  • JK’s Sex Ratio At Birth Better Than National Average: NHM Director

    SRINAGAR: The sex ratio at birth in Jammu and Kashmir is better than the national average, while sex determination is being regulated through effective implementation of the PCPNDT Act, NHM Director Ayushi Sudan said on Saturday.

    Talking to reporters on the sidelines of an event in Srinagar, she said that the sex ratio in J&K is definitely better than the national average because of social factors.

    “There is still a need for capacity building for the Pre-conception and Pre-Natal Diagnostic Techniques (prohibition of sex selection) Act, 1994 and the main aim of the act is to prohibit sex determination, especially at the time of prenatal diagnosis,” Sudan said.

    She added that gender bias and sex determination are critical public health concerns, which are being regulated through effective implementation of the PCPNDT Act, for which a comprehensive action strategy has been devised and monitored. “There is a need for capacity building of our stakeholders so that this act can be handled in a better and more effective way. With better understanding, we are hopeful of further improvement in the future,” she said.

    Sudan also stated that streamlining the PCPNDT Act is only one aspect to improve the sex ratio, but there are several other aspects like women empowerment and different programs that can help in further improvement of the sex ratio at birth in J&K. “With women’s empowerment, there will be further improvement in the future,” she said.

    Notably, as per the National Family Health Survey (NFHS-5), the sex ratio at birth for children born (females per 1,000 males) has increased from 923 in 2015-2016 to 976 in 2019-2020. As per the NFHS-5 data, against the national average of 929 girl children born for every 1,000 boys, J&K has 976 girl children born for every 1,000 boys. The urban areas have a slight edge over rural pockets, with 978 girl children born for every 1,000 boys in urban areas, while the rate was 976 in rural areas, she added. (KNO)

    Srinagar: At least 12 people were injured after their vehicle overturned on the Khudwani bypass road in Jammu and Kashmir’s Kulgam district on Saturday, officials said.

    The passengers, all tourists, and the vehicle’s driver have been admitted to a hospital and their condition has been stated to be stable, they said.

    The officials said a case has been registered.

  • JK’s Tele MANAS Mental Health Helpline Receives Over 10,000 Calls

    SRINAGAR: In a significant achievement towards providing quality mental healthcare for all, the UT level Tele-Mental Health Assistance and Networking Across States (Tele-MANAS) cell, established at the Institute of Mental Health and Neurosciences (IMHANS) in Srinagar, has received more than 10,000 calls since its launch in Jammu and Kashmir on November 4, 2022.

    The first-of-its-kind mental health helpline is a three-tier system that has mental health counsellors, clinical psychologists, and psychiatrists available for patients’ calls. Doctors at IMHANS informed that since its launch, they have received 10,000 calls related to stress, drug addiction, suicidal tendencies, and anxiety.

    Secretary of Health and Medical Education (H&ME), Bhupendra Kumar, elaborated on the significance of the Tele-MANAS cell in the UT, saying that telemedicine is a broader concept and teleconsultation is part of it. “People can call on the toll-free number and seek advice on mental health issues. Since its launch, the number of calls has increased, and the quality of calls has also. People who took the first consultation are calling for follow-ups also with psychologists and psychiatrists,” he said.

    The Secretary added that Tele-MANAS would also be linked to the e-Sehaj portal where doctors can prescribe medicine. “We want people to use this facility, and Tele-MANAS is the way forward. It is more important for remote and far-off places where there is a shortage of doctors and specialists,” he added.

    Mission Director, NHM J&K, Ayushi Sudan, said there is a lot of stigma attached to mental health issues and, with Tele-MANAS, people are coming forward with these issues. “The individual calls reach one or two hours, and it is available 24/7. A lot of mental health issues occur during nighttime. We have been able to cover a lot of people. It is accessible and free. We want to expand it in the future at the district level as well,” she said.

    Ayushi Sudan said the NHM J&K is also planning to expand mental health coverage across the districts to cover mental health issues, but the approach may be different from Tele-MANAS. “We will be having district mental health plans. Tele-MANAS is beginning in our initiative. We are also planning to integrate the suicide helpline,” she said.

    As an extension to the service delivery framework of the existing Tele-MANAS helpline, they have developed the Tele-MANAS Chatbot, the first of its kind in the entire country. It will enable users to chat directly about their basic mental health problems for a solution, and subsequently, patients can be referred to the Tele-MANAS cell.

    Dr. Qazi Haroon, State Program Manager Mental Health J&K, said Tele-MANAS is being linked to the District Mental health program across all the districts of JK UT. A comprehensive communication strategy/IEC formulated has actually helped us to reach so extensively to common people in such a short period.

    Pertinently, J&K stands at rank 2 in the whole country as far as daily calls received by Tele-MANAS Cells are concerned.(GNS)

  • ‘Militants who killed 5 soldiers in J&K’s Poonch got logistics from locals’

    Poonch,apr, 26: Over 30 people have been arrested in the Rajouri-Poonch belt in connection with the militant attack that left 5 Rashtriya Rifles soldiers dead.

    An army vehicle had come under fire in the Bhatadhurian village of Poonch district last week. The army vehicle had caught fire after the attack in which 5 soldiers were charred to death and one was shifted to hospital in injured condition.

    After the attack, a multi-agency operation was launched while National Investigation Agency also became part of the operation.

    A police official on condition of anonymity told news agency Kashmir News Trust that at least 30 locals from the Rajouri-Poonch belt have been arrested and during questioning some of them revealed that militants were staying in the Rajouri-Poonch belt for over 3 months after they infiltrated this area from across the border.

    “Before the attack, the militants stayed in the house of a local Gujjar who is in police custody,” he said adding that some locals including a local handler were in touch exchanging voice notes on their cell phones.

    Choppers and drones are being continuously pressed into service during this major search operation.

    ‘During the investigation, it has become clear that locals provided logistics to militants and the attack was planned from Pakistan,’ police sources said adding that militants got instructions from a local handler.

    Four out of five soldiers who were killed in the attack were natives of Punjab and one from Odisha. They were identified as Harkrishan Singh, Kulwant Singh, Mandeep Singh, Sewak Singh, and Debashesh Baswal.

    Former Jammu Kashmir Police Chief SP Vaid said that the Poonch attack has punctured the narrative of Pakistan that non-state actors are carrying out attacks independently. He said it is clear that somebody from Pakistan establishment are helping these militants. [KNT]

    The Lt Governor shared the key initiatives of JK administration to facilitate the MSMEs in the UT and to harness its unlimited potential.

    “Under the guidance of Prime Minister Narendra Modi, Government has taken a number of steps to promote growth and development of MSMEs in the country. Today, MSMEs account for more than 30% of India’s GDP and 49.5% of exports, thus contributing significantly to economic growth,” said the Lt Governor.

    “The future economic growth will be driven by the MSMEs. We have taken several steps in the UT such as investment in innovation skills, MSME-centric industrial estates, access to financing, incentives and adequate infrastructure to boost the growth of MSMEs,” the Lt Governor added.

    Underscoring the important role of private sector in the UT’s growth, the Lt Governor asked the potential investors to take advantage of the business-friendly environment developed for the industries.

    “J&K is emerging as a vibrant, fastest growing and most attractive investment destination. Today, the world is recognizing the all round transformation taking place in Jammu Kashmir. Renowned companies from across the country and abroad are looking forward to invest here. I welcome Industry leaders to be part of this journey”, said the Lt Governor.

    Industrial development in J&K aims to create more inclusive, creative and sustainable society. The UT will play an important role as new engine of India’s growth in the future. New Industrial Scheme focuses on enabling environment to create jobs and increase productivity, he added.

    Speaking on the effective measures taken in order to promote MSMEs, the Lt Governor said, 25% procurements from MSMEs have been made mandatory for Government departments & Public sector undertakings and local filter has also been made operational on GeM platform.

    Since the launch of Udyam Registration portal in 2020, two lakh MSME units have been registered in J&K. As many as 38,000 micro and small enterprises are run by women. In the last financial year, 18,000 women-owned enterprises were provided assistance of more than Rs 500 Crore under credit guarantee scheme, said the Lt Governor.

    On the progress registered to boost the MSME sector, the Lt Governor said, under PMEGP, an unprecedented 21,640 manufacturing and service units were established in 2021-22. As many as 42 industrial estates will be set up in Jammu Kashmir in the next few years and out of these 34 industrial estates will be focused on MSMEs, noted the Lt Governor.

    All 20 districts are being developed as export hubs and emphasis has been laid on the promotion of products which will boost MSMEs’ growth, he added.

    There is immense potential for MSMEs in the field of Integrated Processing Facility, Mega Food Park and Cold Chain Logistics. The Holistic Agriculture & Allied Sector Development Plan worth Rs 5013 crores will boost the growth of MSMEs in J&K UT, observed the Lt Governor.

    The Lt Governor highlighted the efforts for reforms and strengthening of industrial ecosystem.

    Massive reforms in terms of basic amenities, infrastructure and banking facilities have ensured stability and made the UT’s growth more inclusive, said the Lt Governor.

    The work done for industrial development of J&K is clearly visible. In the last two years, Jammu Kashmir has received 5,372 investment proposals worth Rs 70,000 crore. Proposals worth Rs 24,000 crore from more than 1,800 companies have been approved, he added.

    The Lt Governor said the UT Government is making dedicated efforts for GI tagging of niche & premium local products while the export in carpet and pashmina is witnessing an upward trend. We are promoting village industrial units and self-help groups and also developing human resources for Industries 4.0, he added.

    The Lt Governor also spoke on the ongoing road infrastructural and other projects to strengthen the connectivity. He further highlighted the land reforms introduced in the last three years and the measures taken to ensure land availability for industries.

LG is the Chief Patron of Jammu & Kashmir Bharat Scouts & Guides, congratulated the Rajya Puraskar Awardee Scouts & Guides and lauded their contribution to the society. “There is a deep rooted nexus of drug peddlers. An attempt is being made to destroy the society and its youth by luring them towards drugs,” he said, adding that the government will go tough against drug peddlers and those promoting the drug business.

    He said that with its aspirational vision, Scouts & Guides is leading the change in society especially by serving vulnerable sections of the community & enabling the youth leaders to drive transformative change. The LG called upon the youth to follow the rich legacy of Mahamana Pt. Madan Mohan Malaviya and dedicate themselves in the service of the nation.

    “The young generation is the key to change and today they are eager to play a bigger role in sustainable economic growth and social cohesion. With their commitment to selfless service, Scouts & Guides is contributing to build an inclusive & prosperous society,” the LG said, adding that in the fast-changing world, Scouts & Guides will have to turn their voice into action.     SRINAGAR: The Election Commission of India has revised the schedule of special summary revision of electoral rolls in Jammu and Kashmir.

    The poll-body, in a letter sent to Jammu and Kashmir chief electoral officer, has approved the proposal sent by him for modifying the schedule of voter revision.

    The exercise, which otherwise would have concluded on May 10, would now culminate on May 27.

    As per revised schedule, the claims and objections can be filed from April 05 to May 6.

    The disposal of claims and objections would be done by May 15 and the final voter list would be published on May 27.

    This is the second voter revision in Jammu and Kashmir in a period of less than one year after culmination of delimitation exercise by a three-member panel headed by former Supreme Court judge Justice (retd) Ranjana Desai. The delimitation exercise concluded on May 5, 2022 by the panel when it unveiled the final electoral map of J&K. Jammu & Kashmir is without an elected government for almost five years. (KNO)

    SRINAGAR: The NCERT’s class 11 political science textbook has been revised by its authors who have removed a paragraph discussing the conditional accession of Jammu and Kashmir to the Union of India in 1947.

    The previous version of the textbook mentioned that Jammu and Kashmir’s accession was based on a promise to protect its autonomy under Article 370 of the Constitution. However, the revised version of the textbook’s 10th chapter titled “The Philosophy of the Constitution” does not include any reference to Jammu and Kashmir’s conditional accession. The authors of the textbook have also removed a reference to Maulana Abul Kalam Azad from the first chapter.

    It is important to note that Article 370 was abolished by the Indian government on August 5, 2019, and the state of Jammu and Kashmir was divided into two Union Territories, Jammu and Kashmir with a legislature, and Ladakh.

    The older edition of the textbook stated that the Constituent Assembly had eight major Committees on different subjects, which were typically chaired by Jawaharlal Nehru, Rajendra Prasad, Sardar Patel, Moulana Azad, or Ambedkar.

    Despite their differing opinions on various issues, they collaborated effectively. Ambedkar was critical of Congress and Gandhi, accusing them of neglecting the Scheduled Castes, while Patel and Nehru had their disagreements. However, the new version of the textbook only mentions that the Committees were usually chaired by Nehru, Prasad, Patel, or Ambedkar.

    Maulana Abul Kalam Azad, a prominent member of the Indian National Congress, was twice elected as Congress President in 1923 and 1940. He served as independent India’s first Education Minister. In 1992, Azad was posthumously awarded the Bharat Ratna, India’s highest civilian honour.

    Srinagar, Apr 10: Union Minister for Roads, Transport and Highways Nitin Gadkari said that projects worth Rs 1,25,000 Crore are being proposed for Jammu and Kashmir and in the next ten years, UT’s road network will match with that of the United States.

    Talking to reporters on the side-lines of a press conference in Srinagar, Gadkari, as per news agency—Kashmir News Observer (KNO), said that in J & J&K, projects worth Rs 1, 25,000 Crore are being proposed that includes tunnels, roads, and highways. “In next ten years, J&K’s road network will match with the United States,” Gadkari said.

    He said from Khanabal to Chandwari in Pahalgam, two lane roads will be constructed to facilitate Yatris while as from Panjtarni to Cave shrine of Amarnath, a tunnel will also be constructed with all pilgrim protection facilities.

    The Union Minister said that on Mughal road, a two-lane road will be constructed and at the Peer Ki Gali, a tunnel will also come up to make the road an all weather road—(KNO)
