    In a hard-hitting attack on his Pakistani counterpart Bilawal Bhutto Zardari, External Affairs Minister S Jaishankar called him the “promoter, justifier and spokesperson of a terrorism industry” after the Shanghai Cooperation Organisation meeting on Friday.

    On Bhutto Zardari’s comments on tackling terrorism, Jaishankar said Pakistan’s credibility in dealing with is depleting even faster than their forex reserves. Asked whether there could be talks between India and Pakistan on combating the menace, the external affairs minister said, “Victims of terrorism do not sit together with perpetrators of terrorism to discuss terrorism.”

    The external affairs minister said Bhutto Zardari came to India as foreign minister of an SCO member state and it is part of multilateral diplomacy. “Do not see it as anything more than that,” he added. On the so-called China-Pakistan Economic Corridor, Jaishankar said it was made very clear that connectivity is good for progress, but it cannot violate the territorial integrity and sovereignty of states. He said as a foreign minister of an SCO member state, Bhutto Zardari was treated accordingly.

    Benaulim: Pakistan’s foreign minister Bilawal Bhutto-Zardari arrived in Goa on Thursday to attend a conclave of the Shanghai Cooperation Organisation (SCO), becoming the first senior leader from the neighbouring country to visit India in almost 12 years.

    Bhutto-Zardari’s visit to India to attend the SCO Council of Foreign Ministers (CFM) meeting comes amid continuing strain in ties between the two countries on a host of issues including Islamabad’s use of cross-border terrorism in Jammu and Kashmir.

    The Pakistan foreign minister was received at the airport in Goa by JP Singh, the joint secretary heading the Pakistan-Afghanistan-Iran division at the external affairs ministry.

    In 2011, Pakistan’s the then foreign minister Hina Rabbani Khar visited India and held talks with her the then counterpart SM Krishna.

    “I am very happy to reach Goa to lead the Pakistani delegation at the SCO Foreign Ministers meeting. I expect the SCO CFM meeting to be successful,” Bhutto-Zardari told reporters.

    Though there was a buzz in the media about Bhutto-Zardari’s two-day visit to Goa, both the Indian and the Pakistani side appeared to keep each other at arm’s length.

    People familiar with official engagements on the sidelines of the SCO conclave said there is no plan for a bilateral meeting between External Affairs Minister S Jaishankar and Bhutto-Zardari so far as there was no request for it from the Pakistani side.

    In a tweet with a caption ‘Salaam, from Goa India’, Bhutto-Zardari said: “Assalamualaikum, we have reached Goa for the Shanghai Cooperation Organisation (SCO) meet.”

    “I will first hold a meeting with Russian Foreign Minister. Then, will hold a meeting with Uzbekistan’s Foreign Minister. I will attend the dinner hosted for all the foreign ministers…,” he said in a short video.

    Before leaving for Goa, the Pakistani foreign minister said, “My decision to attend this meeting illustrates Pakistan’s strong commitment to the charter of the SCO.”

    “During my visit, which is focused exclusively on the SCO, I look forward to constructive discussions with my counterparts from friendly countries,” he said.

    The Pakistan foreign minister’s visit to India is the first such trip from Islamabad since 2011 as Khar visited New Delhi that year. She is currently serving as the minister of state for foreign affairs.

    In May 2014, former Pakistani Prime Minister Nawaz Sharif visited India to attend Prime Minister Narendra Modi’s swearing-in ceremony.

    In December 2015, former External Affairs Minister Sushma Swaraj visited Pakistan, and days later Modi made a brief visit to that country.

    The invitation to the Pakistan foreign minister to attend the SCO meeting was sent in January, days after Pakistan Prime Minister Shehbaz Sharif offered to hold bilateral talks between India and Pakistan.

    In an interview with UAE-based Al Arabiya news channel, Sharif had said Pakistan has learnt its lesson after three wars with India and now it wants to live in peace with India, if “we are able to resolve our genuine problems.”

    However, Pakistan’s Prime Minister’s Office later said negotiations are not possible without India revoking its 2019 actions on Kashmir.

    India has been maintaining that it desires normal neighbourly relations with Pakistan while insisting that the onus is on Islamabad to create an environment free of terror and hostility for such an engagement.

    The ties between India and Pakistan came under severe strain after India’s warplanes pounded a Jaish-e-Mohammed terrorist training camp in Balakot in Pakistan in February 2019 in response to the Pulwama terror attack.

    The relations further deteriorated after India in August 2019 announced the withdrawal of special powers of Jammu and Kashmir and the bifurcation of the state into two union territories.

    In a related development, Pakistan PM Sharif said his country’s decision to attend the SCO foreign meeting in India reflects its “commitment” to the SCO Charter and multilateralism as he asserted that his country was committed to playing its part to advance its shared values of peace and stability in the region.

    “We are committed to playing our part to advance our shared values of peace and stability in the region. We are all for win-win understandings based on connectivity, trade and mutually advantageous cooperation,” he further said.

    Islamabad: Pakistan’s Foreign Minister Bilawal Bhutto Zardari said on Thursday that his party was trying to build consensus among the country’s political leadership on holding elections, but asserted that any dialogue would be futile if it is carried out “with a gun to your head”.

    The Pakistan Peoples Party (PPP) Chairman’s remarks came as the country’s Chief Justice Umar Ata Bandial requested political leaders to hold negotiations earlier in the day after the Supreme Court resumed hearing a petition seeking to hold general elections for all national and provincial assemblies simultaneously.

    Justice Bandial said that there could be no obstinacy in negotiations and that consensus could be built through bilateral talks, The Express Tribune newspaper reported.

    He asked the political leaders to meet and negotiate on Thursday rather than after Eid. During the hearing, he said the elections could be held in July after Eid.

    Despite Justice Bandial’s request, no dialogue was held between the highly-polarised political parties.

    Later, the hearing was adjourned till April 27 after Attorney General for Pakistan (AGP) Mansoor Awan and PPP lawyer Farooq H Naek met Justice Bandial in his chamber and sought more time to hold dialogue with the opposition Pakistan Tehreek-e-Insaf (PTI) party led by ousted prime minister Imran Khan to evolve consensus on the matter, the report said.

    “We have made attempts in the past to unify the political leadership [on elections] and are willing to do that again, but dialogue cannot take place with a gun to your head as no one will agree,” Bilawal, 34, said.

    He said the PPP supports holding elections on the same day and is prepared to talk to anyone to achieve this goal.

    “Our efforts are aimed at saving democracy, which is currently in danger,” he said.
    Bilawal hoped that the CJP would establish consensus within his institution before leaving his post.

    “Our history has never witnessed such fragmentation within the judiciary. The Supreme Court is currently undergoing a trial before the people,” he said.

    Pakistan is currently in the grip of political and economic instability, compounded by the bitter tension between the judiciary and executive over the date of elections in the Punjab province.

    Parliament and the judiciary are divided over the holding of elections in the two provinces as the former has refused to authorise the funds to meet the expenditures.
    The deadlock has increased political instability and with the economy already in freefall, the threat of default of the country has increased.

    The federal government led by Prime Minister Shehbaz Sharif asserts that it has the power to delay the polls and hold them after August.

    However, Khan’s PTI party was pushing for early polls and demanding that instead of delaying the Punjab elections, the National Assembly should be dissolved and general elections called in the country.

    Islamabad: Pakistan Foreign Minister Bilawal Bhutto Zardari has expressed his apprehension about emergency or martial law in the country if a larger Supreme Court bench was not constituted to hear the case regarding the postponement of provincial elections in Punjab, according to a media report on Tuesday.

    Bilawal’s concerns stem from the ongoing political and judiciary crisis in the cash-starved country wherein the Supreme Court is hearing the Pakistan Tehreek-e-Insaf’s petition against the Election Commission of Pakistan’s decision to postpone the Punjab Assembly polls.

    Bilawal, who is also the head of the People’s Party (PPP), spoke with the media on Monday in Larkana, his seat in the Sindh province, and said his party would not accept whatever decision of the three judges on elections in Khyber-Pakhtunkhwa (KP) and Punjab, The News International reported.

    Pakistan’s Supreme Court on Tuesday termed as “unconstitutional” the election commission’s decision to postpone polls in the Punjab province till October 8, in a major blow to the federal government that has been trying to delay the provincial election citing security issues and the economic crisis.

    “The party will embrace (only) the decision of the full court and implement the same,” he said.

    He said that PPP is defending the Constitution. He added that Zulfiqar Ali Bhutto, the PPP founder, had given the nation the 1973 Constitution which was breached by dictators, including Pervez Musharraf, but former president Asif Ali Zardari had restored it.

    He said that the sons and daughters of dictators are in the PTI and added that party supremo Imran Khan was the chief polling agent of Pervez Musharraf in a held referendum.

    He said that a three-judge decision would not be accepted because one of them, through his judgment, had handed over the Punjab government to PTI by rejecting some votes in the election of the chief minister last year.

    He asked the Chief Justice of Pakistan to constitute a full court in the larger interest of the nation.

    Pakistan has a history of military rule and so far generals have ruled almost half of the history of the creation of the country. Bilawal’s warning comes as the country is gripped with bitter political, judicial and economic crises.

    United Nations: India tore into Pakistan after its foreign minister raised the issue of Jammu and Kashmir at a Security Council debate on women, peace, and security, saying it is “unworthy” to even respond to such “malicious and false propaganda”.

    Responding to Pakistan Foreign Minister Bilawal Bhutto Zardari’s remarks on Jammu and Kashmir, India’s Permanent Representative to the UN Ambassador Ruchira Kamboj on Tuesday termed his statement as “baseless and politically motivated”.

    “Before I conclude, let me dismiss the frivolous, baseless and politically motivated remarks made by the delegate of Pakistan regarding the Union Territory of Jammu and Kashmir,” she said.

    Speaking at the UN Security Council open debate on Women, Peace and Security’, Kamboj said: “my delegation considers it unworthy to even respond to such malicious and false propaganda.”

    “Rather, our focus is where it shall always be positive and forward-looking. Today’s discussion is critically important to strengthen our collective efforts to accelerate the full implementation of the Women, Peace and Security agenda. We respect the topic of the debate and recognise the importance of time. As such, our focus shall remain on the topic,” she said.

    Kamboj’s sharp retort came after Pakistan Foreign Minister Zardari referred to Jammu and Kashmir in his remarks to the Council debate held under Mozambique’s Presidency for this month, on the eve of International Women’s Day.

    India has previously told Pakistan that the entire territories of the Union Territories of Jammu and Kashmir and Ladakh have been, are, and shall always be part of India.
