    Quoting sources, KNO reported that on specific information received by counter insurgent  forces about suspicious movement in Purani Poonch locality of Poonch town and a joint search operation was launched in the area.

    The searches were going on when the report was last filed.

    SRINAGAR: Amid ongoing weather vagaries, authorities have ordered for closure of Sinthan and Margan passes for all sorts of movements to avoid any exigency till May 9.

    “In view of predictions by the Meteorological Department for widespread and heavy rains and Snowfall in upper reaches, people of Tehsil Larnoo and outside tourists are advised to refrain from venturing in landslide and shooting stone prone areas”, reads an advisory.

    “Moreover rainfall/thunderstorm/snowfall may lead to disruption of traffic on Sinthan pass and Margan pass roads. People are advised to refrain from travelling on these two roads on 8th and 9th of May 2023,” it said.

    “Also in compliance to the directions of SDM Kokernag, SHO Larnoo, and Naib Tehsildar Larnoo are directed to set up naka at daksum and Gowran and restrict all kinds of vehicular traffic on Sinthan Pass and Margan Pass roads on 8th and 9th of May 2023”, it reads. (GNS)

    Telangana: DGP asks cops to monitor Maoist movement in state

    Hyderabad: Telangana director general of police (DGP) Anjani Kumar on Thursday asked police in the state officials to be alert and monitor Maoist movement and activity across Telangana.

    At a workshop conducted through video conference on Thursday that was attended by senior police officials and those working in the districts bordering Maoist affected states, the DGP said said that any small incident in Telangana will have a severe impact on developmental activities. He asked police officers to be more alert in these situations.

    The meeting was held on the sidelines of the incident in which 10 security personnel and one civilian were killed in a landmine blast under the Arunapur police station limits in South Bastar on April 26.

    Additional DG Greyhounds Vijay Kumar, Additional DG Sanjay Kumar Jain, Inspector General (Special Branch) Prabhakar Rao, and other senior officials were present in this workshop.

    Anjani Kumar, in the background of the approaching Telangana Assembly elections, said that officials have been advised to take adequate precautions in terms of security during the visit of political dignitaries and VVIPs in the state.

    “There is a possibility that the movements of Maoist action teams will increase in the border areas of the States, and officials should be more cautious in that regard. He said that the Maoists are acting strategically and through one violent incident they are instilling fear in thousands of people. The officers should be alert at all times in such situations,” the Telangana DGP told officers.

    The DGP said that since there are 80 per cent newly recruited policemen in Telangana, they should be more aware of Maoist strategies, actions and attacks. Additional DGP (Operations) Vijay Kumar said a special training will be arranged for the PSOs of VIPs on providing security in case of sudden attacks by Maoists and unexpected situations.

    Inspector General Prabhakar spoke about the current situation with regard to Maoists in the Telangana and explained the security measures taken by the police through a powerpoint presentation. He suggested that newcomers constantly gather information about the movement of Maoists by interacting with the people at the village level.

    SRINAGAR: Authorities have closed Srinagar-Kargil highway due to fresh snowfall while vehicular movement has been badly affected due to breakdown of a big trailer truck on Jammu-Srinagar national highway at Dalwas, officials said Friday.

    An official said that “up HMVs tail has been delayed due to the breakdown of a big trailer at Dalwas.”

    He advised commuters to cooperate with the traffic officials manning the highway.

    On Srinagar-Sonamarg-Gomri (SSG) road, which connects Ladakh with Kashmir valley, he said that the route has been closed for traffic due to fresh snowfall. Pertinently, the road was partially opened for traffic on Thursday after remaining closed for 11 days due to snow avalanches at Zojila Pass.

    The closure has affected traffic in the area, with commuters advised to find alternative routes. Authorities are working hard to clear the snow and reopen the road as soon as possible, but the process is expected to take some time.

    Meanwhile, the Mughal road continues to remain closed for traffic. The road, which connects Kashmir valley with Rajouri and Poonch regions, remains shut in winters due to heavy snowfall. The road is expected to open for traffic soon as authorities are clearing the snow from the historic road.

     

    The Met department has predicted widespread rains in Kashmir valley today and at isolated places of Jammu. (KDC)

    Kolkata: In an attempt to track the movement of Royal Bengal tigers reportedly frequenting the forest zones in north Bengal, the state forest department has decided to install 1,500 camera traps in three reserve forest zones in the region.

    The three reserve forest zones are Mahananda Wildlife Sanctuary in Darjeeling district, Neora Valley National Park in Kalimpong district and Buxa Tiger Reserve in Alipurduar district.

    “The installation of camera traps will also give some idea as to whether these tigers are just frequenting these forest zones in search of prey or a few of them have made these areas their permanent habitat,” a forest official said.

    The forest department believes that tigers are frequenting these forest zones due to three developments. The first is of course occasional capture of tigers by the existing camera traps. The second is the occasional spotting of tiger excreta and pugmarks in these areas. The third is the recovery of body parts of large herbivorous animals like bison, which are not possible for the leopards in these zones to kill.

    “So, the forest department has decided to install 1,500 additional camera traps in these three reserve forest zones to get more information about the big cats. Unlike the ones already installed there, the new camera traps will all be imported high-end ones,” the forest official said.

    The forest department has already outlined an ambitious plan to reestablish the Buxa Tiger Reserve as an ideal abode for Royal Bengal tigers. An agreement has been signed with the Assam government to bring a couple of tigers from there and release them in the Buxa Tiger Reserve to increase the big cat population.

    Since 1998, there has been no evidence confirming the presence of tigers in the BTR. But in December 2021, a tiger was spotted in the forest reserve zone. It was, however, later confirmed that the big cat had migrated to the zone temporarily.

    SRINAGAR: Following the militant attack on an army vehicle in Poonch, the movement of all kinds of vehicles has been suspended on the national highway stretch between Bhimber Gali and Bhata Dhurian with people being advised to follow the Mendhar diversion for moving towards Poonch and Surankote.

    Police in Poonch district said that in the wake of “some incident” in Bhata Dhurian, traffic will remain suspended from BG to Surankote road.

    “All the commuters are advised to adopt alternative routes that include BG Mendhar JWG or Mendhar KG Poonch,” police said.

    The militants attacked an army vehicle in the Bhata Dhurian area of the Poonch district in which five personnel lost their lives while one army man is critically injured. (KNO)

    Handwara, Apr 20: The intermittent rainfall for the past few days has caused damage to the vital bridge in Lagate area of Handwara, prompting authorities to restrict the public movement as a precautionary measure.

    An official told the news agency—Kashmir News Observer (KNO) that Daand Kadal – a bridge over nallah Mawer that connects more than 20 villages has been closed for the public movement as the bridge has developed a partial damage due to intermittent rainfall and increase in the water level of the nallah.

    “Though the extent of damages to the bridge is being assessed, however, people are being requested to refrain from crossing the bridge over the nallah,” officials said.

    Meanwhile, locals alleged that the concerned department didn’t pay heed to the worse ning condition of the bridge for the last four years.

    Despite repeated attempts, Tehsildar Langate couldn’t be contacted for the comments as he didn’t receive the phone calls—(KNO)

    SRINAGAR:  In order to ensure the smooth and hassle-free transport service for devotees on the observance of Jummat-ul-Vida (the last Friday of Ramadan) on April 14, the regional transport authorities on Wednesday directed all the transport associations and unions of the Kashmir division to ensure availability of the adequate number of big, medium and mini buses.

    Regional Transport Officer (RTO) Kashmir has directed all the transport associations and unions to ensure the availability of bus service from Parimpora and district routes towards Hazratbal, Jinab Sahib Soura, Kalashpora and Jamia Masjid Srinagar for the convenience of the general public and devotees.

    An order issued by the Office of the Regional Transport Officer Kashmir, states that apart from the service from Parimpora to Hazratbal, Lal Chowk to Hazratbal via Rajouri Kadal, Brain/Nishat/Shalimar to Hazratbal and Buchpora, Soura to Hazratbal, transport unions have been directed to ensure additional transport arrangements for the day.

    “For smooth and hassle-free celebration of Jummat-ul-Vida on 14-04-2023, all the Transport Associations/ Unions of Kashmir Division are hereby directed to ensure availability of the adequate number of Big Buses/ Medium Buses/ Mini Buses from Parimpora and District routes falling in western areas towards Hazratbal, Jinab Sahib Soura, Kalashpora, Jamia Masjid Srinagar, for the convenience of general public/ devotees,” it reads.

    According to the order, Jammu Kashmir Road Transport Corporation (JKRTC) has also been asked to adequately operate its fleet as per the past practice for the convenience of devotees and to ensure the availability of buses inter-alia from Lal Chowk to Hazratbal, Jinab Sahib Soura, Jamia Masjid, and to all important places witnessing large congregation.

    The RTO Kashmir through the order has urged all the Assistant Regional Transport Officers – Anantnag, Baramulla, Bandipora, Budgam, Ganderbal, Kupwara, Kulgam, Pulwama, and Shopian  to ensure the availability of adequate transport arrangements for the general public on the eve of the Jummat-ul-Vida.(KNO)

    Washington: The steps taken by Prime Minister Narendra Modi in the interest of the Sikh community including their long-pending demands have resulted in the fizzling out of the separatist Khalistan movement, a delegation of Sikh Americans told the visiting Union Finance Minister Nirmala Sitharaman on Monday.

    Led by its chairman Jasdeep (Jassee) Singh and president Kanwaljit Singh Soni, the delegation felicitated her with traditional Saropa, memento, and flower bouquet.

    Applauding the Modi Government for being there for Sikhs and for implementing several demands from the Sikh Community in the past nine years, Jassee Singh also said that due to these actions of the prime minister, Khalistan movement has fizzled out in the USA.

    “In all of the USA, there are no more than a handful of Khalistanis who give the entire large Sikh community a bad name,” Singh was quoted as saying in a media note issued after the meeting.

    The delegation said the Sikhs are nationalists and stand with united India and all Sikh issues will be resolved within the framework and constitution of India.

    He requested the Finance Minister to forgive the large debt on Punjab stemming from the militancy years in the state and to declare it an enterprise zone where investments can be done for industries so that youth of Punjab can have a better future for them, the media release said.

    During a meeting with a delegation of Overseas Friends of BJP team, headed by its national president Adapa Prasad, Sitharaman spoke about how the Modi government transformed India and set the country on a growth path.

    In order to maintain this stable growth and fulfil Modi’s vision of Amrit Kaal of India, it is imperative for the BJP and Modi to win with full majorities in the coming parliamentary elections, the finance minister said.

    How the climate movement learned to win in Washington

    The seeds of success in 2022 began in June 2010, when Democrats last attempted to pass a sweeping climate-change bill. Back then, the party had far greater numbers in the House and Senate, but lacked the courage of their convictions.

    The “Waxman-Markey” bill, which would have set an emissions trading plan and capped the amount of greenhouse gasses that could be emitted nationally, squeaked through the House in which the Democrats had a nearly 40-seat majority by seven votes. But the mood on the floor the day of the vote was grim. Democrats were divided. Dozens of them, fearing electoral blowback, were voting against it, while many voting for it expected to pay a price.

    “Everyone saw it as a walking the plank vote,” recalled Perriello, one of the few lawmakers in competitive districts, along with Ohio Rep. John Boccieri, who voted yes. “We said, if this costs us our seat to save the planet, we are going to do it anyway.”

    The Senate, where Democrats held 60 votes — enough to defeat a filibuster — never brought the legislation to the floor, just as many House holdouts had feared.

    After the House voted, Speaker Nancy Pelosi met with Gene Karpinski, the president of the League of Conservation Voters. “We passed what you wanted,” she said. “Now are you going to have our backs?”

    Karpinski told the speaker that, of course, his group would do everything in its power to support Democrats like Perriello who’d cast difficult votes. But it became clear soon enough that his organization — and the environmental movement writ large — had little political muscle to flex. That November, Democrats were obliterated in midterm elections driven by voter frustration over the initial rollout of the Affordable Care Act and the country’s slow economic recovery. Among the whopping 63 seats that Republicans took back was Perriello’s.

    Last year, Democrats once again controlled Congress. But things were different. They had almost no margin for error in either the House or the 50-50 Senate. It took every last bit of pressure a far stronger, broader and more strategic climate movement could muster to get Sen. Joe Manchin (D-W.Va.) on board. But once he finally signed on, the passage of the Inflation Reduction Act was never in doubt.

    This time, there were no defections.

    On the morning of the House vote, some of Perriello’s former colleagues invited him to join them on the floor. He joined a flurry of caucus-wide jubilation and, amazingly, optimism about passing the largest climate package ever — and what it meant for the midterms just three months away.

    “What was remarkable wasn’t just how excited everyone was to vote for this,” Perriello recalled. “People were talking about how they were going to run on this. It was a complete sea change in the politics.”

    Last November, when Democrats defied history and averted the sweeping midterm defeats that the president’s party usually endures, it offered further proof, for many activists and policymakers, that acting on climate was essential not just for the planet’s survival but, politically speaking, their own.

    “The politics have changed so dramatically that it is not okay to be against taking action any longer,” said Lori Lodes, the executive director of Climate Power, a paid media operation founded in 2020 to build support for legislative action. “Climate has come a long way over the last 12 years and it’s due to a lot of hard work.”

    The IRA’s passage, ultimately, is more than a story of one powerful West Virginia senator reluctantly falling in line with the rest of his party. It’s the story of how the same activists who failed 12 years earlier succeeded in bringing enough pressure to bear that Manchin, who held up climate legislation for nearly a year until finally authoring a compromise, came back to the table — despite facing the prospect of seeking reelection in a state long considered synonymous with the fossil-fuel industry.

    “It’s an infinitely more powerful movement than it was,” said Sen. Ed Markey (D-Mass.), the 2010 bill’s co-sponsor. “And it is the movement that created the momentum for the moment when we finally passed the legislation.”

    The climate coalition’s hard-won success is even being held up now as a template for other progressive advocacy groups. When Anita Dunn, a senior adviser to the president, has met with care economy activists about their priorities falling out of the final version of the IRA, she’s urged them to study the environmental groups’ political metamorphosis and the kind of long-term commitment that’s often required to win in Washington.

    Twelve years after his grim conversation with Pelosi had clarified LCV’s shortcomings, Karpinski and other activists spoke with Dunn on a Zoom shortly after the IRA’s passage. Climate action, she told them, finally got done because of the campaign they ran.

    “You guys made it impossible,” Dunn told the group, “for us to leave climate on the cutting room floor.”
