    Economy and diplomacy: The writer defends Jaishankar’s ‘Common Sense’ statement on China

    India’s External Affairs Minister S Jaishankar said in an interview a few days ago: “Look they (China) are a bigger economy. What am I going to do? As a smaller economy, I am going to pick up a fight with bigger economy? It is not a question of being a reactionary; it is a question of common sense.”

    Obviously, Jaishankar is advising caution in dealing with China because its bigger economy translates into greater military strength and stronger diplomatic clout. Most political and diplomatic commentators have kept quiet about the far-reaching implications of this statement and those who have spoken, have reacted adversely generally characterizing it as ‘capitulatory mentality’.

    Leaving aside the question whether External Affairs Minister should have publicly broached the subject or left it to closed-door conclaves of policymakers, one must frankly accept that the whole issue of Economy and Diplomacy is extremely important and needs to be openly discussed. Informed public opinion is essential for the success of Government policies in a democracy. One hopes that Jaishankar’s frank articulation of the problems of pursuing a viable security policy vis a vis China because of economic asymmetry will start a much-needed debate on the importance of economy for defense and diplomacy.

    Public should be made aware of facts

    China’s GDP is $18 trillion while that of India is $3.47 trillion or 1/5 that of China. In 1950 the GDP of both countries was about the same.

    For perspective it may be noted that US GDP is 25 trillion, that of Japan 4.94 trillion and Germany 4.25 trillion. When US power was at its peak in the 1950s after the Second World War, its GDP was 40% of the world’s total. Today its economic and military preeminence is not the same, because other economies have risen and its share of world GDP has shrunk to about 23%.

    China’s diplomatic clout has been increasing in the step with its economic power. Mao had famously said that “power flows from the barrel of a gun,” but it is Deng’s pragmatic economic policies exemplified by his famous declaration “no matter it is white cator black as long as it can catch mice” that has transformed China into a global power. With this one sentence he jettisoned three decades of ideological dogmatism in economy and substituted it with result-oriented pragmatism. Within 40 years China became an economic giant and manufacturing hub of the world.

    Diplomatic muscle of Japan and Germany

    Other examples of diplomatic muscle because of their economic strength are Japan and Germany the third and the fourth largest economies in the world. With large foreign exchange reserves these countries can pursue economic diplomacy to promote their national interest very effectively. The relationship between economy and diplomacy is the same as between body and fist, the power of the latter depends on the strength of the former.

    India’s own international footprint has increased since 1991 when under Prime Minister Narasimha Rao and Finance Minister Dr. Manmohan Singh, the economy was unshackled and the suffocating “license Raj” relaxed. In 1991 India was about to default on its foreign payment obligations. With foreign exchange reserves adequate only for about three weeks of imports it had to pledge gold in international market to borrow hard currency for its foreign exchange requirements. Today, with its foreign exchange reserves position comfortable, India is in a position to stand up to international pressures much better and pursue foreign policy dictated by its national interest. The frequent difficulties faced by the Latin American countries to effectively pursue independent foreign policy due to external debt and inadequate foreign exchange reserves, clearly establishes the relationship between economy and diplomacy.

    It is easy to establish the correlation between economic strength and diplomatic clout but impossibly difficult to attain it. Often there is a tendency to attribute China’s economic progress to its authoritarian system. It is a mistake. Soviet Union despite its authoritarian decision-making failed to achieve economic progress and collapsed. China’s economic progress took off when it allowed free enterprise in economy while retaining one-party rule politically. Many in India attribute its slow economic growth to the elaborate consultative decision-making progress inherent in a democracy. This is a mistaken notion.

    Democracy can outperform authoritarianism

    Democracy can outperform authoritarian system in all respects–economic, political, technological–if it has the honest commitment of the people and the leaders for its success. Democracy and economic success need political leadership which truly adheres to the rule of law, justice, equality, individual freedom, human rights, transparency and accountability. Democracy has a self-correcting mechanism which prevents things from going over the cliff as has happened to so many authoritarian regimes in the 20th and 21st centuries e.g., Nazi Germany, Fascist Italy, Soviet communism, dictatorships in Middle East.

    On the part of captains of business and industry it requires honest commitment to rule of open and free competition, not pursuit of cronyism for quick wealth. Cronyism is feudalism in economics. It prevents inclusive and sustained growth which alone can make a society stable and strong.

    Comparative studies of democracies and authoritarian regimes in 20th century clearly show that democracies have achieved much more economically and have shown more sustaining power politically than authoritarian systems.

    But democracy requires patience and honesty on the part of the people for its success. Impatience leads to shortcuts to attain political power and cronyism in business and industry.

    Democracy is a government of the patient, for the patient and by the patient just as authoritarianism is a government of the impatient, by the impatient and for the impatient.

    All authoritarian leaders display impatience while good democratic leaders act with patience and stamina. Impatience is inherently unsustainable and quickly self-destructs. A study of the 20th century dictatorships and democratic regimes establishes the validity of this proposition. Dictators are gone while democracies plod on.

    China will have to one day reconcile its one-party political system with the free enterprise economy. It cannot go on with this dichotomy between its political and economic systems without tensions and conflicts. India for its part will have to protect, preserve, and strengthen its democracy.

    Srinagar, Mar 11 (GNS): As JKSSRB aspirants continue to protest to seek blacklisting of APTECH Company in J&K, the Lieutenant Governor Manoj Sinha Saturday expressed his displeasure over any pre-emptive statement or comment by anyone citing the nature of the matter.

    Talking to media persons on the sidelines of an event pertaining to Tawi River Front, Sinha, as per GNS, said that any statement or comment at this point of time will tantamount to disrespecting and interfering into the Court decision.

    “I believe that if a case is under consideration (sub-judice) before a Court, and even when a decision has been made (into the matter) yesterday, discussing it or giving any comment regarding this tantamount to interfering into the Court decision and such a thing isn’t allowed by the Constitution of India.”

    Notably, a division bench of the Jammu & Kashmir High Court on Friday directed a single bench to hear and decide the petition challenging the engagement of the Mumbai-based APTECH firm by the Jammu & Kashmir administration for conducting various recruitment exams. The division bench set aside a single bench’s order to cancel the contract allotted to the firm and maintained that the interim directions shall remain in force. (GNS)

    JKSSB: Big Statement Regarding All Upcoming JKSSB Exams

    Mar 10: Cautioning the job seekers against certain elements trying to malign the process of recruitment, Jammu and Kashmir Services Selection Board (JKSSB) chairman Rajesh Sharma on Friday assured the youth that there will be no compromise on transparency and merit.

    The remarks of Sharma came amid back-to-back protests by groups of job aspirants in the twin capital cities of Jammu and Srinagar for the past two days over the hiring of a previously blacklisted company, APTECH Limited, by the JKSSB for the conduct of computer-based written tests.

    “The board is very much aware of your concerns and all efforts will be made to conduct exams in a fair, transparent and secure manner. Do not pay heed to rumour mongers and those with ulterior motives, who are only here to disrupt the processes,” Sharma told reporters here.

    He said there would be no compromise on transparency and merit.

    “Justice will be ensured. Youth’s ability and merit will be respected and strict action will be taken against all those elements who are trying to harm the future of meritorious aspirants,” the JKSSB chairman said.

    Allaying apprehensions on the hiring of APTECH Limited, he said the agency is not blacklisted as on date, though it was blacklisted in Uttar Pradesh in May 2019 for a period of three years that expired in May 2022.

    “I would like to clarify that blacklisting is a restrictive term valid for a period. It has to be distinguished from disbanding i.E. Permanent blacklisting. The present protests seem to be motivated to derail the functioning of the board,” he said.

    Sharma said the particular agency is already conducting exams across the country and at the Centre.

    “It has been and is executing prime projects in NTA, CBSE (2023) and other government bodies and has successfully completed many CBT based examinations like UGC NET (2020, 2021), JNU Entrance Examination (JNUEE 2021), Delhi University Entrance Test (DUET 2019, 2020, 2021) wherein 52 lakh candidates have participated,” he said, adding the agency also conducted Income Tax (2022), RPF Jhansi (2022), Railway Vadodara (2022) exams.

    “The agency has qualified the parameters prescribed for tendering and was the highest bidder on quality-cum-cost based selection (QCBS) mode. There are specific rules provided in General Financial Rules 2017 of GoI to deal with debarment/ blacklisting,” he said.

    The official said the tendering process has been undertaken strictly as per the rules on the subject.

    “It is not that Mr A or Mr B will decide blacklisting, let the court give judgement. It cannot be decided by a few on a road or in a rotary. These persons levelling unsubstantiated allegations have clear ulterior motives,” he claimed.

    Without identifying anyone, he said there are certain elements spreading distortion and misinformation on the issue.

    “As far as the allegation against the recruitment agency is concerned, the matter is sub-judice and the high court will take a decision in the matter. The issue will be settled by the law and not by sloganeering. The instant protests seem to be an attempt to influence the high court,” Sharma said.

    He said before initiating the tendering process, the board held deliberations with the stakeholders and it was realised that continuous updation of systems is very vital for any agency during the conduct of exams.

    “The board has not given the selection process to any single agency. Rather the board has engaged these agencies for rendering necessary assistance to conduct the exams,” he said.

    He said the board is taking all safety measures like the appointment of observers by the General Administration Department, observers of district administration, magistrates, as well as additional frisking, third-party audits and installation of jammers to conduct free and fair exams.

    “We are committed to conduct exams including those scheduled from March 16 with the highest degree of security. Our mission is to uphold the sanctity of the recruitment process,” he said.

    Mumbai: Bollywood actress Kangana Ranaut has come in support of Nawazuddin Siddiqui after he broke his silence and released a statement regarding the allegations being made against him by his estranged wife Aaliya.

    Kangana said that it was much-needed for Nawazuddin to speak for himself because silence is not a solution to all the problems.

    Kangana took to her Instagram Stories and shared: “Was much needed @nawazuddin._siddiqui saab…silence does not always give us peace…I am glad you issued this statement (folding hands emoji).”

    She also shared the screenshot of the statement issued by Nawazuddin, who recently reacted to the allegations made against him by Aaliya Siddiqui.

    Aaliya accused Nawazuddin of using his power to take custody of her kids and allegedly raping her. She also shared a video from outside her bungalow stating that she is not allowed to enter his house and left with her kids on the road at midnight.

    He wrote in his statement: “I am termed as a bad guy everywhere because of my silence. The reason I have kept quiet is because all this tamasha will somewhere be read by my small children. Social Media Platforms, Press & A bunch of people are really enjoying my character assassination on the basis of one sided & manipulated videos. There are few points, I would like to express – First of all me and Aaliya do not stay together since several years, we are already divorced but we definitely had an understanding only for our kids. Does anyone know, why my kids are in India and not attending school for 45 days, wherein the school is sending me letters everyday that it’s been too long an absence.

    “My kids have been made hostage for past 45 days & are missing their schooling in Dubai.”

    He also further asserted that Aaliya has been paid approximately Rs 10 lakh per month for the past two years and 5-7 lakhs per month before moving to Dubai with his children, excluding the school fees, medical, travel, and other leisure activities.

  • Police Statement Over Kunan Poshpora Incident – Kashmir News

    Press release: On 01-03-2023, Police Station Trehgam received an information that one dead body is laying in the forest area of Zurhama-PK Gali.

    Accordingly, the Police party rushed to the spot and recovered the dead body which was later on identified to be of Abdul Rashid Dar son of Mohammad Sadeeq Dar resident of Kunan Poshpora against whom a missing report was lodged in P/S Trehgam.

    Pertinently, the family members of the deceased had alleged that on 15-12-2022 the said person was taken by some army personnel from his house at Kunan.

    However, at the same time, the army had revealed that although he was taken for some questioning and subsequent identification of a particular place in the forest of Laderwan-Zurhama area but he jumped over and fled taking advantage of the darkness and topography.

    The Army further informed that they have launched a search to trace the said Abdul Rashid Dar and requested local police to further take necessary action as per law. In the given circumstances, a proper missing report was lodged in the concerned Police Station and efforts to trace the said missing person was on.

    During the course of investigation besides other procedural formalities, Post mortem was also got conducted through a designated team of doctors and after conducting medico legal formalities the dead body was handed over to his legal heirs for last rites.

    The Police has started proper investigation in the case to ascertain all facts and circumstances leading to his death. Further details shall follow with the progress of the investigations.
