    JKBOSE Change of date of Examination of Higher Secondary Part 1st (Class 11th) Examination Soft Zone of UT of Jammu & Kashmir from 16-04-2023 to 26-04-2023.

    It is hereby notified for the information of all concerned that the date of examination of the subjects scheduled to be held on 16-04-2023 (Sunday) for Higher Secondary Part-1st (Class 11th) Annual (Regular) 2023 Soft Zone Areas of UT of J&K has been now re- scheduled, in view of the N.D.A examination to be conducted by U.P.S.C on the same date across the country. The examination of the subjects which were scheduled to be held on said date, i.e. Computer Science, Information Practices, Environmental Science, Functional English, Physical Education, Islamic Studies, Vedic Studies, Buddhist Studies, Travel, Tourism and Hotel Management, English Literature and Food Technology shall now be held on 26th of April, (Wednesday) 2023.

    Hyderabad: ‘Only 5% Muslims in Old City slums pursue higher edu’, says survey

    Hyderabad: A post-COVID-19 survey in urban slums and catchments of the Old City of Hyderabad revealed that the vicious cycle of poverty continues among the Hyderabadi Muslims living in slums in the Old City.

    Muslim population roughly constitute 43-44 percent (58+ lakh) of the approximate 1.3 crore population that belongs to the city.

    While 60 percent of the 58 lakhs population reside in the urban slums, 74 percent stay in rented houses and 26 percent own houses.

    The Helping Hand Foundation (HHF) conducted a survey aimed at understanding the post-pandemic impact on the socio-economic status of Muslims and the reasons why a majority continues to remain economically backward.

    Door-to-door visits of 5000 households including Hakeempet, Md Lines, Golconda, Sulemanagar, Chintalmet, Wadi e Mehmood, MM Pahadi, Qayamnagar, Hasan Nagar, Indiranagar, NS Kunta, Achi Reddy Nagar, Teegalkunta, Ghousenagar, Hashimabad, Jahangirabad, Murad Nagar, Asif Nagar, First Lancer, Kumarwadi, Chanchalguda, Amaanagar, Baba Nagar C block, Wadi e Mustafa, ErraKunta, Shaheenagar, Saif Colony, Osmanagar, Venkata Puram, Pahadi Sherif, Jalpally, etc in the city was carried out.

    Aspects that render towards the backwardness of Muslim minorities:

    • 12-15 percent of school dropouts into child labour,
    • Poor utilization of welfare schemes
    • 38 percent do not have white ration cards
    • 37 percent of women are single bread earners for households.
    • 74 percent stay in rented houses and 26 percent own houses.
    • 70 percent send children to private schools and only 14 percent attend government schools, while 7 percent go to madrasas.

    Labour & Migration

    • Unlike Muslims from other states, Hyderabad Muslims seldom migrate to greener pastures for work.
    • 25 percent of households surveyed have large families of between 3 to 6 children.
    • Skilled labour like tailors, mechanics, cooks, plumbers, electricians, carpenters, and auto drivers are 62 percent.
    • The unskilled daily wager is 25 percent.
    • Self Employed constitute about 8 percent of the workforce.
    • 37 percent of women are single bread earners for families of which 43 percent are widows, 22 percent are divorced and 37 percent are single women abandoned by spouses.
    • No presence of Muslims in construction, agri and non-agriculture farm labour in and around the city.
    • Stigma and taboo around types of jobs.

    Utilization of welfare schemes & other public utilities

    • 38 percent do not have White Rations Cards.
    • Of these 22 percent are not active due to non-consumption of PDS rations, and 78 percent are rejected due to various reasons like Aadhaar Card seeding, biometrics, change of address etc.
    • This leads to ineligibility to a plethora of welfare schemes of the state and central government like Asra Pensions, PDS Rations, Aarogyasri Health Insurance, Shaadi Mubarak, 2 Bedroom Housing, and Cooking Gas Subsidies.

    Education

    • The majority of Respondents said that due to the unavailability of teachers, classes are not regular in government schools and children lose interest.
    • Poor infra in schools coupled with unhygienic toilets are a deterrent for many children and parents.
    • 15 percent of children drop out of school between the 5th and 10th classes.
    • Lack of economic opportunity and financial stress is resulting in children being forced into child labour to supplement household income.
    • Only 11 percent of children between 0-5 years enrolment in Anganwadi Centers under ICDS
    • Only 5 percent of students get into higher education.

    Health & Lifestyle disease

    • Of the 33 percent of all chronic diseases in the state get reported from Hyderabad, more than 50 percent are reported from Old city areas.
    • Diabetes, Hypertension, CAD, and Cancer top the list.
    • Our survey shows 1 in 3 adults are Overweight or Obese and half of these are already morbid /comorbid.
    • Prevalence of Hypertension is about 30 percent and diabetes is about 18 percent in adults.
    • 1 in 3 male adults has exposure to non-smoke tobacco.
    • The low trust factor in public health services
    • 72 percent prefer treatment in private hospitals, which puts a huge burden on the purse of the family who lands up in debt and poverty.

    Primary Health Care

    • 50 percent of slums have Poor Sanitation, Hygiene, and access to clean water.
    • Seasonal diseases dominate as per season due to this.
    • Forex Monsoon sees a rise in water and vector-borne diseases
    • Quacks and RMPs dominate the Primary Health Care space leading to high out-of-pocket expenses.
    • 58 percent of children surveyed were found vaccinated and 42 percent did take partially or haven’t taken it.
    • 74 percent of vaccinations were done in a private setting and only 20 percent took vaccination in a government setting.
    • Our survey shows average family spends Rs 3k /month on primary health care.

    Debts & Interest

    • 65 percent families have exposure to debts & high interest rates to bridge gaps for daily essential needs like food, medicine & other essentials.
    • Interest rates of private money lenders vary from 10 to 21 percent.
    • The majority continue to service the interest component of loans for longer periods of time – thereby crunching their monthly disposable incomes.
    • High indulgence of the younger generation into loans from Online App.

    Conclusion

    Muslims living in slums of Old City slums suffer from high illiteracy in adults and lack of economic opportunity, zero migration and participation of workforce in construction and non-agri farm labour.

    Poverty drives their children out of school resulting in child labour. Daily wage earning and high-interest burden, income – expense deficit due to poor utilization of welfare and public utilities, high burden of chronic diseases on adults and high out of pocket health expenses are factors that hold back poor Muslim households.

    Need of the hour:

    Building free schools, colleges, clinics and hospitals and not mosques and function halls with creating employment and upskilling the workforce, and behavioural changes would benefit the situation.

    HHF’s Mujtaba Hasan Askari said, “Empowerment needs attention and it is the responsibility of the government, civil society and concerned citizens to work in tandem for the upliftment.”

    Shimla: Higher reaches and tribal areas in Himachal Pradesh received another spell of snow, while widespread moderate to heavy rains lashed several parts of the state, the Meteorological Department here said Tuesday.

    Kadhrala received 22 cm of snow, Kufri 2 cm and Sangla 1 cm.

    Pachhad was wettest in the state with 94 mm of rains, followed by Solan 63 mm, Sangraha 55 mm, Renuka 54 mm, Jatton Barrage 53 mm, Rajgarh 50 mm, Dharmshala 49 mm, Saloni 45 mm, Kufri and Sarahan 42 mm each.

    Karsog received 41 mm of rain, Kotkhai 38 mm, Rohru 37 mm, Kandaghat 36 mm, Mashobra 35 mm, Shimla 33 mm, Rampur 32 mm, Arki 30 mm, Chaupal 29 mm, Kumarsain 28 mm, Nahan 26 mm, Wangto and Jubbarhatti 23 mm each, Sundernagar 22 mm, Gohar 21 mm, Janjheli, Kheri and Bijahi 20 mm each.

    The local MeT office has issued yellow warning of thunderstorm, lightning and hailstorm at isolated places in low and mid hills on March 24 and thunderstorm and lightning on March 23 and 25. It also predicted a wet spell in the region till March 27.

    Keylong was coldest in the night with a minimum temperature of minus 1.2 degrees Celsius, while Una was hottest during the day recording a high of 26.4 degrees Celsius.

    As many as 24 roads including 15 in Lahaul and Spiti, three each in Chamba and Kullu, two in Kangra and one in Shimla district are closed for vehicular traffic. These roads are in remote areas. About 37 transformers and five water schemes have been disrupted.

    The rain deficit in March (March 1 to 21) has reduced from 70 per cent on Monday to 57 per cent on Tuesday as the state received 34.7 mm of rain against normal rainfall of 79.9 mm.

    Hyderabad: Telangana’s education council to guide higher education boards

    Hyderabad: The Telangana State Council of Higher Education (TSCHE) will take measures to strengthen and guide other higher education boards and councils of other states.

    The decision came unanimously during the All-India State Higher Education Councils meeting held here on Friday.

    The two-day consultative meet of all State Higher Education Councils (SHECs) was held on March 16 and 17, under the aegis of TSCHE, which saw a participation of 24 representatives from 15 states.

    Addressing the meeting, the National Education Planning and Administration Agency, Centre for Policy Research in Higher Education Director Prof. Pradeep Kumar Mishra opined that the council was at the forefront of introducing reforms in the field of higher education.

    TSCHE chairman Prof. R Limbadri presented its progress report while the vice-chairman Prof. Venkataramana and Prof. Limbadri explained that girls and women are enrolling in higher education institutions in large numbers across Telangana owing to the special initiative taken by the state government.

    He further informed that ‘Student Academic Verification Services’ have been made available online to curb fake certificates in higher education and for quick verification.

    TSCHE vice chairman and Rajiv Gandhi University of Knowledge Technologies (RGUKT) vice chancellor Prof. V Venkata Ramana said the state government and TSCHE were taking measures to encourage students towards innovation and entrepreneurship.

    Jammu, March 15 (GNS): Lieutenant Governor Shri Manoj Sinha inaugurated Chancellor’s trophy at University of Jammu today. More than 550 sportspersons from various universities are participating in the three-day mega sports event ‘Sauhard’.

    The Lt Governor called upon the Higher Education institutions to promote sports as a core subject. Sports is a powerful medium to ensure physical-emotional health, enhances learning efficiency & helps in character building, he added.

     “Sports nurtures both mind & body and enables students to become well-rounded across disciplines. National Education Policy has given us an opportunity to promote Sports through multidisciplinary system and end fragmentation in education system,” said the Lt Governor.

    Citing various reports and studies on the impact of sports on the mind of an individual, the Lt Governor said the researchers considered Sports as a miracle for the brain. It is important that sports should be a part of our curriculum, he noted.

    Highlighting the initiatives taken for holistic development of youth, the Lt Governor said, under the guidance of Prime Minister Narendra Modi, the National Education Policy is creating a progressive ecosystem for the students to translate their dreams into reality.

    “Prime Minister’s vision for FIT India, Khelo India, National Education Policy, start-up opportunities, is building a strong foundation for India’s future,” said the Lt Governor.

    The Lt Governor also pointed out that Sports was deeply rooted in the ancient education system.

    Our Gurukuls had emphasized using Sports as a tool to enable socio-economic change, he said.

    The Lt Governor encouraged the youth to follow in the footsteps of prominent personalities who achieved excellence in both academics and sports.

    “Nothing is Impossible. You can achieve excellence in any field with your hard-work, dedication, right guidance and can build your future with your individuality and independent thinking,” said the Lt Governor.

    Rajeev Rai Bhatnagar, Advisor to Lt Governor reiterated the commitment of the administration to providing all necessary facilities to sportspersons and making J&K a sporting powerhouse.

    Prof Umesh Rai, Vice-Chancellor, Jammu University said that the University of Jammu, being one of the partners for hosting the Pre-Summit of G-20 Group of Countries, has taken an initiative to organise an inter-University Sports Competition for the Chancellor’s Trophy-2023 to promote brotherhood among students and scholars of the various Universities and to build trust and social harmony.

    From the ensuing academic session, students can pursue two academic programmes simultaneously as per the UGC guidelines, he added.

    Chancellor’s Trophy is being held under the initiative “My Youth My Pride” to promote the concept of NEP 2020 which envisages sports as part of the curriculum and lays emphasis on sports-integrated learning and as a skill for a quality life, it was informed.

    Participants will compete in various sports disciplines like Basketball, Cricket, Kabaddi, Volleyball and Table Tennis.

    California’s Dem Senate hopefuls vie for higher ground over Silicon Valley Bank debacle

    “What happened in the last financial crisis? Dodd-Frank was put in place to reflect those lessons,” Porter said in an interview, using the colloquial name for the 2010 law shaped to rein in the industry after the Great Recession of the Obama years. “Not even 10 years later, look what happens: The so-called pro-business Democrats and the Trump administration and Republicans voted to weaken the capital holding requirements.”

    But Porter’s two main Senate rivals, Reps. Barbara Lee (D-Calif.) and Adam Schiff (D-Calif.), are also pointing to the 2018 vote as an example of Wall Street’s hold over Congress and a leading cause of the regional bank’s failure. Schiff previewed his own proposal Monday on MSNBC to hold bank management accountable. Schiff and Lee both voted against the 2018 bill; Porter, who at the time was a House candidate, said she’d oppose it and is now working on legislation to reverse it.

    The California trio’s close and loud positioning on the bank failure may not yield much competitive advantage for any single candidate, despite voters’ laser-focus on an uncertain economy. But it does focus new attention on lingering divisions between Democrats lining up to blame the 2018 legislation and the handful of centrists still in office who voted for it, some of whom face tough reelection battles this fall.

    The 2018 measure sparking the current Democratic backlash had rolled back capital requirements put in place for smaller banks in the aftermath of the Great Recession, which some experts and Democrats say would have allowed those institutions to better weather economic volatility.

    “The capital requirements are really the bottom line for banks,” said Alexandra Thornton, a senior director for tax policy at the liberal-leaning Center for American Progress. “When they don’t have enough equity there, it’s other people who are harmed. And then, if the government has to step in, that just creates the expectation that this will happen again and again.”

    The Bank Policy Institute, a group that represents mega- and regional banks, has pushed back on claims that the rule change played a role in the ongoing turmoil — noting that the change “does not appear to have been a major factor in SVB’s or Signature Bank’s failure.”

    Schiff, who built a national profile on the House Intelligence Committee where oversaw a lengthy investigation into former President Donald Trump, announced his own plan on Monday as lawmakers picked through the wreckage of SVB’s collapse. The Los Angeles Democrat, whose district includes tony swaths of Hollywood and Burbank, said that Congress needs to craft rules that would force SVB’s executives to disgorge bonuses and stock sale proceeds.

    “I plan to introduce legislation to claw back those earnings from these delayed bonuses from stock trades that were beneficial in the run up to this run on the bank,” Schiff said during an appearance on MSNBC, adding that the “failure of oversight” and a “failure of the banks’ management” merited different solutions.

    For her part, Lee said in a statement that the next step following the Biden administration’s actions was ensuring “that we have the strong regulation in place to prevent future problems, and that we seek accountability for any impropriety or market manipulation.”

    Other House progressives, in some ways, see themselves vindicated for their 2018 opposition to the deregulation bill by the fallout from the bank failure and the likely family conversation looming in the party.

    “Silicon Valley Bank’s collapse is the predictable and direct outcome of a furious 2018 effort by bank lobbyists to evade basic oversight, transparency, and financial stability in favor of profit,” said Congressional Progressive Caucus chair Rep. Pramila Jayapal (D-Wash.), in a statement highlighting the group’s raising of the alarm against the legislation, though the liberals singled out Republicans for creating a “future of more chaos for our economy and more impunity for bank misbehavior.”

    Nearly half of the 33 House Democrats who voted for the 2018 bill have since left the House, including now-Sen. Kyrsten Sinema (I-Ariz.). She’s since faced harsh campaign-trail criticism from Rep. Ruben Gallego (D-Ariz.), who’s vying for the Senate seat in next fall’s elections, over her past positions on banking regulation.

    Some House Democrats still in office who voted for the 2018 bill, like Reps. Henry Cuellar (D-Texas) and Sanford Bishop (D-Ga.), could still face competitive reelection challenges in the future. But Thornton, the Center for American Progress expert, said the banking reform should transcend partisan politics.

    “Here’s the thing, members go through elections, and those are difficult. But there should be people on both sides of the aisle — there should be Republicans strongly supporting an increase in capital requirements,” she said.
