    But so far, the voters they’re hoping to attract don’t seem to care.

    The party’s early messaging promoting the bill amplifies attacks that fell flat for Republicans in the 2022 midterms. And new polling shared with POLITICO shows that the GOP’s legislative achievements aren’t energizing voters in some key states on the 2024 map, threatening their ambitions once again to win the Senate and White House.

    Most Republicans and independents — 59 and 66 percent, respectively — in Arizona, Montana, Nevada, Pennsylvania and West Virginia had heard nothing or little about efforts to speed up federal permitting of energy infrastructure projects, a centerpiece of Republicans’ agenda, according to a Public Opinion Strategies survey of 1,200 registered voters.

    Building America’s Future, a lobbying effort that supports the permitting changes, paid for the polling. The group is backed by GOP operatives with ties to former Vice President Mike Pence and Florida Gov. Ron DeSantis.

    Republicans, however, have faith in the message, even as they acknowledge the difficulty in translating energy permitting into campaign trail slogans.

    “It’s resonating,” Rep. John Curtis (R-Utah) said of the Republican energy agenda. “You can’t take a subject as complex as energy and try to message every little nuance.”

    The GOP is using increasingly aggressive tactics to back up its bet that Americans will back its message. House Speaker Kevin McCarthy tied the fate of a debt limit increase to H.R. 1, raising the stakes of negotiations that Biden administration officials warn could lead to economic catastrophe.

    Democrats, however, were skeptical that the GOP plan would succeed.

    “I don’t think Republicans are going to get very far on this,” said Rep. Ro Khanna. “People want a government that works, they want to build things. That’s way down in the weeds.”

    The House energy bill, which the lower chamber passed last month with near-unanimous Republican support and votes from four Democrats, aims to expand oil and gas drilling and exports, ease the environmental permitting review process, and repeal many of the $369 billion of climate and clean energy incentives enacted in Democrats’ Inflation Reduction Act.

    Targeting those IRA measures could present risks to the GOP, however: Companies have announced at least $243 billion in investments in battery plants, electric vehicles factories and other green energy projects since Biden signed the law in August. And the vast majority of those projects are set to be built in red districts, according to analyses by POLITICO and Climate Power, an environmental organization paid media operation.

    But when pollsters frame the GOP’s energy and permitting proposals as efforts to fight inflation, the ideas fared much better with voters, the survey showed. Seventy-one percent were more likely — including 38 percent who were “much more likely” — to back permitting changes when told they would lower grocery, gasoline and power bills.

    That gives Republicans hope that their broader strategy might gain traction.

    “It’s impossible to make permitting a relevant issue unless you’re focused on how does it impact American families directly,” said Ron Bonjean, a GOP strategist and co-founder and partner of bipartisan public affairs and communications firm ROKK Solutions. “This is not just placing a gambling bet on whether energy prices will be higher or lower at the time of the election … This is showing a solution.”

    It’s not hard to see why Republicans would want to focus on energy. The party’s unity on the issue stands in contrast to other flashpoints like abortion, where Republicans have struggled to align on navigating a debate that has energized Democratic voters. And while inflation has moderated in the past few months, it remains a top worry for voters.

    “Would you rather pay more at the pump or less at the pump? Would you rather have a lower utility bill or a higher utility bill? Would you rather pay more for heating oil or less for heating oil?” Sen. Bill Cassidy (R-La.) said of Republicans’ credo. “I don’t know how to wordsmith that, but it’s something along those lines.”

    The National Republican Congressional Committee plans to use Democrats’ votes against H.R. 1 as a primary line of attack in frontline House districts where voters might lean more moderately and be open to Republicans’ focus on inflation.

    On April 17, the NRCC sent out a memo hitting Democratic Reps. Gabe Vasquez of New Mexico, Mary Peltola of Alaska and Yadira Caraveo of Colorado for voting against the bill, calling their opposition “likely the beginning of the end of their reelection campaign” given the size of their states’ oil and gas industries.

    The NRCC slammed 12 House Democrats when the bill passed in March, saying they “chose the extreme left” in opposing the legislation while citing how much energy and gas costs had risen under Biden.

    Outside groups aligned with Republicans are pouring money into efforts to turn energy policy into a national campaign liability for Democrats. American Action Network, a 501(c)(4) group that is allowed to promote issues without disclosing donors, ran advertisements in Democratic swing districts urging them to vote for H.R. 1. Two such Democrats — Reps. Marie Gluesenkamp Pérez of Washington and Jared Golden of Maine — backed the bill.

    Republicans believe their energy message answers voters’ kitchen table concerns and will appeal to the independents and moderates they will need to win the White House and Senate. Relaxing permitting rules will help both clean energy and fossil fuels, they contend, and they say their legislation will ease pressure on global oil and gas markets while thwarting rivals like China and Russia.

    “Whether it wins elections or not, this is something that we truly need to focus on for our constituencies,” Sen. Joni Ernst (R-Iowa) said.

    Still, even though the House passed the H.R. 1, dubbed the Lower Energy Costs Act, Republicans are a long way from enacting the measures, which need to pass in the Democratically controlled Senate.

    And a focus on energy prices didn’t fare well in the 2022 midterm elections, even in a year when gasoline prices hit all-time highs and home heating costs surged. Those early year price spikes had moderated by the time voters went to the polls, and are even lower now.

    That pullback in prices may have helped turn the anticipated red wave at the ballot box into a red ripple, giving the Republicans a thin majority in the House and keeping the Senate in Democrats’ hands.

    Ernst defended the focus on energy prices last year, and blamed the poor Republican election result instead on weak candidates, many of whom embraced former President Donald Trump’s baseless claims about the 2020 election.

    Democrats maintain that Republicans are presenting a feeble and incoherent agenda, not least because GOP lawmakers have championed various portions of their package. Some have touted the permitting aspect, which they note would help speed development of all types of energy sources — both fossil fuel projects as well as the clean energy projects that Democrats prefer.

    Others, such as House Majority Leader Steve Scalise, have focused on their bill’s goal to spur more oil and gas production — enabling Democrats to make the case that the GOP plan benefits a fossil fuel industry that overwhelmingly donates to Republican candidates.

    “That bill is fundamentally a message bill they are trying to use to set up this fake argument that the reason energy prices are going up is because of something that we’ve done,” Sen. Tina Smith (D-Minn.) said in an interview. She added, “In fact, the reason energy prices have gone up is because the big oil companies don’t want to invest like they used to want to invest because they know the tide has turned when it comes to investors.”

    Republicans contend the wide array of policy issues in the 207-page bill benefits their members, allowing them to tailor its message to their own districts.

    “You can argue, ‘Y’all need to be more concise.’ But because energy is so pervasive, it does affect inflation — this helps those families who’ve been pushed into poverty,” Rep. Garret Graves (R-La.) said.

    “It does affect grocery prices,” he said. “This does create better job opportunities in the United States. This does resist China and helps to put us in a stronger position. So it does solve a lot of different things.”

    And if gasoline prices shoot up again, that could make voters more receptive to Republicans’ call to increase oil and gas production. An April Gallup survey showed a 14-percentage-point jump since 2018 in the number of Americans who believe that national policies should encourage more oil and gas drilling. Thirty-five percent supported that position this time.

    Even that, though, doesn’t represent a clear win for Republicans: A majority of Americans — 59 percent — still believe national policies should place a priority on alternative energy instead of oil and gas, according to the Gallup poll.

    That included 62 percent of independents, the type of voters Republicans want to pull to win the White House and pivotal congressional races. And fewer Americans said they see the energy situation as “very serious” than one year ago — 44 percent then versus 34 percent now.

    PARIS — French unions vowed to continue demonstrations next week amid another day of protests Tuesday against French President Emmanuel Macron’s controversial pension reforms — the 10th general strike this year.

    Clashes broke out between small groups of protesters and police, especially in Paris, where some people also ransacked a supermarket. But the number of protesters also decreased almost everywhere in the country compared to last week, according to estimates by both French authorities and unions. Around 730,000 people protested in total, compared to more than 1 million last Thursday, according to the French interior ministry. Estimates by trade union CGT, meanwhile, calculated that the number of protesters declined from 3.5 million last week to approximately 2 million on Tuesday.

    But Parisians can expect some relief for their noses Wednesday when garbage collectors are set to resume work after weeks of a strike that has left piles of rubbish stacked along streets.

    The protests have been running since the beginning of the year, prompted by Macron’s plans to raise the retirement age from 62 to 64 and increase the level of contributions required to receive a full pension. Discontent mounted earlier this month when the government decided to force the measures through parliament without a vote, raising concerns that the protests could turn into a broader anti-government movement like the Yellow Jackets, which brought months of unrest during Macron’s first term in office.

    The strikes on Tuesday hit sectors including public transport and schools as well as energy plants and oil refineries, causing fuel shortages.

    But Macron’s administration has not shown signs that it will revise the reforms. Government spokesperson Olivier Véran on Tuesday rejected a proposal by the CFDT union to put the measures on ice and find a mediator to resolve the situation.

    But Prime Minister Elisabeth Borne has invited union representatives to meet at the beginning of next week for talks, according to CFDT leader Laurent Berger.

    “The anger begins to rise, even among the most peaceful protesters,” Berger told broadcaster TMC Tuesday evening after protests died down.

    Major trade unions are still planning a further day of strikes and protests next Thursday.

    The EU’s joint presidents flew to last year’s U.N. climate talks in Egypt aboard a private jet, according to data seen by POLITICO that revealed heavy use of private flights by European Council President Charles Michel.

    The flight data, received through a freedom of information request, shows that Michel traveled on commercial planes on just 18 of the 112 missions undertaken between the beginning of his term in 2019 and December 2022.

    He used chartered air taxis on some 72 trips, around 64 percent of the total, including to the COP27 talks in Egypt last November and to the COP26 summit in Glasgow in 2021. Michel invited Commission President Ursula von der Leyen on the flight to Egypt.

    The EU presidents’ choice of transportation to the climate talks highlights a long-standing dilemma for global leaders: how to practice what they preach on greenhouse gas emissions while also facing a demanding travel schedule that makes private aviation a tempting option — even a necessary evil.

    When Michel, a former Belgian prime minister, arrived in the resort town of Sharm El-Sheikh, he delivered a sober message to the gathered climate dignitaries: “We have a climatic gun to our head. We are living on borrowed time,” he said, before adding: “We are, and will remain, champions of climate action.”

    According to the NGO Transport & Environment, a private jet can emit 2 tons of planet-cooking CO2 per hour. That means during the five-hour return flight to Sharm El-Sheikh, Michel and von der Leyen’s jet may have emitted roughly 20 tons of CO2 — the average EU citizen emits around 7 tons over the course of a year.

    Most COP27 delegates — including the EU’s Green Deal chief Frans Timmermans, according to a Commission official — took commercial flights normally packed with sun-seeking tourists.

    The decision to travel to Egypt by private jet was made after no commercial flights were available to return Michel to Brussels in time for duties at the European Parliament, his spokesperson Barend Leyts told POLITICO.

    Staff also explored the option of flying aboard Belgian Prime Minister Alexander De Croo’s plane, but it was scheduled to return before Michel’s work at COP27 would be completed.

    Unlike many national governments, the EU does not own planes to transport its leaders. Hiring a private jet was “the only suitable option in the circumstances,” said Leyts. “Given that the president of the Commission was also invited to the COP27, we proposed to share a flight.” 

    Leyts stressed that the flight complied with internal Council rules, which dictate that officials should fly commercial when possible.

    A spokesperson from the Commission confirmed that the famously hostile pair had shared the cabin to Sharm El-Sheikh, noting that reaching the destination by commercial flight was difficult due to the high volume of traffic and von der Leyen’s packed schedule.

    “The fact that both presidents traveled together, with their teams, shows that they did what was possible to optimize the travel arrangements and reduce the associated carbon footprint,” added the Commission’s spokesperson.

    The Commission previously told POLITICO that von der Leyen’s use of chartered trips is limited to “exceptional circumstances,” such as for security reasons or if a commercial flight isn’t available or doesn’t fit with diary commitments. The institution has previously declined POLITICO’s request to share detailed information on the modes of transportation used by the Commission chief for her foreign trips.

    As part of its climate goals, the EU is looking to tighten its rules on staff travel to encourage greener modes of transport and bring down the institution’s emissions. 

    The Commission is aiming to achieve climate neutrality by 2030 by switching to “sustainable business travel,” favoring greener travel options and encouraging employees to cycle, walk or take public transport to work.

    Leyts said Michel’s staff enquired about the possibility of using sustainable aviation fuel, but were “regrettably” told that neither Brussels nor Sharm El-Sheikh airports had provision.

    Since 2021, Michel has offset the emissions of his flights through a scheme that funds a Brazilian ceramics factory to switch its fuel from illegal timber to agricultural and industrial waste products, according to Leyts. Since 2022, that has applied to all of his flights.

    PARIS — France is bracing for fresh chaos Tuesday with a day of protests planned against Emmanuel Macron’s detested pensions reform, and trade unions calling for a general strike.

    Protests last Thursday descended into turmoil with clashes between police and protesters, and scenes of violence across the country. In the wake of the unrest, which resulted in more than 450 arrests, the French president was forced to cancel a state visit by King Charles III amid security concerns.

    Public transport, universities, schools and public services are expected to be disrupted again Tuesday. The impact of the industrial action is being felt across all sectors and areas of public life. A rolling strike of waste collectors in Paris has meant that trash is still piled high in parts of the French capital, and a strike at refineries has led to fuel shortages at some petrol pumps.

    Despite widespread unrest, the French president pledged last week that he would not backtrack on the pensions reform which raises the age of retirement to 64 from 62, saying it was “necessary” for the country to balance the books of its generous pensions scheme.

    The French government sparked outrage when it invoked article 49.3 of the French constitution to pass its pensions reform, in a controversial move that bypassed a vote in parliament it was expected to lose. The government narrowly survived two motions of no confidence in the National Assembly after the controversial move.

    Tuesday’s protest could be an indicator of whether Macron’s inflexibility whips up more discontent on the street or whether the protest movement is starting to subside. French police have been accused of using heavy-handed tactics and it is likely that students and pupils will join protests in greater numbers. On Saturday, a man was left in a critical condition after clashes with police at a French water reservoir project.

    Stalemate over pensions reform

    Ahead of the protests on Tuesday, Prime Minister Elisabeth Borne called for talks with trade unions and announced she would no longer use article 49.3 except when it comes to budgetary measures.

    “Obviously there are tensions over the reform, we need to listen,” she told AFP on Sunday. “[We need] to calm the country and give the French some answers promptly.”

    However, talks between the government and trade unions over the pensions reforms are at a standstill. Macron has said he is open to discussing a range of issues including working conditions, pay and work-related strain, but not the pensions reform. Trade unions say they would agree to talks only if the government agreed to re-examine the legal age of retirement.

    With no clear way out and in the wake of a string of violent incidents over the last weeks, there are fears within the trade unions that France may be facing a socio-political crisis similar to the Yellow Jackets movement that rocked the country in 2018-2019.

    Trade union leader Laurent Berger warned Monday that France was in “a total state of tension.”

    “There is a common will [with the government] to find an exit for this protest movement and not descend into a madness that might take hold of the country, with violence and resentment,” he warned in an interview with French channel France 2.

    The Hungarian parliament ratified Finland’s NATO membership on Monday, putting Helsinki one step closer to joining the alliance but leaving Sweden waiting in the wings. 

    Members of Hungary’s parliament voted by a margin of 182 to 6 in favor of Finnish accession.

    Helsinki now only needs the Turkish parliament’s approval — expected soon — to become a NATO member. 

    Hungary’s move comes after repeated delays and political U-turns. 

    Hungarian officials spent months telling counterparts they had no objections and their parliament was simply busy with other business. 

    Budapest then changed its narrative last month, with Hungarian Prime Minister Viktor Orbán — who has an iron grip over his ruling Fidesz party — arguing the point that some of his legislators had qualms regarding criticism of the state of Hungarian democracy. 

    Finland and Sweden have been at the forefront of safeguarding democratic standards in Hungary, speaking out on the matter long before many of their counterparts.

    But earlier this month — just as Turkish President Recep Tayyip Erdoğan announced that he will support Finland’s NATO membership — the Fidesz position flipped again, with its parliamentary group chair then announcing support for Helsinki’s bid.

    Turkey’s parliament is expected to ratify Finnish membership soon. But it is keeping Sweden in limbo, as Turkish officials say they want to see the country implement new anti-terror policies before giving Ankara’s green light. 

    Following in Turkey’s footsteps, Hungary is now also delaying a decision on Sweden indefinitely — prompting criticism from Orbán’s critics. 

    Attila Ara-Kovács, a member of the European Parliament from Hungary’s opposition Democratic Coalition, said that Orbán’s moves are part of a strategy to fuel anti-Western attitudes at home. 

    The government’s aim is “further inciting anti-Western and anti-NATO sentiment within Hungary, especially among Orbán’s fanatical supporters — and besides, of course, to serve Russian interests,” he said. 

    “This has its consequences,” Ara-Kovács said, adding that “support for the EU and NATO in the country is significantly and constantly decreasing.”

    A recent Eurobarometer poll found that 39 percent of Hungarians view the EU positively. A NATO report, published last week, shows that 77 percent of Hungarians would vote to stay in the alliance — compared to 89 percent in Poland and 84 percent in Romania.

    But Hungarian officials are adding the spin that they do support Sweden’s NATO membership. 

    The Swedish government “constantly questioning the state of Hungarian democracy” is “insulting our voters, MPs and the country as a whole,” said Balázs Orbán, the Hungarian prime minister’s political director (no relation to the prime minister).

    It is “up to the Swedes to make sure that Hungarian MPs’ concerns are addressed,” he tweeted on Sunday. “Our goal,” he added, “is to support Sweden’s NATO accession with a parliamentary majority as broad as possible.”

    SRINAGAR: National Investigation Agency on Tuesday said that it has arrested a person in connection with NGO- militancy case in Central Kashmir’s Srinagar district.

    Irfan Mehraj was apprehended by the National Investigation Agency (NIA) in Srinagar for his alleged involvement in funding militant activities in the valley on Monday. According to NIA’s investigation into the NGO militancy funding case registered in October 2020, Mehraj was closely associated with Khurram Parvez and worked with his organization, Jammu and Kashmir Coalition of Civil Societies (JKCCS).

    The probe revealed that the JKCCS, under the guise of protecting human rights, was promoting a secessionist agenda in the Valley. The NIA’s findings were disclosed in a handout to the news agency GNS.

    According to the spokesman, the investigation is looking into the funding of militancy-related activities by certain NGOs, trusts, and societies based in the Valley. Some of these organizations, registered and unregistered, have been found to be collecting funds both domestically and abroad under the guise of carrying out charitable and welfare activities such as public health and education. However, the probe has revealed that some of these organizations have established connections with banned militant groups like Lashkar-e-Toiba (LeT) and Hizbul Mujahideen (HM). (GNS)

    Europe is on track to kick its addiction to Russian fossil fuels, but can’t seem to replicate that success with nuclear energy a year into the Ukraine war.

    The EU’s economic sanctions on Russian coal and oil permanently reshaped trade and left Moscow in a “much diminished position,” according to the International Energy Agency. Coal imports have dropped to zero, and it is illegal for Russian crude to be imported by ship; only four countries still receive it by pipeline.

    That’s compared to the bloc getting 54 percent of its hard coal imports and one-quarter of its oil from Russia in 2020.

    Russian President Vladimir Putin’s decision to turn off the gas taps while the EU turned increasingly to liquefied natural gas deliveries from elsewhere caused the reliance on Moscow to tumble from 40 percent of the bloc’s gas supply before the war to less than 10 percent now.

    But nuclear energy has proved a trickier knot for EU countries to untie — for both historical and practical reasons.

    As competition in the global nuclear sector atrophied following the Cold War, Soviet-built reactors in the EU remained locked into tailor-made fuel from Russia, leaving Moscow to play an outsized role.

    In 2021, Russia’s state-owned atomic giant Rosatom supplied the bloc’s reactors with 20 percent of their natural uranium, handled a quarter of their conversion services and provided a third of their enrichment services, according to the EU’s Euratom Supply Agency (ESA).

    That same year, EU countries paid Russia €210 million for raw uranium exports, compared to the €88 billion the bloc paid Moscow for oil.

    The value of imports of Russia-related nuclear technology and fuel worldwide rose to more than $1 billion (€940 billion) last year, according to research from the Royal United Services Institute (RUSI). In the EU, the value of Russia’s nuclear exports fell in some countries like Bulgaria and the Czech Republic but rose in others, including Slovakia, Hungary and Finland, RUSI data shared with POLITICO showed.

    “While it is difficult to draw definitive conclusions from what is ultimately a time-limited and incomplete dataset, it does clearly show that there are still dependencies on, and a market for, Russian nuclear fuel,” said Darya Dolzikova, a research fellow at RUSI.

    Although uranium from Russia could be replaced by imports from elsewhere within a year — and most nuclear plants have at least one-year extra reserves, according to ESA head Agnieszka Kaźmierczak — countries with Russian-built VVER reactors rely on fuel made by Moscow.

    “There are 18 Russian-designed nuclear power plants in [the EU] and all of them would be affected by sanctions,” said Mark Hibbs, a senior fellow at Carnegie’s Nuclear Policy Program. “This remains a deeply divided issue in the European Union.”

    That’s why the bloc has struggled over the past year to target Russia’s nuclear industry — despite repeated calls from Ukraine and some EU countries to hit Rosatom for its role in overseeing the occupied Ukrainian Zaporizhzhia nuclear plant, and possibly supplying equipment to the Russian arms industry.

    “The whole question of sanctioning the nuclear sector … was basically killed before there was ever a meaningful discussion,” said a diplomat from one EU country who spoke on condition of anonymity.

    The most vocal opponent has been Hungary, one of five countries — along with Slovakia, Bulgaria, Finland and the Czech Republic — to have Russian-built reactors for which there is no alternative fuel so far.

    Bulgaria and the Czech Republic have signed contracts with U.S. firm Westinghouse to replace the Russian fuel, according to ESA chief Kaźmierczak, but the process could take “three years” as national regulators also need to analyze and license the new fuel.

    The “bigger problem” across the board is enrichment and conversion, she added, due to chronic under-capacity worldwide. It could take “seven to 10 years” to replace Rosatom — and that timeline is conditional on significant investments in the sector.

    While Finland last year scrapped a deal to build a Russian-made nuclear plant on the country’s west coast — prompting a lawsuit from Rosatom — others aren’t changing tack.

    Slovakia’s new Mochovce-3 Soviet VVER-design reactor came online earlier this month, which Russia will supply with fuel until at least 2026.

    MUNICH — China is trying to drive a fresh wedge between Europe and the United States as Russia’s invasion of Ukraine trudges past its one-year mark.

    Such was the motif of China’s newly promoted foreign policy chief Wang Yi when he broke the news at the Munich Security Conference on Saturday that President Xi Jinping would soon present a “peace proposal” to resolve what Beijing calls a conflict — not a war — between Moscow and Kyiv. And he pointedly urged his European audience to get on board and shun the Americans.

    In a major speech, Wang appealed specifically to the European leaders gathered in the room.

    “We need to think calmly, especially our friends in Europe, about what efforts should be made to stop the warfare; what framework should there be to bring lasting peace to Europe; what role should Europe play to manifest its strategic autonomy,” said Wang, who will continue his Europe tour with a stop in Moscow.

    In contrast, Wang launched a vociferous attack on “weak” Washington’s “near-hysterical” reaction to Chinese balloons over U.S. airspace, portraying the country as warmongering.

    “Some forces might not want to see peace talks to materialize,” he said, widely interpreted as a reference to the U.S. “They don’t care about the life and death of Ukrainians, [nor] the harms on Europe. They might have strategic goals larger than Ukraine itself. This warfare must not continue.”

    Yet at the conference, Europe showed no signs of distancing itself from the U.S. nor pulling back on military support for Ukraine. The once-hesitant German Chancellor Olaf Scholz urged Europe to give Ukraine even more modern tanks. And French President Emmanuel Macron shot down the idea of immediate peace talks with the Kremlin.

    And, predictably, there was widespread skepticism that China’s idea of “peace” will match that of Europe.

    “China has not been able to condemn the invasion,” NATO Secretary-General Jens Stoltenberg told a group of reporters. Beijing’s peace plan, he added, “is quite vague.” Peace, the NATO chief emphasized, is only possible if Russia respects Ukraine’s sovereignty.

    Europe watches with caution

    Wang’s overtures illustrate the delicate dance China has been trying to pull off since the war began.

    Keen to ensure Russia is not weakened in the long run, Beijing has offered Vladimir Putin much-needed diplomatic support, while steering clear of any direct military assistance that would attract Western sanctions against its economic and trade relations with the world.

    “We will put forward China’s position on the political settlement on the Ukraine crisis, and stay firm on the side of peace and dialogue,” Wang said. “We do not add fuel to the fire, and we are against reaping benefit from this crisis.”

    According to Italy’s Foreign Minister Antonio Tajani, who met Wang earlier this week, Xi will make his “peace proposal” on the first anniversary of the war, which is Friday.

    Ukrainian Foreign Minister Dmitro Kuleba is expected to hold a bilateral meeting with Wang while in Munich. He said he hoped to have a “frank” conversation with the Beijing envoy.

    “We believe that compliance with the principle of territorial integrity is China’s fundamental interest in the international arena,” Kuleba told journalists in Munich. “And that commitment to the observance and protection of this principle is a driving force for China, greater than other arguments offered by Ukraine, the United States, or any other country.”

    EU foreign policy chief Josep Borrell is also expected to meet Wang later on Saturday.

    Many in Munich were wary of the upcoming Chinese plan.

    German Foreign Minister Annalena Baerbock welcomed China’s effort to use its influence to foster peace but told reporters she had “talked intensively” with Wang during a bilateral meeting on Friday about “what a just peace means: not rewarding the attacker, the aggressor, but standing up for international law and for those who have been attacked.”

    “A just peace,” she added, “presupposes that the party that has violated territorial integrity — meaning Russia — withdraws its troops from the occupied country.”

    One reason for Europe’s concerns is the Chinese peace plan could undermine an effort at the United Nations to rally support for a resolution condemning Russia’s invasion of Ukraine, which will be on the U.N.’s General Assembly agenda next week, according to three European officials and diplomats.

    Taiwan issue stokes up US-China tension

    If China was keen to talk about peace in Ukraine, it’s more reluctant to do so in a case closer to home.

    When Wolfgang Ischinger, the veteran German diplomat behind the conference, asked Wang if he could reassure the audience Beijing was not planning an imminent military escalation against Taiwan, the Chinese envoy was non-committal.

    “Let me assure the audience that Taiwan is part of Chinese territory. It has never been a country and it will never be a country in the future,” Wang said.

    The worry over Taiwan resonated in a speech from NATO Secretary-General Jens Stoltenberg, who said “what is happening in Europe today could happen in east Asia tomorrow.” Reminding the audience of the painful experience of relying on Russia’s energy supply, he said: “We should not make the same mistakes with China and other authoritarian regimes.”

    But China’s most forceful attack was reserved for the U.S. Calling its decision to shoot down Chinese and other balloons “absurd” and “near-hysterical,” Wang said: “It does not show the U.S. is strong; on the contrary, it shows it is weak.

    Wang also amplified the message in other bilateral meetings, including one with Pakistani Foreign Minister Bilawal Bhutto Zardari. “U.S. bias and ignorance against China has reached a ridiculous level,” he said. “The U.S. … has to stop this kind of absurd nonsense out of domestic political needs.”

    It remains unclear if Wang will hold a meeting with U.S. Secretary of State Antony Blinken while in Germany, as has been discussed.

    Washington is trying to “demonize Russia” and “fuel the Ukrainian crisis” by accusing Moscow of crimes against humanity, Russian Ambassador to the U.S. Anatoly Antonov said on Sunday.

    U.S. Vice President Kamala Harris announced Saturday that Washington has formally determined that Russia is committing crimes against humanity in Ukraine, in an address at the Munich Security Conference in Germany.

    In a message on the social media network Telegram, Antonov said: “We consider such insinuations as an attempt, unprecedented in terms of its cynicism, to demonize Russia in the course of a hybrid war, unleashed against us. There is no doubt that the purpose of such attacks is to justify Washington’s own actions to fuel the Ukrainian crisis,” he said.

    Harris had said Russia is responsible for a “widespread and systematic attack” against Ukraine’s civilian population, committing war crimes — as the administration formally concluded last March — and illegal acts against non-combatants. She cited evidence of execution-style killings, rape, torture and forceful deportations.

    The Biden administration will continue to assist Ukraine in investigating these alleged crimes, she said, pledging to hold “to account” the perpetrators and “their superiors.”

    “Let us all agree: on behalf of all the victims, both known and unknown: justice must be served,” Harris added.

    Europe loves the Aussies again. 

    Australia was, until recently, an international pariah on climate change and a punchline in Brussels. But a new government in Canberra coupled with Europe’s energy and economic woes mean a better relationship is now emerging — one that could fuel Europe’s transition to a clean economy, while enriching Australia immensely.

    “Europe is energy hungry and capital rich, Australia’s energy rich and capital hungry, and that means that there’s a lot that we can do together,” said Australia’s Minister for Climate Change and Energy Chris Bowen.

    A little over a year ago, relations between Australia and the EU were in a parlous state. The government of Prime Minister Scott Morrison had reneged on a nuclear submarine contract — a decision the current government stands by — incensing the French and by extension the EU. Equally as frustrating for many Europeans was Australia’s climate policy, which was viewed as outstandingly meager even in a lackluster global field.

    The election of Labor Prime Minister Anthony Albanese — whose father was Italian — last May brought a change in tone, as well as a new climate target and a trickle of policies designed to cut greenhouse gas pollution that heats up the planet.

    Those moves were “the entry ticket” to dealings with Europe, Bowen told POLITICO in Brussels, the second-last stop on a European tour. “Australia’s change of climate positioning, climate policy, has changed our position in the world.”

    That’s been most notable in progress on talks on a free trade agreement with the EU. Landing that deal would be a “big step forward,” said Bowen. Particularly because when it comes to clean energy, Australia wants to sell and Europe wants to buy.

    Using the vast sunny desert in its interior, Australia could be a “renewable energy superpower,” Bowen argued. Solar energy can be tapped to make green hydrogen and shipped to Europe, he said.

    European governments are listening closely to the pitch. Bowen was in Rotterdam on Monday, inspecting the potential to use the Netherlands port as an entry for antipodean hydrogen. He signed a provisional deal with the Dutch government to that end. Last week, Bowen announced a series of joint investments with the German government in Australian hydrogen research projects worth €72 million.

    It’s not just sun, Australia has tantalum and tungsten and a host of minerals Europe needs for building clean tech, but that it currently imports. In many cases those minerals are refined or otherwise processed in China, a dependency that Brussels is keen to rapidly unwind — not least with its Critical Raw Materials Act, expected in March.

    According to a 2022 government report, Australia holds the second-largest global reserves of cobalt and lithium, from which batteries are made, and is No. 1 in zirconium, which is used to line nuclear reactors.

    Asked whether Australia can ease Europe’s dependence on China, Bowen said: “We want to be a very strong factor in the supply chains. We’re a trusted, reliable trading partner. We have strong ethical supply chains. We have strong environmental standards.”

    But Australia has its own entanglements.

    Certain Australian minerals, notably lithium, are largely refined and manufactured in China. Bowen said he was keen on bringing at least some of that resource-intensive, polluting work back to Australia.

    While its climate targets are now broadly in line with other rich nations, the rehabilitation of Australia’s climate image jars with its role as one of the biggest fossil fuel sellers on the planet.

    Australia’s coal exports, when burned in overseas power plants, generate huge amounts of planet-warming pollution — almost double the amount produced annually by Australians within their borders. Australia is also the third-largest exporter of natural gas, including an increasing flow to the EU. At home, the government is facing calls from the Greens party and centrist climate independents to reject plans for more than 100 coal and gas developments around the country.

    But how many of Bowen’s counterparts raised the issue of Australia’s emissions during his travels around Europe? “Nobody,” he said. “We are here to help.”
