    Imphal: The situation in the trouble-torn Churachandpur district in Manipur remained tense on Saturday, with miscreants setting afire a government building.

    The district administration imposed a night curfew from Saturday in the mountainous district, where the agitators also set ablaze an open gym, chairs and damaged other materials on Thursday night.

    Police said that since Friday night, some incidents of violence have also been reported in the tribal-dominated Kangpokpi and Tengnoupal districts.

    The incidents of violence were triggered after the tribals launched fresh protests against the state government’s action against the illegal poppy cultivators and destroying poppy fields in the forest land, especially in the reserve and protected forests in the hilly areas.

    Director General of Manipur Police P. Doungel and senior officials on Saturday visited Churachandpur district and reviewed the situation.

    Police said that some agitators set afire the office building of the Forest Range Officer in the Tuibong area around Friday midnight, and several fire tenders were pressed into service to douse the flames.

    Churachandpur district administration on Saturday imposed the night curfew for an indefinite period from 5 p.m. to 5 a.m.

    A police officer in Imphal said that the situation is still grim though heavy security measures have been taken to prevent fresh incidents of violence.

    Veteran Congress leader and three-time former Chief Minister Okram Ibobi Singh and state Congress president K. Meghachandra Singh criticised the BJP government and Chief Minister for the “wrong policy in dealing with the tribals and forest lands”.

    After Thursday’s incidents of violence, Manipur Chief Minister N. Biren Singh cancelled his Friday’s visit to Churachandpur district.

    Biren Singh was scheduled to address a public gathering at Sadbhavna Mandap in New Lamka Town in Churachandpur on Friday and inaugurate an open gym at PT Sports complex.

    Saying that his government is committed to protecting people from the drug menace, the Chief Minister on Saturday reiterated that poppy cultivation in the state would be completely wiped out.

    The BJP government in the state would not allow poppy cultivation and has been taking continued actions against those involved in such plantations, he told the media.

    Vandalisation occurred and clashes erupted between demonstrators and police at Sadbhavna Mandap on Thursday night, leading security forces to lob tear gas shells to disperse a large crowd of local tribals, who also pelted stones at security forces deployed to keep the peace in the bandh-hit town.

    There was no major injury on either side.

    Police claimed that the Myanmarese, who illegally entered into the state, were also involved in the arson incident.

    Biren Singh said in Imphal that police would take stern action against the trouble makers.

    The Indigenous Tribal Leaders’ Forum (ITLF) has called for an eight-hour shutdown in Churachandpur district on Friday from 8 a.m. to protest the state government’s eviction drive from the protected and reserve forests.

    The ITLF in a statement said that they had submitted several memoranda to the state government expressing their grievances and apprehensions about the survey carried out by the government pertaining to reserve forests and protected forest, wetlands and wildlife, and the eviction of villagers.

    In support of their demands, tribals organised protest rallies on March 10, against the state government in three districts — Churachandpur, Kangpokpi and Tengnoupal, in which five people were injured in those incidents.

    The protests were organised against the state government’s crackdown on poppy cultivation and encroachment of forest land.

    The state government earlier this month demolished three churches in Manipur, claiming that the churches were “illegal constructions”.

    The hilly and forested Churachandpur district in southern Manipur, which borders Myanmar and Mizoram, is home to various Kuki-Chin militant groups.

    The Centre and the Manipur government signed the tripartite agreement and Suspension of Operation with the three militant outfits on August 22, 2008.

    Bhopal: At least three people were reportedly injured after communal tension broke out in Madhya Pradesh’s Khandwa, around 260 km from state capital Bhopal, late on Sunday.

    According to the police, the tension prevailed after a group of Muslim youths thrashed a group of students (both Hindu and Muslim) while they were celebrating a birthday party at a restaurant late on Sunday.

    The Khandwa district administration has imposed Section 144 and a heavy police force has been deployed in the area. “The situation is under control, police are marching in the area,” Khandwa SP Satendra Shukla told the press.

    Police said the tension erupted after four Muslim youths thrashed a Muslim girl, a school lab teacher and a Hindu male student for celebrating a birthday in a restaurant on Sunday afternoon. The accused also took away the teacher and Hindu student with them.

    Later in mid-night, a large number of people from the Muslim community led by corporator Ashfaq Sigad reached Moghat police station and Lal Chowk. They pelted stones at police accusing them of being biased in action.

    Police said that an FIR has been registered based on a complaint from the girl, who alleged that she was kidnapped and assaulted. Police claimed two accused were arrested, while two were still on the run.

    On Monday, right-wing organisations also staged a protest, which prompted the administration to impose Section 144 in the area. This fresh round of communal tension in Madhya Pradesh was witnessed just one year after a massive riot broke out on April 10 last year in Khargone.

    Bhubaneswar: Amid fresh violence in Odisha’s Sambalpur town, the district administration has imposed a curfew for an indefinite period.

    Upon receiving input on the current prevailing situation, Sambalpur Sadar sub-collector Pravash Chandra Dandasena issued the curfew order late Friday night.

    “A state of curfew under Section 144 (1) CrPC is hereby declared wherein no individual or group of people are to exit their houses so as to ensure peace and tranquillity,” reads the order.

    The curfew has been imposed in six police station areas of Sambalpur — Dhanupali, Khetrajpur, Ainthapali, Bareipali and Sadara — with immediate effect and until further orders.

    No individual or group of people are allowed to exit their houses during the curfew period.

    However, the district administration has allowed people to procure essential items during 8 a.m. to 10 a.m. and 3.30 p.m. to 5.30 p.m.

    “It is also to be noted that strict action as per law would be initiated against the violators of this aforementioned order,” the Sub-Collector warned.

    Earlier, the state government had suspended internet services in the entire district for 48 hours from on Thursday.

    DIG (north central range) Brijesh Kumar Rai said that some shops were torched and ransacked on Friday night.

    So, the administration decided to clamp the curfew to restore peace and normalcy in the region following the violence in the city.

    Howrah: After fresh unrest was reported in Howrah’s Kazipara area which witnessed violence over the Ram Navami procession on Thursday, Union Home Minister Amit Shah spoke to West Bengal Governor C V Ananda Bose over the issue.

    Bose and Chief Minister Mamata Banerjee also reviewed the situation on Friday, a Raj Bhavan statement said.

    The governor also said those who resort to violence under the illusion that they can hoodwink the people will soon realise they are in a fool’s paradise.

    “There will be effective and concerted action to book the culprits and bring them before the law. Setting fire to public property, that too on the sacred Ram Navami day, is a highly provocative act and will be viewed seriously,” he said.

    Raj Bhavan will keep its eyes and ears open to ensure protection to the life, property and dignity of the common man, Bose said.

    During the telephonic conversation with Bose, the union home minister sought to know the prevailing situation in the state, particularly in the violence-hit areas of Howrah.

    The governor is believed to have provided the home minister details about Thursday’s violence and the present situation, sources said in New Delhi.

    As unidentified people on police personnel on Friday afternoon, the police used batons to disperse a group of people who had gathered there.

    At least three policemen were injured in the brick batting.

    Prohibitory orders under Section 144 of CrPC were imposed in Kazipara area, a senior IPS officer told PTI.

    Altogether 45 people were arrested in connection with the violence since Thursday.

    “The situation was calm and peaceful until this afternoon. After that, police personnel were pelted with stones which sparked tension in the area. Some people were arrested as our officers reacted instantly,” he said.

    A huge team of Rapid Action Force (RAF) from Kolkata Police was brought into the area on Friday afternoon. The personnel started a route march following the stone-throwing incidents.

    Earlier in the day, West Bengal Chief Minister Mamata Banerjee alleged that the BJP along with other right-wing organisations was responsible for Thursday’s violence in Howrah.

    She appealed to people to maintain peace in the area.

    “The Howrah incident is very unfortunate. Neither Hindus nor Muslims were behind the violence in Howrah. The BJP along with Bajrang Dal and other such organisations were involved in the violence with arms,” Banerjee told Bengali television news channel ABP Ananda.

    The state government will help all whose properties were vandalised in the clashes, she said.

    Violence broke out on Thursday evening between two groups when a Ram Navami procession was taken out in the twin city of Howrah. Several vehicles, including some belonging to the police, were torched and shops and auto-rickshaws ransacked during the violence.

    Claiming that there was laxity in a section of the administration, she said strict action would be taken against those involved in the clash.

    A large police contingent was deployed to restore peace in the locality.

    In order to ensure the smooth conduct of the upcoming TSPSC written examinations for Divisional Accounts Officer positions, the Cyberabad Police Commissionerate issued prohibitory orders to impose section 144 of the CrPC within a 500-yard radius of all exam centers in Hyderabad.

    The orders have been issued to prevent any gatherings or assemblies of people that may disrupt the exams, which are scheduled to be held on Sunday.

    The only exceptions to the order are police officers, military personnel on duty, flying squads, education department officials, and funeral processions.

    Over 5 lakh to compete for 1375 TSPSC group 3 vacancies

    Meanwhile, till the last date for accepting applications for TSPSC Group 3 exams, the commission received over five lakh applications for 1375 group 3 vacancies.

    A total of 536477 candidates have applied for the Telangana State Public Service Commission (TSPSC) group 3 exams for 1375 vacancies in various government departments.

    Though the commission has not yet announced the date of the exams, candidates have already started their preparations and most of them are seen rushing to coaching centers in Hyderabad.

    It is a constitutional body established by the government of Telangana to conduct recruitments and competitive examinations for various government departments and services in the state. The TSPSC conducts exams for various positions, including Group I, Group II, Group III, and Group IV.

    The entire recruitment process, from notification to the final selection of candidates is the responsibility of the commission. It also includes conducting exams, preparing merit lists, conducting interviews, and verifying documents.

    Apart from it, the commission also advises the government on various matters relating to recruitment, promotions, and transfers.

    SRINAGAR: Property tax will be imposed in Jammu and Kashmir from April 1, 2023, reads a notification issued by the government.

    According to a notification issued by Housing and Urban Development department, in the exercise of the powers conferred by Section 71A of the Jammu and Kashmir Municipal Act, 2000 (hereinafter referred to as the Act), read with Sub-Section 1 of Section 65 and Sub-Section 1 of Section 73 thereof, the Government hereby notifies the following rules for levy, assessment and collection of property tax in the Municipalities and Municipal Councils of Union Territory of Jammu and Kashmir.

    “These rules shall be called Jammu and Kashmir Property Tax (Other Municipalities) Rules, 2023. These shall come into force from 1st of April, 2023.”

    The Jammu Kashmir administration has announced the rules for levy, assessment and collection of property tax from the residents of Jammu Kashmir.

    In a copy of the order accessed by The Kashmiriyat,the administration has said that the Taxable Annual Value (TAV) of a property under the Act and the property tax due thereon for a financial year shall be calculated in accordance with the formula given in Schedule-l to these rules (which are mentioned below).

    Against media reports, both residential and non-residential properties have been included in the collection of the property tax. The Ministry of Home Affairs (MHA) authorised the JK administration to impose property taxes through Municipal Corporations, Municipal Councils, and Municipal Committees in October 2020.

    The Jammu and Kashmir Municipal Act of 2000 and the Jammu and Kashmir Municipal Corporation Act of 2000 were modified by the MHA with the enactment of the Jammu and Kashmir Reorganization (Adaptation of State Legislation) Order of 2020.

    The property tax calculated in respect of a building calculated in accordance with sub-Rule (1) above shall hold for a block of three years unless any change to such calculation is necessitated on account of the circumstances envisaged in the Act for allowing revision in such calculation, the administration said.

    The first block shall commence from 1 April 2023, and shall continue to remain in force till 31st March 2026. The blocks shall be similarly calculated thereafter, the JK administration notified.

    New buildings coming up after the commencement of the block shall have their property tax liability calculated with reference to the 1st day of the relevant block, and irrespective of their having completed three years, their liability to tax shall be calculated anew from the date of commencement of the new block of three years for the Corporation as a whole.

    Where a building is liable to property tax for only a part of the year, the tax due shall be proportional to the number of completed months and parts of month not completed shall be ignored.

    Procedure for assessment and collection of property tax. The procedure prescribed in Chapter VI of the Act, except insofar as it relates to the calculation of the tax due on a property, shall regulate the assessment and collection of property tax.

    Form of return under sub-section 5 of Section 73 of the Act. A person liable to property tax shall furnish to the Executive Officer or any officer authorized by him in this behalf the particulars of the property and the tax due thereon in Form-1 by 30th May of the financial year to which the return pertains. It shall be accompanied by a proof of payment in Form-2. Acknowledgment of filing of return shall be in Form-3. A copy of the acknowledgment along with the proof of payment of the second installment of tax shall be furnished by 30th November in cases where the payment is made in two installments.

    Penalty for delay in filing of return. Failure to file return in due time, unless prevented by sufficient cause, shall, without prejudice to the interest due for delay in payment, make the person from whom it is due liable to a penalty of Rs 100/- or 1% of the tax due, whichever is higher, for every month of default. The maximum penalty shall not exceed Rs 1000/-.

    Notice for inspection. The notice in terms of sub-section 8 of Section 73 of the Act shall be in Form-4 and the date of inspection shall, unless there are reasons to recorded in writing for giving a shorter notice, not be less than 14 days from the date of notice.

    Notice for assessment on best judgment basis. The notice in terms of sub-section 9 of Section 73 of the Act shall be in Form-5clearly mentioning the liability of property tax proposed to be determined and the basis thereof, and the date of hearing shall, unless there are reasons to recorded in writing for giving a shorter notice, not be less than 21 days from the date of notice.

    Notice for re-assessment. The notice in terms of sub-section 10 of Section 73 of the Act shall be in Form-5A clearly mentioning the additional amount of property tax proposed to be levied and the basis thereof, and the date of hearing shall, unless there are reasons to recorded in writing for giving a shorter notice, not be less than 21 days from the date of notice.

    Notice of demand. The notice of demand in pursuance of assessment or reassessment under sub-section 11 or sub-section 13 of Section 73 of the Act, as the case may be, shall be in Form-6.

    Appeal. Till such time the Jammu and Kashmir Property Tax Board in terms of the Jammu and Kashmir Property Tax Board Act, 2013 is constituted, the reference thereto in Section 90, 91and 92of the Act shall be deemed as a reference to the Director Urban Local Body of the concerned division.

    Exemption from payment of property tax: Vacant lands, not appurtenant to a structure/building shall be exempt from property tax if there’s a Master Plan in force in the area, under which any construction/development on such vacant land is disallowed or if they have been put to agricultural use as per 6- monthly cropping surveys of the Revenue department.

    Similarly, all the properties of the Municipality and all places of worship, including temples, masjids, gurudwaras, churches, ziarats, etc and cremation and burial grounds shall be exempt from payment of property tax.

    All properties owned by Government of India / UT Government shall be exempted from payment of Property Tax. However, service charge at the rate 3% of the taxable annual value shall be payable to the Municipality in respect of such properties, the JK admin has said in its notification.

    The Jammu Kashmir administration has also notified the formula for the levying of Property Tax in Jammu Kashmir region.

    It said, Property Tax on Residential Property = 5% of Taxable Annual Value (TAV) Property Tax on Non-Residential Property = 6% of Taxable Annual Value (TAV)

    Taxable Annual Value (TAV) = MTF x LVF x ARF x FF x UTF x CTF x AGF x SF x OSF

    Where: 1. MTF is Municipality Type Factor. Its value shall be entered in the formula as follows:

    a. Municipal Council 0.75, b. Municipal Committee 0.5

    2. LVF is Land Value Factor. It is one tenth of the unit area value of land in Rs lakh per kanal of land as notified under J&K Preparation and Revision of Market Value Guideline Rules, 2011 as on 1st April of the base year of that block of three years. e.g. for the first block from 1st April, 2023 to 31 March, 2026, if the per kanal value of land as on 1st April, 2023 as per the aforementioned value guidelines is Rs 60 lakh, it be entered as 6 in the above calculation and shall continue to be entered as 6 during the three financial years of the block.

    3. ARF is the Area Factor. It is the built area or the vacant area in respect of which the tax liability is being calculated, as the case may be, in square feet. In the case of Property tax on built area, it refers to the total covered area of that floor in square feet. In case of areas with winter snowfall, the area of the attic shall not be counted in built-up area. In the case of Property tax on vacant land not appurtenant to a building, the area of the vacant land in square feet shall be entered. In the case of Property tax on vacant land appurtenant to a building, the area to be entered in the formula shall be the area, in square feet, in excess of two times the built-up area of the ground floor.

    4. FF is floor factor. For calculating the liability of different floors and vacant land abutting the building, the floor factor shall be entered in the formula as follows:

    a. Residential buildings including flats, b. Other buildings: 1. Ground floor 2. First floor 0.8, 3. Second floor 0.5, 4. Third floor and above 0.1, 5. Vacant land 5 100OC 0.7 8751.

    C. Basements for all types of buildings: 0.5

    5. UTF is Usage Type factor. For vacant land appurtenant to a building, it shall be the same as that of the building itself. Where different portions of a building are put to different uses, property tax for the built-up area as well as the taxable vacant appurtenant area shall be separately calculated, proportionately, for each area under a particular use. The value to be entered in the formula for different usage types shall be as follows:

    a. Residential apartment/ flat 2.5, b. Residential house, C. Industrial (Manufacturing) 22572, d. Institutional/Public/ Semi Public e. Commercial, except 3 star and above Hotels: 12, towers & hoardings 15.

    6. CTF is the Construction Type Factor. Its value shall be entered in the formula as follows, based on the predominant and substantive nature of the construction:

    a. RCC construction, 1, b. Pucca (without RCC) construction 0.9, C. Prefabricated structure 0.8, 0.6, d. Kuccha/Bamboo/Wood/Tin Structure

    7. AGF is Age Factor. The value for this factor shall be entered in the formula as follows:

    a. 0-20 years old 1.00, 0.90, b. 20-30 years old, C. 30-40 years old 0.80, d. 40-50 years old 0.70, e. 50-60 years old 0.60, f. More than 60 years old 0.50

    8. SF is Slab Factor. The value of slab factor shall be entered in the formula as follows based on the total built-up area calculated as indicated at 3 above.
