    SRINAGAR:  The government on Saturday reconstituted Board of Directors of Jammu & Kashmir Cements Limited.

    “In supersession of all previous orders on the subject and in terms of Article 77(c) of the Articles of Association (AoA) of the Corporation, sanction is hereby accorded to the re-constitution of the Board of Directors of Jammu & Kashmir Cements Limited….,” reads a government order, a copy of which lies with news agency GNS.

    Rajeev Rai Bhatnagar, Advisor to Lieutenant Governor, has been named as Chairman while Prashant Goyal, IAS, Principal Secretary to the Government, Industries & Commerce Department, H.     Srinagar, Jan 27 (GNS): Government on Friday constituted Public Private Partnership cum Project Appraisal Cell (PPCPA) and Steering Committee in the Planning Development & Monitoring Department for overseeing the selection, formulation and implementation of the projects to be undertaken by different departments.

    According to a government order, a copy of which lies with GNS, Public Private Partnership cum Project Appraisal Cell (PPCPA) will have Team Leader, Urban Development Expert, Procurement Expert, Support Personnel (Infrastructure Expert), Planning cum Housing Expert, Transport Expert, Industries cum Tourism Expert, Social Sector Expert, Finance/Appraisal Expert, PPP Expert, Environment Expert and MIS/Network Manager. ”The actual filling of positions in PPCPA shall be on the basis of Project Requirement and manpower support received from NITI Aayog/DEA, GoI from time to time.”

    Terms of reference of the PPCPA Cell include among others to seek qualified professionals as Consultants, Domain Experts to be housed in the PPCPA for institutional, regulatory and procedural reforms and to work towards standardization of PPP documents, develop concession agreements in different sectors, appraisal of projects, framing of Standard Bid Documents, scrutinizing the cost escalation proposals and preparation of shelf of projects.

    It has been also tasked with building the capacity of the government to handhold various departments in identification, preparation and implementation of projects under PPP mode; Process cases under viability gap funding (VGF) under various PPP schemes of GOI; Appraise the project reports/DPRs costing more than 10 crore (or as deemed fit by the Govt.); Carry out Cost Benefit Analysis (CBA) and Internal Rate of Return (IRR)/Return on Investment (ROI) of the project and Providing assistance in engagement of project specific Transactional Advisor, as per requirement.

    The six-member Steering committee for PPP projects will be headed by Chief Secretary as chairman, according to the order with Global News Agency. Its members include Administrative Secretaries of Finance Department Revenue Department, Planning Development & Monitoring Department (Member Secretary) and Secretary, Law, Justice& Parliamentary Affairs Department besides Administrative Secretary of concerned implementing Department
    The terms of reference steering committee includes among others to oversee the selection, formulation and implementation of the projects to be undertaken by the line departments and approve the projects for funding under Viability Gap Funding scheme of GOI and other source of funding. The other terms of references include approving the quantum of Viability funding for recommendation to DEA, Ministry of Finance, GoI as well as to approve the UT share of Viability Gap Funding as per norms of viability Gap Funding scheme notified by DEA, GoI within the budgetary provisions. Besides, it is tasked with to deal with any other issue related to successful implementation of PPP projects. “All PPP projects shall be undertaken after seeking approval of the competent authority,” the order added.     Srinagar, Jan 27(GNS): The J&K government on Friday ordered creation of 486 posts, 104 Gazetted and 382 Non-Gazetted) for transfer to Ladakh. Besides, it ordered creation of 1083 posts of Teacher (Grade-II/III), in applicable Pay Levels as per the relevant Recruitment Rules for transfer to Ladakh, with immediate effect. Cumulatively 1569 posts have been created by the government.

    The order by the government is in with the apportionment of Assets, Liabilities and Posts of the erstwhile State of Jammu & Kashmir between the Union Territory of J&K and UT of Ladakh.

    “S.O 339 dated 30.10.2020, provides for detailed listing of additional 325 Gazetted and 3000 Non-Gazetted posts from overall strength of the Union territory of Jammu & Kashmir to the Union territory of Ladakh,” reads a government order issued here.

    Vide Government order (No. 102-Edu of 2021) dated 22 April 2021, the government noted that the School Education Department transferred 1284 Non-Gazetted posts including 1083 supernumerary posts of Teacher Grade II & III, to Ladakh.

    “After considering list of posts provided by Union territory of Ladakh vide communication No. UTL/GAD/22/2020(l) dated 14.12.2020, 1756 additional posts (221 Gazetted and 1535 Non-Gazetted) were transferred to Union Territory of Ladakh on 15.11.2022,” it said, adding, “The General Administration Department, Union Territory of Ladakh vide communication No. A/23/2021-GAD-SEC dated 04.02.2022 shared revised list of additional 104 Gazetted and 382 Non-Gazetted posts for detailed listing and also requested to transfer regular 1083 Teacher Grade II/III posts instead of supernumerary posts.”

    The GAD Ladakh order also intimated that if the posts are not available in a particular department, the posts from other departments with similar nomenclature and pay levels be considered and if no such posts are available, then posts of similar pay levels may be apportioned to Union Territory of Ladakh.

    “In the High-level meeting held under the Chairmanship of Union Home Secretary, Ministry of Home Affairs, Government of India held on 16.11.2022, it was decided that the Government of Jammu and Kashmir shall get the remaining posts created including the 1083 supernumerary posts of Teacher Grade-II and III and list the same for transfer to Union Territory of Ladakh,” the order by the government, a copy of which lies with GNS said, adding, “the Finance Department vide U.O. No. FD-Code/99/2021-03-Part(l)-1793 dated 20.12.2022 conveyed concurrence to the creation of 486 posts (104 Gazetted and 382 Non Gazetted) for transfer/ listing in favour of the Union Territory of Ladakh in terms of S.O. 339 dated 30.10.2020.”

    The Administrative Council vide its decision (No. 1/1/2023) dated 22 January this year approved creation of 486 posts (104 Gazetted and 382 Non Gazetted) and 1083 substantive posts of Teachers for transfer to the Ladakh in terms of S.O. 339 dated 30.10.2020, the order said.

    “Now therefore, sanction is hereby accorded to the creation of 486 posts (104 Gazetted and 382 Non Gazetted) in the Pay Levels indicated below for transfer to the Union Territory of Ladakh,” it said, adding, “Further, sanction is also accorded to creation of 1083 posts of Teacher Grade-II/III in applicable Pay Levels as per the relevant Recruitment Rules for transfer to Union Territory of Ladakh, with immediate effect.” (GNS)

    Deepak Kumar (Posthumously), son of Rajinder Kumar of Dhangri, Rajouri and Saroj Bala, wife of Late Rajinder Kumar of Dhangri, Rajouri have been awarded for Achievements in the field of Bravery.

    Dhian Singh (Writer), Rajeshwar Singh Raju (Hindi/Dogri writer), Dr Neelam Sarin (Hindi/Dogri writer) Ghulam Nabi Haleem (Kashmiri author) and Nisar Rahi ( Pahari writer) have been selected for the Award for Achievements in the field of Literature.

    Sculptor Ravinder Jamwal has been awarded for Excellence in Arts & crafts while Ravinder Pandita (Save Sharda Committee) has been awarded for Social Reforms & Empowerment.

    Award for Lifetime Achievements has gone to Bashir Bhaderwahi (Kashmiri/Urdu writer), Ustad Mohammad Yaqoob Sheikh (Kashmiri Sufi classical Maestro) Vijay Kumar Sambyal (Indian classical Maestro) and Ramesh Hangloo (Founder/Director, Radio Sharda).

    Award for Meritorious Public Service has gone to Finance Department, General Administration Department, PW(R&B) Department, Revenue Department, Information Technology Department, Department of Forest, Ecology & Environment; Tourism Department; Food Civil Supplies & Consumer Affairs Dept; J&K Public Service Commission; J&K Sports Council; District Administration, Shopian; District Administration, Kupwara; District Administration Ganderbal; District Administration, Pulwama; District Administration, Jammu; District Administration Udhampur; District Administration, Doda and District Administration, Dooru-Verinag.

    New Delhi: Delhi’s Deputy Chief Minister Manish Sisodia on Friday approved projects worth Rs 12 crore for repair and redevelopment of road infrastructure in the national capital.

    The projects include repair and redevelopment of the Andrews Ganj and Nehru Place flyovers at a cost of Rs 2.10 crore, and culverts at six locations in Najafgarh drain from Bharat Nagar to Timarpur amounting to Rs 9.90 crore.

    While sharing the details about the projects, Sisodia said, “The Delhi government is working round-the-clock to ensure better road infrastructure. The PWD is regularly assessing infrastructure at various locations and ensuring their maintenance from time to time so that no inconvenience is caused to the commuters.

    “Following the same policy, two new projects have been approved recently. The repair and redevelopment of the Andrews Ganj and Nehru Place flyovers will increase the life of the flyovers by up to 20 years.”

    The Andrews Ganj and Nehru Place flyovers project involves the replacement of worn-out bearings which will increase the life of the flyovers by up to 20 years. The work is expected to be completed in six months.

    Another project will ensure the repair and redevelopment of culverts at six locations in Najafgarh drain from Bharat Nagar to Timarpur at a cost of Rs 9.90 crore. Repair of these culverts has been pending for a long time. The project is expected to be completed in nine months.

    Sisodia has directed the concerned officials to complete the work in the stipulated time and ensure that no inconvenience is caused to the public when the work is in progress.

    Mumbai: In a potentially controversial move, the Maharashtra government has ordered the removal of Tipu Sultan, the ruler of the Mysore kingdom, now in Karnataka, given to a prominent suburban garden and playground by the erstwhile Maha Vikas Aghadi government.

    Making the announcement, Bharatiya Janata Party’s Mumbai Suburban District Guardian Minister M.P. Lodha said the decision was taken recently at a meeting with the Collector.

    “Finally, victory of the Right! Ordered removal of name Tipu Sultan from the park in Malad after considering protests by Sakal Hindu Samaj and demands by BJP MP Gopal Shetty,” said Lodha.

    He said in the DPDC meeting last year, the previous MVA government had decided to name the park after Tipu Sultan and the BJP had protested the move.

    However, after dropping Tipu Sultan’s name, the government of Chief Minister Eknath Shinde and Deputy CM Devendra Fadnavis has not yet decided on its renaming, the Minister added.

    The former MVA Minister Aslam Shaikh had revamped the park, included many amenities and sports facilities for the locals and it was named as ‘Shaheed Tipu Sultan Playground’ in January 2022, ahead of the BMC elections, which got postponed.

    Sultan Fateh Ali Tipu (1751-1799), famed as just ‘Tipu Sultan’, ruled the Mysore kingdom from 1782 onwards till his rout and death in the Fourth Anglo-Mysore War (1798-1799).

    Delhi HC directs Kejriwal govt to set up one-stop centres for women, children

    New Delhi: The Delhi High Court on Friday asked the Arvind Kejriwal-led AAP government to set up ‘One-Stop Centres’ for women and children in every district in compliance with a Supreme Court decision of 2018.

    The court’s direction came while a division bench comprising Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad was hearing a plea against media houses for revealing the victim’s identity and accused persons’ name in a rape case of Hyderabad.

    The court directed the Delhi government to act under the relevant section(s) of the Indian Penal Code and lay down the criteria as directed by the Supreme Court for identifying social welfare institutions or organisations, to whom the next-of-kin to give the authorisation for declaration of the name.

    The court referred to the Supreme Court judgement in Nipun Saxena vs Union of India passed on December 11, 2018.

    The bench also noted that the Delhi government has not followed the Supreme Court order to date, wherein the court had requested the state governments and Union Territories to set up at least one one-stop centre in every district within one year of the judgment.

    The top court had ruled that the centres should employ well-trained staff, have sufficient medical facilities with counsellors and psychiatrists available on call and video conferencing facility for recording statements of the victims and courtrooms for the trial of such cases in an attempt to make such centres a central police station where all women-and children-related crimes are registered.

    The bench said: “The state governments are already in contempt in not adhering to the time limit fixed by the Supreme Court in setting up such centres within one year from the date of the judgment passed on December 11, 2018.”

    The high court also said that it does not find it appropriate to initiate proceedings against media houses and reported individuals or to direct investigating authorities to take cognisance of the offence.

    “With these observations, the writ petition is disposed of, along with pending applications, if any,” the court said.

    Hyderabad: The Telangana government on Friday accorded permission fill up 2391 vaccines in different departmental posts.

    The posts will be filled by the Telangana State Public Service Commission (TSPSC), Medical and Health Services Recruitment Board (MHSRB) and Telangana Residential Educational Institutions Recruitment Board (TREIRB).

    Telangana finance minister T Harish Rao extended his best wishes for aspirants who are preparing for the upcoming entrance examinations.

    “Telangana State government under the leadership of Chief Minister, K Chandrasekhar Rao is serving and fulfilling all its promises made to the people. I extend my best wishes to the aspirants,” he said.

    In a government order, the state also accord permission for filling up 166 vacant posts in various categories under the control of the Information and Public Relations Commissioner via the Telangana State Public Service Commission.
