    Biden admin sidesteps painful decisions for Colorado River cuts

    In an interview, Deputy Interior Secretary Tommy Beaudreau told POLITICO that the department’s current approach is aimed not just at equipping the department to act unilaterally if needed, but also providing “markers” to states as they negotiate.

    “I really do think there is unity in the basin to continue and strive for a consensus approach to maintaining the system,” he said.

    During an event overlooking the Hoover Dam Tuesday where Interior announced the move, state negotiators expressed a renewed commitment to those talks, with a California representative saying that “ideally” a seven-state deal could be reached within a month and a half.

    Tom Buschatzke, Arizona’s lead negotiator, noted that some of the options at Interior’s disposal could lead to litigation, which could freeze negotiations and tie water managers’ hands at a time of crisis.

    “Instead, let us accelerate our discussions in the basin for a collaborative, consensus-based outcome,” he said.

    The Colorado River is in the midst of a 23-year drought that has shriveled flows by 20 percent, and hotter, drier conditions fueled by climate change are expected reduce supplies even more in the coming years as the planet continues to warm. But thirsty farms and cities in California and Arizona have continued using water at rates far greater than the volumes flowing in the river, draining the two main reservoirs at Lake Mead and Lake Powell to the point that they are now about only about a quarter full. While a strong snowpack this winter has forestalled the crisis for now, Beaudreau argued that the federal government needs to be prepared to act if dry conditions push the system to the brink of crisis again in the next few years.

    Last fall, federal projections showed that water levels at Glen Canyon Dam, just upstream of Grand Canyon National Park, could fall so low by the end of this year that it would halt hydropower production that is central to the stability of the Western grid and threaten the ability to make downstream water deliveries to Nevada, Arizona and California.

    The Biden administration at the time called for the states to craft a plan to cut consumption by as much as a third of the river’s flows, and it launched an environmental review process to shore up its legal authorities to act unilaterally if the states remained at loggerheads. The Interior Department’s new draft version of the environmental analysis released Tuesday laid out a series of options it could take for heading off a crisis.

    But rather than provide a clear roadmap of what Interior would do if it must step in, the department instead analyzed variations of the two competing proposals put forth by the states, as well as a scenario in which no reductions are made and reservoir levels fall precipitously.

    One of the action options, similar to the approach backed by California, would have Interior impose water cuts using the century-old legal framework that governs the river, which cuts off newer water users entirely before senior users — mostly farmers and ranchers — see any reductions.

    Another option hews to the spirit of a proposal backed by Arizona and the five other states that share the river, spreading the cuts more equitably across all water users. But, whereas the states’ proposal had done so by taxing users for water that evaporates from reservoirs and leaks from canals, Interior’s proposal would do so using legal authorities it has for protecting human health and safety, ensuring water is being put to “beneficial use” and acting in an emergency.

    John Fleck, a Colorado River expert at the University of New Mexico, said that by avoiding picking sides, Interior’s approach could give it leverage over both sides in negotiations.

    “It leaves space for productive negotiations, and now that we have a good snowpack, we have some room for the possibility of those productive negotiations to happen,” he said.

    But Interior officials also made clear they are prepared to step in if necessary.

    “It is our hope and our fervent desire that the tools laid out in the supplemental [environmental impact statement] never have to be used,” Beaudreau said, citing optimism for the negotiations. “At the end of the day, though, it’s the Secretary’s responsibility to keep this system operating and continue providing services. And we’re going to protect those minimum critical levels at both Powell and Mead in order to accomplish that.”

    The current process is part of a short-term effort to avoid a crisis on the river in the next few years, while the states begin negotiating a longer-term set of rules to govern the river that must be in place by 2026.

    The Biden administration is also seeking to win as many voluntary reductions as possible using new funding from the bipartisan infrastructure law and Inflation Reduction Act. Last week, Interior officials blitzed the region, announcing hundreds of millions of dollars’ worth of investments in conservation deals and infrastructure upgrades.

    Jalandhar: Delhi Chief Minister Arvind Kejriwal on Saturday said the Bhagwant Mann government in Punjab will not hesitate in taking tough decisions to maintain law and order as he asserted that those who were trying to spoil the atmosphere in the state are on the run.

    Kejriwal’s remarks come in the wake of Punjab police action against radical preacher Amritpal Singh and elements of an outfit, headed by him, named ‘Waris Punjab De.’

    AAP supremo Kejriwal along with Punjab Chief Minister Bhagwant Mann was in Jalandhar, where the crackdown on the Khalistan sympathizer began on Saturday, to lay the foundation stone of Sri Guru Ravidas Bani Adhyan Centre at Dera Sachkhand Ballan here.

    Addressing the gathering, Kejriwal said whoever tries to disturb peace in Punjab will not be spared. “In the past few days, you saw how some people tried to disturb peace in Punjab,” he said.

    “We do not have to allow the atmosphere to be spoiled at any cost,” he said, adding, “We have to maintain peace, law, and order in Punjab.”

    Kejriwal said the Mann government took tough decisions to maintain peace in the state.

    “Sometimes, tough decisions have to be taken. But if our AAP government in Punjab under the leadership of Bhagwant Mann will have to take tough decisions then we will not hesitate from taking them,” he added.

    “Mann saab took tough decisions, but without a bullet being fired and blood being shed peace is maintained in entire Punjab today,” he said.

    Amritpal Singh has been on the run after the police crackdown began. Several images and videos have shown him taking multiple vehicles to dodge police. The Punjab government has slapped the strictest National Security Act against him and some of his associates.

    While the fugitive’s whereabouts are still unknown, Punjab police say efforts are on to nab him.

    Hyderabad: Telangana Health and Finance minister T Harish Rao informed the people of Telangana on key cabinet decisions taken on several subjects like housing, Dalit Bandhu and Podu lands among others on Thursday by the state government under the leadership of chief minister K Chandrashekhar Rao.

    Gruha Lakshmi scheme

    Harish Rao said that the state government has decided to spend Rs 12000 crores for the construction of 4 lakh houses for poor families that possess land but cannot afford to build a house on it.

    He said, “Chief minister KCR took the decision to use Rs 12,000 crores for the construction of 4 lakh houses in the state under the ‘Gruhalakshmi’ scheme. People that have their own land will be given Rs 3 lakh to construct the houses in the name of the women in the family.

    “3,000 beneficiaries in each constituency will receive the money for the construction of the houses and the money will be directly deposited in their accounts in three phases,” he further informed.

    He said that 30 lakh houses were constructed by the poor in the state using loans from previous governments. “Today the cabinet ratified the decision to pay these loans on behalf of the people. A of total Rs 4,000 crores will be waived by the state government,” he said.

    On Dalit Bandhu phase 2

    The Finance minister stated that under Dalit Bandhu phase 2, one lakh thirty thousand people will be the beneficiaries. “100 per cent of the beneficiaries received the scheme benefits in the Huzurabad constituency. In the rest of the 118 constituencies, 1,100 beneficiaries will receive the benefits in Phase-2”.

    He said that the government had launched the Dalit Bandhu scheme on April 16, 2021, and it has been decided to celebrate April 16, every year on this occasion. “Chief minister K Chandrashekhar Rao has directed the officials to take steps regarding the swift implementation of the second phase,” he added.

    On Podu lands

    Harish Rao also announced the state government’s key decision to distribute 4 lakh acres of Podu lands to 155393 individuals from the tribal community. “Documents of individuals who were identified until now are printed and ready. This process will continue,” he informed.

    On the mega Dr BR Ambedkar statue

    The minister informed that the construction of Dr BR Ambedkar’s mega statue at Necklace road is complete and will be inaugurated on April 14.”Following the inauguration a huge meeting will be held with a participation from members of the Dalit community from across the state,” he said.

    Speaking about the new secretariat building, he said that the inauguration of the new secretariat building and the Martyrs memorial will take place within a month or so after the inauguration of Dr BR Ambedkar’s statue. “Both inaugurations are set to be completed by June 2,” he added.

    On Sheep distribution

    On the second phase of the sheep distribution scheme, Harish informed that 7,31,000 beneficiaries were identified and 50 per cent of them have received sheep until today. “Rs 4,463 crores have been sanctioned by the cabinet committee to complete the rest of the distributions as soon as possible,” said the minister.

    He informed that the district collectors will oversee the distribution of sheep for the rest of the beneficiaries to ensure transparency. “The distribution of sheep in the state will start in the month of April and is expected to be completed by August,” he added.

    On regularisation of houses

    Harish Rao that the chief minister has taken a decision to extend the deadline to apply for registration under GO 58 and 59.

    “Under the GO 58, so far 1,45,668 have applied and 42,000 have applied as per the GO 59. The chief minister has decided to give one last chance to people who have missed out during the last registration. We have extended the time to apply for another month,” he said.

    Guest houses in Kashi, Sabarimala

    Harish informed that guest houses will be constructed at Kashi in Uttar Pradesh and Sabarimala in Kerala, both pilgrimages for the Hindu community in order to ease Telangana travellers from troubles. “To help the devotees that travel to Kashi, a guest house will be built in Kashi with all facilities. The government will spend Rs 25 crores on building the guest house,” said Rao.

    He said that the chief minister has instructed the officials to reach out to the government officials in Kashi for land to build the guest house, if they are unable to provide the land, he asked them to buy private land.

    “Another guest house will be built for Ayyappa devotees in Sabarimala using Rs 27 crores. The chief minister of Kerala, speaking to chief minister KCR previously has agreed to provide land for the construction of the guest house,” he said.

    Mumbai: Nationalist Congress Party (NCP) president and former Union minister Sharad Pawar on Wednesday recalled resistance he faced from certain quarters while implementing decisions related to women empowerment, including inducting female officers into the armed forces, but said when an administrator is strong policies get eventually executed.

    The veteran parliamentarian held key portfolios of defence (1991-1993) and agriculture (2004-14) as a Union minister and also served as chief minister of Maharashtra four times during his decades-long political career.

    Pawar recalled that as defence minister when he visited the United States, he was given a guard of honour by an all-woman contingent of the American armed forces.

    When he returned home, Pawar discussed the idea of inducting women into the armed forces with all the three services chiefs, but faced opposition to his proposal.

    “I again brought this (induction of women) issue (with them) for discussion one or two months later and received the same answer. After four to five months I told them (services chiefs) ‘the people have elected me as the defence minister and it is my job to take a decision and your job is to implement it’. From next month, women should get 11 per cent reservation,” he said.

    The Rajya Sabha member was speaking at an event organised by the Maharashtra State Commission for Women on the occasion of International Women’s Day.

    Pawar said after two years he sought a report on induction of women officers into the armed forces and it was brought to his notice that accidents involving aircraft have come down and attributed this drop to the caution displayed by female pilots.

    “When an administrator is strong then decisions are implemented,” added the NCP leader.

    Pawar said while serving as chief minister of Maharashtra, he chose to handle the women and child welfare department instead of crucial portfolios like the home which changed people’s perspective about his administration.

    Pawar said many decisions taken by him while in government were not appreciated by his male colleagues, including his move to give equal share in family property to women.

    The former CM, however, asserted that despite facing opposition, he went ahead with decisions that empowered women.

    There was discussion on the reorganisation of Hyderabad City Police and the new accommodation which is required, the several CCTV projects,the working status of the cameras, and targets set for each SHO and DCP to install new cameras.

    A new wing called D-CAMO (Drones & Cameras Maintenance Organisation) is now instated to deal with all CCTV camera & Drone repairs, projects, and execution which will be headed by an Addl.DCP/ACP rank officer which is further structured into 4 sub-wings. An independent third-party audit will be carried out across the city to identify the grey spots lacking CCTV coverage & to check the working condition of the existing cameras, a press note informed.

    “ Let us sensitize the public on the significance of CCTVs in crime prevention & detection,” Anand said.

    CP Anand expressed satisfaction with the overwhelming response to the online amusement license system, which received over 1183 applications in the past few weeks. Taking a cue from this, the IT cell was tasked to bring in more police services like the issue of Arms licenses online for the convenience of the public.

    He also instructed his deputies to initiate more programs towards health and wellness through the FitCop program, and to support the homes of the fallen heroes of the force, the need for CPR education in light of the death of a young and fit constable recently.

    Furthermore, the meeting delved into detail about the performance of patrols and blue colts, the effective functioning of the night round system, progress of 2023 action plans. All the DCPs were directed to closely monitor the station functioning and were told to adhere to protocols in lock-up custodies. HCSC activities, E-office implementation, and other issues were discussed during the meeting.

    He said that “We want to give you your own Govt which can provide equitable development to both the regions. In fact, the people of both regions are facing similar problems and the solutions to their issues are also the same.”

    Expressing concern over the continuous anti-encroachment drive, he said that ‘This Govt has no other option but to regularise the unauthorized colonies. Even the Govt in Delhi has regularised such colonies from time to time, but it seems they do not understand the issues of the poor people,’

    He further said that ‘The elected Govt will take a decision regarding unauthorized colonies. The administration has no right to displace people from their land. If we form the next Govt, we will reverse anti-people decisions of the administration like stopping of the darbar move practice and anti-encroachment drives, etc.’

    He assured that ‘We will not allow the non-locals to settle in Jammu and Kashmir. The land in J&K belongs to the people of the erstwhile state of J&K.’

    He criticized some elements who want to disturb peace in J&K on communal, and regional lines and erase the emotions of the people with the anti-encroachment drive.

    He, however, appealed to the people to maintain peace and criticized the civil administration for its anti-encroachment drive.

    Meanwhile, the Provincial President, of Jammu, S. Manjit Singh also spoke on the occasion and welcomed Sunny Sangral who joined Apni Party from the Samba district with his supporters.

    Agra: Union minister Smriti Irani on Saturday said women have to be at the centre of any discourse and decision for a future-ready society.

    Speaking at the G-20 Empower Inception meeting, the women and child development minister said India is keen to play a key role in finding pragmatic global solutions for the well-being of all and, in doing so, manifest the true spirit of “Vasudhaiva Kutumbakam” (the world is one family).

    Irani particularly emphasised the scale of India’s self-help group (SHG) story and highlighted the importance of women’s leadership at the grassroots levels and efforts towards ensuring the availability of banking and financial services to every woman.

    “If you want to get your future right, if you want to be future-ready, make sure that women are at the centre of the discourse and that women are at the centre of your decisions,” the minister said on the first day of the two-day meet.

    Besides, she also cited the quest for gender justice in India through a gender inclusion fund in the National Education Policy, construction of toilets for every household and introduction of a menstrual hygiene protocol.

    The summit aims to provide an opportunity to develop a roadmap, frame policies and for mobilising common strengths towards promoting equality and women-led development.

    Irani also underlined that the three focus areas under India’s G20 presidency are — “Women’s Entrepreneurship: A win-win for Equity and Economy”, “Partnership for promoting women’s leadership at all levels including at grassroots” and “Education, the key to women’s empowerment and equal workforce participation”.

    In his special address, G20 Sherpa Amitabh Kant focused on how India holds the G20 presidency at a time the world is facing several challenges such as those of recession, climate change, the need for climate finance and more.

    Kant said India’s G20 presidency will be inclusive, decisive, outcome-oriented and action-oriented and nobody can achieve this more than the women of the world.

    He said to further increase India’s rate of growth, it would be essential to raise the per capita income of women and put them in positions of leadership.

    Kant talked about various initiatives taken by India that have been driving women’s empowerment, such as the Jan Dhan Yojana, the Pradhan Mantri MUDRA Yojana as well as recent budgetary provisions aiming to scale up the SHGs.

    He said the recommendations of the G20 Empower initiative may find a place in the Leaders’ Communique and shall resonate with India’s ambitious outcomes.

    Women and Child Development Secretary Indevar Pandey said in the 21st century, global growth will come from the countries of the South and India has the potential to demonstrate the leadership of the Global South by showcasing women’s leadership and innovation and highlighting their concerns and potential.

    Islamabad: The IMF has expressed concern that Pakistan’s opposition parties might create hurdles in the way of implementing the tough economic decisions of the cash-strapped Shehbaz Sharif-led government, media reports said on Wednesday.

    The views of the global lender came as a high-level delegation led by the International Monetary Fund (IMF) Mission Chief Nathan Porter on Tuesday met Finance Minister Ishaq Dar and other officials as part of the opening session of 10-day long talks for the completion of the much-delayed programme review for a bailout package.

    Porter raised the question about the implication of the opposition’s role in difficult decisions that Pakistan would have to take to avoid the default, The Express Tribune newspaper reported.

    “The fund had concerns that the opposition might create some problems in the way of rolling out additional taxation measures that the government was planning to impose to revive the talks,” it quoted Porter as saying.

    However, Finance Minister Dar assured the IMF mission head that the government believed in political dialogue and there was nothing to worry about.

    Dar stated that the government would try to enforce additional taxes in a manner that would avoid any untoward legal and political challenges, the report said, citing sources.

    The government was planning to promulgate a presidential ordinance but in case the IMF concerns remained, it might bring an act of parliament. Parliament route would take at least 14 days before the new taxes were implemented, the report said.

    Pakistan signed a USD 6 billion IMF programme during Imran Khan’s government in 2019, which was increased to USD 7 billion last year.

    The programme’s ninth review is currently pending with talks being held between IMF officials and the government for the release of USD 1.18 billion.

    But the IMF suspended disbursements in November last year due to Pakistan’s failure to make more progress on fiscal consolidation amidst the political turmoil in the country.

    As part of the tough decisions, the Pakistani government on Tuesday hiked the price of Liq­u­efied Petroleum Gas (LPG) by 30 per cent and finalised a minimum of Rs 6 per unit average increase in electricity rates between now and August, according to a report in the Dawn newspaper.

    During the talks, Dar assured the IMF team that Pakistan would soon roll out a plan to reduce the gas sector’s circular debt by half to around Rs700 billion.

    Dar, according to the finance ministry, said that reforms were being introduced in the power sector and a high-level committee had been formed for devising modalities to offset the menace of circular debt in the gas sector.

    Willis has spent the last year investigating Trump’s and his allies’ effort to reverse the election results in Georgia, despite losing the state by more than 11,000 votes. The special grand jury probed Trump’s Jan. 2 phone call to Georgia Secretary of State Brad Raffensperger, asking him to “find” just enough votes to put him ahead of Joe Biden in the state. And it pursued evidence about Trump’s broader national effort to subvert the election, calling top allies like his White House chief of staff Mark Meadows, former national security adviser Michael Flynn, attorney John Eastman and Sen. Lindsey Graham (R-S.C.).

    The special grand jury concluded its investigation earlier this month, dissolving in early January, and recommended that its findings be released publicly. McBurney then called for a hearing to discuss whether to follow the panel’s recommendation or maintain the secrecy of the report. Willis told the judge that making the report public could jeopardize impending prosecutions.

    “In this case, the state understands the media’s inquiry and the world’s interest. But we have to be mindful of protecting future defendants’ rights,” Willis said, emphasizing that multiple people could face charges.

    Tuesday’s discussion was the result of Georgia’s unusual grand jury law, which permits prosecutors to impanel a “special purpose grand jury” that has no power to make formal indictments but can help prosecutors gather evidence about a specific topic. If Willis opts to pursue charges against Trump or others, she needs to present her evidence to a traditional grand jury, which could then issue indictments.

    Thomas Clyde, an attorney representing several media outlets supporting the release of the report, urged McBurney to side with the grand jurors rather than Willis.

    “We believe the report should be released now and in its entirety,” Clyde said.

    He noted that findings in criminal investigations are often released publicly even while investigations and grand jury proceedings continue.

    McBurney noted that Willis’ probe has been accompanied by an extraordinary release of information and evidence by the House Jan. 6 select committee and from witnesses being called before a federal grand jury probing the same matters, none of which had derailed Willis’ probe. He also noted that there was little to stop individual grand jurors from simply telling others about the findings in their report.

    But McBurney said he wanted more time to consider the arguments and said any ruling he made would provide significant advance notice before the potential release of the report.
