    Beijing: Weeks after China brokered a landmark peace deal between Iran and Saudi Arabia, Chinese President Xi Jinping on Tuesday said he expects both countries to improve their ties as arch-rivals in the Middle East faced an array of challenges to implementing it.

    Xi in his phone conversation with Saudi Crown Prince and Prime Minister Mohammed bin Salman said it is hoped that Saudi Arabia and Iran will uphold the spirit of good neighbourliness and continue to improve their relations on the basis of the results of their talks in Beijing, official media here reported.

    China is ready to continue to support the follow-up process of the Saudi-Iranian talks, Xi said, referring to the China-negotiated peace deal between the arch-rivals to end their hostilities.

    The agreement signed on March 11 in Beijing was regarded as a major diplomatic coup for China’s efforts to emerge as a major power rivalling the US to enlarge its strategic influence especially in the Middle East.

    “The Iran-Saudi rapprochement has been touted as a momentous development in the region. But how it ultimately impacts the Middle East remains a very open question, as the long adversarial powers are fighting a proxy war in Yemen and continue to support opposing sides across the region,” said a report by the US Institute of Peace.

    “Amid perceived US retrenchment from the Middle East, the deal is a diplomatic win for China as it increasingly seeks to present an alternative vision to the US-led global order,” it said.

    Following the Iran-Saudi deal, Xi during his March 20 visit to Russia made a strong pitch for Russia-Ukraine peace talks to end their current war.

    In his phone call with the Saudi Crown Prince, Xi said with the joint efforts of China, Saudi Arabia and Iran successfully held and achieved significant results, helping the two countries to improve their relations.

    It is a significant demonstration effect on enhancing the unity and cooperation of regional countries and easing regional tensions, and thus having been widely praised by the international community, he said.

    It is hoped that Saudi Arabia and Iran will uphold the spirit of good neighbourliness and continue to improve their relations on the basis of the results of their talks in Beijing, Xi said, adding that China is ready to continue to support the follow-up process of the Saudi-Iranian talks.

    As Xi and Crown Prince Mohammed held talks for the successful implementation of the deal, both countries appear to be building a “more meaningful” relationship with a landmark USD 10 billion deal to construct a state-of-the-art refining complex in north-eastern Liaoning province.

    Under the deal announced on Sunday, Riyadh will invest in the integrated refinery and petrochemicals complex to consolidate energy ties amid uncertainty over Russian supplies, the Hong Kong-based South China Morning Post reported on Tuesday.

    For now, analysts expect China to continue buying heavily discounted Russian crude, but there are fears that US-led sanctions against Russia for its war in Ukraine “could greatly disrupt the global oil supply chain, leading to big price fluctuations”, Joey Zhou, a Shanghai-based petrochemicals analyst, told the Post.

    “We expect Middle Eastern companies would be willing to participate in [more] joint ventures with Chinese firms to ensure they have a secure outlet for their oil,” he said.

    “To obtain a more competitive position for feedstock costs, Chinese producers are also likely to welcome Saudi or Emirati funds by involving them in existing or new plans for integrated refinery and petrochemical complexes,” Zhou said.

    Ramallah: Palestinian President Mahmoud Abbas and his Israeli counterpart,Isaac Herzog expressed the hope that peace and stability would prevail in the Palestinian territories and the entire Middle East.

    Abbas received a telephone call from Herzog to congratulate him on the occasion of the Muslim holy month of Ramzan, which falls on March 23 this year, reports Xinhua news agency.

    The phone call came amid growing tensions between Israel and the Palestinians in the West Bank and East Jerusalem that have been going on since the beginning of this year.

    At least 89 Palestinians, including women and children, have been killed since January, while 15 Israelis were killed in a series of attacks in the same period of time, according to official figures.

    The telephone conversation also came two days after a five-party meeting was held in the Egyptian Red Sea resort of Sharm el-Sheikh, gathering representatives from the Palestinian Authority, Israel, Egypt, Jordan, and the US.

    According to a communique released after the meeting, the five parties recognized the necessity to de-escalate tensions on the ground, prevent further violence, as well as pursue confidence-building measures, and address outstanding issues through direct dialogue.

    The meeting was the second of its kind to end the flaring tensions.

    The first one was held in the Jordanian city of Aqaba on February 26.

    “I’m going to try to make the argument that it should be repealed,” Rep. Matt Gaetz (R-Fla.), one of McCarthy’s chief antagonists in the January speakership race, said in a brief interview about the upcoming debate.

    McCarthy gave a symbolic boost to conservatives like Gaetz this week by saying that he’s willing to repeal the 2002 war powers measure, known as an authorization for the use of military force. Yet that comment came with a big caveat: The California Republican doesn’t plan to fast-track a war powers bill to the floor any time soon.

    “Just because a bill passes in the Senate,” McCarthy told reporters on Tuesday, “doesn’t mean it comes directly to the floor.”

    Such a delay may stall, but wouldn’t alleviate, a major headache for McCarthy’s team. Conservatives and Democrats, if they align on repealing both the 2002 and 1991 military force authorizations, have a coalition big enough to overpower Republican strategy on the floor.

    McCarthy is leaning on some of his biggest national security hawks to craft a workable alternate war powers plan, including Foreign Affairs Committee Chair Michael McCaul (R-Texas), a longtime skeptic of repealing the 2002 Iraq War authorization. And as he gears up to lobby his libertarian-leaning colleagues, McCaul is reviving an infamous GOP phrase from its anti-Obamacare days: Repeal and replace.

    “I would prefer if we’re going to repeal it, to replace it,” McCaul said. “We’re having discussions with the speaker’s office on that, just to update it.”

    That decision won’t be in McCarthy’s hands forever. The House Armed Services Committee, which takes the lead on a massive defense policy bill every year, likely has a slim majority of votes to nix the 2002 war powers authorization. And McCarthy’s earlier vows to allow “open season” on amendments to big spending bills would allow Republicans — or Democrats — on either side of the war powers debate to force their own floor votes on the matter.

    Should a standalone war powers repeal bill come up, only a handful of Republicans would need to vote in favor of repeal in order for it to pass, since virtually every Democrat is on board. (If that happens, however, it would break a longtime House Republican principle that states no bill should pass without a “majority of the majority” on board.)

    Then there’s the likely long-shot Plan B to force floor debate on war powers: a so-called “discharge petition,” which allows rank-and-file members to force a bill past leadership and to a vote by collecting signatures from a majority of House members. McCarthy allies, though, are skeptical that a discharge petition would work.

    But before all that, the Senate needs to act. The upper chamber is set to officially nullify the president’s blank-check powers in Iraq as soon as this week, marking nearly 20 years to the day since the U.S. invasion of Baghdad. The same vote would also formally end U.S. war powers related to the 1991 Gulf War and turn the spotlight across the Capitol.

    “I am encouraged that in the House members from both sides of the aisle seem to be open to taking action once the Senate passes this resolution,” Senate Majority Leader Chuck Schumer said Tuesday. “And there are members of the Senate Republican leadership who seem very strongly for the bill. That’s a very good sign.”

    Nineteen Republican senators backed an initial procedural vote to repeal the war authorizations last week, an early sign of big bipartisan backing. Schumer on Tuesday promised a “reasonable amendment process” but said “AUMF repeal in the Senate is now a matter of when, not a matter of if.”

    Some House Republicans said they couldn’t predict how their conference would treat the bill, given the uncertain status of amendments. And McCarthy is clearly trying to hit the brakes on a potential floor confrontation, saying he wants to “front load” the details of a potential deal through committee rather than in a free-for-all on the floor.

    That’s where McCaul comes in. He’s currently pitching a repeal of the 2002 law packaged with a simultaneous replacement in the form of a new military authorization for terrorist groups that are not country-specific as well as Shiite militias inside of Iraq. (He argues a broader 2001 “war on terror” authorization doesn’t do that, though not every lawmaker agrees with him. And Democrats are also skeptical of the Texas Republican over concerns he’ll try to drag the 2001 authorization into any war powers discussion, setting a much higher bar to a deal.)

    But McCaul is already trying to think of how to win over potential GOP detractors who might be worried about green-lighting another decades-long war power, planning to add a built-in expiration date to whatever might replace the 2002 law.

    “I would really like to start working toward replacement, because I think people are just getting tired of these old authorizations. And I would also put a five-year sunset in these things, so that Congress is forced to take it back up,” he said.

    Though McCaul is already privately suggesting his plan to McCarthy, he said its fate is in “leadership’s hands right now.”

    House Majority Leader Steve Scalise (R-La.), asked about how to bring up a bill without losing a majority of GOP members, signaled that Republicans are still squarely in the discussion phase about “this question of if it is time to revise or revisit” the war powers measures. He did not address the potential timing of House action.

    “The threats of terrorism are still real, but the battlefields have changed,” Scalise said in an interview, adding that “all the committees of jurisdiction are starting to have that conversation.”

    At least one of McCarthy’s close allies has been vocally pressing for repeal — and senses that the time could be ripe to finally unite Congress and the White House on the issue. President Joe Biden said recently that he would sign a repeal of the 2002 war powers.

    “It sounds like opposition is softening, and certainly McCarthy seems more open to it,” said House Rules Committee Chair Tom Cole (R-Okla.), one of the leading sponsors of a 2002 war powers repeal.

    Cole added there could be additional steps, such as attaching amendments to the Senate version and going to conference — a much longer process. Still, he sounded upbeat: “I’m just glad to see that opinion is beginning to coalesce around getting this done.”

However, the same evening, Toje in a video interview made it clear that he categorically made no such statement.

    “It’s fake. Let’s not give it energy or oxygen. I categorically deny that I said anything resembling,” what is being reported, said Asle Toje clarifying he said nothing resembling what was being reported.

    In the interview with Times Now, Toje appreciating the court had stated, “India’s intervention to remind Russia of the consequences of using Nuclear weapons was very helpful…We need more of that in International politics”.

    “PM Modi has intervened on a positive note in the Ukraine crisis, warning Russia against using Nuclear weapons. I think any responsible leader in the world should give this message. It is all the more important when it comes from an important country like India,” he said while appreciating the Prime Minister.

    He said that Modi, who has been India’s prime minister for almost nine years now, is an elder statesman in world politics. “It is interesting to see that India has, in record time, gone from being a developing country to becoming one of the primary economies of this world,” he added.

    He said, “Look at the pathetic condition of Srinagar in terms of its developmental deficit. Once upon a time, it was considered one of the most beautiful cities in the world, but we could not maintain the required pace for its development, over the years, due to the prevailing uncertainty.”

    He promised that once the Apni Party gets mandated to form a Govt in JK, it will ensure equivalent and speedy development across the region.

    He said, “Our key agenda is to work for Jammu and Kashmir’s development and prosperity, thus, we will ensure a rapid pace of modern infrastructure development here, once we are elected to form a Govt.”

    SRINAGAR: In a Himalayan development that will have huge consequences for regional peace and the Muslim world, arch-rivals Iran and Saudi Arabia have agreed to revive diplomatic relations after a long hiatus. What is interesting, it was China that played the broker. The two countries will unlock their diplomatic missions within the next 60 days.

    Iran and Saudi Arabia have agreed to resume diplomatic relations after four days of intensive previously undisclosed talks in Beijing.

    “The three countries announce that an agreement has been reached between the Kingdom of Saudi Arabia and the Islamic Republic of Iran, that includes an agreement to resume diplomatic relations between them and re-open their embassies and missions within a period not exceeding two months, and the agreement includes their affirmation of the respect for the sovereignty of states and the non-interference in internal affairs of states,” a joint statement issued by the three countries earlier in the day said. “They also agreed that the ministers of foreign affairs of both countries shall meet to implement this, arrange for the return of their ambassadors, and discuss means of enhancing bilateral relations.”

    The joint statement was the outcome of negotiations that, n the final leg, continued for five days. “The deal was abruptly announced after five days of intensive and secret talks in the Chinese capital Beijing,” Tehran Times reported. “It was signed by Ali Shamkhani, secretary of Iran’s Supreme National Security Council, Musaad bin Mohammed Al-Aiban, the Saudi National Security Advisor, and Wang Yi, Member of the Political Bureau of the Communist Party of China (CPC) Central Committee and Director of the Foreign Affairs Commission of the CPC Central Committee.”

    “The three countries expressed their keenness to exert all efforts towards enhancing regional and international peace and security,” the statement concluded.

    The two countries snapped diplomatic ties on January 3, 2016, a day after Saudi embassy was stormed by angry Iranian protestors following the execution of a Shia cleric in Saudi Arabia. On January 2, 2016, Riyadh executed nearly 50 people including prominent Shia cleric Nimr al-Nimr.

    Post-cold war between the two, oil facilities in both Saudi Arabia and the United Arab Emirates came under attack by actors believed to be Iran-backed, including Yemen’s Houthi rebels, with whom, Riyadh is engaged directly.

    Amid lowest ever ties and “proxy wars”, efforts at revving relations has been going on since April 2021. For the first time the two countries had a meeting in Baghdad on April 9, 2021 and the process continues and four rounds take place till ran pulls out on March 13, 2022, after fresh executions in Saudi Arabia. So far, five rounds of talks were held in Iraq, with Oman supporting the reconciliation. The final round of talks was going on in Beijing since March 6.

    “The move comes as China expands its diplomatic outreach in the Arab world. In December, Chinese President Xi Jinping was welcomed in Riyadh in an extravagant ceremony as part of a visit that brought together 14 Arab heads of state,” American broadcaster, CNN reported from Abu Dhabi. “That was just months after a relatively low-key meeting with US President Joe Biden, whose relationship with Saudi Arabia has been frosty.”

    China brokering peace between arch rivals is being seen as a bold diplomatic position. Interestingly, Iran was already facing music from the US and, off late, Saudi Kingdom had been lukewarm towards the major global power.

    In a statement on its website, the Chinese foreign ministry quoted top diplomat Wang Yi as saying the agreement represented “a victory of dialogue and peace”.

    “This shows that the Ukraine issue is not the only problem the world faces today,” Wang was quoted saying by South China Morning Post. “[We face] many problems related to peace and people’s livelihood that deserve international attention, and timely handling by the relevant stakeholders. But regardless of their complexity and difficulties, they can be resolved through dialogue on equal footing and with mutual respect.”

    Wang said Chinese President Xi Jinping guided the talks from the beginning, and the agreement between the three parties was testimony to the merits of Beijing’s “recent proposal” on handling international affairs. China, it may be recalled here sources 40 per cent of its fuel requirements from the Gulf.

    “China’s role in hosting the talks that led to a breakthrough in a longstanding regional rivalry highlights the country’s growing economic and political importance in the Middle East, a region that was long shaped by the military and diplomatic involvement of the United States,” The New York Times reported. “The rivalry between the two Islamic nations, which are less than 150 miles away from each other across the Persian Gulf, has long shaped politics and trade in the Middle East. It has a sectarian dimension — a majority of Saudi Arabia’s population is Sunni, while Iran’s is overwhelmingly Shiite — but has predominantly played out via proxy conflicts in neighbouring Yemen, Iraq and Lebanon, where Iran has supported militias that Saudi officials say have destabilized the region.”

    New Delhi: The World Uyghur Congress has been nominated by parliamentarians from Canada and Norway for the 2023 Nobel Peace Prize for its contributions to human rights and shedding light on Chinese repression of the Uyghur people in the far western region of Xinjiang, according to a media report.

    It’s the first time the Germany-based group has been nominated for the prestigious prize, RFA reported.

    China has faced intensifying international criticism for treatment of the 11 million predominantly Muslim Uyghur people, whose culture, language, religion, dress and food is distinct from those of the Han Chinese majority, the reports said.

    The United Nations’ human rights office had issued a damning report in August last year that highlighted widespread arbitrary detentions and other actions by China that it said may constitute crimes against humanity.

    The United States, the European Parliament and the legislatures of several other Western countries have declared that the abuses, including the arbitrary detention of an estimated 1.8 million Uyghurs and other Turkic minorities, constitute genocide and crimes against humanity, RFA reported.

    The World Uyghur Congress has “made a crucial contribution in drawing international attention to the overwhelming campaign of physical, religious, linguistic, and cultural repression currently being waged by the Chinese Communist Party (CCP) against the Uyghur and other Turkic people in the Xinjiang Uyghur Autonomous Region of China, a campaign that many parliamentarians define as genocide”, wrote Alexis Brunelle-Duceppe, a Canadian member of parliament, in the nomination letter, RFA reported.

    Brunelle-Duceppe joined fellow Canadian parliamentarian Sameer Zuberi, who is the chair of the Subcommittee on International Human Rights, and Ane Breivik, leader of the Liberal Party of Norway, in nominating WUC.

    WUC President Dolkun Isa said that it is a great honour for his organisation to be nominated for Nobel Peace Prize.

    “This is despite China’s incessant demonisation to conflate our peaceful international advocacy for Uyghur rights with terrorism and separatism,” he told Radio Free Asia.

    “Through decades-long global efforts to demonise the WUC, China has attempted to put roadblocks to our advocacy work and silence our voice in the world, thus continuing its ongoing crimes against the Uyghur people unabated.”

An independent third-party audit will be carried out across the city to identify the grey spots lacking CCTV coverage & to check the working condition of the existing cameras, a press note informed.

    CP Anand expressed satisfaction with the overwhelming response to the online amusement license system, which received over 1183 applications in the past few weeks.
