    Sri Lanka issues red warning over strong winds, rough seas

    Colombo: Sri Lanka’s Department of Meteorology has issued a red warning for fishing boats over strong winds and rough seas in the southeast Bay of Bengal and south Andaman Sea.

    The rough seas are caused by the depression in the southeast Bay of Bengal and will gradually develop into a cyclonic storm on Wednesday, the Department of Meteorology was quoted as saying by Xinhua news agency.

    Due to this, the wind speeds in the above-mentioned sea areas will be between 50 and 60 kmph, the department said.

    At times, winds can increase up to 70 kmph in sea areas, it said, adding that heavy showers or thundershowers can be expected in above sea areas.

    The department urged all naval and fishing communities not to venture into the above sea areas until further notice.

    The department also urged those who are out at aforementioned seas to return to coasts or move to safer areas immediately.

    After the meeting of Indiana and Chinese defense ministers on the sidelines of the Shanghai Cooperation Organization ( SCO), in which the two sides failed to agree on the future of the situation in eastern Ladakh, which has caused a lot of consternation and tension on both sides, makes it mandatory for Delhi to reassess the crisis and tools for its resolution.

    As usual, there was a lot of hype ahead of the meeting of visiting Chinese defense minister Li Shangfu and his Indian counterpart Rajnath Singh, on  April 27, 2023, that the two sides could approach the matter of over three-year-long military standoff in the mountains and desert of eastern Ladakh with more pragmatism. Some of the optimists were hoping, in whispers though, for a breakthrough in the border situation. It was a difficult, though not impossible to deliberate on the standoff and the ways to end it . But the outcome has left neither side satisfied. Worse, they are looking at continuation of the crisis which has a potential of the geo-political stability, which already is on cutches.

    India, as articulated by Rajnath Singh, during the meeting, “categorically conveyed that development of relations between India and China is premised on the prevalence of peace  and tranquility at the borders.” There was an addition of a very strong point, in which the Indian minister said that “all issues  at the LAC need to be resolved in accordance with the existing bilateral agreements and commitments., “ and he went on to remind the Chinese side and reiterated that the “ violation of existing agreements  has  eroded the entire basis of the  bilateral  relations and disengagement  at the border will logically  be followed with de-escalation.”

    This was both an assertion of the Indian territory in eastern Ladakh and also a charge against Beijing, which traversed beyond the issue staring at the border. This also reflected that how the two Asian giants were losing the grand opportunity of fostering better bilateral relations because of   China’s moves to unilaterally change the status of the LAC.

    China was told that enough is enough and it will have to do more to ease the situation, and the first task is to go back to the letter and spirit of the agreements of maintaining peace and tranquility on borders.  The agreement signed on September 7, 1993, between India and China had worked out a mechanism in which neither side would cross the LAC nor create any threatening situation. This agreement had, by and large been held, despite certain skirmishes and face-off situations until April 2020 when Chinese troops gathered in huge numbers with their war machinery and militarily threatening exercises. This was in complete violation of the agreement.

    Chinese, on the other side, as it came out after the April 27 meeting, did not agree with the perception and the assessment of the border situation, and they believed that whatever has been done till date, in terms of disengagement and de-escalation at the LAC in eastern Ladakh, doesn’t require any further action , completely ignoring the fact that tensions continued to persist. There were at least two major friction points – Despang and Demchok  where disengagement and de-escalation are pending.

    Li Shangfu, however, as per the readout issued by China’s Ministry of  Defense on Friday, said that the “ Common interest between China and  India prevails over discrepancies, thus both sides should view bilateral ties and their development in a comprehensive, long-term and strategic way. The two countries should bring  the border situation under the normalized management   and to jointly enhance mutual trust  between the two armies.” The not-s-hidden meaning of this statement is that India should accept the LAC situation as it is now, keeping all the changes that might have occurred since April 2020, out of the bilateral relations or future talks on the subject.

    China is asking India, this is what is clear from Shagfu’s statement that the two countries should move ahead in their bilateral relations and treat the current border situation as normal. In short, it translates into, heads I win and tails you lose attitude articulated by China.

    This is a serious proposition by China. It has put ball in the court of India , leaving Delhi with two choices whether you accept what is there and move ahead in the bilateral relations, or you wait and watch till the time China decides something else on the issue. It is a grave situation – India cannot accept it either.

    This also poses tremendous challenge to Indian policymakers and strategists.  The first and foremost things is that India should reassess the whole situation, draw its own roadmap of the solution it wants, and deliberate on the ways how to approach China in a manner in which there is no escalation and still the results can be achieved. While doing so, India will have to factor in the rising international profile of China, after it brokered agreement between Saudi Arabia and  Iran, and now its efforts to broker peace between Russia and Ukraine. The US might offer help to India, but that would also be a  self-trap for India. It should dig into the history, maintain strong diplomatic position and the best way would be to convey a  message to Beijing that the current situation would hurt  China as well. That demands strong words to be backed by great homework and action  as per requirement of the situation.

    It’s not surprising, but now it’s official: Joe Biden is running for re-election. In a video on Tuesday launching his bid for a second term, Biden cast his administration as standing for personal freedom, democracy and pluralism in contrast to what he called “Maga extremists”. The video emphasized abortion rights and contrasted Biden and the Democrats with unsettling images of the Capitol insurrectionists. Echoing a repeated line from his most recent State of the Union address, the president implored Americans: “Let’s finish the job.”

    There will be no primary. True, Biden has disaffected some members of the Democratic party’s precariously large coalition, and he has failed to capture the hearts and imaginations of Americans the way that, say, Barack Obama did. In 2020, a basketball team’s worth of Democrats entered the presidential primary – partly out of perceptions of then president Trump’s weakness, but also partly because Biden seemed like such a poor fit to be the party’s standard-bearer.

    He’s an old white man in a party that is predominantly female, increasingly non-white and very young. He is a moderate in a party with a resurgent left. And he is a bone-deep believer in the merits of compromise and bipartisanship, in an era where the Republican party has become anathema to cooperation, hostile to Democratic governance and committed to racial and gender hierarchies that are not worth compromising with. He seemed like a man out of time, responding to the political conditions of a different era; it was unclear, then, that he could see the country as it really was, unclear that he could confront the true threat.

    As he announces his re-election campaign, four years after he threw his hat into the ring for 2020, Biden has quieted these fears, if not disproved them. The left, leaderless after Bernie Sanders’s defeat in the 2020 primary, has not formed a cohesive bloc, and their pressures on the Biden administration have been noble but sporadic. Congressional Republicans hamstrung most of Biden’s agenda, causing him to abandon, in particular, promises he made to help Americans get affordable childcare; but he still managed to pass a large infrastructure bill, as well as Covid relief.

    The pandemic has largely receded, and both deaths and new infections are down. Inflation is slowing, and jobs numbers are encouraging. The economy, while not perfect, seems to be benefiting from the stability of Democratic leadership, with stock prices no longer beholden to wild fluctuations in the aftermath of an errant comment or impulsive tweet from Trump.

    When Russia invaded Ukraine, unleashing horrific humanitarian catastrophes on the people there and endangering other European allies, a trap was laid that could have easily drawn the United States into war. Biden and his administration have deftly kept us out of it. The president who once seemed like an out-of-touch old man has been successfully rebranded as an affable grandfather whose gaffes are thoughtless but aggressively well-meaning.

    Even major missteps do not seem to have meaningfully injured Biden. The administration was shockingly tone-deaf and ill-prepared following the US supreme court’s decision in Dobbs v Jackson Women’s Health Organization, having little in the way of policy proposals to reduce the humanitarian and dignity harms imposed on American women – and at one point, trying to appoint an anti-choice judge to a lifetime seat, before withdrawing the nomination under pressure.

    Despite the primacy Tuesday’s campaign announcement gave abortion rights, Biden has generally seemed uncomfortable and incompetent on the issue, even as women face degradation and medical emergencies inflicted at the hands of conservative states; he has largely shied away from directly addressing abortion, and shunted it off to his unpopular, largely powerless vice-president, Kamala Harris – whose own marginalization within the administration is a signal of how little he values the issue.

    Even since Dobbs, Biden has been entirely unwilling to confront the federal judiciary – a captured and unaccountable extremist rightwing body that will foil his whole agenda, and gradually eliminate both pluralist society and representative democracy, if it is not reformed. Yet the Republicans’ virulent misogyny and bald sadism on abortion seems poised to be a boon to Democrats anyway: it was mostly abortion that drove voters to give a worse-than-expected showing to Republicans in the 2022 midterms, and to allow Democrats to keep control of the Senate.

    In that sense, the political fallout of the Dobbs decision may serve as a good model for the Democrats’ emerging 2024 strategy: they don’t need to be especially good, because the Republicans are so cruelly and chaotically worse. The Republican party is in shambles – internally divided; married to gruesome and unpopular policies, particularly on gender, that alienate voters; branded as violent, antisocial and creepy. There’s still a long way to go, but the Republican party seems only slightly less eager to anoint Trump as their nominee than the Democrats have been to appoint Biden.

    It very well may wind up being a rematch of the 2020 election – only now, Trump is even weaker, even more marginal, even more disliked, linked forever the memory of the January 6 violence and devoid of what was once his novelty and comedy and reduced to a rambling catalogue of personal grievances. With an opponent like that, it might not matter much if all that Biden has to offer is a series of charming anachronisms, or grinning photo ops in his aviators.

    All the Republicans have to offer is sex obsession and cheesy fraud, parading a series of candidates for state and federal office who talk like a collection of snake-oil salesmen and gun fetishists. Biden isn’t going into 2024 particularly strong. But right now, the Republicans are particularly weak.

    Seoul: North Korea vowed on Tuesday to strengthen its ties with Russia on the occasion of the fourth anniversary of the first summit between the leaders of the two nations.

    Vice Foreign Minister Im Chon-il issued a statement confirming “mutual support and solidarity” between Pyongyang and Moscow, marking the anniversary of the 2019 summit between North Korean leader Kim Jong-un and his Russian counterpart, Vladimir Putin, held in Vladivostok, reports Yonhap News Agency.

    “The two countries are strengthening mutual support and solidarity in the struggle to resolutely smash the dangers of war and military threats from the outside,” Im said.

    The official stressed the North will “(invariably) stand to elevate the long-standing and traditional relations of friendship” between the two nations.

    SRINAGAR: Grand Mufti, JK, Mufti Nasir-ul-Islam was on Wednesday caught in a quagmire after a video-clip, purportedly showing him making an announcement regarding the sighting of ‘Shawal moon’ went viral on social-media platforms. The video-clip has been allegedly leaked by some miscreant believed to have accompanied a group of media persons from government-run Doordarshan Kendra Srinagar.

    The viral video-clip, caught the netizens in frenzy and many took potshots at Mufti Nasir-ul-Islam over the matter. Many of the netizens, in know how of the things, somehow justified the recording of video-clip, saying it was part of the practice to pre-record both the versions, one affirming and another negating the sighting of the moon. The video-clip however created much confusion as the ‘miscreant’ had only posted the negating version of the statement.

    When contacted over the issue, Mufti Nasir-ul-Islam told GNS that the recording of the video-clips’ is part of the practice to avoid last minute rush, at the time when the announcement is usually made.

    “I was approached by some media persons of DoorDarshan Kendra Srinagar to pre-record the video-clips”, Islam said adding they Door Darshan people can’t make it to me at the time of actual announcement, due to their busy schedule.

    “While the recording was going on in presence of over ten people, some miscreant has recorded one version of my statement and posted it on social-media platforms in an attempt to create confusion”, Islam said.

    “If at all the video-clip in circulation makes it to the social media, I ask the people not to consider it until there is any announcement from any credible media organization”, Islam said.

    The Grand Mufti, in the meantime said that he has referred the matter to law-enforcement agencies for action against the ‘miscreant’, making an attempt to breach law and order situation.

    “We are checking through CCTVs who this mischievous person is”, he said adding “A letter has been sent to Cyber Crime and the matter also referred to the Crime Branch and the Director General of Police also informed about it to register an FIR and take stern action the person who has done this mischief.”

    New Delhi: Defence Minister Rajnath Singh on Wednesday asked top Army commanders to maintain a strong vigil along the Line of Actual Control with China as the situation in the northern sector remained “tense” due to the deployment of PLA troops.

    In his address at the Army Commanders’ Conference, Singh, referring to the eastern Ladakh border row, expressed full confidence in the Army to deal with any contingency while noting that the ongoing talks for peaceful resolution of the issue will continue.

    He said disengagement and de-escalation is the “best way forward”, the defence ministry said.

    Singh said a “whole of the government” approach is being followed to ensure the availability of best weapons, equipment and clothing to the troops defending the country’s territorial integrity while braving extreme weather and hostile forces, according to the ministry.

    The defence minister reaffirmed the faith of the billion-plus citizens in the Indian Army as one of the most trusted and inspiring organisations in the country.

    “The situation is tense due to deployment of PLA troops in the northern sector. Our armed forces, especially the Indian Army, will have to continuously keep their vigilance in order to maintain the security of the LAC,” he said, according to sources.

    The defence minister said the security of the country is the “topmost priority” for the government.

    In a statement, the ministry said Singh complimented Border Roads Organisation, saying its efforts have led to the incomparable improvement of road communication in the border areas.

    The five-day Army Commanders’ Conference began on Monday. It is deliberating on India’s national security challenges along the borders with China and Pakistan and ways to boost combat capability of the force.

    Chief of Defence Staff Gen Anil Chauhan, Army Chief Gen Manoj Pande, Navy Chief Admiral R Hari Kumar and Air Chief Marshal V R Chaudhari also addressed the commanders.

    Talking about the global geopolitical scenario, Singh said, “Unconventional and asymmetric warfare, including hybrid war will be part of the future conventional wars.”

    “Cyber, information, communication, trade and finance have all become an inseparable part of future conflicts. This necessitates that Armed Forces will have to keep all these facets in consideration while planning and formulating strategies,” he said.

    On the situation along the Western borders, he complimented the Army’s response to cross-border terrorism, adding the proxy war by the adversary continues.

    “I compliment the excellent synergy between the Central Armed Police Forces/Police forces and the Army in tackling the menace of terrorism in Jammu and Kashmir,” he said.

    “The synergised operations in the Union Territory of Jammu and Kashmir are contributing to increased stability and peace in the region and the same should continue, and for this I again compliment the Indian Army,” Singh said.

    The defence minister commended the Army for the high standard of operational preparedness and capabilities which he said he has always been experiencing first hand during his visits to forward areas.

    “In the North-Eastern states too, there has been a lot of improvement in the internal security scenario following operations carried out by the Indian Army,” Singh said.

    The defence minister said there is a need to ensure the use of real-time intelligence more effectively so that “we can be fully prepared to face any such future challenges.”

    The defence minister lauded the Army’s efforts to develop niche technologies in collaboration with civil industries.

    He also stressed that as users the armed forces must put their faith in the Indian industries and technologies. The defence minister also complimented the Army for the execution of the ‘Agniveer’ scheme.

    He also reviewed an equipment display focusing on niche technology, innovation, solutions for surveillance, artificial intelligence, training, robotics, virtual reality, operational logistics etc.

    The defence minister released the second edition of Indian Army UN Journal titled ‘Blue Helmet Odyssey–Changing Contours of Peacekeeping Operations in the 20th Century’.
