    New Delhi: The Delhi BJP staged a protest here demanding Delhi Deputy Chief Minister Manish Sisodia’s resignation in a snooping case.

    Although the BJP wanted to stage the protest outside the Aam Aadmi Party (AAP) headquarters, they were stopped by a heavy police contingent.

    Delhi BJP chief Virendra Sachdeva, MPs Parvesh Verma and Manoj Tiwari, former Union Minister Vijay Goel participated in the protest along with other party leaders and workers.

    The BJP protesters were adamant that they will march to reach the AAP headquarters. Some protesters also climbed over police barricades but were stopped.

    The protest came a day after the Union Ministry of Home Affairs gave sanction to prosecute Sisodia under the Prevention of Corruption Act in connection with the alleged ‘Feedback Unit (FBU) snooping case’.

    Why World Bank head’s resignation is good news for climate crisis fight

    The resignation of David Malpass, president of the World Bank, was greeted with relief and joy on Wednesday evening by climate experts and campaigners, who said it should open up a new era for financing the global shift to a low-carbon economy.

    Malpass, who was appointed to the role by the then US president Donald Trump in 2019, had been facing mounting calls to step down after a series of missteps, including lacklustre plans for green investment, and appearing to deny climate science when confronted by a journalist.

    In a statement, Malpass said the World Bank Group, which provides investment and finance to alleviate poverty and build services and infrastructure in developing countries, was “fundamentally strong, financially sustainable, and well-positioned to increase its development impact in the face of urgent global crises” and that he would “pursue new challenges”.

    His departure, which will take place on 30 June to give time to find a successor, should herald sweeping reform of the bank and its sister institutions to focus much more on the climate crisis, experts said. Al Gore, former US vice-president, said: “Humankind needs the head of the World Bank to fully recognise and creatively respond to the civilisation-threatening danger posed by the climate crisis. I am very happy to hear that new leadership is coming. This must be the first step towards true reform that places the climate crisis at the centre of the bank’s work.”

    Developing countries have grown increasingly frustrated with the paucity of World Bank funds available for their pursuit of clean energy and to help them adapt to the impacts of extreme weather. Donor nations were also grumbling and pushing for reform, impatient with the bank’s slow progress in delivering a comprehensive climate plan.

    Jake Schmidt, strategic director for climate at the US Natural Resources Defense Council, said: “Malpass’s departure allows the World Bank to hit the reset button and finally commit to the leadership needed in the climate finance space. The world needs more and better climate finance to meet the scale of the climate crisis and the needs of developing countries. With new leadership, the World Bank now needs to rapidly evolve, as a growing chorus of countries and experts have been urging.”

    Calls for Malpass’s resignation gathered strength after an incident last September, on the fringes of the UN general assembly, when a New York Times journalist asked him on stage to confirm his acceptance of climate science. He fumbled for words and refused to validate climate science. Although he later attempted to clarify his position and insisted he was not a climate denier, the impression had been clearly given and his leadership irrevocably damaged.

    Then at the Cop27 UN climate summit last November, arriving late after the plane he was on was hit by lightning, Malpass flew into another storm. Mia Mottley, prime minister of Barbados, spearheaded a carefully coordinated attempt to gather international backing for a new global system of climate finance, with a reformed World Bank at its centre.

    The World Bank and its subsidiaries were set up under the Bretton Woods framework, developed by the allies of the second world war in 1944. Mottley told world leaders: “Institutions crafted in the mid-20th century cannot be effective in the third decade of the 21st century. They do not describe 21st-century issues. Climate justice was not an issue then [when the bank was set up].”

    Some of the criticisms of the World Bank are that its climate spending is too small, too scattered, uncoordinated and badly targeted, and hard to access by the poorest countries. The bank has also continued to fund fossil fuel projects, despite claiming to phase it out. According to data published last year, the bank has provided $15bn to fossil fuel projects since the Paris agreement was signed in 2015.

    Mottley, whose country is one of the many small island states at gravest risk from the climate crisis, was cheered and feted at Cop27, and country after country came forward to support her plans. World leaders including France’s Emmanuel Macron, Germany’s Olaf Scholtz, Rishi Sunak of the UK and the US climate envoy John Kerry discussed what reform could look like.

    Malpass, when he finally arrived, could only reiterate that his leadership was delivering a record $32bn (£26bn) for climate finance – sums derided as falling far short of the hundreds of billions and even trillions needed for the green transition.

    Yet reform of the World Bank need not involve vast new expenditure by developed country donors, according to its former chief economist Nicholas Stern. He estimates that because of the structure of the bank’s capitalisation, investment of about $9bn from developed countries over several years could enable it to raise about half of the $2.4tn a year he calculates will be required in total climate finance by 2030, to put the world on a low-carbon path.

    “These sums are not scary,” Lord Stern told the Guardian at Cop27. “They are about 5% more than the current investment [much of which goes to fossil fuels and high-carbon infrastructure]. We could, if we wanted to, get started quickly.”

    Mottley is expected to set out her proposals, known as the Bridgetown Agenda, in some detail in the coming weeks, to be discussed by world governments before the spring meetings of the World Bank Group in April. Then in late June, Macron will hold a climate finance summit in Paris, by which time – if nations can keep up their constructive spirit – the new plans may be ready to start putting into action.

    By then, a new World Bank president should be ready to take over. Since the Bretton Woods institutions were set up, that appointment has always been made by the US president, while European leaders choose the head of the International Monetary Fund. Some developing countries would like to see that convention reformed, too, and have a global competition to find a new president – but that might be a step too far for Malpass’s successor.

    Mumbai: A student collective at the Indian Institute of Technology Bombay on Wednesday demanded the resignation of the premier institute’s director in the backdrop of alleged suicide by a first-year Dalit student and allegations he was facing caste discrimination.

    The Ambedkar Periyar Phule Study Circle (APPSC) also sought that a report of the SC/ST Cell of the IIT Bombay, which it claimed talks about lack of institutional support for Dalit and tribal students in the campus, be made public.

    The student, Darshan Solanki (18), died allegedly after jumping off the seventh floor of a hostel building on the Powai campus of the premier institute on Sunday. Solanki, who hailed from Ahmedabad, was a first-year student of BTech (Chemical).

    The IIT Bombay on Tuesday rejected charges of caste bias in the institute and said initial inputs from the deceased’s friends suggested there was no discrimination.

    In a statement, the APPSC, a student body within the campus, said, “We demand resignation of the institute director (Prof Subhasis Chaudhuri) in the light of these new facts and hope the administration will start the much needed learning process, at least now. Data prepared by the SC/ST Cell points towards the lack of institutional support for SC/ST students at the IIT B.”

    The student body alleged the IIT-B administration has not appointed any SC/ST counsellors even after its complaints and said this shows blatant disregards towards the pupils.

    “Despite all the detailed testimonies and data which is available with the institute, the director kept reiterating that ‘there is no discrimination’ on the campus. We demand his resignation,” the statement said.

    The APPSC said past reports of the SC/ST Cell as well as others be made public.

    “We want the administration to stop hiding the reports of the surveys conducted by the SC/ST Cell as well as others, and release them for public discussion as soon as possible. The structural issues at the IIT B faced by the students have been pointed out time and again to the administration in the last several years. Even the surveys conducted by the SC/ST Cell, and an open house on caste conducted last year detailed the kind of everyday discrimination that our students face on campus,” the statement said.

    However, the institute on Tuesday said it takes utmost precautions to make the campus as inclusive as possible and it has a zero tolerance for any discrimination by faculty.

    Caste identity is never disclosed to any one (whether students or faculty) once the admission is done and the institute sensitises students to not seek proxy information such as ranks in entrance exams, it said in a statement.

    The institute gives strong warnings against discrimination right from the time students enter the IIT campus. While no steps can be 100 per cent effective, discrimination by students, if at all it occurs, is an exception, the statement said.

    The IIT Bombay has an SC/ST Cell which students can approach in case they face any issues, including discrimination. There have been very few complaints to the cell, whether against faculty or other students, over the past many years, and only one case was found to have substance and strict action has been taken, it said in the statement.

    Mumbai: In an anticipated development, President Droupadi Murmu has accepted the resignation of Maharashtra Governor Bhagat Singh Koshyari.

    Simultaneously, the President has transferred Jharkhand Governor Ramesh Bais as the new head of Maharashtra Raj Bhavan, according to an official communique this morning.

    The appointment of Bais, 75 — who has been the previous Governor of Tripura — will take effect from the date he assumes charge in Maharashtra.

    The President has carried out a major gubernatorial reshuffle involving accepting the resignations of one Governor (Maharashtra) and one Lt. Governor (Ladakh), and 13 new appointments/transfers across India.

    The press communique says, “The President of India has accepted the resignations of Shri Bhagat Singh Koshyari as Governor of Maharashtra and Shri Radha Krishnan Mathur as Lt. Governor of Ladakh.”

    It further notifies the following appointments:-

    (1) Lt. General Kaiwalya Trivikram Parnaik, PVSM, UYSM, YSM (Retired) as Governor of Arunachal Pradesh

    New Delhi: The Congress on Saturday demanded that Delhi Chief Minister Arvind Kejriwal should resign as it said he has no moral right to be in office as the Enforcement Directorate has ‘clearly indicted’ him in the excise scam.

    Congress leader and former Union minister Ajay Maken said a Rs 100 crore kickback has been established against Kejriwal and his ministers in the scam, and a PMLA court took cognizance of the charge sheet on Thursday and allowed that charges be framed against all the accused.

    “The Indian National Congress demands the immediate resignation of Chief Minister Arvind Kejriwal, along with the indicted ministers Manish Sisodia and Satyendar Jain,” Maken told reporters here, adding that they have no moral right to continue in office.

    He said the money trail has also been mentioned in the charge sheet, leading to advertisements in Goa elections and cash payments to volunteers to carry out surveys.

    Maken said a DANICS officer has claimed that the GOM report for a 12 percent margin for wholesalers of liquor trade was handed over to him at Kejriwal’s residence, where Sisodia and Jain were also present.

    It is alleged that this report was handed over to him without any discussions, he claimed.

    “From this 12 percent margin to the wholesalers, 6 percent is alleged to be paid back as a kickback,” Maken claimed.

    He also alleged that the concessions by the Kejriwal government to liquor traders further caused loss to the exchequer, which include Rs 144.36 crore waived off from liquor license fee on account of COVID-19.

    Besides, he said Rs 30 crore EMD (earnest money deposit) for Airport L-1 was returned and margin of profits increased from 5 to 12 percent. Still, a 10 percent enhancement from the licensee was not charged, he said.

    The former Delhi Congress chief also said, “Delhi asks Kejriwal… Where is Lokpal?”.

    Maken said one sees a ‘Kejriwal versus Delhi L-G’ every day in special sessions of the Delhi Legislative Assembly, in courts, on streets, and on trivial issues.

    “But have we ever seen Kejriwal or the AAP protesting for Lokpal? In 2014, Kejriwal asked for the dissolution of the Delhi Assembly in favor of passing the Lokpal Bill. Where is that Bill now?” he asked.

    “The Kejriwal government has ensured that even a weak Lokayukta is non-functional in Delhi,” the Congress leader alleged.

    He claimed that despite being approved by the Lieutenant Governor, annual reports of the Lokayukta have not been tabled in the House since 2017-18.

    Despite being approved by the L-G, the Lokayukta faces huge constraints of manpower and functionaries, Maken said, adding that the key post of Director of Investigation in the office of Lokayukta has not been filled.

    “Ever since Kejriwal came to power, the Lokayaukta, in its reports, has been flagging various debilitating constraints being faced by it in terms of its independence, lack of powers, compromised financial autonomy, or non-availability of any machinery for conducting investigations, but all in vain,” he told media.

    The Enforcement Directorate (ED) has claimed, in its supplementary charge sheet, filed in the court that a part of the alleged Rs 100 crore “kickbacks” generated in the scrapped Delhi excise policy was used in the AAP’s 2022 Goa assembly election campaign.

    It has also claimed that a close aide of the Delhi chief minister arranged a video call through FaceTime (a video calling facility on iPhone) on his phone for one of the accused Sameer Mahandru.

    In the call, Kejriwal told Mahandru that the aide is “his boy” and he should trust him and carry on with him, the ED has claimed.

    Kejriwal has dismissed the charge sheet, alleging that cases filed by the agency are “fake” and are used to “topple” governments and buy MLAs at the behest of the Centre.

    Jaipur: A resignations of 81 MLAs of Rajasthan’s ruling Congress, submitted on September 25 last year, were not voluntary, and hence, they were not approved, the Assembly Secretary told the High Court on Monday.

    The response of the Assembly Secretary, in an affidavit, came as a bench of Chief Justice Pankaj Mitthal was hearing the petition of Deputy Leader of Opposition and senior BJP leader Rajendra Rathore.

    Senior Supreme Court advocate Abhishek Manu Singhvi, appearing on behalf of the Assembly Secretary Mahavir Prasad Sharma, argued through video conferencing. The state Advocate General also appeared.

    The next hearing is scheduled on February 13.

    The Assembly Secretary’s affidavit sought to present the complete details of the episode, citing the entire file notings, right from the resignations submitted to the Speaker to the withdrawal of the resignations.

    In his reasons for not accepting the resignations, the Speaker said: “All MLAs have presented applications for voluntary withdrawal of their resignations by appearing before me separately. It is clearly mentioned in the applications that the resignations given earlier by them were not voluntary. All the MLAs have voluntarily withdrawn their resignations as per Rule 173(4) of the Procedure and Conduct of Business in the Rajasthan Legislative Assembly. This is not a matter of the 10th Schedule, but of the resignations of ministers and MLAs. That’s why the order of the Supreme Court to take a decision in four weeks does not apply.”

    On September 25, Parliamentary Affairs Minister Shanti Dhariwal, Government Chief Whip Mahesh Joshi, Deputy Chief Whip Mahendra Chaudhary, Revenue Minister Ramlal Jat, Congress MLA Rafiq Khan and Independent MLA and CM’s advisor Sanyam Lodha took the resignations of 81 MLAs in front of the Speaker on September 25.

    Five MLAs had given photocopied resignations. These include Chetan Doody, Danish Abrar and Independent Suresh Tak who were earlier from Pilot camp and Gehlot supporters Amit Chachan (Nohar, Hanumangarh) and Gopal Meena (Jamua Ramgarh, Jaipur) who also submitted photocopied resignations.

    In the reply presented by the Assembly Secretary, it has been said that according to Rule 173 (3) of the procedure and conduct of business of the members of the Legislative Assembly, the resignations will not be accepted until the resolution is given that they are voluntary and genuine. Even after not taking a decision on resignations for a long time, the Speaker held that not every MLA had given separate resignations, and the resignations were presented en masse.

    On December 20, 2022, 24 MLAs withdrew their resignations, 38 did on December 31, and 15 more MLAs on January 1, 2023 by appearing before the Speaker. On January 2, two more MLAs withdrew their resignations, followed by Lodha on January 3, and on January 10, – the last one – Congress member Wajib Ali – followed suit.

    Mumbai: The Congress on Monday demanded Maharashtra Governor Bhagat Singh Koshyari, who has expressed the desire to quit, be sacked by the President and not allowed to quit while the Shiv Sena (UBT) faction took a dig saying “better late than never”.

    The Congress and NCP, both members of the Maha Vikas Aghadi (MVA) along with Shiv Sena (Uddhav Balasaheb Thackeray) faction, also said Koshyari should have written to the President to discharge him of all responsibilities if he believed the position of the governor is Constitutional and not political one.

    Koshyari, who has been in the line of Opposition fire over his remarks on Chhatrapati Shivaji and shared a tumultuous relationship with the Opposition, on Monday said he has expressed a desire before Prime Minister Narendra Modi to quit the post.

    Maharashtra Congress president Nana Patole alleged when MVA was in power (from November 2019 to June 2022), Koshyari’s conduct and mentality as the governor was to break the Constitutional order.

    “Instead of writing a letter to the President to whom the position of governor is connected, Koshyari wrote a letter to the Prime Minister. He should not be relieved of his responsibilities but sacked from the post,” Patole told reporters.

    He alleged Koshyari made objectionable statements against icons like Chhatrapati Shivaji, Savitribai Phule, Jyotiba Phule and Babasaheb Ambedkar and has turned the Raj Bhavan into a Bharatiya Janata Party office.

    He said the Congress has been insisting on the removal of the governor over his controversial statements but the BJP was in agreement with the governor’s opinion.

    “We request the President that the governor should be expelled. Do not let him go voluntarily,” he added.

    Shiv Sena (UBT) leader and spokesperson Arvind Sawant said Koshyari cannot be absolved of his extra-Constitutional acts.

    Sawant questioned the basis on which the governor had administered the oath to an “extra-Constitutional” chief minister, a reference to CM Eknath Shinde, last June.

    “It is better late than never,” Sawant said.

    NCP spokesperson Clyde Crasto tweeted, “Hon’ble Governor of Maharashtra Mr. Bhagat Singh Koshyari ji surely knows that the position of a Governor is constitutional and not political. If he believed so, he would have written to the Hon’ble President of India to discharge him of all his constitutional responsibilities”.
