    ECI Orders Special Summary Revision Of Electoral Rolls In JK

    SRINAGAR: The Election Commission of India (ECI) has ordered a special summary revision of electoral rolls in Jammu & Kashmir, the second such exercise after the completion of the delimitation process in the Union Territory.

    In a communique to Chief Electoral Officers of Jammu & Kashmir, Himachal Pradesh and Gujarat, the ECI has conveyed to them its decision of holding a  special summary revision of electoral rolls with reference to April 1, 2023 as the qualifying date. The exercise would start on April 5 with the publication of draft electoral rolls and culminate on May 10 with the publication of final electoral rolls.

    This is the second time in less than one year that the poll body has ordered a special summary revision of electoral rolls in J&K.

    In June 2022, the ECI  had ordered a special summary revision of electoral rolls in J&K. The exercise was completed on November 25, 2022.

    In its communication to the CEOs, the Commission said the exercise has been ordered to keep the roll updated and to provide an opportunity to all young eligible citizens to enroll them as the last revision exercise in these States/UT was undertaken with reference to October 1, 2022 as the qualifying date.

    The ECI said that it has decided to conduct a special summary revision of electoral rolls in J&K UT, Himachal Pradesh and Gujarat with reference to April 01, 2023 as the qualifying date.

    Meanwhile, the chief electoral officer of J&K has directed that all district election officers shall submit action plans including SVEEP activities for the special summary revision to the office by or before  March 28, 2023 so that a UT-level action plan, as desired by the Commission can be submitted by this office within the prescribed time.

    “ A review meeting on the action plans and other aspects of the special Summary Revision shall be taken by the Chief Electoral Officer on  April 01,  2023, the schedule of the same shall be notified separately,” the CEO’s communique states. (KNO)

    “The United States supports independent and well-resourced electoral institutions.” With these ten words, the Department of State has entered into the controversy over the reform of the Mexican electoral authority, the National Electoral Institute, the INE. The senators from Morena imposed their majority in the upper house to complete the transformation of the INE, which will see its structure decimated despite the fact that it is in charge of organizing thousands of elections in the country, helping the 32 electoral institutes. Plan B also makes it more difficult to punish public officials who meddle in campaigns. To ensure approval, the majority block, made up of Morena and her political partners, withdrew from the table a clause that allowed the transfer of votes between the parties united in an alliance.     Hundreds of thousands of Mexicans took to the streets of the capital, Mexico City, and other cities this Sunday (26) to protest against a reform promoted by leftist President Andrés Manuel López Obrador (known as AMLO) that jeopardizes the functioning of the body that holds elections in the country.

    Last week, the Mexican Legislature approved an electoral reform that, under the justification of cutting costs, will reduce the budget of the National Electoral Institute (INE), which would mean eliminating 85% of its career cadres and 300 district boards from the organ.

    The law will also generate other damages to the autonomous body, such as limiting the monitoring of electoral propaganda on radio and television and the powers of INE to sanction public officials who express support for candidates.

    The mayor of Mexico City informed the newspaper El Universo that around 90,000 people participated in the protest in the capital, but leaders of the National Action Party (PAN, opposition) estimated the presence of more than 500,000 demonstrators.

    Ramón Cossío, former minister of the Mexican Supreme Court, said he hopes the court will respond positively to the actions that have been filed to challenge AMLO’s electoral reform. “We trust them
    [juízes]in their democratic spirit, in the decision they will take to preserve the democratic life of the country”, he said, during Sunday’s demonstration.

    After the protests, AMLO mocked the demonstrators. “They have to mobilize even more people, they have to increase their mobilization capacity”, declared the president, a historical opponent of INE – in 2006, he alleged fraud in the presidential election in which he was defeated by Felipe Calderón.

    “They fill the Zócalo [principal praça da Cidade do México]well, yes, but to get the change we fill [a praça] 60 times, and we didn’t just fill it up, we overflowed it [a capacidade do local]”, he claimed, citing demonstrations of support for the government.

    The opposition repudiated AMLO’s comments. “No more divisions! López Obrador’s systematic attack against millions of people who defend democracy, freedoms and the INE reveals his authoritarianism, his intention to impose his vision as the only truth and his contempt for human rights”, said Marko Cortés, leader of the PAN.

    The fear of critics of the law, called Electoral Plan B because an initial proposal to affect the INE had been rejected by the Mexican Parliament last year, is that it will end independence and fairness in carrying out and monitoring electoral processes in Mexico.

    The country had a long history of fraud in elections until the creation of the Federal Electoral Institute (IFE) in 1990, which six years later disassociated itself from the Executive Branch. Afterwards, the agency became INE, which also took care of local elections and not just federal ones.

    On Twitter, Ambassador Brian Nichols, Deputy Secretary for Western Hemisphere Affairs at the US State Department, expressed concern about the changes proposed by AMLO and approved by the Mexican Legislature.

    “In Mexico, today we see a great debate about electoral reforms that test the independence of electoral and judicial institutions. The United States supports independent electoral institutions that have the resources to strengthen democratic processes and the rule of law,” said Nichols.

    Srinagar, Jan 10(GNS): Government on Friday formally appointed Pandurang Kondbarao Pole (IAS, AGMUT:2004), as Chief Electoral Officer, Jammu and Kashmir.

    “In pursuance of notification No. 154/08K/2022-P.Admn. dated 31.01.2023, issued by the Election Commission of India, Mr. Pandurang Kondbarao Pole, IAS (AGMUT:2004), is appointed as Chief Electoral Officer, Jammu and Kashmir,” reads a government order, a copy of which lies with GNS, adding, “Pandurang Kondbarao Pole, IAS shall also be Commissioner/Secretary to the Government, Election Department.”

    The order comes ten days after ECI designated Pandurang Kondbarao Pole (IAS), Divisional Commissioner Kashmir, as Chief Electoral Officer J&K.

    “In exercise of the powers conferred by sub- section (1) of section 13A of the Representation of the People Act, 1950 (43 of 1950), the Election Commission of India in consultation with the Government of Union Territory of Jammu and Kashmir hereby designates Pandurang Kondbarao Pole, IAS (AGMUT:2004) as the Chief Electoral Officer for the Union Territory of Jammu and Kashmir with effect from the date he takes over charge and until further orders in place of Hirdesh Kumar, IAS,” reads an order by ECI issued on December 31.

    With his appointment, Pole will cease to hold charge of all or any charges of work under the Government of Jammu and Kashmir, which was holding before the assumption of office that he should be designated Secretary to the Government in charge of Election Department in the State Secretariat.

    The government has already transferred and posted Vijay Kumar Bidhuri, IAS (AGMUT:2005), Commissioner/Secretary to the Government, Revenue Department, holding additional charge of Principal Resident Commissioner, J&K Government, New Delhi, as Divisional Commissioner, Kashmir. (GNS)

    Belagavi: Former Karnataka Chief Minister B.S. Yediyurappa on Monday announced his retirement from electoral politics.

    Yediyurappa, who is also a member of the BJP’s Central Parliamentary Committee, however, clarified that he will continue to be in politics.

    Addressing reporters here, Yediyurappa said that he won’t contest in the upcoming Assembly elections, adding that he is not planning to contest any elections in future. “I am 80 years old now. I can’t contest elections,” he said.

    He said that he will continue in active politics and maintained that his only aim now is to bring the BJP government back to power in the state. “I aim is also to ensure the return of Prime Minister Narendra Modi to power in the 2024 Lok Sabha elections,” he added.

    Yediyurappa is batting for a befitting position for his son B.Y. Vijayendra in the party. He earlier announced that Vijayendra would contest from Shikaripura Assembly constituency, which he represents. Later, he said that the party would take a final call on it.

    Party insiders claimed that Yediyurappa is snubbed within the party and prevented from taking up independent yatras and tours. His announcement sent political circles buzzing.
