    Canada, one year into the Ukraine war: ‘It’s not time to talk about peace’

    “It happened that we were a lot of new foreign ministers,” Joly said on the sidelines of the Munich Security Conference. The Liberal politician was four months into her foreign affairs role when Russia launched its full-scale invasion on Feb. 24, 2022.

    She was not the only new face around the G-7 table. “[Liz] Truss was new. [Annalena] Baerbock was new. I was new — and [Antony] Blinken had only a year.” An affinity grew between the three women British, German and Canadian foreign ministers on a personal level, she said, as they faced a cataclysm with no end date.

    “We wanted to talk to each other … We also knew that this crisis would be potentially the first crisis we would be facing — so it would define a lot of our work,” Joly said. “There is no other option than victory.”

    Support for Ukraine is a rare nonpartisan issue in Canada. Demographics help to explain Ottawa’s zealous response to a war 4,500 miles away.

    Canada is home to 1.4 million Ukrainian-Canadians, making it a country with the second-largest Ukrainian diaspora community after Russia. Deputy Prime Minister Chrystia Freeland is arguably the country’s most prominent Ukrainian-Canadian.

    Freeland, who serves double duty as federal finance minister, has called Russia’s invasion of Ukraine “the biggest challenge to Canada’s national security since the Second World War.”

    Trudeau’s government is especially motivated to do right by Ukraine to lock up support in the Prairie and the vote-rich Greater Toronto Area, regions where Ukrainian-Canadian population is highest. Opposition Conservative MPs, who represent many of the Prairie communities where Ukrainian immigrants first settled at the turn of the century and after the First World War, are incentivized to do the same.

    Joly says the threat with the war is existential for Canada. “We’ve been the architect of many of the rules that we now know, that are our underpinning international rules-based order — I hate that word — but the international system.”

    Top bloc decisions

    The intelligence reports warning of a potential invasion started in December.

    Joly said G-7 foreign ministers wanted the alliance to serve as a “coordination group” for Ukraine. The bloc, under Germany’s presidency at the time, would share diplomatic and military information and frank talks about Europe’s dependency on Russia for energy.

    But organizing allies behind closed doors proved to be difficult work.

    In early 2022, the alliance decided to declassify American intelligence. The strategy was intended to “bring everybody along and to inform our population regarding what information we had at hand,” Joly said, crediting the plan for creating trust and momentum among allies.

    Declassification was a hard sell for Volodymyr Zelenskyy. The Ukrainian president feared a crush of declassified intelligence materials showing Russia’s plans would stoke mass panic and deliver his country premature economic collapse.

    Defense talks eventually outgrew the G-7 “coordination group.” The alliance created a new forum at the U.S. Ramstein Air Base in Germany to house Ukraine Defense Contact Group meetings, which 54 countries are a part of now.

    ‘Very stressful’ early days

    National Defense Minister Anita Anand was sworn into her role in October 2021, the same as Joly. Anand was thrown into briefings about global hot spots, she told POLITICO, including the buildup of Russian troops at the Ukrainian border and in Belarus.

    Feb. 24, she said, “was a confirmation of events that we did not want to happen.”

    She had been in Kyiv just three weeks earlier to meet with Ukrainian Defense Minister Oleksii Reznikov.

    “The days were very stressful,” she said.

    As a rookie minister in Trudeau’s Cabinet, Anand had been tasked with procurement; the pandemic transformed her into the chief purveyor of Covid-19 vaccines, rapid tests and personal protective equipment. The two years of wrangling equipment in a crisis came in handy a year ago. “I was used to being in an environment that was urgent and where our government needed to make very effective, but quick decisions,” she said.

    Anand said her modus operandi then, and since, has been to speak directly with Ukrainians, and specifically Reznikov, about the country’s equipment needs.

    Then, she said, she looks at Canada’s naval and armed forces inventory, decides what needs to be procured to outfit the Armed Forces of Ukraine “and then ensures we are providing the training that is necessary on the equipment that we’re providing.”

    Ottawa sent the first of four Leopard 2 main battle tanks, and training crews, to Ukraine earlier this month as the war continued to ratchet up.

    Canada isn’t a nuclear power but has found other ways to contribute including sanctions, paying out C$2 billion in loans to Ukraine and sending C$320 million in humanitarian assistance.

    Canada has also taken in nearly 170,000 immigrants of Ukrainian origin while approving the temporary resident visa applications of more than half a million Ukrainian nationals and their families.

    The country’s military budget is notoriously malnourished if NATO’s target, that members should spend at least 2 percent of their GDP on defense, is the yardstick used to measure might. But Canada’s Operation UNIFIER mission, deployed in 2015 to Ukraine to train the country’s armed forces following the Crimean crisis, put Ottawa in a position of being an interlocutor for other nations figuring out how to support Ukraine.

    “Many countries have come to Canada — and certainly this was the case at the beginning — to ask whether we had advice for them about how they can effectively help Ukraine,” Anand said.

    Canada says it wants to help with efforts to rebuild Ukraine, but there are headwinds.

    “Private capital will not be interested in investing in reconstructing cities if the geopolitical risk is still there,” Joly said. The statement leaves the door open for discussions about public funding for reconstruction in an era when cost-of-living anxieties debates over government spending have pierced domestic politics as a challenge for incumbent leaders.

    The conversations about long-term security support for Ukraine are just beginning around the G-7 table.

    “Even after the war, Russia will still be a very dangerous neighbor,” she said, offering a grim reality check. “Particularly if Putin is in charge.”

    Somewhere during the past year, the words “finding a peaceful solution” dropped from Joly’s vocabulary.

    The National Geophysical Research Institute (NGRI) on Tuesday predicted massive earthquakes in the Himalayan region with the potential to affect Uttarakhand and Nepal in the near future. It, however, added that strong building structures can prevent loss of property as well as life.

    While speaking to media, NGRI’s chief scientist Dr N Purnachandra Rao said that Earth’s surface comprises various plates that are constantly in motion and the Indian plate is moving about 5 cm per year, leading to accumulation of stress along the Himalayas.

    The accumulated stress increases the possibility of a greater earthquake, he said.

    We have a strong network of 18 seismograph stations in Uttarakhand. The region referred to as the seismic gap between Himachal and western part of Nepal including Uttarakhand is prone to earthquakes that might occur at any time,” added Dr N Purnachandra Rao.

    The NGRI scientist stressed that the earthquakes can hit with magnitude as strong as 8 on the Richter Scale.

    Talking about the deadly earthquakes in Turkey recently, he said that the damage was more in the country because of the poor quality of buildings.

    We can’t stop earthquakes but we can prevent loss. There are guidelines issued by the Government of India for construction of buildings in these earthquake prone areas, so public should follow those guidelines,” he advised. (Times Now)

    JAMMU: Chief Secretary, Dr Arun Kumar Mehta on Tuesday in a meeting with traffic authorities made it amply clear that in no case should travel time between the two capital cities of the UT exceed beyond 7 hours on any day for light motor vehicles.

    He made these remarks in a meeting called to review the traffic scenario on this road including that of the two cities.

    The meeting was attended by Additional Chief Secretary, Home; Principal Secretary, PWD; Divisional Commissioner, Kashmir; IG Traffic; Secretary, Transport; Deputy Commissioners Anantnag/ Ramban; SP Traffic,  National Highway; District SPs, Jammu/ Srinagar/ Anantnag/ Ramban; Transport Commissioner and many other concerned officers.

    Dr Mehta enjoined upon the traffic authorities to submit daily reports about the actual time taken to reach from one city to another. He told them to enhance their personnel on all the damaged portions of the road for better traffic management. He urged them not to let the traffic come to halt due to any of the hindrance. He asked them to improve the road surface damaged due to weather vagaries at all costs for smooth movement of the vehicles on this road.

    The Chief Secretary impressed upon them to show zero tolerance towards road side parking hindering traffic flow.  He directed for having stringent regulations in place to deal with all the violators. He asked them to deploy traffic police personnel in busy places like markets etcfor continuous vigil and better traffic management on the highway.

    Dr Mehta also took stock of the construction works on different projects presently under progress. He exhorted upon them to make all out efforts to through open the T5 tunnel on Panthiyal stretch of the highway by March 15, Jaiswal Bridge by March 31, and double lane of Ramban Flyover and Banihal Bye-pass by 15th of April this year. He advised them to accelerate the pace of work to meet these deadlines without any fail. He also asked the Secretary Transport and IG Traffic to drive down this road for have better idea about the measures to be taken for making the road better and safe.

    The Chief Secretary also emphasized on making all the way side amenities like washrooms etc functional throughout the entire stretch of the highway. He enquired about the status of the truck holding areas designated at many locations on this road. He told them to look for one more such facility at Ramsoo also. He suggested them to come up with a DPR for additional Bailey Bridge near Ramban at an earliest so that work on the same is taken in hand by March this year.

    While reviewing the traffic scenario on the roads of the two capital cities, the Chief Secretary directed the concerned authorities to make the completed phase of the Intelligent Traffic Management System (ITMS) functional within 7 days. He asked them to use the CCTV network of the system to look for the violators and e-challan or tow away their vehicles for hassle-free movement of vehicles on city roads.

    On the request of the Traffic authorities the Chief Secretary asked the administration to look into the possibility of taking a traffic holiday for a day every week on the Jammu-Srinagar Highway till 15th of March so that it is better utilized for making some crucial repairs and completing few essential works for making travel on this road a  pleasant  experience for the commuters.

    New Delhi: Congress’ Delhi unit President Chaudhary Anil Kumar on Sunday said that it was shocking that the Central Bureau of Investigation (CBI) has allowed Deputy Chief Minister Manish Sisodia to evade its summons for questioning on his claim that he was busy with the Budget.

    He alleged that giving one week time will allow Sisodia to tamper with evidence, adding that the CBI has reportedly collected damning evidence against him in the multi crores scam after questioning his Personal Secretary and he should not have been allowed to evade questioning.

    “Why did the Kejriwal Government scrap the new liquor policy as soon as the Lt. Governor ordered a probe into the liquor scam on a Delhi Congress complaint if there was no corruption and irregularities in the implementation of the revised liquor policy in which Chief Minister Arvind Kejriwal is the mastermind?” Anil Kumar asked.

    If Minister Satyender Jain could be denied bail for a money laundering case for nearly a year, how could the CBI and the Enforcement Directorate allow Sisodia to roam freely as he has committed fraud to the tune of thousands of crores, he added.

    The Congress has demanded Sisodia resign or else he should be sacked as Minister till he gets a clean chit.

    JAMMU: Lieutenant Governor Manoj Sinha on Sunday addressed a seminar on ‘Financing the Future of Agriculture’ in Jammu.

    The seminar brought together the stakeholders in agriculture sectors and Banking institutions to discuss agricultural growth and credit support.

    The Lt Governor exhorted the banking sector to play a lead role in realising the dream of accelerated development of Agriculture & allied sector. He also assured all the assistance to farmers and adequate fund for revival of cooperative banks.

    “In the first budget of Amrit Kaal, Hon’ble Prime Minister & Hon’ble Finance Minister has shown the way for inclusive development & empowering every section of society with the vision of “Vanchito ko Variyata” and giving priority to the Agriculture sector,” said the Lt Governor.

    Agriculture Accelerator Fund envisaged in this year’s budget, will encourage agri-startups in rural areas. It will provide entrepreneurial opportunities to local youth and affordable solutions to tackle challenges in agriculture sector. The agriculture credit target has been increased to Rs. 20 lakh crore with focus on animal husbandry, dairy and fisheries, he added.

    Highlighting the transformation in the agriculture sector, the Lt Governor said the progressive reforms introduced by the administration in the last three years are paying the dividends to the farmers.

    The Amrit Kaal provides us an opportunity to transform the agriculture sector and also protect the farmers from effects of unpredictable market, climate change and loss of biodiversity, he observed.

    Projects under holistic development of agriculture & allied sector being implemented in J&K UT is one amongst the few major long-term and groundbreaking interventions in the agricultural horizon of the country, the Lt Governor said.

    The revolutionary projects worth Rs 5013 crore for Holistic development of agriculture and allied sector will provide practical solutions to meet the future challenges, accelerate the growth momentum and usher in a new era of farmer prosperity and rural livelihood security in J&K UT, he added.

    The Lt Governor impressed on all stakeholders for successful implementation of the projects under holistic development of agriculture & allied sector.

    The Lt Governor said the holistic development of agriculture and allied sectors will develop a strong ecosystem of agriculture entrepreneurs in Jammu Kashmir and create jobs in the sectors. It will cross the Rs 30,000 crore mark in the 4th year, he noted.

    The Lt Governor further emphasized on streamlining the institutional credit flow to the farmers.

    J&K has its share of challenges of geo-climatic conditions which are mostly affecting small & marginal farmers. The onus lies on all banks to connect these farmers with banking system, observed the Lt Governor.

    Banking institutions are the most important support system to ensure maximum institutional credit reaches the farmers, especially in unbanked villages, noted the Lt Governor.

    Promoting institutional credit in the agriculture sector will be a game changer in strengthening the agriculture economy and realizing the goal of inclusive and balanced development. Credit access for tenant, small and medium farmers must be ensured, he said.

    The Lt Governor further underscored the significant role of the regional rural banks in credit flow and extension of credit facilities to every farmer.

    In the last 8 years, credit by the commercial banks has been doubled. Still, we have to increase the credit flow and ensure equal disbursement of institutional credit and identify the areas which are facing inequality, observed the Lt Governor.

    The Lt Governor asked the Banks to work in a planned manner and ensure time bound saturation of KCC for all farmers associated with agriculture & allied activities. He further asked the J&K Bank to organize a programme to honour the women associated with agriculture & allied sector.

    The banking industry needs to serve the small & marginal farmers, youth and women agripreneurs and act as catalyst for growth. It must be ensured that every woman who wants to become agripreneur should receive hassle-free financial assistance, said the Lt Governor.

    SRINAGAR:  Divisional Commissioner Kashmir Vijay Bidhuri on Saturday said the ongoing development works in the city centre Lal Chowk for smart city projects have taken pace as the work is going on in double shifts, while the next two months are crucial in view of the proposed G20 meeting in Srinagar.

    Talking to reporters after taking review of development works in Lal Chowk, Bidhuri, as per the news agency KNO said in the coming two month people might have to face inconvenience as some roads will be closed to complete the development works.

    He said the development works will be completed in a stipulated time as work is going on in double shifts.

    “We had started works when there was no proposal for G20 meeting in Srinagar, but since it has been proposed to hold the meeting here it benefitted us as we started work in double shifts. The projects will be completed in time now,” he said.

    Tehran: Videos shared on social media platforms showed that protestors took to the streets in several cities across Iran, on Thursday night, in one of the most widespread anti-government demonstrations in weeks.

    Thursday’s protests, coincided with the 40th day since the Iranian authorities executed two men, Mohammad Mehdi Karami and Seyed Mohammad Hosseini, after they were accused of killing a member of the Basij paramilitary force in the country, during protests over the death of 22-year-old Mahsa Amini, in police custody.

    Videos released by the Human Rights Activists News Agency (HRANA) show protests in the capital, Tehran, as well as in the cities of Karaj, Isfahan, Arak, and Izeh.

    Videos showed people chanting “woman, life, freedom” and “death to Khamenei” – a reference to the revolutionary leader.

    A video confirmed by BBC Persian, a crowd in Karaj chanted the names of Mohammad Mehdi Karmi and Seyed Mohammad Hosseini.

    Meanwhile, the opposition activist group 1500 Images shared a video from Mashhad in which a group of men and women shout: “My martyred brother, we will avenge your blood.”

    In another video, women from Isfahan came to the street again in protest and took off their headscarves.

    In response to the widespread anti-government protests, American activist of Iranian origin, Masih Alinejad wrote in a tweet, “Despite the threat of death, Iranian people came to the streets again and shocked the regime once again. Iranian people will overthrow this regime.”

    Protests swept across the country in September following the death in custody of Mahsa Amini, a 22-year-old woman who was detained by morality police for allegedly not wearing her hijab properly.

    So far, at least 529 protesters have been killed and almost 20,000 detained, according to the Human Rights Activists’ News Agency (HRANA). Four protesters have been hanged since December, while 107 others have reportedly been sentenced to death or charged with capital offences.

    The Board of Control for Cricket in India (BCCI) released the official IPL 2023 schedule on Friday evening, and the16th season of the Indian Premier League (IPL) is scheduled to start  on March 31. 

     

    The 10 participating teams in this season will fight for the famous IPL trophy over the course of 74-match schedule, with the curtain-raiser on March 31  at the Narendra Modi Stadium with the defending champion Gujarat Titans taking on the Chennai Super Kings.

     

    The Gujarat Titans, who won the championship last year on their first attempt, will want to retain it in the forthcoming competition. However, they will face a stern test this time around with big dogs Mumbai Indians and Chennai Super Kings looking to make amends for their woeful season after a strong IPL mini-auction.

     

    The league stage, that concludes on May 21, will see 70 games being played including 18 double headers. The tournament returns to its familiar home and away format with all ten teams scheduled to play seven games at their home venue and seven away. 12 venues are set to host the league stage as Punjab Kings and Rajasthan Royals are scheduled to play two home games each in Dharamshala and Guwahati respectively.

     

    The last time the entire tournament was staged in its traditional home and away format was in 2019. The 2020 edition was completely held in the UAE and the 2021 edition in India had to be abruptly halted as a result of Covid-19 with the second half of the season being held in the UAE again. While the IPL last year was held in India, the tournament was restricted to a limited number of venues with Mumbai and Pune hosting the entire league stage.

    NATO chief to Europe: Time to talk China

    MUNICH — Wake up, Europe. We must face the China challenge.

    That was NATO Secretary-General Jens Stoltenberg’s message on Saturday for the global security elite gathered at the Munich Security Conference. 

    The military alliance chief directly linked Russia’s war in Ukraine to China, hinting at concerns about Beijing launching a war on Taiwan, the self-governed island Beijing still claims.

    “What is happening in Europe today,” he cautioned, “could happen in east Asia tomorrow.”  

    Moscow, Stoltenberg underscored, “wants a different Europe” while Beijing “is watching closely to see the price Russia pays — or the reward it receives for its aggression.”  

    “Even if the war ends tomorrow,” he added, “our security environment is changed for the long term.”

    Stoltenberg’s remarks come against the backdrop of a broader conversation among Western allies about how to approach China as it makes revanchist military threats toward Taiwan and pumps up its own industries with government help. 

    While countries like the U.S. have pushed allies to keep a closer eye on Beijing and distance themselves from China’s economy, others have expressed caution about turning China into such an unequivocal enemy.

    The NATO chief warned that Western allies must act united on both the military and economic fronts. 

    “The war in Ukraine has made clear the danger of over-reliance on authoritarian regimes,” he noted. 

    “We should not make the same mistake with China and other authoritarian regimes,” he said, calling on the West to eschew its dependence on China for the raw materials powering society. He also warned against exporting key technologies to the country. 

    And while focusing on external adversaries, Stoltenberg also implored NATO allies to avoid internal squabbling.  

    “We must not create new barriers between free and open economies,” he said.  

    “The most important lesson from the war in Ukraine,” he added, “is that North America and Europe must stand together.”
