Government says media council may not be desirable; parliamentary panel makes fresh push

New Delhi: The government has told a parliamentary committee that it “may not be desirable” to set up a unified media council as each media platform was unique and distinctive in its own way with a self-regulatory mechanism, prompting the panel to make a fresh push for such a framework with statutory powers to enforce advisories.
The Parliamentary Standing Committee on Communications and Information Technology, chaired by Shiv Sena member Pratap Jadhav, had suggested to the Ministry of Information and Broadcasting to have a media council, contending that there were limitations in enforcement of advisories issued by the Press Council of India and News Broadcasting Standards Authority.
In an action-taken report on the subject ‘Ethical Standards in Media Coverage’, the committee said it had opined that the ministry should explore the possibility of establishing a media council encompassing print, electronic and digital media which should be equipped with statutory powers to enforce its orders where required.
The committee noted that the ministry had informed it that there were separate regulatory mechanisms for different media platforms.
“… Each platform is unique and distinctive in its own way and therefore unifying and merging them under one regulatory framework may not be desirable,” the committee said, citing the submission made by the Ministry of Information and Broadcasting.
“However, in light of the rising need for inter-sectoral coordination due to emergence and convergence of new technologies, the committee would like to reiterate and recommend the ministry to explore the possibilities for having unified Media Commission/Body/Council with separate wings and regulatory mechanism for print/electronic/digital media,” the committee said.
It said such a framework can have a holistic view of the media and ensure inter-media parity in handling the similar cases of unethical media coverage.
The committee pointed out that the Press Council of India too had sent a proposal to the ministry regarding the constitution of a media council encompassing various media platforms.

It recommended to the government to ensure that all private television channels were part of a self-regulatory body.
It noted that out of 926 private channels, 309 channels were members of Broadcasting Content Complaints Council, while 41 channels were members of News Broadcasters Federation – Professional News Broadcasting Standards Authority (NBF-PNBSA). It noted that 576 television channels were not members of any self regulating body.

Rahul Gandhi’s remarks on Adityanath is attack on Hindutva: Seer council chief

Ballia: Shankaracharya Parishad chief Swami Anand Swaroop on Wednesday hit out at Rahul Gandhi, saying his recent remarks on Uttar Pradesh Chief Minister Yogi Adityanath was an attack on Hindutva.
On Monday, Congress leader Gandhi asserted that no religion talks about spreading hate and said Adityanath cannot be a religious leader for the language he uses.
During an interaction with civil society members on the recently-concluded Bharat Jodo Yatra in Delhi, Gandhi had alleged that Adityanath was “insulting” the history of his Gorakhnath Math by the kind of language he was using.
“I am sorry, he (Adityanath) is not a religious leader, he is a common thug,” Gandhi, was quoted as saying by an attendee at the meeting, which was not open to the media.
In a video released on Facebook, Swaroop said, “Calling a ‘siddh mahant’ and yogi of a ‘siddh peeth’, who has no one of his own, a thug will not be tolerated. Yogi Adityanath is chief minister later, first he is a seer and a monk of a ‘siddha peeth’.”
The chief the parishad, a council of seers, said that “an attack on a monk is an attack on Hindutva”.
Demanding that the Uttar Pradesh government immediately file a case against Gandhi, he said the Congress leader has insulted a “yogi” to serve his political motives.
Swaroop alleged that Gandhi’s remarks, will prove to costly for his party and him.

Alleging that Samajwadi Party chief Akhilesh Yadav is giving patronage to his party leader Swami Prasad Maurya, who had made remarks against the ‘Ramcharitmanas’ recently, Swaroop said that Maurya himself lost the assembly election and cannot steer the ship of the party.
“When Swami Prasad Maurya has become a Buddhist, how can he remain a Maurya now? How can he declare himself the leader of the backward class? Backward class is the soul of Hindutva,” he said.

BCI forms panel to probe advocate’s role in misleading candidates in bar council exams

Ahmedabad: The Bar Council of India (BCI) has formed a panel headed by retired high court judge Paresh Upadhyay to probe an advocate’s role in allegedly misleading candidates in the bar council exams held across India last Sunday.
BCI Chairman Manan Mishra told IANS, “There is a report alleging that an advocate and his companions misled candidates in the bar council exams. To probe the allegation, a three-member panel has been formed, which will look into whether there is any substance in the allegation. It will submit a report within seven days.”
Mishra added, “If the probe panel finds any irregularities in the exams, it will decide about the exams accordingly. If they find out that the advocate and his companions misled the candidates, action will be taken against them.”
There were reports from Rajkot that a practising advocate and his companions had leaked the answer keys to help candidates appearing for the lawyer’s exams.

UP Legislative Council polls: Akhilesh accuses BJP of dishonesty

Hardoi: Samajwadi Party (SP) president and former Uttar Pradesh chief minister Akhilesh Yadav on Friday took a jibe at the BJP, suggesting it won this week’s Legislative Council elections through dishonest means.
He also hit out at BSP chief Mayawati, saying when the BJP does not want to answer questions on any issue, it pushes other parties forward to do it.
Yadav, who was here to attend a private function in Harpalpur, told reporters that the BJP was indulging in dishonest practices and the party’s leaders were congratulating each other for it. “This is not the first election Uttar Pradesh has witnessed,” he added.
Accusing the BJP of misusing the government machinery in the district panchayat and block chief elections in the state, Yadav alleged that he had nothing to say about the results of the Legislative Council elections as “this is the way the BJP government functions”.
The ruling BJP in Uttar Pradesh on Friday won four of the five legislative council seats for which elections were held this week and one went to an Independent. Polling on three graduates and two teachers constituencies of the council was held on January 30. Counting began on Thursday evening and was completed on Friday.
The SP has nine members in the 100-member Uttar Pradesh Legislative Council and needed one more to stake claim to the Leader of the Opposition’s post. The BJP’s strength in the state’s Upper House will now rise to 79.
On a question over Bahujan Samaj Party (BSP) chief Mayawati accusing the SP of insulting people of the Scheduled Castes, Yadav said, “BJP is a smart party, it does not want to answer on any issue, it brings forward other parties to do the same.”
Earlier in the day, in a series of tweets in Hindi, Mayawati said, “Ramcharitmanas and Manusmriti are not the books of the weaker and marginalised section of society, but it is the Constitution of India, in which Babasaheb Bhimrao Ambedkar had not called them as Shudra, but as SC, ST and OBC. Therefore, the Samajwadi Party should not insult them by calling them as Shudra, nor they should defy the Constitution.”

Yadav added, “As far as the Constitution is concerned, we also said on 26th January, Republic Day, that for us socialists, if there is any religion, it is our Constitution.”
“We worship democracy and the rights that the Constitution gives us are being taken away. Where has the Constitution said that you can discriminate, where has it said that you can show religion as upper or lower,” the SP chief said.

House Dems tap Hoyer to lead new regional council

And the regional group’s goals, which are focused on giving Democratic lawmakers a say in the implementation and rollout of last Congress’ major legislative achievements — from the bipartisan infrastructure bill to the party-line Inflation Reduction Act — Hoyer’s new role will also keep him in close contact with the White House. Jeffries has discussed his new regional strategy with President Joe Biden, and he said in a statement to POLITICO that the council “will guide our partnership with the Biden administration.”
Hoyer said in an interview Monday that he’s already begun working with Mitch Landrieu, the Biden administration official overseeing the implementation of the infrastructure bill, as well as Commerce Secretary Gina Raimondo: “Leader Jeffries wants to make sure that the American people got the best results possible from the legislation that was passed and that they know what has been done for their regions.”
Work is already underway in Hoyer’s home state. He’s slated to join Biden in Baltimore for a Monday event on a major infrastructure project that promises to loosen a critical northeastern rail chokepoint — exactly the type of messaging moment that Democrats hope to host across the country as the infrastructure bill’s hundreds of billions of dollars in spending gush into districts.
The regional group’s focus on the previous Congress is no accident: Democrats know they face a challenge heading into 2024, with the Republican-controlled House planning to hand no easy victories to Biden’s party. Democrats will, as a result, need to campaign on wins they’ve already secured — which explains their plans for reinvigorated messaging around what they’ve delivered.
The group is “very focused on making sure that every region of the country — not just some — but every region of the country is advantaged and we meet their needs so that we can grow their jobs, grow their wealth, grow their wages,” Hoyer said Monday.
Hoyer said the group “may well be” a more permanent part of the House Democratic Caucus’ organization in future Congresses but emphasized that it’s just getting started.
According to an early roster, the members of the new Regional Leadership Council in addition to Hoyer will be Democratic Reps. Tony Cárdenas (Calif.), Jared Huffman (Calif.), Angie Craig (Minn.), Robin Kelly (Ill.), Derek Kilmer (Wash.), Lizzie Fletcher (Texas), Troy Carter (La.), Darren Soto (Fla.), Lisa Blunt Rochester (Del.), Madeleine Dean (Pa.), Grace Meng (N.Y.) and Lori Trahan (Mass.).
The group has plans to meet all together by mid-February, Hoyer said.

PM Modi chairs meeting of Council of Ministers ahead of Budget

New Delhi: Ahead of the Union Budget, Prime Minister Narendra Modi on Sunday chaired a meeting of the Union Council of Ministers here.
The Union Budget, which will be presented in Parliament on February 1, will be the last full-fledged budget of the Modi government before the 2024 general elections.
The meeting, the first to be held for the Union Council of Ministers in 2023, started around 10 am and is expected to conclude in the evening.
Sources said working of several ministries and policy initiatives taken by the Narendra Modi government will be reviewed and discussed.
This comes amid a buzz of a cabinet reshuffle and also ahead of the assembly polls in nine states this year.

Ban caste discrimination: Ambedkar Intl Center to Seattle City Council

The Ambedkar International Center, Inc. (AIC), a US-based civil rights group that fights against caste oppression, and other groups have asked the Seattle City Council to ban caste-based discrimination. The proposed ordinance, officially introduced by Councilmember Kshama Sawant, would put Seattle at the national forefront of protecting the caste-discriminated.
The proposed ordinance for the Seattle City Council would add caste to its civil rights laws, prohibit caste-based discrimination, and include protections against discrimination in employment, public places, housing, and contracting, said a press release from the AIC.

The AIC has worked closely with council member Kshama Sawant, the Coalition of Seattle Indian-Americans (CSAI), Equality Labs, and the Ambedkar Association of North America (AANA) to help draft this proposed ordinance. This proposal builds on AIC’s policy in Seattle and advocacy efforts to end caste-based discrimination and fight for justice for victims of caste discrimination.
“Taking up such a model legislation is the need of the hour; a raft of evidence shows that the evils of caste and caste discrimination is present in the United States”, said Anil Wagde, a member of the AIC. According to the Seattle-based AIC, the 2020 census data shows that the South Asian population is the fastest-growing major ethnic group in Seattle, home to a large tech industry, where caste discrimination has thrived.
“The proposal comes in light of a growing movement to recognize and stop caste discrimination in the States. If passed, Seattle will become the first city in the States to ban caste discrimination and add protections against it,” stated the release.
More recently, Brown University became the first Ivy League institution to add caste to its non-discrimination policy and explicitly prohibit caste discrimination, joining a number of US colleges and universities. The AIC’s in Seattle proposal is also being supported by Ambedkarite Buddhist Association of Texas, Boston Study Group and Ambedkar Kings Study Circle.
“Such legislation will not only bring the evils of caste to light and how caste bias operates but will also be much-needed legal teeth for the victims of caste discrimination. We thank Council member Kshama Sawant for her support and CSAI for this initiation. We would also like to thank our policy advisor Sumit Anand for his guidance and expertise. We hope that other city councils will follow suit and these small steps culminate in a national ban on caste discrimination”, Anil added.

A threadbare discussion was held on Digital & Green Initiatives; reforms in examinations; promotion of Regional Languages, Culture, Art & Heritage; Capacity Building of Faculty; strengthening Industry Academia Society Interface; promoting Experiential Learning; Curriculum Development as per requirement of the market; hand-holding in Skill Development & Entrepreneurship and future requirements of the University.
Empowering Women by way of establishing the ‘Non-Collegiate Women’s Education Board’ to promote capacity building, literacy and employment among the young girls/women and developing University of Jammu as a vibrant & thriving hub of cultural & co-curricular activities were also discussed.

Hyderabad: Enhancing visibility, approachability, says Rachakonda security council

Hyderabad: Rachakonda Security Council chairman D S Chauhan addressed his first meeting of the Rachakonda Security Council (RKSC) here on Saturday and expressed his happiness over its progress.
Stating that RKSC will be a good channel to strengthen governance within the Rachakonda limits, Chauhan emphasized the need of staying in touch with ground realities.
“Work towards enhancing visibility, spreading awareness and brand image on the approachability, arrest the issue at the grass root level,” he said.
On women’s safety, Chauhan said that awareness and building confidence in women should be implemented.
On cyberbullying and crimes, he said asked the cyber safety team to present a pictorial form to specify the DOs and Dont’s to people as well as motivate them to stay connected with the physical world as much as possible.
