  • Spray Fungicide Before Rains, Follow Spray Schedule: Experts to Orchardists

    SRINAGAR: In view of the wet spell forecast from 17th of April, the experts have advised orchardists to spray fungicide before rains to avoid scab-like diseases.

    Quoting experts, KNO reported that it is usually best to apply a fungicide before it rains, because rain causes leaf surfaces to be wet, a requirement for most foliar diseases, and rain may splash spores from leaf to leaf and from plant to plant.

    Therefore, if one is able to coat plants with fungicides prior to a rain, the plant is better protected from disease, they said.

    “Periods of wet weather are when a plant is most vulnerable to foliar disease. Fungicides, properly applied, may help to prevent or slow the initiation of disease and the spread of disease which commonly occurs during or shortly after a rain,” they added.

    Dr Tariq Rasool, a senior scientist at SKUAST (Sher-i-Kashmir University of Agricultural Sciences and Technology) said that as rains are predicted from Sunday, growers must spray fungicide before rains to avoid scab.

    “Orchards where over 50 to 60 percent petals have fallen must be sprayed with any SKUAST recommended fungicide to avoid any disease in future,” he said.

    Those Orchardists who have sprayed in around last week of March and apple flowers are in full, they too can go far fungicides, as research has been found it safe to spray fungicide in bloom without any effect on the fruit, he said.

    He advised farmers that they must use mist spray not full speed spray so that it won’t damage the petals and fruits and mist spray must be used always and the practice of bathing the whole tree must be avoided.

    “Best time for spray is morning and this is the critical stage of the scab so people must avoid mixing more pesticides and insecticides and focus on fungicide only this time,” he said.

    He added that even if it rains, a few hours after spraying fungicide, it will still provide protection to the fruit and keep diseases at bay.

  •  Scholar’s Allegations Against Supervisor Investigated Promptly, As Per Law: KU

    SRINAGAR: The University of Kashmir said on Friday that its Internal Complaints Committee (ICC) investigated the complaint filed by a PhD scholar against her then Supervisor promptly and as per the law, refuting that any “obstruction” was created in the matter.

    Referring to a news report on some social media platforms which came into the notice of the University about the instant matter, a KU spokesperson said the University took all steps necessary to address the alleged complaint with promptness and to facilitate the complainant in completion of her PhD degree.

    “Upon receiving the alleged complaint from the National Commission for Women, New Delhi, the University referred the matter to its Women’s Empowerment and Grievance Committee without delay. Since the complaint involved allegations of sexual harassment, as well as a complaint about the delay in the complainant’s PhD thesis submission, the matter was also referred to the University’s Internal Complaints Committee (ICC),” the spokesperson said in a statement to GNS, adding that the ICC provided the complainant with a fair opportunity to record her statement freely and without fear, and the faculty member against whom the complaint was made was also provided with the same opportunity.

    To arrive at a just conclusion, the Committee also contacted the teaching and non-teaching staff at CCAS to record their observations. According to the complainant’s recorded statement before the ICC, she alleged that she was harassed in 2016 while she was preparing her synopsis and had not yet registered for her PhD,” the spokesperson said.

    “However, she did not file a complaint with the authorities until December 2019 i.e. a gap of almost three years. As per the provisions of UGC (Prevention, Prohibition and Redressal of Sexual Harassment of Women Employees and Students in HEIs) Regulations, 2015, an aggrieved person/complainant can file a written complaint within three months of the incident. However despite this time lapse, the ICC went ahead with the investigating the complaint and subsequently submitted its report to the competent authority,” the spokesperson said, adding that the ICC’s report concluded, among other things, that the complaint was a result of “animosity resulting from non-compatibility between the scholar and the supervisor.”

    “In view of the non-compatibility, a Co-Supervisor was nominated by the University to Co-supervise the complainant’s PhD and undertake all the process including evaluation/examination, academic clearance, formulation of panel of examiners, supervisor’s report, viva-voce, and any other necessary formalities. The co-supervisor, from the Department of Sociology, was also authorised to assess and examine the thesis of the complainant and undertake all other formalities leading to the award of the PhD degree.”

    The PhD degree was subsequently awarded to the complainant on 12.12.2022.

    The University strongly denies any obstruction of action in the matter at hand. The University reiterates that it is fully committed to address any complaints related to sexual harassment and it recognises the importance of handling such complaints with utmost sensitivity. We are deeply committed to creating a fully secure academic institution/workplace for our students and women employees in all our campuses, and we will continue to ensure that complaints related to sexual harassment are handled in a timely, just and fair manner,” the spokesperson said.

    The allegation that the University delayed action in the matter is far from the truth and is strongly refuted. “The University reserves the right to take appropriate legal action in case of furnishing wrong information since it involves the prestige and reputation of the institution,” the spokesperson said.   • Youth Found Dead In Jammu and Kashmir

    SRINAGAR: A youth was found dead in Binner Rafiabad area of north Kashmir’s Baramulla district here on Friday.

    As per the reports, a youth identified as Adil Ahmad, a resident of Doniwari Rafiabad, was found dead by locals in the area, who subsequently informed the police.

    They said police has reached the spot and have recovered the body.

    Meanwhile police have taken cognizance of the incident and shifted the body to hospital for medico-legal formalities, they said.

  • 28 Mumbai Tourists Busted With Fake Gulmarg Gondola Tickets

    SRINAGAR: At least 28 tourists from Mumbai were caught with fake Gondola tickets at famous ski resort Gulmarg in north Kashmir’s Baramulla district, officials said on Friday. The tourists, they said, were given these fake tickets by their tour operator in Mumbai.

    In an official statement, a spokesperson of Jammu and Kashmir Cable Car Corporation (JKCCC) said the ticket scanning team of Gulmarg Gondola Project got hold of a group of 28 passengers from Mumbai at the scanning point of Gulmarg Gondola station.

    “These passengers were carrying edited fake tickets through their tour Manager Makrand Anand Ghanekar S/o Anand Ghanekar of Mumbai,” reads the statement.

    It reads, “We have an inbuilt system of dealing with such type of cases in place at Gulmarg Gondola Project. Our team of officers at the project handled this case in a meticulous manner and it was confessed by the tour Manager that he had himself edited these tickets at Mumbai and the passengers were not aware about this illegal activity.”

    It added it was made sure by our officers that the passengers do not suffer because of the ill plans of tour company. “A written complaint was obtained from the passengers who had been cheated by tour company namely Veene World Mumbai. The case along with all the details, Proofs, witnesses and the culprit were handed over to SHO Gulmarg by Incharge Gulmarg Gondola Project Showkat Ahmad Bhat for taking further necessary action in the matter.”

    As per the statement the management of JKCCC in general and local management of Gulmarg Gondola in particular are putting up extreme efforts to make the ticketing system user friendly and more transparent.

    “All these efforts are being made to ensure that the passengers do not suffer and do not feel inconvenience and leave as ambassadors of tourism department of J-K all over the country.” (KNS)

    SRINAGAR: Following the completion of the Instrument Landing System (ILS) and its calibration, Srinagar airport authorities are expecting the commissioning of the new ILS CAT II by mid-July this year.

    Director Srinagar International Airport Kuldeep Singh Rishi told the news agency—Kashmir News Observer (KNO) that the installation process of ILS Cat II has been completed. He said the approach procedure designing process will commence in mid-May and the commissioning of the new ILS CAT II is expected by mid-July.

    “The installation of ILS Cat II has already been completed and the calibration of this new system has also been completed on March 30 this year. The ILS approach procedure designing process will commence in mid-May, and the commissioning of new ILS CAT II is expected by mid-July,” he said.

    As per the officials, the upgradation of ILS CAT II will ensure that flight operations are undertaken in low visibility, particularly during foggy weather conditions.

    For the past several years, people have been demanding the installation of the latest ILS at the airport, and with the new ILS CAT II in place, it is believed that with the new functionality, the visibility threshold would increase to 600 meters and help in smooth night landings as well.

    The CAT-II or CAT-III facility is a radio navigation system that provides guidance to aircraft to approach a runway at night or in bad weather.

    It is pertinent to mention here that a Parliamentary Standing Committee on Transport, Tourism, and Culture in its report had flayed the government for the non-availability of the latest Instrument Landing System (ILS) CAT-II or CAT-III at the Srinagar International Airport. (KNO)

    SRINAGAR: The Bombay High Court has declined to dismiss a criminal case against a college professor from Kolhapur, who shared a message on his WhatsApp status that referred to the abrogation of Article 370 as “August 5 Black Day (for) Jammu and Kashmir.” The basis for the FIR was two WhatsApp statuses he posted, one stating “AUGUST 5 BLACK DAY JAMMU & KASHMIR” and the other saying “14th August Happy Independence Day, Pakistan.” The Central government revoked Article 370 of the Indian Constitution, which provided special status to Jammu and Kashmir, on August 5, 2019, reported The Hindustan Times.

    “In our view, this message has the tendency to play with emotions of different groups of people as there are strong feelings of contrasting nature about the status of Jammu and Kashmir in India,” The Hindustan Times reported while quoting the bench of justice Sunil Shukre and justice MM Sathaye while rejecting plea filed by Javed Ahmad Hajam, a professor with Sanjay Ghodawat College in Kolhapur.

    Hajam appealed to the High Court to dismiss the FIR filed against him by the Hatkanangale police station in Kolhapur district under Section 153-A of the Indian Penal Code, on charges of promoting enmity between different groups based on religion, race, place of birth, residence, language, caste, community, or any other grounds that could lead to disharmony or feelings of hatred or ill-will. The FIR was based on two WhatsApp statuses that he posted, one stating “AUGUST 5 BLACK DAY JAMMU & KASHMIR” and the other saying “14th August Happy Independence Day, Pakistan.” Hajam was a member of a parent-teachers association WhatsApp group at the college, and someone from the group reported the matter to the police.

    Hajam argued that he did not share any derogatory message or any message with the intention of stirring up hatred or ill-will. He claimed that his status messages did not cause any disharmony or disturbance of public tranquillity. However, a prosecutor opposed his plea, stating that the petitioner, a college professor, expressed his likes and dislikes in a casual manner without providing any reason or justification, which could lead to an initial inference of an offense punishable under Section 153-A. The High Court agreed with the prosecutor’s argument and rejected Hajam’s petition.

    The bench said in a democratic country like India, with a fundamental right of freedom of speech and expression available to its citizens, “every word of criticism and every view of dissent is important for maintaining democracy in a good state of health.”

    The court stated that in sensitive matters, it is important to express critical words or dissenting views only after conducting a thorough analysis of the situation and providing reasons for the criticism or dissent. The bench added that this is particularly important when emotions and sentiments surrounding the thing or aspect being criticized vary greatly among different groups of people. In such cases, criticism or disagreement should be accompanied by in-depth analysis and reasons so that it appeals to reason rather than emotions.

    “Whenever an appeal is to the reason, there is the least possibility of stirring up emotions and whenever an appeal is to the emotions, the reason is the casualty,” the bench said. “And, when reason falls victim to emotions, there results ill-will, hatred, public disturbance and negativity all around. Such is the importance of criticism based upon critical analysis and same being not here, now it would be required to be examined on merits; if the WhatsApp status message in question, really brought about the consequences contemplated under Section 153-A of the IPC or not, which would be possible only upon appreciation of evidence at the trial.”

    HC said prima facie posting of the DP constituted an offence under section 153-A of IPC.
