    FFRC Directs Private Schools To Submit Proposals For Fee Fixation Or Face Action

    SRINAGAR: In a recent development, the Fee Fixation and Regulation Committee (FFRC) for private schools on Wednesday directed all the private schools in the Jammu and Kashmir UT to submit their fee structure proposals for approval within the specified time period.

    In a fresh order issued in this regard, the Chairman of the Committee has said that private schools were earlier ordered to submit their proposals in January 2021, but due to requests from individual schools and associations, the submission deadline was extended.

    As per the order, the Supreme Court had earlier ruled that educational institutes should submit their proposed fee structures well in advance of the academic year, along with all relevant documents and books of accounts for scrutiny.

    “The Committee will then decide whether the proposed fee structure is justified and not profiteering or charging capitation fees. Once the fee is fixed by the Committee, the institutes cannot charge any other amount above the approved fees,” the order reads.

    The order reads that the Jammu and Kashmir Private Schools (Fixation, Determination and Regulation of Fee) Rules, 2022, were notified by the J&K Government on May 10, 2022.

    “Rule 5(1)(c) of the Rules requires private schools to place their proposed fee structure before the Committee along with all relevant documents and books of accounts for scrutiny within the specified time. Rule 8(a) of the Rules requires private schools to submit a proposal for fee fixation, determination and regulation three months before the next academic year starts,” it reads.

    The FFRC Chairman has directed all the private schools in JK UT to submit their fee fixation and regulation files for the upcoming academic sessions, along with all requisite documents and audited accounts of the last three years.

    “Schools with an already approved fee structure for the 2023-24 academic year need not apply and should adhere to the approved fee structure,” it reads.

    It further reads that the private schools that failed to submit their fee fixation and regulation files earlier are provided with a final opportunity to submit their files and documents as prescribed.

    “Failure to submit the requisite information will attract action in terms of Rule 8(d)(i) and (ii), which includes imposing a fine equivalent to 10 percent of total revenue generated by the private school in the preceding year or taking over the management of the private school until it submits a proposal,” the order reads.

    “During the period of management takeover, the government will appoint an administrator to ensure the smooth functioning of the school at the cost of the school’s fund, and no further development/procurement/construction activities related to education and safety of children will be allowed,” it reads.

    The Chairman FFRC in his order has stated that the competent authority may withdraw permission and recognition of the private school as per the procedure laid down by the government.

    Meanwhile, the FFRC in a separate order has barred the private schools from giving a unilateral hike in the tuition fees saying that no Private school association, individual school was competent to make a hike in any kind of fee charged by the school without permission of the Committee.

    “No organization (Govt/Private) is competent to fix and regulate fee of in a private school. It is exclusively domain of the Committee,” the order reads.

    The private schools have been asked to adhere to the fee structure approved by the Committee. “Parents and school managements are at liberty to approach this committee for redressal of grievances regarding fee structure if any, the same will be considered by the Committee,” the order reads.     SRINAGAR:  In order to ensure the smooth and hassle-free transport service for devotees on the observance of Jummat-ul-Vida (the last Friday of Ramadan) on April 14, the regional transport authorities on Wednesday directed all the transport associations and unions of the Kashmir division to ensure availability of the adequate number of big, medium and mini buses.

    Regional Transport Officer (RTO) Kashmir has directed all the transport associations and unions to ensure the availability of bus service from Parimpora and district routes towards Hazratbal, Jinab Sahib Soura, Kalashpora and Jamia Masjid Srinagar for the convenience of the general public and devotees.

    An order issued by the Office of the Regional Transport Officer Kashmir, states that apart from the service from Parimpora to Hazratbal, Lal Chowk to Hazratbal via Rajouri Kadal, Brain/Nishat/Shalimar to Hazratbal and Buchpora, Soura to Hazratbal, transport unions have been directed to ensure additional transport arrangements for the day.

    “For smooth and hassle-free celebration of Jummat-ul-Vida on 14-04-2023, all the Transport Associations/ Unions of Kashmir Division are hereby directed to ensure availability of the adequate number of Big Buses/ Medium Buses/ Mini Buses from Parimpora and District routes falling in western areas towards Hazratbal, Jinab Sahib Soura, Kalashpora, Jamia Masjid Srinagar, for the convenience of general public/ devotees,” it reads.

    According to the order, Jammu Kashmir Road Transport Corporation (JKRTC) has also been asked to adequately operate its fleet as per the past practice for the convenience of devotees and to ensure the availability of buses inter-alia from Lal Chowk to Hazratbal, Jinab Sahib Soura, Jamia Masjid, and to all important places witnessing large congregation.

    The RTO Kashmir through the order has urged all the Assistant Regional Transport Officers – Anantnag, Baramulla, Bandipora, Budgam, Ganderbal, Kupwara, Kulgam, Pulwama, and Shopian  to ensure the availability of adequate transport arrangements for the general public on the eve of the Jummat-ul-Vida.(KNO)

    SRINAGAR: Jammu and Kashmir reported 122 fresh covid-19 cases while there was no death due to the virus during the last 24 hours, officials said on Wednesday.

    They said that 52 cases were reported from Jammu division and 70 from Kashmir Valley, taking the overall tally to 480442. Among the cases, 174405 are from Jammu division and 306037 from Kashmir Valley.

    Providing district wise details of the cases, they  said that 38  cases were reported Jammu, 18 from Srinagar, 14 from Kulgam, 11 from Baramulla, seven from Bandipora, six from Doda, five from Kishtwar, five each from Budgam, Anantnag and Shopian, three from Kupwara, two each from Udhampur and Pulwama, besides one from Rajouri.

    There was no death either from Jammu division or Kashmir during the time. So far 4788 people have succumbed to the virus and among them include 2355 from Jammu division and 2433 from the Valley.

    Besides, they said, 62 Covid-19 patients recovered during the last 24 hours, 12 from Jammu division and 50 from Kashmir Valley. There are now 531 active cases, 240 in Jammu and 291 in Kashmir. (GNS)

    Reports said that a joint team of Police and army launched a cordon and search operation in Chakoora.

    As the joint team of forces approached towards the suspected spot, the hiding militants fired upon the forces, triggering off a gunfight.

  • Teenager Killed, Another Injured In JK Road Accident

    SRINAGAR: A teenager was killed while another was injured in a road accident in Chadoora area of central Kashmir’s Budgam district on Wednesday afternoon.

    An official said that two teenagers were injured after the bike they were riding on skidded off from road in Borwah area of Chadoora.

    He said both of them were shifted to sub-district hospital Nagam where from they were shifted to SMHS Srinagar, however, one among them succumbed to his injuries later.

    He identified the deceased as Imran Farooq son of Farooq Ahmad lone (15) and injured as Moomin Altaf son of Mohammad Altaf Sheikh (18)—both residents of Yarikalan Chadoora.

    Meanwhile, police have taken cognizance of the incident and have started further investigation in this regard. (KNO)

    SRINAGAR: The Jammu and Kashmir government on Wednesday ordered transfer and posting of two police officers with immediate effect and also re-designated post of additional superintendent of police Baramulla as superintendent of police headquarters Baramulla.

    According to an order, Diya D, IPS, awaiting orders of adjustment, is posted as Superintendent of Police (Headquarters), Baramulla.

    “The post of Addl. Superintendent of Police, Baramulla, is re-designated as Superintendent of Police (Headquarters), Baramulla, till held by the said officer,” reads the order.

    It added Rakesh Kumar Parihar, Addl. Superintendent of Police, Baramulla, is transferred and posted as Dy. Commandant IR-16th Battalion, against an available vacancy. (KNO)

    SRINAGAR: A family head was arrested on allegations of attacking and killing his son even as injuring his wife and daughter in Samba district on Wednesday afternoon.

    An official said that one Kulbir Singh was arrested by police soon after a news of him spread for allegedly attacking and killing his son Jatan Singh and also injuring his wife Poonam Devi and daughter with some sharp-edged weapon at their residence in Rakhi Sum area in Samba district.

    Confirming the incident, a police official said that soon after receiving information a police team rushed to the spot and apprehended the accused within no time. “We have registered a case into the incident and the accused being questioned regarding the unfortunate incident”, the official said.     SRINAGAR: In a move to ensure maximum participation of Kashmiri Migrants in the upcoming Assembly and Parliamentary elections, the Government has constituted teams to facilitate the enrollment of the displaced people from Kashmir putting up at Jammu and other parts of the India and help them cast their votes.

    The Relief and Rehabilitation (M) Department has constituted 22 teams for in camp and non camp areas of JK UT,  with an aim to spread awareness and manage facilitation of Kashmiri migrants in electoral rolls of the constituencies of their original residence in Valley. The department has also started various outreach programmes at Mumbai, Pune, Bangalore, Ahmadabad, Delhi and Chandigarh.

    As per media reports, the teams of the Relief and Rehabilitation Organization have already been dispatched to outside Valley and they have visited Mumbai, Pune, Chandigarh and on Thursday the team is visiting Bangalore in Karnataka and Ahmedabad in Gujarat where the Kashmiri migrants are putting up to get them enrolled as voters in Valley and ensure that they will vote in coming Assembly and Parliamentary elections from their respective constituencies in Kashmir.

    Besides, two special teams have been constituted wherein 16 officers, 56 officials and 50 Casual labourers have been engaged under the supervision of Relief and Rehabilitation Commissioner (M), J&K.

    The process has already started and for Zonal Area Awareness Campaign, all the officers and officials of 22 Zones have been declared as BLO’s and have been assigned the task of conducting door to door awareness program and enrollment of Kashmiri Migrants in Electoral Rolls.

    Excelsior reported that at present there are 1,20,000 migrant voters with Relief Organization and the department is motivating them to cast their vote in Kashmir so as to fulfill the gap created after their displacement.

    The sole intention of the Government is that the Kashmiri migrants putting up in other States of country should actively participate in democratic process and exercise their right to franchise from the constituencies they belonged in Kashmir, Excelsior reported.

    The whole Special Summary Revision campaign is being monitored under the supervision of Chief Electoral Officer, JK.
