  • JK’s Oil Industry To Witness Significant Transformation with ₹ 1290 Cr Outlay: Govt

    SRINAGAR: Jammu and Kashmir’s oil industry would be witnessing a significant transformation with implementation of multifarious initiatives under Holistic Agriculture Development Program (HADP) by the Agriculture Production Department.
    The recent release of final report by the Apex Committee, headed by Dr Mangla Rai, Former DG ICAR, has charted out the roadmap for implementation of 29 projects under HADP, a government spokerperson said in a statement.
    Significantly, among the approved projects, promotion of oilseed cultivation has been given due consideration. The Oil seed project included several interventions aimed at increasing oilseed production and productivity, with an estimated annual output worth ₹ 1290 crore, the statement reads.
    Additional Chief Secretary, Agriculture Production Department, Atal Dulloo, reiterated that Jammu and Kashmir’s oil industry is about to receive a significant boost. The department will be implementing a multifaceted initiative aimed at promoting oilseed cultivation in the region with a project outlay of ₹ 31.00 crore. This three year project is expected to create more job opportunities and contribute towards overall economic growth of the region.
    Jammu and Kashmir is known for its diverse agro-climatic conditions that provide a suitable environment for cultivation of various crops, including oilseeds, the spokesperson said.
    To promote oilseed cultivation in the region, the JK government has taken several initiatives under the Holistic Agriculture Development Program (HADP).
    The government intends to bring 210 Th Ha under oilseed cultivation from the current 140 Th Ha over the next three years. About 202.50 Th Ha shall be covered under rapeseed and mustard cultivation and 7.50 Th Ha shall be covered under sesame seed cultivation.
    Besides, 70,000 Ha of additional areas shall be covered in potential oilseed districts like Kathua, Samba, Jammu, Udhampur, Rajouri, Reasi, Anantnag, Kulgam, Pulwama, Budgam, and Ganderbal and districts like Shopian, Bandipora, Ramban, and Doda, by utilizing fallow lands, culturable waste lands and leveraging increased cropping intensity apart from promoting intercropping systems.
    More than 50% of the net sown area in Jammu division is rain-fed. Therefore, this project aims to promote crop diversification by cultivating sesame seed as a Kharif crop in Kandi and rain-fed areas of Jammu division. The total requirement of edible oils in the UT is ₹ 14.20 lakh quintal, whereas the UT produces only 3.36 lakh quintal. Hence, this initiative is crucial for region’s food security and economic growth.
    The Union Territory (UT) is all set to witness a massive transformation in the agriculture sector with implementation of a ground-breaking project that promises to increase oil seed production and create employment opportunities. The interventions, which included providing subsidized seeds and fertilizers, increasing the seed replacement rate and adopting innovative technologies like INM/IPM and micro irrigation, are aimed at boosting oil seed production from 11.20 lakh quintal to 25.20 lakh quintal annually, and productivity from 8 quintal per Ha to 12 quintal per Ha. This will also result in a significant increase in production of edible oils from 3.36 lakh quintal to 9.07 lakh quintal. The project is expected to reduce the deficit in oil seed production by 35% and substantially decrease the outflow of foreign exchange due to oilseed imports.
    As part of the project, farmers will receive 50% assistance with a subsidy ceiling of ₹4000/- per quintal for purchasing high-yielding varieties of mustard and rapeseed. Similarly, 50% subsidy with a ceiling of ₹8000/- per quintal will be provided to beneficiaries for procuring hybrid rapeseed, mustard, and improved varieties of sesame seed.
    Additionally, to improve the seed replacement rate of oil seeds, 50% subsidy with a ceiling of ₹2500/- per quintal will be provided for producing foundation and certified seeds to boost productivity and promote area expansion. To further increase cultivation, 11,200 Ha will be brought under cluster cultivation of oil seeds, with 50% incentives extended up to ₹5000/- per Ha under cluster demonstrations and up to ₹7000/- per Ha under front-line demonstrations to meet all input costs for the cultivation of mustard, rapeseed, sesame, and linseed.
    The project also included the provision of essential production inputs like gypsum, pyrite, lime, supply of azobacter, rhizobium, etc., PP chemicals, bio pesticides, insecticides and bio agents at 50% subsidy, up to a maximum ceiling of ₹750/- per Ha. As a significant boost to automation, 300 power-operated spray pumps will be distributed at 50% subsidy with a maximum subsidy ceiling of ₹10000/- per unit and 180 power weeder/seed drill/multi-crop planter/multi-crop thresher, etc., will be distributed at 50% subsidy with a maximum ceiling of ₹75000/- per unit. The project also envisages establishment of 150 borewells and 150 sprinkler systems to upgrade the irrigation system.
    Additionally, under post-harvest management, 50% incentive will be provided on the establishment of 70 oil mills with filter press, 30 oilseed extractors, and two branding and marketing units.
    The project is expected to lead to a net increase in the return to farmers by 10 to 12% and a reduction in input costs by 15 to 20%, besides creating 7800 jobs and 300 enterprises.
    This ambitious project is a significant step towards transforming the agriculture sector in the UT, and its success will contribute towards overall economic growth of the region.

    SRINAGAR: University of Padua, Italy is inviting applications for fully funded scholarships for the year 2023-2024. Students from any nationality wishing to pursue UG and PG courses in Italy can avail the scholarship.

    University of Padua (UNIPD) offers fully funded scholarships for various courses in the fields of Art, Science, Engineering and IT. UNIPD awards scholarships to international students to assist them academically. The scholarship offers 100 per cent fee waiver for the degree program. The scholarship amounts to 8000 Euros per year.

    Regional Scholarships worth 7000 Euros are also offered by the university.

    Applicants are required to have completed their qualifying exams by August 2023 to be eligible to apply for the scholarship. Only non-Italian citizens can avail the scholarship. Some scholarships offered by UNIPD are region or Country specific as well.

  • ACD Placed Under Suspension In North Kashmir

    SRINAGAR:  The government on Tuesday suspended Kashmir Administrative Officer (KAS) officer, Abdul Rashid Dass with immediate effect.

    Quoting an order, news agency KNO reported that  Abdul Rashid Dass, Assistant Commissioner (Development), Bandipora is hereby placed under suspension with immediate effect for unauthorized absence/proceeding on leave without approval of the competent Authority.

    “The said officer shall immediately report to the Secretary in the Department of Rural Development and Panchayati Raj at Srinagar and remain attached with him during the period of enquiry,” the order read. (KNO)

  • Centre Unveils Rs 1,18,500 Crore Budget For JK

    SRINAGAR: Union Finance Minister Nirmala Sitharaman on Monday unveiled Rs 1,18,500 crore budget for Jammu and  Kashmir Union Territory for the next financial year.

    As per documents laid in the Parliament on Monday, the total budget estimates for the fiscal is Rs. 1,18,500 crore, of which developmental expenditure is of the order of Rs. 41,491 crore.

    “The capital component of the budget has increased substantially. The expected revenue receipts are Rs 1,06,061 crore whereas revenue expenditure is expected to be Rs 77,009 crore, thereby making available revenue surplus for capital expenditure to the tune of Rs 29,052 crore,” reads the budget document.

    This was the fourth consecutive budget of Jammu and Kashmir to be presented in the Parliament. The budgets of 2020-21, 2021-22, and 2022-23 were also presented in the Parliament in absence of an elected government in the Union Territory. (KNO)

  • NIA Conducts Search In Srinagar In ISIS Kerala Module Case

    SRINAGAR: National Investigation Agency on Monday said that it carried out raids at Srinagar and Kerala in connection with ISIS Module case.

    In a statement issued to media, NIA spokerperson said, “In 2021, the National Investigation Agency had started investigations into Mohammed Ameen @ Abu Yahya, resident of Kadannamanna, district Mallapuram (Kerala), who had been running various ISIS propaganda channels on different social media platforms, such as Telegram, Hoop and Instagram.”

    “Through these channels, he was propagating violent ideologies of ISIS and was radicalizing and recruiting new members to this ISIS module. He and his associates had even identified certain individuals for targeted killings and had made plans to undertake Hijrah to Jammu and Kashmir for engaging in terrorist acts and had raised funds from various sources for this trip,” the spokesperson said.

    During the probe, it was found that Mohammad Ameen was in touch with Deepthi Marla of Kerala, a converted Muslim, married to Anas Abdul Rahiman of Mangalore.

    “In 2015, she had gone to Dubai to pursue studies where she met another woman, Mizha Siddeeque and both women developed an inclination towards ISIS. In 2019, they tried to do Hijrah to Khorasan and reached Tehran, Iran. After reaching Tehran, their contact with ISIS operatives based in Khorasan could not be established,” he further said.

    They both returned to India, and Deepthi got in touch with Ameen, Obaid Hamid Matta, Madesh Shankar and others and made plans to undertake Hijrah to ISIS administered territory.

    In January 2020, she went to Srinagar to meet Obaid to plan the Hijrah and stayed in Srinagar for one week, he said.

    “One of the common contacts between Deepthi and Obaid, Uzair Azhar Bhat, who is suspected to have been part of the conspiracy, was raided today. NIA conducted search at Bhat’s house in Karfali Mohalla, Srinagar and seized digital devices. The devices are being examined and further investigations are in progress,” reads the statement. (GNS)

    SRINAGAR: State Investigation Unit (SIU) on Monday attached house of a person accused for his alleged involvement in militant activities in south Kashmir’s Anantnag district.

    “The Investigation Unit attached house of one Mohammad Ishaq Malik son of Mohammad Saifullah Malik, resident of Kokernag, under section 25 of UA(P)A, for his alleged involvement in militant activities”, an SIU spokesperson in a statement issued said.

    The accused, the statement reads, is involved in case FIR number 103/2022 under section 307 IPC, 7/27 Arms Act 18, 20, 23, 38 UAP Act of Police Station Kokernag and is presently lodged in District Jail Anantnag.

    “SIU went to the specific location under a posse of security men and pasted the notice on the house in the presence of Local Sarpanches, Panches and Chowkidars. According to the notice, the owner of the house have been restrained to ‘transfer, lease out, dispose off, change its nature or deal with the said property in any manner without the permission of designated authority”, reads the statement further.     SRINAGAR: The Bola Nath Mullik Memorial All India Police Football’s 71st opening ceremony was held at Bakhshi Stadium, Srinagar on Sunday. The event was deemed open jointly by Director IB, Tapan Kumar Deka who is also the Chairman of All India Police Sports Control Board, New Delhi, and by Director General of Police, J&K Dilbag Singh.

    As per the news agency GNS, Tapan Kumar Deka said that it is indeed a matter of great privilege for him to witness the opening ceremony of the championship, for which he expressed his gratitude to DGP J& K and the Organizing Committee for the opportunity. Kumar said that the All India Police Sports Control Board organizes 40 events in 18 clusters across the country in a year in which 13000 Policemen and sportspersons participate adding that it is a matter of great satisfaction that the popularity and participation of these events have witnessed an exponential increase and has provided a platform to excel the performances due to which many Policemen now have won medals at National and International levels.

    The Football championship is named after B N Mullik. Director IB Tapan Kumar congratulated J&K Police for organizing the event.  According to him, this platform offers opportunities for interaction, experience sharing, and the strengthening of both personal and professional bonds between various forces. He wished the players well and asked them to play the game with sportsmanship.

    DGP J&K Dilbagh Singh thanked Director IB that his presence at the event has been encouraging all the participants. He further said that Jammu and Kashmir has organized 14 events this is the third occasion that the All India Football Championship is being hosted by JK Police and before this, J&K Police has also hosted its 49th and 66th editions. He stated that JK Police have organized events in almost every sports category including hockey, water sports, golf, etc.

    Dilbag Singh said that Jammu and Kashmir have been organizing events across Jammu and Kashmir throughout the year. A few days ago, a marathon “Run for Peace was organized in Jammu in which around 4000 people of different age groups participated and added that events like Pedal for Peace organized in Kashmir also witnessed huge participation. After the COVID period, 70 thousand of youth participated in the event. He added that JK’s young have rejected the “Goli and Grenade” path and are predominantly engaging in constructive activities like sports and other cultural pursuits. He further stated that J&K is moving towards peace and prosperity.  The ADGP Armed, J&K SJM Gillani welcomed all the notable personalities at the event. He informed me that 42 teams across the country are participating in the championship which includes 34 men and 8 women teams. He said that this year 41 teams are taking part in the championship of football and J&K is promoting it further.

    Director IB Tapan Kumar Deka told the media that teams from all over the nation had come to compete in the competition and that they had a great deal of energy. He added that this event will aid in spreading the message of peace and love and that all the visiting teams will learn about J&K and its gorgeous people living in a peaceful environment. He also congratulated DGP J&K for organizing this event.

    Referring to the targeted killings, DGP said that all the countermeasures are in place to stop these attacks and also to hunt down remaining propagators of militancy. He said that infiltration bids have been stopped to a large extent, adding that infiltration chances rise more when snow is melting and all the arrangements are in place to stop these attempts. He said that Pakistan is backing militancy besides pushing narcotics, to raise funds for militant activities. However various modules have been busted and all investigation agencies including SIU, SIA along with NIA and Narcotics Control Bureau are working together to bust all such modules at every level, especially those involving big cartels having interstate ramifications and connections. Referring to the property attachment, he said that only those being attached who, after thorough investigation & probe, have been found involved in providing any kind of support to militancy and added that action under law will be taken against all such persons, reads the statement.

  • BSF Man Dies Of Cardiac Arrest

    SRINAGAR:  An Assistant Sub-inspector of Border Security Forces died of a suspected heart attack in Mendhar, Poonch on Monday morning, officials said.

    Identifying the deceased as one B L Jonko, the officials told that the ASI rank Officer complained of being unwell while he was getting ready for his routine duty. The officer, they said, soon after collapsed and started frothing from mouth.

    “Upon sensing emergency, the colleagues evacuated him to SDH Mendhar where despite all possible efforts, the officer couldn’t be saved”, they said.

    BMO Mendhar has also confirmed to the news agency GNS about the death of the officer at a health facility in Mendhar.

    It has been in the meantime learnt that police has initiated investigation into the possible cause of death of the officer. (GNS)

    SRINAGAR: Jammu and Kashmir police on Monday said it busted a LeT militant hideout and recovered huge cache of arms and ammunition in Rakh Momin area of south Kashmir’s Anantnag district.

    In a statement, a spokesperson said on the intervening night of 12th and 13th of March on the basis of a specific input developed over a period of time by Anantnag Police, a joint CASO along with army’s 1RR was launched in Rakh Momin Dangi area Bijbehara.

    The statement reads search in the area led to busting of a LET hideout and subsequent recovery of huge cache of arms, ammunition and other war like stores.

    It reads that the recovery includes IED’s (05 No’s) PTD’s programmed timer devices and RCIEDs, Detonators (06 No’s), Pistols (03 No’s), Pistol Magazines (05 No’s), Ammunition (09mm rounds = 124 No’s), Remote controls (04 No’s) and Batteries (13 No’s).

    “In this regard, Case FIR No. 58/2023 stands registered in PS Bijbehara under relevant sections of law and investigation set into motion,” it reads. (KNO)
