    Riyadh: The Kingdom of Saudi Arabia’s Ministry of Haj and Umrah said that the duration of the Umrah visa is 90 days, and it begins from the moment the pilgrim enters the territory of the Kingdom.

    This came in response to an inquiry on the ministry’s Twitter account, asking that Umrah visa has been issued, bearing in mind that it will expire after the Haj season, so will the pilgrims leave before the Haj?

    In response, the ministry of Haj and Umrah stated that the visa “starts from the date of entry into the Kingdom of Saudi Arabia, with the necessity of adhering to the validity period of the visa.”

    In the same context, the Ministry of Haj clarified that the length of stay for those coming with Umrah visas is 90 days.

    On April 15, Saudi Arabia has opened reservations to perform Umrah at the Grand Mosque, Islam’s holiest site in Makkah, during the current Islamic month of Shawwal that began on April 21.

    Reservations are made through the Nusuk application, which allows Muslims wishing to perform Umrah or visit holy places in Saudi Arabia to obtain the appropriate visas and permits, in addition to packages related to purchasing online.

    According to the Saudi authorities, obtaining an electronic permit for Umrah is still mandatory.

    Millions of Muslims, who cannot physically or financially afford the annual haj, flock to Saudi Arabia to perform the Umrah pilgrimage.

    In recent months, the Kingdom has unveiled a host of facilities for Muslims abroad to come to the country to perform the Umrah.

    SRINAGAR: A massive operation to track down militants involved in a deadly attack on an army truck in Poonch district has entered its fifth day, with around 50 people, including 14 over ground workers, detained for questioning so far. The attack on Thursday killed five Army personnel, with one soldier seriously injured after their vehicle caught fire.

    The operation is focused on Bhata Dhurian-Tota Gali and neighbouring areas, with Special Forces and the National Security Guard engaged in searching the dense forest areas. Drones, sniffer dogs, and metal detectors are being used to aid the search, and natural cave hideouts in the area are also being checked, as are areas where improvised explosive devices (IEDs) may have been planted.

    Two groups of seven to eight militants are believed to have carried out the attack, with militants reportedly hiding in a culvert on the road stretch before attacking the vehicle. Over 50 bullet marks have been found on the vehicle, demonstrating the intensity of the firing by militants. The army truck was carrying fruits, vegetables, and other items from the Bhimber Gali camp to Sangiote village for Iftar celebration when the attack occurred.

    The slain soldiers were from a Rashtriya Rifles unit deployed for counter-militancy operations. The Bhimber Gali-Poonch road, closed for traffic following the attack, was reopened on Sunday, and experts from various agencies, including the National Security Guard and the National Investigation Agency, have visited the site to investigate the incident.

    Army’s Northern Commander, Upendra Dwivedi, while speaking to The Tribune has confirmed that necessary action to apprehend the militants responsible for the attack is ongoing.

    The Tribune reports that the agencies have narrowed their focus on two militant handlers based in Pakistan who are suspected of being responsible for the ambush.
    As per The Tribune, The two militant handlers, Rafiq Nai (also known as Sultan) and Habibullah Malik (also known as Sajid Jutt), are believed to have played a key role in the attack. Both men were designated as militants by the Indian government last year. Habibullah’s name had previously come up in connection with a 2021 attack in the same forested area of Bhata Dhurian. During that encounter, which lasted over two weeks, nine soldiers were killed.

    Habibullah, who was born in 1982 in Kasur, Pakistan, is associated with Lashkar-e-Toiba (LeT) and its offshoot, The Resistance Front (TRF). According to a notification by the Union Home Ministry, he has been involved in radicalizing and recruiting Kashmiri youths into militancy through his network. He is also suspected of involvement in drone-dropping of arms and communication systems in Jammu region for J&K-based militants, as well as behind the infiltration of militants through the Line of Control in Poonch, particularly Bhimber Gali. Habibullah was also responsible for a fidayeen attack on soldiers at Hyderpora, Srinagar, in June 2013, and the killing of the then SHO of Chadoora, Budgam, in December 2013.

    Rafiq, on the other hand, is the “launching commander” of Tahreek-ul-Mujahideen and Jammu Kashmir Ghaznavi Force. He is involved in supervising narcotics and weapon smuggling and the infiltration of militants in the Poonch and Rajouri sectors.
    Despite the fact that the militants responsible for the Poonch attack have fled the scene, the National Investigation Agency (NIA), Intelligence Bureau (IB), police, and other agencies have been working to identify those behind the attack. The Indian government has designated both Rafiq and Habibullah as militants, and their alleged involvement in the recent attack underscores the ongoing threat posed by militants operating from across the border in Pakistan.

    Quoting officials on Monday, The Tribune reported that more than 40 people have been detained for questioning in connection with the Poonch militant attack. The cordon-and-search operation (CASO) has been intensified in Bhata Dhurian-Tota Gali and nearby areas with the induction of additional troops.

    They added that the militants are believed to have hidden in a culvert on a stretch of the Bhimber Gali-Poonch road before attacking the truck. More than 50 bullet marks were found on the armoured vehicle. During the search operation, troops discovered natural cave hideouts that may have been used by the militants in the past. The troops are also looking for any improvised explosive devices (IEDs) that the militants may have planted in the dense forested areas.

    New Delhi: The BJP on Tuesday fielded Shikha Rai and Soni Pandey for the election of the mayor and the deputy mayor of the Municipal Corporation of Delhi (MCD), despite not having adequate numbers in the House.

    Accompanied by Delhi BJP leaders, Rai and Pandey filed their papers for the polls to the posts of mayor and deputy mayor respectively on Tuesday, the last day of filing nominations.

    Rai is the councillor from the Greater Kailash-1 ward, while Pandey represents northeast Delhi’s Sonia Vihar ward in the civic body.

    Earlier, a top Delhi BJP leader had claimed that the saffron party was not likely to contest the polls as there was a “clear mandate” in the favour of the Aam Aadmi Party (AAP).

    The AAP has re-nominated incumbent mayor Shelly Oberoi and deputy mayor Aaley Mohammad Iqbal for the posts.

    Bharatiya Janata Party (BJP) leaders hoped that the councillors in the MCD will elect Rai.

    “The BJP is determined to run a good, clean and strong municipal corporation and we hope that all corporators will elect the experienced senior councillor of the party,” Delhi BJP general secretary Harsh Malhotra said.

    Rai said she will seek votes from the councillors on the basis of her vision for the MCD. A former vice-president of the Delhi BJP, she gained prominence after joining other leaders of the saffron party in hoisting the tricolour at Srinagar’s Lal Chowk in 2011.

    A lawyer by profession, Rai is an experienced councillor of the civic body where she held the posts of leader of the House in 2017-18 and chairman of the standing committee in 2018-19.

    The one-year term of the MCD mayor begins in April. The post has five single-year terms on a rotational basis, with the first year being reserved for women, the second for the open category, the third for the reserved category and the remaining two again for the open category.

    The BJP had contested the election for the post of mayor of the unified MCD in February despite not having the necessary votes to emerge victorious. Oberoi had defeated BJP councillor Rekha Gupta in the February poll by 34 votes.

    Iqbal too had defeated his opponent from the BJP.

    The AAP won the MCD polls held in December last year. It ended the BJP’s 15-year rule at the civic body. The Arvind Kejriwal-led party bagged 134 of the 250 wards, while the BJP got 104.

    Damascus: The ongoing Syrian conflict is entering its 13th year with some positive signs that the deadlocked political settlement could see a nudge this year.

    The first three months of 2023 witnessed some crucial developments that raised hopes about a possible detente in the 13th year of the crisis, reports Xinhua news agency.

    The main headline was the success of the Russian and Iranian efforts to break the ice between Syria and Turkey as the relations between the two neighbouring countries have seen much tension over the past 12 years.

    Deputy foreign ministers of Syria, Turkey, Russia, and Iran are set to meet soon to pave the way for the meetings of Syrian and Turkish foreign ministers for the first time since the beginning of the conflict.

    In December last year, the Defence Ministers of the two rivals met in Moscow.

    A possible rapprochement between Syria and Turkey is crucial for peacefully defusing the crisis. Turkey enjoys considerable sway over key rebel groups in northern Syria as it’s one of the opposition backers.

    Another unexpected positive development was the China-backed reconciliation between Saudi Arabia and Iran. Both are regional powerhouses and key players in the Syrian war, with Iran supporting the government of President Bashar al-Assad while Saudi is a key opposition backer.

    On top of that, the devastating earthquakes, which jolted Syria and Turkey on February 6, have pushed Arab countries to shelve former policies toward Damascus, creating the so-called “disaster diplomacy”.

    For the first time in more than a decade, Saudi planes landed in Syrian airports delivering relief aid to the earthquake victims.

    Egyptian Foreign Minister Sameh Shoukry also made an “ice-breaking” visit to Syria after the quake, expressing the most populous Arab country’s support for Syria.

    On Wednesday, the 12th anniversary of the Syrian war, Russian President Vladimir Putin hosted his Syrian counterpart for talks that are believed to touch upon Syrian-Turkish reconciliation.

    Positive signals can be felt domestically, regionally, and globally, said Mohammad Al-Omari, a Syrian political observer and writer.

    “Moscow and Tehran exert efforts to find a mediation formula between Syria and Turkey and reflect that on the political track in Syria. The earthquake’s devastating impact on Syria has provided chances for some countries to communicate and cooperate with Syria,” he told Xinhua.

    The analyst pointed out that the current positive vibe could push the stalemated political talk forward, noting that a comprehensive political solution demands a broader international and regional alignment based on cooperation and stability.

    According to Unicef estimates, 90 per cent of people in Syria live in poverty, most are unable to make ends meet or bring food to the table.

    Families have had their resources depleted, with limited employment opportunities, skyrocketing prices, and a shortage of basic supplies.

    Islamabad: The stalemate between Pakistan Tehreek-e-Insaf (PTI) supporters and law enforcement personnel continued for a second consecutive day on Wednesday near Imran Khans Zaman Park residence in Lahore amid fresh attempts to arrest the former Prime Minister in connection with the Toshkhana case.

    TV footage also showed PTI workers outside Zaman Park setting motorcycles and other vehicles on fire, Dawn reported.

    For more than 15 hours, PTI workers engaged the Islamabad police — aided by their Punjab counterparts and later Rangers personnel — in pitched battles that continued late into the night with no signs of relenting.

    So far, the police have suffered around 30 casualties during the clash, while at least 15 PTI men have been detained.

    In the latest video posted by the PTI on its official Twitter handle, the party claimed that the police had started tear gas shelling at Khan’s residence once again, Dawn reported.

    Separately, in a series of tweets, the former premier said that after a day of facing tear gas, cannons with chemical water, rubber bullets and live bullets, “we now have Rangers taking over and are now in direct confrontation with the people”.

    “My question to the establishment, to those who claim they are neutral’: Is this your idea of neutrality, Rangers directly confronting unarmed protestors & leadership of the largest political party when their leader is facing an illegal warrant & case already in court & when govt of crooks trying to abduct & possibly murder him?” he asked.

    SRINAGAR: The Anantnag Patwar Association continued their sit-in protest for the seventh consecutive day at Achabal, to seek an early redressal of their demands.

    The Patwar Association said they have been demanding a hike in pay scales for patwaris, departmental promotion of patwaris and girdawars, and a ban on direct recruitment of Tehsildars.

    They said that construction of patwar khanas, creation of patwar halqas and girdawar circles, timely conduct of DPCs, and an increase in their allowances are also in their agenda.

    “We are sitting here under the banner of All Jammu and Kashmir Patwari Association for the seventh consecutive day, to let the government know about our demands. We graduate patwaris have a grade pay issue which the government should consider.” they said.

    “Education and finance departments , teachers , account officers in the finance department have a handsome grade pay. Similarly, we graduate Patwaris demand a genuine increase in our grade pay.”

    The other issue is that girdawar circle and pathwar Halqa are the same since the time of Maharaja Hari Singh and  we demanding for their delimitation,”  they added.

    “We would also like to draw the keen interest of the administration towards the direct recruitment of Naib Tehsildars and demand a 75:25 quota, like the one in vogue in the Union territory of Ladakh and 75%, Girdawars and departmental Patwaris should be promoted to Naib Tehsildar”, the protesting paatwaris  further said.

    Meanwhile CPI (M) leader Mohamad Yousuf Tarigami also urged the government to redress genuine demands of striking patwaris. “The strike of patwaris has paralysed the working in revenue department”, Tarigami said.

    “The administration has been giving assurances and making promises that their genuine grievances would be redressed, but nothing seems to be happening on ground, forcing them to go on protest. The demands include increase in the grade pay of graduate patwaris, timely departmental promotion of patwaris,girdawaris, rent for Patwar Khanas (Private accommodation), construction of new Patwar Khanas, creation of new patwar halqas and Girdawar circles are all genuine demands, which must be fulfilled without any further delay”, Tarigami said in a statement.

    He urged that the Government must talk to the representatives of the Association and take effective steps to settle their genuine demands. (GNS)

    SRINAGAR: Jammu and Kashmir’s borderland continues to be peaceful and tension free as the ceasefire between the rival armies entered the third year. There is no shelling from either side and life is near normal. Unlike past, people straddling the Line of Control are throwing big feasts on marriages, which are visible and noisy.

    The ceasefire is holding despite Islamabad and Delhi not seeing eye to eye and the diplomatic relationship continues to remain at the lowest ebb, ever. The two countries, however, continue to hit at each other in international forums, mostly on and around Kashmir. The security grid continues to maintain a strong counter-infiltration mechanism in place.

    In the last two years, there were only three instances of breach of ceasefire and the officials insist they were of minor nature.

    While the infiltration is by and large very difficult, the security grid is facing two different challenges. One is the use of drones in supplying arms and ammunition and another is the consistent supply of drugs. While the patches of the International Border falling in the Kathua and Jammu sector is usually in news for drone infiltrations, it is the Karnah (Tangdhar) sector of the LoC that is usually been as major source of drugs entry into Kashmir.

    With the guns silent along the Line of Control (LoC), the residents who were earlier demanding bunkers and shelters to save from raining shells are now seeking better road and other basic infrastructure.

    “The road stretches at Dardkote in Uri are dotted with potholes which speaks volumes about the tall claims of the government of improving road connectivity,” Faisal Khan, a Sarpanch in Uri, were quoted saying by a local news gatherer, KNO. “The road is dotted with huge potholes and has not been repaired for the last several years and the authorities concerned are least bothered about the sufferings of people. The road acts as an important link which connects several areas and thousands of commuters, transporters pass through potholes every day.”

    The residents expressed concern over the condition of government schools. “Four classes are functioning in a single room at Dardkote,” they said, adding that similar conditions are in maximum government-based schools”.

    Authorities, however, are not taking the bunker construction far granted. By the end of fiscal 2022-23, almost all the bunkers are expected to be ready. MHA is funding the construction of 14460 bunkers which includes 13029 Individual and 1431 community bunkers.

    The bunker construction was not impacted by the February 25, 2021 ceasefire when the Director Generals of Military Operations of India and Pakistan announced the ceasefire after discussing it on hotline. The ceasefire was outcome of back-channel diplomacy between the two countries and took many months to happen. AK Doval, India’s  National Security Adviser and Pakistan’s Inter Services Intelligence (ISI) chief Lt Gen Faiz Hameed are reported to have held a secret meeting in the United Arab Emirates in 2020, which led to the February 25 joint statement from the rival armies agreeing to strict adherence to the 2003 ceasefire understanding. This actually was revival and renewal of the ceasefire that came into force on November 26, 2003.

    Both sides maintained a ceasefire for the first three years. However, in 2006, the breaches started and continued expanded with the hot talks in Delhi and Islamabad.

    In 2017, 12 civilians and 19 security personnel were killed in border shelling incidents. 2018 saw 2140 instances of ceasefire violations, which peaked to 3479 in 2019. In 2020, 46 people lost their lives in 5133 incidents of ceasefire violations.

    On February 3, 2021, MHA told the parliament that in three years – 2018, 2019 and 2020, 72 security personnel and 70 civilians were killed in 10,752 cases of ceasefire violations in Jammu and Kashmir on LoC and IB. In these incidents, 364 security personnel and 341 civilians survived with injuries.

    Like others expected to enter the field, Haley has waffled in her support for Trump. She condemned him during the 2016 presidential primary, then served as his ambassador to the United Nations. She rebuked him after the Jan. 6, 2021, Capitol attack, before announcing she would not run for president if he did so in 2024. Ultimately, she decided to become his first challenger.

    Trump, for his part, has already sought to minimize her candidacy, referring to Haley as “overly ambitious.” It is a sign, other female politicians said, of the subtle and not-so-subtle jabs that are to come.

    “She’ll probably be hit harder with it simply because she is a woman,” said former Republican New Jersey Gov. Christine Todd Whitman, referring to Haley seemingly changing her mind on Trump, like most of the other GOP candidates expected to run. “But she’s been through those kinds of fires before, and she’s been a governor. She had to overcome odds there, and she’s proven that she can.”

    Haley has not shied away from presenting herself as a trailblazer. She launched her political career with a 2004 state legislative run, ousting the state’s longest-serving state House member in a Republican primary before picking fights with the House speaker and leadership once she was there. She captured Tea Party support in another long-shot bid in 2010, for governor, when she rose from the bottom of the polls to surpass a sitting congressman, lieutenant governor and attorney general and win the Republican nomination. She went on to become South Carolina’s first female governor.

    “When you talk about Michele Bachmann and Carly Fiorina, every time a woman puts themselves in a position of running for office and says, ‘I’m willing to take this step,’ it’s really a woman standing for every other woman who’s considered it or will do it in the future,” said Tudor Dixon, who ran for governor in Michigan this fall as the Republican nominee. “There is a glass ceiling that we’re breaking every time a woman runs, and you do face different challenges than a man. You see comments about women’s appearance — and that’s certainly something that we faced here in Michigan.”

    While Haley has had a string of successes running for office before, the presidential campaign presents unique challenges, primarily because of who is currently in it. Trump has built a brand by attacking his perceived foes. But his swipes against women in and surrounding the 2016 presidential election were widely viewed as his most inflammatory insults, a cut deeper than belittling Jeb Bush as “low energy” or Marco Rubio as short.

    He repeatedly called Hillary Clinton “nasty,” said Carly Fiorina had a “horseface,” declared that debate moderator Megyn Kelly had “blood coming out of her wherever,” and went after the appearance of Ted Cruz’s wife.

    Dixon, who was endorsed by Trump, noted that female candidates already face hurdles that their male counterparts do not. She said both she and Democratic Gov. Gretchen Whitmer faced sexist comments throughout the race about their looks and fitness. Dixon recalled being approached by a woman who said she supported her policies but couldn’t vote for her out of a belief that she should remain home with her four children. Another time, a woman asked who would take care of Dixon’s kids if she was elected governor.

    Dixon is not yet endorsing a candidate in the 2024 presidential field, but said she was pleased to see Haley getting in the race. While conceding Trump is a “wildcard,” Dixon said she’s hopeful this cycle’s primary will be “a different kind of race” than 2016.

    “It’s really not going to impress people if one of the men in the race comes out and tries to attack her on something that is a trivial issue, when she really is someone who has a phenomenal record in government,” Dixon said.

    In her campaign launch video Tuesday, which came a day before Haley’s previously scheduled “big announcement” Wednesday in Charleston — Haley framed her candidacy as a product of the post-Trump era. She touched on cultural fights surrounding education and racism. But she focused more broadly on American greatness, stopping the “socialist left,” and her accomplishments as governor and ambassador. She also encouraged voters — and potential donors — to consider that a “new generation of leadership” in the Republican Party can go further than nominating a younger man.

    Haley gave nods to her biography and gender, describing growing up as a “different” kid, the daughter of Indian immigrants in rural South Carolina. Having joked for years about her stilettos being effective weapons, she is now leaning into her femininity in her bid for president.

    “You should know this about me, I don’t put up with bullies,” Haley said in the video. “And if you kick back, it hurts them more when you’re wearing heels.”

    Beth Miller, a Republican strategist and past senior adviser to Fiorina, said Haley is not only going to need “thick skin,” but, like women in all spheres, be “over-prepared.”

    “It is interesting, when we look back at Carly in 2016, she comes out of a male-dominated industry in tech and she can strike a blow, she’s a very, very good communicator, but there is that, ‘How do you lob a hit without coming off as bitchy?’” said Miller, who advised Fiorina’s Senate run in California before she ran for president. “Unfortunately it shouldn’t be that way, but it inevitably is.”

    Haley is bracing for Trump to hurl insults at her. That’s most likely to happen if her poll numbers tick up in the coming weeks as she enjoys time in the national spotlight without other declared candidates.

    On Sunday, Haley’s campaign team uploaded to her YouTube account a seven-minute video of Trump sitting side by side with her in 2018, speaking to reporters and complimenting Haley’s work as U.N. ambassador after she announced her resignation. Haley’s staff titled the video “Trump Praises Haley’s Service as Ambassador” and featured it prominently on her new campaign website.

    Her allies, many of whom watched Haley’s unlikely political rise in South Carolina, acknowledge that her style has been off-putting to the GOP insiders she has taken on, but appealed to the state’s conservative voters that put her in office.

    Katon Dawson, the former chairman of the South Carolina Republican Party who is one of Haley’s campaign surrogates in the state, said Haley was “very popular — not so much with the good ol’ boys, but… with the working-class voters of South Carolina.”

    South Carolina state Rep. Nathan Ballentine, a friend of Haley’s since they were part of the same freshman class at the statehouse, recalled her primary election night in 2010, when she advanced to a runoff after having spent much of the campaign as the underdog.

    “Nobody gave her a frickin’ shot in hell, and I can remember being in the war room, and she was pissed that she didn’t win outright,” Ballentine said. “I’m like, ‘This is good. This is huge!” And she’s like, ‘I wanted to win it outright.’”

    Her drive has carried Haley further than any other woman in South Carolina politics — and further than most women in today’s GOP.

    “You know, she talks about her high heels or whatever, like she kicks with a smile, or something like that,” Ballentine said. “I mean, she can stand toe to toe, she’s gone against [legislative] chairmen before, she’s gone against the speaker. That’s what got her in trouble, by the way, but that’s also what made her governor.”
