    Lahore: A former provincial lawmaker of the Pakistan Tehreek-e-Insaf (PTI), Shabbir Gujjar, was on Saturday booked under terrorism charges, local media reported.

    According to the police, 12 provisions, including terrorism, have been added in the case filed against the PTI member, The Express Tribune reported.

    The FIR stated that the former MPA and PTI member Khalid Gujjar used “modern weapons, including Kalashnikovs, on policemen” during a raid, report said.

    It was also reported that the associates of the leader pelted stones and vandalized the official police vehicle.

    The FIR also claimed that the policemen were taken hostage inside the camp and the PTI members opened fire indiscriminately on Raiwand Road in Lahore, The Express Tribune reported.

    Police sources said that more personnel were called and seven people were arrested in connection with the firing incident, adding that Kalashnikovs and bullets were also seized from the camp.

    The police have registered a case and have started the process to arrest the main accused.

    Last year, several PTI leaders were booked on terrorism charges by the Islamabad police in the wake of protests following former premier Imran Khan’s disqualification by the Election Commission of Pakistan (ECP), The Express Tribune reported.

    The cases were registered against PTI leaders, including Senator Faisal Javed, among others.

    The FIR registered against the party members had claimed that the protestors had pelted stones at the police and FC officials, leading to many injuries.

    Rajasthan police on Saturday launched a suo moto enquiry into the controversial remarks made by Yoga guru Baba Ramdev about Muslims and Christians at an event in Rajasthan’s Barmer, according to reports.

    The renowned yoga guru Ramdev Baba made a bigoted speech against Muslims and Christians and claimed that while Muslims are busy ‘making terrorists in the name of namaz’, Christians are performing religious conversions.

    He was addressing a crowd in the Barmer district. “Ask any Muslim what your religion teaches, and they say, ‘keep reading namaz every day and do whatever you want’ even if that means kidnapping Hindu women. This is their definition of Islam. They are sinners, our Muslim brothers,” Ramdev said.

    “Read the namaz daily and then do whatever you want, even if that means becoming a terrorist,” he added.

    He said that the idea of Islamic heaven is beautiful angels and alcohol. “All these people have to do is shave their moustache, wear a white kurta-pyjama and a topi,” he said, further clarifying that though Islam or the Quran does not say such things, this is what is being spread. “I am not saying that Islam or the Quran ask them to do it but they are doing it anyhow,” he said.

    He said that such a concept of heaven is worse than hell.

    Coming to Christians he says, “What does Christianity say? Go to church, light a candle, and then stand in front of the Lord Jesus, all your sins are washed away.” He talks about the cross. a holy sign in Christians as well as the Rosary necklace (Rosary means a chain of roses and each rose is a prayer).

    “They have some cross-like sign on their neck and then other chains that looks alike like ours,” he said.

    He again clarifies that he is not against any religion in particular and then goes on to mention religious conversions. “Muslims want the whole world to convert to Islam and Christians want the whole world to accept Christianity as their major religion,” he said.

    SRINAGAR: Jammu and Kashmir Police have registered an FIR against a police sub-inspector at whose house Mohammad Arif Sheikh, a serving government school teacher-turned-LeT militant, was allegedly living as a tenant. The house is located in Sunjawan’s Peerbagh Colony on the outskirts of Jammu city, reported The Indian Express.

    Posted in Kashmir Valley, police sub-inspector Mohammad Haneef has been booked on charges of not verifying Arif Sheikh’s antecedents with the local police, newspaper The Indian Express quoted a senior police officer as having said, adding that the FIR against Haneef has been registered under Section 188 of the Indian Penal Code.

    The police had on Thursday said that they arrested Arif Sheikh, a school teacher posted in Government Middle School at Phagilla in Reasi district’s Mahore tehsil, for planting two IEDs in the Narwal area of Jammu city which injured nine people on January 21. A “perfume IED” seized from him – an explosive packed inside a perfume bottle, set up to explode when the nozzle is pressed or the lid turned – was the first such device seized by the J&K Police in three decades of militancy.

    The provision under which PSI Haneef has been booked provides for punishment to a person who disobeys an order duly promulgated by a public servant, saying that if the disobedience causes or tends to cause danger to human life, health or safety, or causes or tends to cause a riot of affray, the offender shall be punished with imprisonment of either description for a term which may extend to six months, or with fine up to Rs 1,000 or both.

    The police in Jammu and Kashmir have from time to time been asking people to submit information about tenants, if any, living in their houses for verification of their antecedents. In Jammu district, the police have conducted such verification for 25,000 tenants and their family members in the past one month, a senior police officer said.

    Arif Sheikh owed allegiance to the Lashkar-e-Toiba, the report quoted the police as having said, adding that he has also confessed to his involvement in IED explosions in Jammu’s Shastri Nagar area in February 2022 and in a passenger bus near Katra on May 13 last year. While there was no casualty in the Shastri Nagar blast, four people were killed and over 20 injured in explosions inside a passenger bus near Katra.

    Guwahati: In a massive crackdown on child marriage in Assam, the police on Friday arrested 2,044 people including Hindu and Muslim priests who conducted such weddings which, the authorities said, will be declared illegal.

    As the police said they have a list of 8,000 accused and the drive will continue, women protested against the move in various districts saying they will face problems without livelihoods.

    The police had registered 4,004 cases of child marriage in less than a fortnight since the state cabinet decided on January 23 to arrest offenders, besides launching an extensive awareness campaign against the menace.

    “We have a list of 8,000 named accused and so far we have arrested only 2,044 people. The drive against child marriage will continue over the next three to four days and after we get all the data, a proper district-wise analysis can be done,” Director General of Police G P Singh said.

    Till Friday evening, the highest number of 137 arrests have been made in Biswanath district, followed by 126 in Dhubri, 120 in Baksa, 114 in Barpeta and 96 in Kokrajhar.

    Besides members of families that married off their underage children, the police arrested 51 purohits’ and kazis’ who conducted such wedding rituals in religious institutions, the DGP said.

    He said the arrests were made after verification of inputs received from family members, the child welfare society, local people and the police personnel.

    “We will act according to the law, conduct proper investigations and submit charge sheets,” Singh said.

    The state cabinet recently decided that those having married girls below 14 years of age will be booked under the Protection of Children from Sexual Offences (POCSO) Act, and cases under the Prohibition of Child Marriage Act, 2006 will be registered against those who have married girls in the 14-18 years age group.

    They will be arrested and the marriages will be declared illegal.

    If the groom is also below 14 years of age, he will be sent to a reform house.

    How many of the arrested people were minors is not yet known till the publication of the report.

    Chief Minister Himanta Biswa Sarma said he has directed the police to act with a ”spirit of zero tolerance against the unpardonable and heinous crime on women”.

    Meanwhile, women came out in large numbers to protest against the arrest of their husbands and sons.

    “Why take only the men? How will we and or our children survive? We have no means of income,” said 55-year-old Niroda Doley of Majuli district.

    Jehira Begum of Dhubri said that her 19-year-old son had brought home a girl who studied in college with him but they were not married yet.

    “Her father, however, reported it to the police and now both my son and husband have been arrested,” she said.

    A woman of Barpeta district, who did not wish to be named, said her son had “eloped with a minor girl. He made a mistake, but why arrest my sick husband?”

    Monowara Khatoon of Morigaon said, “My daughter-in-law was 17 when she got married. Now she is 19 and five months pregnant. Who will look after her?”

    Protests were also made from other quarters.

    Pointing out that campaigning against child marriage is a welcome step, college student Ananya Barua said, “But it will create a lot of problems for those who are already married and have children.”

    All Assam Minority Students Union (AAMSU) president Rejaul Karim Sarkar claimed they were working to end child marriage in minority-dominated areas for the last five years and had submitted several memoranda to the government but did not get any response from the authorities.

    Just arresting people and asking the police to file cases will not solve the problem. All sections of the society must be involved in the campaign against child marriage so that people are convinced that it is a wrong practice, Sarkar said.

    The chief minister on January 28 had said, “Thousands of husbands will be arrested in the next five-six months as it is a crime to have sexual relations with a girl below 14 years of age, even if he is her legally wed husband… Many (men who marry girls) could face life imprisonment,” Sarma said.

    Assam has a high rate of maternal and infant mortality, with child marriage being the primary cause as an average of 31 per cent of marriages registered in the state are in the prohibited age, according to reports of the National Family Health Survey.

    SRINAGAR: Police and Army in a joint operation recovered a huge cache of arms and ammunition from the possession of six militant associates, now arrested, belonging to militant outfit Jaish-e-Muhammad, in south Kashmir’s Kulgam district, a police spokesperson said.

    “On the basis of specific information regarding carrying out of subversive activities in Mirhama and Damhal hanjipora area of district Kulgam a major breakthrough was achieved by the arrest of six militant associates in joint operation of Kulgam police and 9RR and huge cache of arms and ammunitions were recovered on the instance of the accused,” news agency GNS quoted police spokesperson as having said.

    The apprehended person have been identified as; Shahid Ahmad Padder alias Jeela, son of Ghulam Ahmad Padder resident of Mirhama, Ubaid Ahmad Itoo son of Mushtaq Ahmad Itoo, resident of Mirhama, Danish Ahmad Dar son of Azad Ahmad Dar resident of DH Pora, Nawaz Ahmad Ganie son of Mohd Abdullah Ganie resident of Dangerpora, Aabid Mushtaq alias Raju son of Mushtaq Ahmad Naik resident of Mirhama and Kifayat Ahmad Lone alias Rinku son of Mohd Maqbool Lone resident of Mohammad Pora.

    The details of the recovered arms and ammunition on the instance of accused, as per the statement include: Pistol 01, Pistol Magazine 01, Pistol Rounds 18, Hand Grenade 01, UBGL Shell 04, Mortar shell 02, AK 47 Rounds 30 Rounds, M4 Rounds 446 Rounds, M4 magazines 08, AK 47 Magazines 01, Insas Magazine 01, Wireless Set 01, Walky Talky 04 and other incriminating materials.

    “During preliminary investigation it surfaced that the militants were affiliated with the militant outfit JeM and were in touch with militant handlers via various social media platforms. The arrested accused were hell bent to vitiate the peaceful atmosphere in district Kulgam by way of carrying grenade attacks, intimidating innocent civilians, standoff fire attacks on PRI members, minority communities etc.”, reads the statement.

    “In this connection Case with FIR No. 01/2023 under relevant sections of law has been registered in Police Station DH Pora. Further investigation of the case is in progress to expose the broader conspiracy”, the statement further read.

    Hyderabad: Suspended Goshamahal BJP MLA T Raja Singh denied making any provocative speeches and asked the Hyderabad police which issued him a show cause notice to drop the same.

    The Mangalhat police had issued a notice to Raja Singh for a provocative speech he made at a rally in Mumbai on Sunday. The police cited the conditions of the Telangana High Court while granting him bail in connection with a case booked for making derogatory comments against Prophet Muhammad last year. The court, while giving him bail, said that the MLA should not make provocative speeches or post on social media.

    In his reply to the notice served on him by the Mangalhat police, Raja SIngh said these actions are expected in the light of fact that elections are approaching and to create fear in the mind of political opponents. This, he said, is evident from the series of actions since the “malicious invoking of Preventive Detention Act” was made against him. “I reasonably believe, it is an act of political vendetta and your esteemed machinery is put into action under force,” he stated.

    He further stated that the contents of the notice express that the Hyderabad police took “suo –motu cognizance” of his speech at Mumbai. He said it was beyond the jurisdiction, and that it was taken without any complaint from anybody to the said effect.

    Singh denies all wrongdoing

    “I categorically deny having made any provocative statements or speech, deny having violated the Honourable High Court orders and well deny all adverses allegations levied against me under the show cause notice under reply. The notice is an act of creating unwarranted pressure on me and an attempt to meddle with my fundamental right of freedom of speech and expression and my right to public meetings and gatherings and my duty as a public representative. The rally was held under due permission and no complaint as such till the day the notice under reply is issued is known to have been lodged anywhere in context to alleged speech you refer to in your notice,” Raja Singh added.

    Singh asked to explain statements in notice

    The high court had quashed his detention under the PD Act and released him in November on bail after his arrest. The court however imposed certain conditions for his release, including that Raja Singh should not make any provocative speeches against any religion or post any derogatory or offensive posts on any social media platforms.

    “But on January 29 your speech during ‘Janakrosh Morcha’ at Dadar was circulating in social media. In the video your speech is very much provocative to a particular community regarding demands of laws on love jihad, cow slaughter, conversion and a few other words,” the notice issued to Raja Singh by the Mangalhat police stated.

    It further added, “Your speech with potential to provoke a particular religion is violation of conditions imposed by the HC.” The police has asked Raja Singh to explain why action should not be initiated against him for violating the conditions imposed by the High Court.

    Under this order, welfare loan ranging from rupees 01 lakh to rupees 1.50 lakh has been sanctioned in favour of 51 personnel for the purpose of their own marriage, or for marriage of their wards/relatives. Similarly, welfare loan of rupees 01 lakh to rupees 1.50 has been sanctioned in favour of 07 Police personnel for pursuing higher education of their ward.

    “You’re entitled to your political views but not to an insurrection,” the judge said. “You were an insurrectionist.”

    Caldwell has remained in pretrial custody since Feb. 10, 2021 — 721 days, he noted — and was one of the earliest charged with a direct assault on police that day.

    But Caldwell’s hearing was most notable for the extensive expression of remorse, delivered almost entirely through tears, to a nearly empty courtroom.

    “I must face my actions head on,” he said, before delivering a voluminous apology to the officers he attacked. “I hope that you and our country never have to face another day like January 6th.”

    Caldwell said he spent the days immediately after the attack rationalizing what he did and looking for validation from family, friends and his attorney. He said he now looks back at his actions and “it literally floors me.”

    He described himself as “ashamed” and “embarrassed” about his conduct and described efforts to better himself while in custody, reading self-help books and reflecting on how he became a catalyst of violence that day.

    “I clearly let my emotions take control,” he said. “Being a Marine, I should have known better. … I wish I could take it back, but I can’t.”

    As his sister, one of his daughters and her husband looked on, Caldwell lamented that he’d likely miss the birth of his first grandchild while incarcerated and was unable to repair a “broken relationship” with his biological mother, who passed away while he was in pretrial incarceration. He expressed regret that he’d miss his middle child’s military deployment and would be unable to be there for his aging father, who is battling cancer. His youngest son told family members that he felt like his “dad died,” Caldwell recalled. Caldwell’s wife, now the sole provider for the household, was struggling to get by.

    “Knowing their pain is crushing my heart,” Caldwell said. “I have paid a high price, and I accept that I still have to pay more.”

    Kollar-Kotelly said she appreciated his statement of apology to the officers, but as a Marine, he should have directed his apology to the whole country.

    She described in detail his attack on officers, noting that one officer who he sprayed began to “vomit uncontrollably.” The air was so thick with chemicals that it wasn’t clear whether the officers he hit were injured by him directly or by a combination of factors. No victims delivered statements to the court ahead of sentencing.

    Kollar-Kotelly also put his involvement in the broader Jan. 6 attack in the context of previous challenges to the United States government. She said it was crucial for her sentence to “fortify against the revolutionary fervor that you and others felt on Jan. 6 and may still feel today.”

    “Insurrection is not,” she said, “and cannot ever be warranted.”

    The White House and the Black community find themselves at another tragic and all-too-familiar inflection point: eager to respond to another police killing of a Black man that has captured the nation’s attention but with limited capacity to do so. Horsford and the Black caucus plan on leading a full court press to show the country that D.C. isn’t completely toothless when it comes to this issue — that this time should be different. But those calls come in the shadow of a lack of movement on police reform. And even reform’s biggest boosters aren’t bullish on that shadow lifting.

    “I’m not optimistic. I’m not confident that we are going to be able to get real police reform,” said Rep. Maxine Waters (D-Calif.), who will attend the White House meeting. “I approach working on this issue as a responsibility that I have to do, that we must try.”

    Faced with the likelihood of legislative inertia, lawmakers and advocates have looked for solutions — even incremental ones — elsewhere.

    In a CBC meeting Tuesday night, lawmakers zeroed in on their first and biggest request of Biden: a commitment to talk about policing in his State of the Union next week. They also discussed using the George Floyd Justice in Policing Act as a starting framework for legislation to present to Biden — knowing that lawmakers would need to scale back the bill to open up the possibility of passage.

    On Tuesday, Horsford met with Susan Rice, the director of the Domestic Policy Council, to preview requests the CBC will present to the president — including executive actions for changes to criminal justice laws. He said Rice appeared “open to hearing further recommendations for areas that may be things that the executive branch can do.”

    More broadly, lawmakers, civil rights leaders and criminal justice reform advocates are pushing for Biden to use the bully pulpit to gather support to pass legislation, however it is shaped.

    “The president has unique powers in the office of the presidency. He’s committed to this issue,” Horsford said. “He can use his position to help, just like he did by getting the [Bipartisan] Safer Communities Law across the finish line. Just like he did with getting the infrastructure law across the finish line, just like he did getting the CHIPS and Science law across the finish line.”

    On both sides of Pennsylvania Avenue, the death of Nichols has led to a sense of political agony and déjà vu. Lawmakers recognize they’ve been in this place before, as do White House officials. But there is also the feeling that little is left to do but run the same playbooks.

    The last round of negotiations failed in September 2021 after a flurry of finger pointing and general disagreement over the issue of qualified immunity, the legal doctrine that protects police officers from lawsuits. Advocates say that this time around, they hope that a more consistent message from Biden — not just calling for one piece of legislation and stepping away to let members of Congress hash it out — can move the bill along. But those calling for action are also clear-eyed that Republicans now control the House of Representatives and that nine GOP votes are needed to overcome a filibuster in the Senate.

    The White House has taken steps to show it’s invested in the issue. After the George Floyd Justice in Policing Act failed to get a Senate vote in 2021, Biden eventually signed an executive order that created a national database of police misconduct, mandated body-worn camera policies and banned chokeholds from federal law enforcement agencies.

    After Nichols’ death, the administration has taken additional steps to show that it is eager for action and attuned to the anguish felt by the Black community. When the video of Nichols’ death was released, both Biden and Harris reached out to his family to send their condolences. While speaking with Nichols’ mother and stepfather, Harris was invited to attend Wednesday’s funeral in Tennessee and accepted.

    The White House has again called for Congress to pass the police reform bill but Biden has also consistently alluded to a lack of executive power left in his toolbox. “I can only do so much,” the president told reporters Friday.

    “The president will continue to do everything in his power to fight for police reform in Congress,” a White House official said, “but it is Republicans in Congress who need to come together with their Democratic colleagues to ensure our justice system lives up to its name.”

    Whether that will be enough for those looking to the White House for action is doubtful. Advocates praise the White House for doing what it can, often calling attention to the work of the Justice Department to be more aggressive in addressing policing and shootings involving officers. But how the next few days and weeks go will give the country an early indication of the ways in which the president plans to operate during major national crises without the power of both chambers of Congress.

    Next week’s State of the Union address will provide Biden with his biggest audience. Members of the Nichols family will be attending the speech as guests of Horsford. Their presence, one Hill aide said, “means the president will all but have to speak to the issue.”

    “Good politicians are able to adapt to the weather, the political weather. So if it’s raining, you go out with an umbrella,” said Maurice Mithchell, the national director of the Working Families Party. “We’re counting on his ability to address this in the shadow of this horrific murder that the political climate has shifted. And so that requires a different type of politics, not the politics of two weeks ago or the politics of a year ago.”

    But activists are also going to be looking at how the White House operates outside the bright lights of next week’s State of the Union.

    Marc Morial, the National Urban League president who has met with Biden multiple times over the administration, said the president has “expressed to us in some meetings before [that he] could get out there and talk about this every day, but then sometimes that undermines the ability to get it done.”

    But Morial, who has commended the administration for its executive orders and work using the Justice Department to address policing, added that on issues like criminal justice reform, the administration needs to be “showing efforts.”

    “People will read that if you don’t talk about it, you don’t care. Because the way people define the presidency is by the bully pulpit,” Morial said. “They’re not in the meetings with members of Congress. They’re not in the telephone conversations. They don’t see the staff work all the time. And that’s the tension that the White House has got to figure that out.”
