Chief Secretary Calls For Third-Party Audit Of JK Minerals To Boost Its Performance, Generate Employment

SRINAGAR: Chief Secretary, Dr Arun Kumar Mehta while chairing the 175th board meeting of Jammu and Kashmir Minerals Ltd, emphasised over the need for a third-party audit to evaluate the performance of the corporation’s mines.
He stated that the audit would assess whether the mines are operating at their optimal condition and determine if there is potential to generate more employment within these mining facilities.
Dr Mehta also called for the development of a mining plan, with expert consultation, to increase the output of the Kalakote coal mines.
The Chief Secretary urged upon the Corporation that all of their activities should aim at boosting the economy of Jammu & Kashmir. He commended the corporation’s financial records over the past three years and suggested holding quarterly meetings for better coordination and implementation of decisions.
During the meeting, the Board unanimously agreed that in order to avail the funding under NMET (National Mineral Exploration Trust), J&K Minerals Limited shall surrender the Lease Hold Rights of Sapphire Mine so that Ministry of Mines can take up the work.
Furthermore, the Board approved e-Auction of rough sapphire to promote transparency.

Elections, Statehood Likely After New Government Formation At Centre: Muzaffar Baig

SRINAGAR: Former Deputy Chief Minister JK, Muzaffar Hussain Baig on Tuesday said that assembly elections and restoration of statehood will likely be in place after new government formation will take place in Centre. He said abrogation of Article 370 and 35(A) was an extraordinary decision of Government of India to deal with extraordinary situation.
KNS reported that the former Deputy CM Muzaffar Hussain Baig said, “I think neither assembly elections will be held nor statehood to JK will be returned back until there is new government formation in the Centre.
“GoI want huge participation of people in forthcoming elections here so they will take some steps including restoration of statehood after 2024 elections across the country. The huge participation of people in polls is possible only once they will restore statehood to JK, so GoI will give it back after 2024 elections at the centre,” Muzaffar Baig said.
He said since article 370 and 35(A) were revoked, Kashmir witnessed no rebellion against India.
“The people did not indulge in stone pelting and other things after reading down of article 370. Hundred welfare schemes have been implemented in JK which were not executed earlier. I feel there will be a huge participation of people in upcoming elections whenever it will be held,” he said.
To a query, the former Deputy CM said some people termed the present situation in J&K as “peace of graveyard” which is not reality. “With near elimination of militancy people of J&K and particularly people of Kashmir are in a positive frame of mind. People have adopted realistic approach. For peace in J&K, I give credit to people as they chose the path of realistic politics to let peace prevail here,’ he said.
He said the local political leaders should keep their tune low against New Delhi. “Our politicians at this juncture should think about the interest of people instead of gaining personal points. Elections cannot be held in an overnight. It needs some steps to be taken on ground, and GoI is working on that,” he said.
When asked about former CM J&K Ghulam Nabi Azad’s quit from Congress, Baig said he may have not received such importance from present leadership in the Congress which he was receiving since the times of Indira Gandhi. “He was dear of Indira Gandhi. His quit from the Congress was not only an emotional step but he was willing to work for his own people at local level. He is a true nationalist,” Baig said.

About abrogation of Article 370 and 35(A), the former Deputy CM said extraordinary situation demands extraordinary decisions. “People were getting killed due to militancy and government took an extraordinary decision and at the same time it introduced positive and welfare schemes for people”.
About Gupkar Alliance which was formed to fight for restoration of Statehood to J&K, the former Deputy CM said “The draft of Gupkar declaration was given by me and former-politician-turned-IAS officer Shah Faisal wrote the draft. This was an act of hope but practically that could not be implemented”.

NCM Says It Lacks Role In Granting Hindus A Minority Status In Jk

SRINAGAR: Clearing its stand on declaring Hindus a minority community in Jammu and Kashmir, The National Commission for Minorities (NCM) on Monday said that the commission has nothing to do with the granting of minority status to any community in the country.
The Indian Express reported that member NCM, Syed Shahezadi on Monday said that if Government wants to grant minority status to Hindus, including Kashmiri Pandits, in Jammu and Kashmir and parliament wants to enact a law for the same, let them do it.
She said that the decision is out of the commission’s bounds and Supreme Court is the absolute authority to take the final call.
“The commission has categorically made it clear that they are not the law makers and it is for Parliament and the Supreme Court to take a decision on this matter,’’ Shahezadi said.
The NCM member earlier in the day held discussions with UT Chief Secretary Dr Arun Kumar Mehta on implementation of centrally funded welfare schemes for minorities in Jammu and Kashmir.
She further said the NCM aims at setting up minority commissions in every state and UT of the country and the Commission will write to the government for setting up one in the UT of Jammu and Kashmir as well.
Pertinently, Supreme Court in November last year had asked the Centre for completing consultations with states on the demand to grant minority status to Hindus in states where their numbers are below other communities.
This followed the government submission before court that it had received comments from 14 states and UTs and has sent reminders to others to send in their views at the earliest.

JK Officials Win India’s Highest Civil Service Honour

SRINAGAR: Dr Shahid Iqbal Choudhary, CEO Mission Youth J&K and Secretary to the Government, along with DC Baramulla Dr Syed Sehrish Asghar, have been chosen to receive the prestigious Prime Minister’s Award for Excellence in Public Administration, which is India’s highest honor in civil services. Lieutenant Governor Manoj Sinha has congratulated both Dr Choudhary and Dr Asghar on their accomplishment.
Shahid has become the first person to win the PM award for the third time, thanks to his innovative work with Mission Youth, which has put J&K at the forefront.
Meanwhile, Sehrish received the award for excelling in the Aspirational Districts category, specifically for her work in Baramulla district. The key achievements of Baramulla’s Aspirational District Programme that led to the Deputy Commissioner’s recognition include the creation of Birth Waiting Wards in Primary Health Centres and Community Health Centres, diagnostic service upgrades at all delivery points, and the distribution of Poshan Tracker Tabs to all Anganwadi workers.
The Deputy Commissioner provided farmers with support through various measures such as plant protection, nursery strengthening, robust root stocks, and quality planning material.
Additionally, a marketing facility was established in Sopore, the second largest Fruit Mandi in Asia. In the district, Severe Acute Malnutrition rates dropped from 3% to 0.01% and Moderate Acute Malnutrition rates reduced from 11.93% to 0.039%. To address the critical health sector gap, a two-year paramedical diploma course has been launched for 300 students in the border area. Lastly, 56,215 PM Jan Dhan Yojana accounts have been opened in Baramulla district as part of the financial inclusion initiative.

Three Engineers Attached In Rs Six Cr Solar Lights Scam

SRINAGAR: The Kashmir Power Distribution Corporation Limited (KPDCL) attached three engineers including Executive Engineer while an inquiry has been ordered against them for withdrawing Rs 6 crores for non-existent works in Kupwara.
The Anti-Corruption Bureau (ACB) has reported that the Electric Division (ED) of Kupwara withdrew Rs 6 crore from the treasury for the installation of 3,600 solar street lights. However, during physical verification, no street lights were found installed.
As a result, the Kashmir Power Distribution Corporation Limited (KPDCL) has attached three engineers, including an Executive Engineer, an Assistant Engineer, and a Junior Engineer, while an inquiry has been ordered against them. The Superintendent Engineer Sopore has been tasked with conducting the investigation based on the ACB’s report.
The ACB found that the ED Kupwara made an illegal payment of Rs 6.12 crore to four contractor firms without installing any solar lights. In response, the ACB has recommended that action be taken against the delinquent officials, including cancelling the tender and recovering the payments.
The AEEs and JEs of Sub Division Kupwara and Sub Division Trehgam both communicated to the Executive Engineer ED Kupwara that the allotted works were impossible to execute at the end of the financial year in just two or three days. However, the Executive Engineer ED Kupwara prepared bills for the non-existent work through unauthorized channels.

Altaf Bukhari Calls For Reconciliation To Bring Positive Change In JK

SRINAGAR: Apni Party President Altaf Bukhari emphasised that reconciliation is important to shape the destiny of Jammu and kashmir and its people.
According to a press release Bukhari was speaking to reporters on the sidelines of a party event, in which a large number of political leaders and activists from central Kashmir’s Badgam district joined the Apni Party at its headquarters in Srinagar.
Apni Party president said, “The militancy has taken a backstage in JK and the people have been contributing to restoring the normalcy here; therefore, the time has come to start a reconciliation to shape up the destiny of this land and its people in a positive manner.”
Bukhari expressed his worry about the prevailing drug menace in society and yet again called for comprehensive efforts by one and all to eradicate the menace and protect the young population from falling prey to it.
“As you know, Apni Party has already launched a campaign named ‘Say yes to life and say no to drugs’ with a range of initiatives, but the problem needs to be tackled on a large scale and everyone from the society, especially our religious leaders, need to come forward to play their vital role in eradicating the drug abuse from the society.”
Stressing on the release of the veteran religious leaders, Altaf Bukhari said, “The prominent religious leaders including Mirwaiz Umar Farooq, Moulana Abdul Rasheed Dawoodi, Moulana Mushtaq Ahmad Veeri, and others who are in jail must be released because these veteran social and religious leaders have huge following in the Valley can play an important role to help eradicate social evils including drug abuse in the Valley.
He further said, “Jammat Islami JK must be allowed to carry out its religious activities so that it can help eradicating social evils including the growing drug menace in Jammu and Kashmir.”

Boy Allegedly Stabbed After Altercation, Hospitalised

SRINAGAR: A 12-year-old boy was injurer after being allegedly stabbed by another late on Monday night following an altercation between the two in Teliyan area of Sopore in north Kashmir’s Baramulla district.
An official said that Umar Rashid Dar son of Abdul Rashid Dar of Arampora was allegedly stabbed by one Muneeb Bashir son of Bashir Ahmad Mir after altercation between the two.
He said following the incident, the injured was taken to sub district hospital Sopore for treatment.

Intermittent Rain, Thunderstorm To Continue In JK: MeT

SRINAGAR: Weather department here on Tuesday said that intermittent rain and thunderstorms was very likely to continue in Jammu and Kashmir till April 21.
“During this wet spell of (18-19th) thunderstorms with strong gusty wind reaching (20-30KMPH) and hailstorm is also possible at some places of Jammu and Kashmir,” a meteorological department official said. From April 22-25, he said, the weather was likely to be “mainly dry.”
He said in last 24 hours till 0830 hours today, Srinagar received 6.9mm of rain, Qazigund 11.0mm, Pahalgam 22.4mm, Kupwara 15.7mm, Gulmarg 12.2mm, Jammu 6.2mm, Banihal 21.1mm, Katra 4.4mm and Bhaderwah 9.2mm.
Regarding temperature, the official said that Srinagar recorded a low of 11.0°C against 10.7°C on the previous night and it was 3.1°C below normal for the summer capital.
Qazigund, he said, recorded a low of 9.8°C against 8.8°C on the previous night and it was 3.3°C above normal for the gateway town of Kashmir.
Pahalgam, he said, recorded a low of 5.6°C against 5.5°C on the previous night and it was 2.2°C above normal for the famous tourist resort in south Kashmir’s Anantnag district.
Kokernag recorded a low of 9.3°C against 8.7°C on the previous night and it was 2.8°C above normal for the place, the officials said.
Gulmarg recorded a low of 3.6°C against 3.5°C on the previous night and it was 1.3°C above normal for the world famous skiing resort in north Kashmir’s Baramulla district, he said.

In Kupwara town, he said, the mercury settled at 8.6°C against 8.7°C on the previous night and it was 1.8°C above normal for the north Kashmir area.
Jammu recorded a low of 20.0°C against 25.9°C on the previous night. It was 0.1°C above normal for J&K’s winter capital, he said.
Banihal, he said, recorded a low of 10.5°C (above normal by 2.1°C), Batote 12.6°C (above normal by 1.2°C), Katra 18.5°C (1.4°C above normal) and Bhadarwah 11.4°C (4.2°C below normal). Ladakh’s Leh recorded a low of 5.0°C and Kargil 5.4°C, he said. (GNS)

Shab-e-Qadr Observed With Religious Fervour Across Kashmir

Srinagar: Laylat-ul-Qadr also known as Shab-e-Qadr – the night of power and blessings was observed across Kashmir valley with religious fervour and gaiety on intervening Monday and Tuesday night.
The night holds special reverence among Muslims across the world as the Holy Quran was revealed to Prophet Muhammad (PBUH) from Allah on this blessed night.
This is one of the holiest and most blessed nights, which is likely to occur on one of the odd nights in the last 10 days of Ramazan and most likely to be the 27th of the holy month, during which Muslims spend the whole night attending the religious gatherings and praying all night till dawn.
As part of the festivities, Muslims thronged mosques and shrines across the valley for prayers and recitation of the holy Quran.
Thousands of devout Muslims, gathered at Hazratbal and other mosques and shrines across the valley, including at the Dast-e-Geer Sahib and Sayed Yaqoob Shah shrines here to offer special prayers.
Congregational night prayers were allowed by authorities at historic Jamia Masjid Nowhatta after a hiatus of almost four years. A huge gathering was witnessed at the mosque and devotees remained engrossed in supplications and recitals of the holy Quran throughout the night.
The nightlong prayers were also held at other mosques and shrines in Srinagar including at Masjid Jamiat-e-Ahle Hadith Gawkadal; Asar-e-Sharif Janab Sahib Soura; Asar-e-Sharif Shehri Kalashpora; Ziarat-e-Makhdoom Sahib (RA), Khanqah-e-Maula.
District administration Srinagar had put in place special arrangements while control rooms were also established at Dargah Hazratbal shrine and other places to redress grievances or complaints of devotees.

In north Kashmir, the prayers were held at Jamia Masjid Bandipora, Jamia Masjid Baramulla, Jamia Masjid Kupwara, Masjid ul Murshideen Bumhama, Jamia Masjid Handwara and other local mosques alike.
In south Kashmir, prayers were held at Jamia Masjid Hanfia, Jamia Masjid Ahle Hadith, Bait-ul-Mukarram and Rehat-Ded Masjid in Anantnag town. The prayers were also offered in Ziarat-e-Sharief Khiram Kund, Aishmuqam and Bijbehara areas of the south Kashmir district.
In Kulgam, the biggest nightlong prayer gathering was seen in Jamia Masjid. Large congregational prayer gatherings were also witnessed in Khankah Tral, Jamia Masjid Shopian and Jamia Masjid Pulwama.
The preachers and religious scholars highlighted the teachings of Islam and various aspects of the life of the Prophet Muhammad (SAW) and urged Muslims to follow the principles and tenets of Islam. (GNS)

Value-Based Education Will Be Great Support To Students: LG Sinha

SRINAGAR: The Jammu and Kashmir Lieutenant Governor (LG) Manoj Sinha Monday said Value Based Education will be a great support for the students to improve the human capital.
“According to the National Education Policy, I think the youth of our country will decide as to how effectively they will utilize it,” Sinha said.
“The policy is focused on Value Based Education and it will help the students to improve their skills,” he added.
“I think that if a student is diverted from Value Based Education, they won’t be achieving much success to their best capacity,” LG said.
He also said that the youth will decide how much benefit they will get through it. “The students of 5-18 years old are spending nearly 30,000 hours in schools campus and that is why the educational institutions are playing an important role in their lives,” Sinha said.
The LG also said, “I believe that Value Based Education will be a great support for the students to improve the human capital.”
“I believe that the human capital in making for the future will ease things with the help of Value Based Education whether it is industries, agriculture or any other sector. The education sector will be at a high level,” he said. (KNO)
