Assam, Arunachal sign agreement to resolve decades-old border disputes

New Delhi: Assam and Arunachal Pradesh on Thursday signed an agreement to settle the long-pending disputes along their over 800 km border.
Assam Chief Minister Himanta Biswa Sarma and his Arunachal Pradesh counterpart Pema Khandu signed the agreement in presence of Union Home Minister Amit Shah in New Delhi.
After signing the deal, Shah said that they all have witnessed a historic moment in the northeast to resolve the border dispute between Assam and Arunachal Pradesh, pending for decades.

He said that the report of the Local Commission on this dispute kept circling around for decades, but now been accepted by both the states and Thursday’s agreement would prove to be a milestone in the direction of realising Prime Minister Narendra Modi’s dream of a developed, peaceful and conflict-free northeast.
Union Law Minister Kiren Rijiju, the Union Home Secretary and senior officials from the Centre and both the states were also present on the occasion.
Shah said that since 2018, the Centre, under the leadership of Prime Minister Modi, has signed several accords including for Reang refugee settlement in Tripura, and several to end violence in the northeast.
He said that as a result of these peace agreements, so far more than 8,000 armed militants have shunned violence and joined the mainstream. Compared to 2014, there has been a 67 per cent reduction in incidents of violence, 60 per cent reduction in the number of deaths of security forces and 83 per cent reduction in the number of civilian deaths in the northeast, which is a big achievement of the government under the leadership of Prime Minister.
The Modi government has withdrawn AFSPA from many places in the northeast, he added.

Around 70 per cent police stations in Assam, 15 police stations in 6 districts in Manipur, all but 3 districts in Arunachal Pradesh, 7 districts in Nagaland, and entire Tripura and Meghalaya are now free from Armed Forces (Special Powers) Act.
Shah said that due to the efforts of the Modi government, all-round development is visible in the entire northeast today and this entire region is on the path of progress.
Thursday’s agreement between the two states would end the dispute relating to 123 villages along the border, keeping in view the historical perspective, demographic profile, administrative convenience, proximity to the border, and the aspirations of the residents. Under the agreement, both the state governments have agreed that this agreement would be final with regards to these 123 disputed villages and neither state would make any new claim related to these areas or villages in future.
After the agreement, a detailed survey would be carried out by the Survey of India in presence of representatives of both state governments to determine their boundary.

Telangana: Singareni disputes Kishan Reddy’s claim on its financial position

Hyderabad: Singareni Collieries Company Ltd (SCCL) has disputed Union Minister G. Kishan Reddy’s claim that it has slipped into debts of Rs 10,000 crore. clarifying that it has deposits of Rs.11,665 crore.
Hours after Tourism and Culture Minister G. Kishan Reddy addressed a news conference in Delhi to allege that due to “inefficiency” of the BRS government of Telangana, Singareni’s debts were mounting by day, the public sector company released a statement saying it’s ridiculous to say that Singareni, which has revenues of Rs 27,000 crore, has huge debts.
Without naming the minister, the SCCL stated that false propaganda was being carried out against it. The company claimed that it is marching ahead with sustainable financial performance.

The SCCL, in which Telangana has 51 per cent stake, said it has deposits of Rs 11,655 crore and it is earning Rs 750 crore every year in the form of interest every year.
The coal company said that its turnover is Rs 32,000 crore while net profits stand at Rs 2,000 crore.
The SCCL said out of Rs 5,300 crore loan raised for thermal power plant, only Rs 2,800 crore is outstanding.
The company management issued the statement after Kishan Reddy told a news conference that Singareni had a bank balance of Rs 3,500 crore in 2014 but it now has debts of Rs 10,000 crore.
He alleged that the BRS government was trying to eat away Singareni, remarking that Singareni which is like a goldmine for Telangana was becoming a victim of BRS corruption.

Kishan Reddy also said that if the Telangana government tried to invest the money of SIngranei into Visakhapatnam Steel Plant, Singareni employees will not keep quiet. He was referring to the plans of the Telangana government to bid for Visakhapatnam Steel Plant through the SCCL.
The central minister alleged that the interference of the BRS government and Chief Minister KCR’s family into Singareni has gone up. He remarked that Singareni had become a pocket company of the KCR family.
Kishan Reddy said KCR government was spreading lies that the Centre was trying to privatise Singareni.

EC test to settle intra-party disputes – majority in legislative, organisational wings

New Delhi: The Election Commission has settled internal disputes in several political parties with the test of majority in their legislative and organisational wings.
After it recognised the group led by Maharashtra Chief Minister Eknath Shinde as the real Shiv Sena, the commission is now expected to deliver its final order on the internal dispute in the Lok Janshakti Party.
The LJP split in 2021, months after the demise of its founder Ram Vilas Paswan. Its two factions are now led by the founder’s son Chirag Paswan and brother Pashupati Kumar Paras.
In an interim order on October 2, 2021, the EC had barred the two factions from using the Lok Janshakti Party name or its symbol “bungalow” till the dispute was settled by it.
The interim order of the poll watchdog remains in force.
According to EC sources, the two factions have been seeking more time before the physical hearing in the dispute commences in the court of the Commission.
On Friday, the Election Commission allotted the name Shiv Sena and its poll symbol “bow and arrow” to the group led by Maharashtra Chief Minister Eknath Shinde, in a big blow to Uddhav Thackeray.
Article 324 of the Constitution and the Symbols Order of 1968 empower the Election Commission to adjudicate internal party feuds.

While settling such disputes, the EC functions as a quasi-judicial body and the aggrieved parties are free to approach the high court or the Supreme Court challenging its order.
Since 1969, when the Congress witnessed its first split, the EC has applied the test of majority in the legislative and organisational wings of parties to settle various disputes.
The EC’s orders have been upheld by courts when challenged.
In early 2017, the dispute between Samajwadi Party founder Mulayam Singh Yadav and his son Akhilesh Yadav reached the EC.
In its order, the EC handed over the name Samajwadi Party and its election symbol “cycle” to Akhilesh Yadav.
The poll panel had noted that Akhilesh Yadav enjoyed the support of the legislative wing and the organisational side of the party.
Following the demise of former Tamil Nadu chief minister J Jayalalithaa in 2016, her AIADMK saw a dispute between O Panneerselvam and Sasikala-E K Palaniswami factions.
Next year the two factions had staked claim over the party and its “two leaves” symbol. Later, Panneerselvam and Palaniswami joined hands and removed Sasikala and her supporters from the party.
Later, the EC allotted the “two leaves” symbol to the Panneerselvam-Palaniswami factions noting that they enjoyed the support of the legislative as well as organisational wings of the All India Anna Dravida Munnetra Kazhagam (AIADMK).
