    New Delhi: The Lok Sabha this Budget Session could function for only 45 hours as against its scheduled 133.6 hours because of daily disruptions and frequent adjournments, a think tank data has shown.

    The Rajya Sabha worked for over 31 hours out of 130 hours in the same session, the data said.

    The second half of the Budget Session was hamstrung by frequent disruptions throughout before it was adjourned sine die on Thursday.

    As the 17th Lok Sabha enters the final year of its term, the think tank said that the average number of sittings of this Lok Sabha, which is 58 days a year, could make it the shortest full term Lok Sabha since 1952.

    The Budget session of Parliament was held from January 31, 2023 to April 6, 2023, with a recess from February 14 to March 12.

    According to data compiled by PRS Legislative Research, the productivity, which is the percentage of time the House functioned, was 34.38 percent for the Lower House in the Budget Session.

    The only time the Lok Sabha’s productivity was lower was in the Monsoon Session of 2021, when it functioned only 20.93 per cent of the scheduled time.

    The Rajya Sabha meanwhile recorded its lowest productivity since 2019, functioning only around 24 percent of its scheduled time. In the Monsoon Session of 2021, its productivity was around 28 percent.

    The just-concluded session saw limited legislative activity, and minimal discussion on the budget amid continuous disruptions.

    Legislative Business took less than an hour in the Lok Sabha, while in Rajya Sabha it took only around two minutes. Financial Business took 17.25 hours in Lok Sabha and 18.23 hours in Rajya Sabha.

    Both Houses witnessed repeated adjournments of the Question Hour throughout the Session.

    The Lok Sabha could take questions for 4.32 hours while the figure for Rajya Sabha was worse at 1.85 hours for the entire Budget Session.

    In his concluding remarks, Lok Sabha Speaker Om Birla said the House held discussions on the General Budget for 14.45 hours, and 145 MPs participated in it. Discussions on the Motion of Thanks to the President’s Address were held for 13.44 hours with participation of 143 MPs.

    In the Lok Sabha, eight government bills were introduced, six were passed, and 29 questions were answered orally, Birla said.

    Excluding the Finance and Appropriation Bills, The Competition (Amendment) Bill, 2022 was the only Bill passed during this session. Both bills were passed without any discussion by either House.

    Three bills were introduced, one of which, the Forest (Conservation) Amendment Bill, 2023, was referred to a Joint Parliamentary Committee.

    In both houses, productivity was higher in the first half of the Budget Session.

    In Lok Sabha, the productivity of the first part was 83.80 percent, which dropped to 5.29 percent in the second half.

    Rajya Sabha Chairman Jagdeep Dhankhar meanwhile informed the House that its productivity in the first part of the Budget Session was 56.3 per cent, which plummeted to an abysmal 6.4 per cent. According to PRS, the Parliament has functioned for 230 sitting days so far.

    Of all the Lok Sabhas that completed the full five-year term, the 16th Lok Sabha elected in 2014 recorded the lowest number of sitting days, having sat for 331 days in five years.

    With one more year remaining in the term, and 58 average sitting days a year, the 17th Lok Sabha is unlikely to sit for more than 331 days. This could make it the shortest full term Lok Sabha since 1952.

    This has been the sixth shortest budget session since 1952.

    School Education Department Orders Age Criteria For Admission In Class 1st Academic Session 2023-24: A large number of complaints have been received from parents regarding denial of admission to their wards by various schools in class 1st on the plea that the age of their wards is less than 06 years and as per National Education Policy 2020, the age for admission in class 1st should be 06 years.

    As per the past practice, the children have got admitted at the age of 2+ years in nursery class and such students have completed three years in the pre-primary level and are now in the age group of 5+ years. Withholding their admission by a year will attribute to loss of an academic year, as they are due for admission in class 1t in the session 2023-24.

    In view of the above, the matter has been examined after considering the concerns of all the stakeholders, notifications issued by various State Govts. & series of deliberations. It has been decided to gradually implement the NEP and relax the age criteria for admission to class 1st for the academic session 2023-24, in view of the transition period.

    Accordingly, the students who have completed two / three years in the pre-primary classes, as the case may be, and have attained the age of more than 5 years as on 315T March, 2023, shall be admitted in the Ist Class in the academic session 2023-24.

    Lucknow: Uttar Pradesh government schools will adopt from this academic session the NCERT’s new class 12 history textbooks in which portions about Mughal courts have been removed.

    “We teach our students using NCERT books…whatever is there in the revised edition will be followed,” Deputy Chief Minister Brajesh Pathak said.

    Additional Chief Secretary (basic and secondary education) Deepak Kumar confirmed the development. “We follow NCERT books and whatever is available in the revised edition, we will follow it in state schools from 2023-24 session,” Kumar told PTI.

    As part of its “syllabus rationalisation” exercise last year, the National Council of Educational Research and Training (NCERT), citing “overlapping” and “irrelevant” as reasons, dropped certain portions from the syllabus including lessons on Mughal courts from its class 12 textbooks.

    Many of these changes were announced in early 2022 when the Central Board of Secondary Education (CBSE) rationalised its syllabi in April. Besides schools under CBSE, some state boards also use NCERT textbooks.

    Listing the changes, the NCERT, in a note, had said, “The content of the textbooks has been rationalised for various reasons, including overlapping with similar content in other subject areas in the same class, similar content included in the lower or higher classes on the same subject.

    It also stated that difficulty level, content which is easily accessible to students without much intervention from teachers and can be learned by self-learning or peer-learning and content which is irrelevant in the present context have been removed.

    In class 12 political science textbook, pages on the topic ‘Gujarat Riots’ have been excluded from the chapter titled ‘Recent Developments in Indian Politics’. The mention of the National Human Rights Commission report on the 2002 violence and the “raj dharma” remark by then Prime Minister Atal Bihar Vajpayee has been dropped from the textbook.

    Also, chapters on Mughal courts in a history textbook, a poem on the Dalit movement and a chapter on the Cold War, are among the exclusions from the political science textbook.

    Bhubaneswar: The Budget Session of the Odisha Assembly was on Friday adjourned sine die six days ahead of its schedule, amid walk-out by the opposition BJP members. The session was scheduled to continue till April 6.

    On the last day, the House passed the Appropriation Bill, 2023, allowing the state government to spend Rs 2.30 lakh crore from its consolidated fund during the financial year 2023-24.

    From the first day on February 21 till last day (Friday), the House witnessed pandemonium several times as opposition legislators created noisy scenes raising different issues including minister Naba Das murder case, Mahanadi water dispute, inter-state border dispute, fake certificate racket, Rahul Gandhi’s disqualification, Chief Minister’s read-out speech, alleged matric question paper leak, ‘officers’ raj’, drivers’ strike, etc.

    During the Session, the government has introduced six bills but passed only the Appropriation Bill, 2023. However, it withdrew three bills in a hurry on the last day amid ruckus by opposition BJP and Congress members.

    When the valedictory session was going on, the BJP members led by Leader of Opposition Jayanarayan Mishra were staging a protest before the Mahatma Gandhi statue inside the Assembly premises in protest about Kotia village border dispute with Andhra Pradesh and a fake certificate racket busted in Bolangir.

    Notably, Union Minister Dharmendra Pradhan is scheduled to visit Kotia village on April 1, Utkal Diwas (Odisha Day).

    Three CAG reports were presented before the House during the session.

    Earlier in the day, the opposition BJP and Congress MLAs created a ruckus in Odisha Assembly over fake certificate racket and the Kotia border dispute issue on Friday.

    Unable to run the House smoothly, Speaker Bikram Keshari Arukha adjourned the House several times throughout the day. In protest over the two issues, the Opposition members walked out during the discussion of the Appropriation Bill, 2023.

    Raising the twin issues during the Zero Hour, the Opposition members rushed to the well of the House and shouted slogans against the state government over the issues.

    Leader of Opposition Jayanarayan Mishra (BJP) raised both the issues and alleged that Andhra Pradesh is interfering in Kotia area and 21 other villages in Koraput district.

    The BJP leader claimed that Andhra Pradesh Deputy Chief Minister is luring local people in the area.

    “Andhra is interfering in Kotia and 21 other villages. Andhra Deputy CM is luring local people. Where is the Kotia package announced by Chief Minister Naveen Patnaik? What steps have been taken in border row with other states?” asked the BJP leader.

    He further questioned the role of Subrot Chotai (Vanik institute head in Bhubaneswar) in supplying computers to 5T schools.

    “A fake certificate racket running in a coaching institute was busted in Bolangir district of Odisha. What is the relation between Vanik institute and the fake certificate running institute?” asked Mishra.

    Similarly, Congress Legislature Party (CLP) leader Narasingha Mishra said a fake certificate racket was reported in Bolangir. “The racket is not only confined in Bolangir but also in different parts of the state. Even the chain has gone outside Odisha,” he said.

    The Congress leader alleged that photos of a Minister and a former Minister along with the prime accused in the fake racket issue have gone viral.

    Countering the opposition, senior BJD member Arun Sahoo accused BJP and Congress leaders of enacting drama over the Kotia issue. “The BJP members should go to the Centre and raise the issue. They have eight MPs and three central ministers,” Sahoo said.

    On the fake racket issue, Sahoo showed a picture in which the prime accused and Narasingha Mishra were seen sharing the stage.

    Quickly reacting to the picture shown by Sahoo, Congress MLA Mishra said he is ready to face the investigation. “Will the Chief Minister, the Minister of State for Home and ex-Minister will submit to the investigation?” he asked.

    Agartala: In a shameful incident, a Bharatiya Janata Party (BJP) MLA from Bagbasa constituency, Jadab Lal Debnath, was allegedly caught watching porn during the Tripura Assembly session. This incident has once again raised concerns about the conduct of lawmakers and their sense of responsibility towards the public.

    This is not the first time that such an incident has come to light. In 2012, under the BJP government in Karnataka, two ministers were caught on camera allegedly watching a porn clip on a mobile phone in the state Assembly while proceedings were on.

    Such incidents not only bring disrepute to lawmakers but also raise questions about their ability to fulfill their duties and responsibilities towards the public.

    The recent incident in Tripura has once again highlighted the issue of lawmakers being distracted from their duties and indulging in activities that are not only inappropriate but also disrespectful to the sanctity of the Assembly.

    Opposition leader demand action against MLA

    Criticising the BJP MLA, opposition leader Animesh Debbarma said that all the legislators are responsible persons and their acts should not create a bad precedent for the others, especially the young generations. Debbarma demanded appropriate action against the legislator.

    The CPI(M) and Congress also criticised Nath and demanded severe action against him

    “Operation of mobile phones inside the Assembly is restricted. We should all concentrate on the proceedings and business of the House.. Despite this, Nath watched the porn video damaging the reputations of the House,” said Birajit Sinha, state Congress chief and one of the three party MLAs.

    He said that if the BJP has minimum morality, it must take action against Nath.

    Reacting to the viral video, BJP Tripura state President Rajib Bhattacharya told IANS that the party would soon issue a notice to him and seek clarification.

    X-rated clip played at Patna railway station

    In addition to lawmakers, other incidents of inappropriate content being displayed in public spaces have also been reported in recent times. In a recent incident at the Patna railway station, hundreds of passengers waiting to board trains were faced with an awkward situation when an x-rated clip played at all the TV screens installed across the 10 platforms for three minutes.

    The contract for telecasting videos and films on the railway stations of the Danapur division is given to a private company. Railway Protection Force (RPF) officials immediately contacted them and stopped the telecast.

    Panaji: The five-day Budget Session of the Goa Assembly will begin on March 27 and conclude on March 31.

    Last year, soon after the swearing in of his government for the second time, Goa Chief Minister Pramod Sawant had presented a budget focussing on revival of mining and fostering the economy with no new taxes.

    He had presented a budget (expenditure) worth Rs 24,467.40 crore, of which Rs 17,097.50 was revenue expenditure, while Rs 7,369.90 was capital expenditure.

    Sawant has said that this year’s budget will be realistic and futuristic, which will focus on areas like education, healthcare, sanitation, tribal welfare and other areas.

    “My government has set the target of availing maximum benefit out of Centrally-sponsored schemes. The state will carry out schemes on priority areas like education, healthcare, sanitation, tribal welfare, etc. The Budget will be realistic and futuristic,” Sawant said.

    Srinagar, Mar 25: In a major development, nearly 8,000 school students in Kashmir division have shifted their admissions from private to government schools.

    An official informed the news agency—Kashmir News Observer (KNO) that in the ongoing mega enrollment campaign for academic session 2023-24, ‘nearly 8,000 students have migrated from private to government schools.’

    “Such admissions include dozens of dropouts and Children with Special Need (CwSN) students,” he said.

    The official added that till Friday late evening, more than 7,000 such cases were recorded. “As of now, there would be nearly 8,000 such cases wherein students have shifted admissions from private to government schools of Kashmir division.”

    The official said that the enrollment drive was initially started for a period of ten days starting from March-15-2023. “However, it has been extended for five more days.”

    “In a mass enrolment drive many students who were registered in private school have shifted their admissions in government institutions,” the official said.

    It also said, “The government schools are likely to take a lead in admissions this year as in the past one week, hundreds of students enrolled in private schools have shifted their admission to government schools.”

    The official said that most of the fresh admissions were of the Kindergarten and primary classes.

    “From past few years, the department has been more focused on developing infrastructure and academics in Kashmir in order to provide quality education to the students,” the official said.

    Pertinently, the School Education Department had ordered the heads of all government schools and teachers to start a door to door campaign from March-15 to enroll students in public schools.

    Delhi: Union Finance Minister Nirmala Sitharaman on Friday, will move the Finance Bill 2023, to give effect to the financial proposals of the central government.

    This comes a day after the demand for grants was passed in Parliament.

    The Finance Bill 2023, gives effect to the financial proposals of the central government for the financial year 2023-24 to be taken into consideration.

    Earlier on Thursday, the Lok Sabha on passed demands for grants authorising expenditure of about Rs 45 lakh crore for 2023-24. The proposal was passed by voice vote amid protests by opposition members over their demand for a JPC probe into the Adani issue.

    Lok Sabha Speaker Om Birla applied for the Guillotine when the House met at 6 pm following two adjournments earlier.
    Finance Minister Nirmala Sitharaman moved the Bill to authorise payment and appropriation of certain sums from and out of the Consolidated Fund of India for the services of the financial year 2023-24 for passage in the House amid the din.

    It was passed amid the din and the House was later adjourned for the day.

    The two Houses of Parliament have been witnessing adjournments over the repeated logjam. While the BJP has been demanding an apology from Congress leader Rahul Gandhi over his remarks in the United Kingdom, the opposition has been demanding a Joint Parliamentary Committee probe into the Hindenburg-Adani row.

    The second half of the budget session began on March 13 and will commence on April 6.

    The Finance Minister presented the Union Budget on February 1.

    In an official handout issued here, Dr. Tassaduq Hussain, DSEK said that the news item is baseless and all the stakeholders including Heads of the Institutions have already been placed under strict instructions to complete the process of examination for classes 1st to 7th and 9th up to 20th March 2023 and start new classes immediately after culmination of the examinations vide Letter No: DSEK/NEP/227-231/23 Dated: 23-02-2023.

    The statement read that the instructions have been made with an aim so that not a single day of the students is wasted.

    It also mentioned that the Department of school Education is committed to provide quality Education in schools and to kick start the Academic session at the earliest all the preparations are already in place.(GNS)
