families Party, said in an interview ahead of the speech.

    In addition to the response from the opposing party, last year’s State of the Union also drew a Congressional Black Caucus response and one with a “bipartisan perspective” for the centrist group No Labels. Neither group has announced a speech yet this year.

    The budget for Gems and Jewellery now has more room for discretionary spending, increasing consumer purchasing power. Natural diamonds continue to be sought after due to their inherent preciousness. Pricing has also remained steady, and we are optimistic it will become stronger. The plans to provide access to ICMR labs and other R&D facilities as well as a collaborative approach to pharmaceuticals research and encouragement of private sector investments, multi-disciplinary training for R&D and manufacturing of high-quality medical devices, and various other such measures are going to augur well for the overall universal healthcare access and quality in India,” said Meena Ganesh, Co-Founder & Chairperson, of Portea Medical.

    “However, it is also important to note that while various aspects of healthcare and health tech have been touched upon, we looked forward to some announcements in the area of accessibility and affordability of personalized care for the masses.     The press secretary-turned-governor was a polarizing figure during her tenure behind the White House briefing room podium, from which she sparred often with the Washington press corps as she defended then-President Donald Trump amid his administration’s controversy and scandal.

    Sanders herself was eventually caught up in controversy in 2019, when a report released by special counsel Robert Mueller revealed that the press secretary admitted to misleading the reporters during a 2017 briefing where she discussed Trump’s decision to fire FBI Director James Comey. Sanders said at that briefing that “the rank and file of the FBI had lost confidence in their director” and that the Trump White House had heard from “countless members of the FBI” that they had lost confidence in Comey. In its report, Mueller’s team said Sanders conceded that those “comments were not founded on anything.”

    Sanders will deliver her address from Little Rock next Tuesday after Biden wraps his speech before a joint session of Congress. In a statement, House Speaker Kevin McCarthy said everyone should listen to the address, “including President Biden.”

    “She is a servant-leader of true determination and conviction,” McCarthy said. “I’m thrilled Sarah will share her extraordinary story and bold vision for a better America on Tuesday.”

    Kolkata: West Bengal Chief Minister Mamata Banerjee on Thursday claimed that on the day of the Union Budget on Wednesday, the Union government virtually was on the verge of collapse because of the share market crash.

    “The government was on the verge of collapse. Desperate calls were made to some parties to provide funds to that person whose share prices were going down fast,” the Chief Minister claimed at a public rally in East Burdwan district on Thursday.

    However, she did not name anybody in this connection.

    “I know exactly who all were approached for providing funds. But I do not want to take any names since that would make their lives miserable. At least six individuals were called up. Some were asked to pay around Rs 30,000 crore, some Rs 20,000 crore and some Rs 10,000 crore to that individual whose companies’ share prices fell. How will such a government, which does not have any planning, continue in the long run,” Banerjee asked.

    The Chief Minister also termed the income tax relief proposed in the Union Budget 2023-24 as nothing but eye-wash.

    “On one hand there were announcements for tax reliefs, and on the other hand the existing concessions on investments made were denied. This is like giving Rs 2 after deducting Rs 2.50,” Banerjee said.

    Reacting to her comments, BJP’s national Vice-President and Lok Sabha MP Dilip Ghosh said that the popular Budget presented on Thursday has become a nightmare for the Chief Minister due to which she is making such ‘imaginary’ claims about the collapse of the Union government.

    “But she will not be able to fool the people for a long time by making such claims. She is saying such things out of sheer anger and frustration,” Ghosh said.
