  • FCIK Demands For Consolidation Of Existing Industrial Base

    SRINAGAR: The Federation of Chambers of Industries Kashmir (FCIK) has urged the central government to consolidate the existing industrial base in Jammu and Kashmir and its ambitious expansion plans for industrial development under the “New Central Sector Scheme” (NCSS) launched in 2021 with an outlay of 28400 Crores over a period of time.

    This was conveyed by FCIK representatives to the Director of the Department for Promotion of Industry and Internal Trade (DPIIT), Dr Kajal, and her team of officers in a meeting held at Sanat Ghar Srinagar. The FCIK was led by members of the Advisory Committee, Shakeel Qalander and Mohammad Ashraf Mir, with the participation of presidents of various industrial estates, including Lassipora, Khunmoh, Rangreth, Zainakote, Shalteng, Sanat Nagar, Baghi Ali Mardan Khan, Zakura, Ganderbal, Silk Park Zakura, and other constituents.

    FCIK representatives conveyed that the desired transformation in industrial development could only take place by following the principles of natural growth, which envisages the consolidation of the existing industrial base before spreading out for expansion. While hailing the NCSS for enhanced industrial development, they said that the plan also required a change in the working atmosphere and system to facilitate existing and prospective entrepreneurs with flawless services.

    Recalling the central industrial scheme of 2002 launched by the then Prime Minister, Atal Bihari Vajpayee, the FCIK representatives regretted that the scheme could not bring any substantial change owing to inherent deficiencies. They said that the whole scheme, spread over more than a decade, could only attract investment of about 3000 crores, mostly in two districts of 22 districts of the erstwhile state of J&K. They said that NCSS-2021 may, God forbid, meet the same fate if the problems of existing enterprises were not addressed to boost existing and prospective investor’s confidence. They informed the visiting team that a whole lot of existing units were presently in complete distress and working on meager capacities much below their break-even, apart from a large number of units that had already turned sick.

    FCIK suggested DPIIT to earmark a sum of 10000 Crores out of 28400 Crores under NCSS, which could be utilized for incentivizing existing industrial units on revival and rehabilitation of sick units, diversification, modernization, and expansion programs. This initiative could not only save thousands of crores of investment made in existing infrastructure but could also establish a strong foundation for desired expansion plans, said FCIK members, adding that re-enforcing of existing units had the potential of generating one million jobs in a short run.

    FCIK members expressed their dismay over the non-seriousness of the local administration towards the plight of existing industry and said that the role and functionaries of the industries department required complete reformation and revamp.

    FCIK also complained to DPIIT of withholding a corpus fund of 100 Crores along with some other grants approved in 1999 by the then Prime Minister on the recommendations of Task Force on MSMEs. The FCIK representatives said that J&K badly needed such a corpus with appropriate enhancement.

    The Presidents and other members also registered their complaints regarding the difficulties faced by enterprises in availing incentives under NCSS-2021 and suggested changes in rules and regulations.

    Dr Kajal in her response assured FCIK team to revisit provisions of guidelines for the incentive scheme in order to benefit unit holders. She said that the team was dumbfounded to know about the ground realities about existing industry. She assured to take up the matter with her high ups in the department and in turn with relevant quarters for finding a resolution to the problems brought in her notice. She asked FCIK to furnish a detailed note on all these issues with suggestions thereof. She also assured of having regular and frequent interaction with the stakeholders in future.

    SRINAGAR: According to officials, there have been 24 new cases of Covid-19 reported in the Kashmir valley in the past 24 hours.

    Over the past week, there have been a total of 853 positive cases, with 257 currently active and 762 recovered cases.

    In the last week, 303,90 rapid antigen tests and 12218 RT-PCR tests were conducted in Kashmir.

    The 24 new cases include 2 from Srinagar, 2 from Pulwama, 3 from Budgam, 4 from Baramulla, 2 from Bandipora, and 11 from Anantnag. (KS)

    “With its aspirational vision, Scouts & Guides is leading the change in society especially by serving vulnerable section of the community & enabling the youth leaders to drive transformative change,” said the Lt Governor.

    The Lt Governor called upon the youth to follow the rich legacy of Mahamana Pt. Madan Mohan Malaviya and dedicate themselves in the service of the nation.

    “The young generation is the key to change and today they are eager to play a bigger role in sustainable economic growth and social cohesion. With their commitment to selfless service, Scouts & Guides is contributing to build an inclusive & prosperous society,” observed the Lt Governor.

    In the fast-changing world, Scouts & Guides will have to turn their voice into action. In the partnership with local administration, they must engage in social welfare works to complement the government’s efforts and to develop new youth networks to promote peaceful, equal and just communities, he added.

    The Lt Governor also urged the trainers and teaching community to nurture individual growth and leadership qualities amongst the youth.

    “Young generation is the main stakeholder of the future and it is our collective responsibility to provide them with the opportunities to fulfil their potential and strengthen their involvement in development processes,” the Lt Governor said.

    The Lt Governor asked the J&K Bharat Scouts & Guides to actively contribute to drug abuse prevention programmes.

    The Lt Governor also reiterated the UT Administration’s commitment to facilitate the smooth operations of J&K Bharat Scouts & Guides.

    On the occasion, the Lt Governor felicitated the Scouts & Guides from various schools with Rajya Puraskar Award Certificates.

    A 2009 batch officer, Choudhary is posted as Secretary of the Tribal Affairs Department, and Director of J&K Mission Youth, and Skill Development Missions.

    SRINAGAR: At least six persons including five tourists were injured after a vehicle skidded off road in Pahalgam area of south Kashmir’s Anantnag district on Friday.

    Quoting an official, KNO reported that five tourists and a local driver were injured after their vehicle skidded off road in Pahalgam.

    He said soon after the incident all the injured were taken GMC Anantnag for treatment. “All the injured are stable,” he said.

  • NIA Team Visits Poonch After Deadly Militant Attack

    SRINAGAR: A day after five soldiers were killed and another injured in a militant attack, a team of National Investigation Agency (NIA) visited the spot on Friday.

    In a statement army said, its vehicle caught fire while moving from Bhimber Gali to Sangiot in District Poonch after being ambushed by militants amid inclement weather in the area.

    Five soldiers died on the spot while one more was injured who is undergoing treatment. Soon after the incident, army and police personnel rushed to the spot. Visuals showed semi-burnt bodies of the soldiers lying on the road beside the burning truck.

    Quoting official sources, GNS reported that a team of NIA investigated the spot to collect initial details of the incident.

    Meanwhile a massive cordon-and-search operation continues in the area to track down the “attackers”.

    The army said army that it has pressed drones and sniffer dogs to trace the attackers. (GNS)

    SRINAGAR: The politicians and political parties of Jammu and Kashmir cutting across the divide extended condolences over the death of five army soldiers in a militant attack in Jammu and Kashmir’s Poonch district.

    Expressing his anguish over the incident, Jammu and Kashmir Lieutenant Governor Manoj Sinha on Thursday said, “I am deeply anguished by the loss of lives of brave Army personnel in a tragic incident at Poonch. Their rich service to the nation will never be forgotten. My thoughts are with the bereaved families,” he said on Twitter.

    Former JK chief minister Omar Abdullah extended his heartfelt condolences to the breaved families and said the heinous act should be unequivocally condemned.

    Omar took to his Twitter handle to condemn the militant attack on the army vehicle in Poonch.

    “Terrible news of a terror attack in Poonch that claimed the lives of five army jawans in the line of duty. I unequivocally condemn this heinous attack & send my condolences to the loved ones of those killed today. May the souls of the departed rest in peace,” Omar wrote on Twitter.

    Condemning the attack PDP President Mehbooba Mufti wrote on her twitter, “Strongly condemn the heinous attack in Poonch. My deepest condolences to the families of the army jawans who were killed.”

    Apni Party president Syed Altaf Bukhari described the attack as act of cowardice and expressed his condolences with the families of the slain soldiers.

    “Deeply saddened by the cowardly terrorist attack in Poonch that claimed lives of five soldiers. My heartfelt condolences to the families of the brave hearts who made the ultimate sacrifice for the nation. We stand with our armed forces and their families in this difficult time,” wrote Bukhari on Twitter.

    Peoples Conference chairman Sajad Lone while condemning the Poonch terrorist attack that left five soldiers dead said that the “scourge of violence and terror tragically perseveres and refuses to go”.

    “Terrible and tragic news of the attack on an army vehicle and five fatalities. Strongly condemn this dastardly act of terror by cowards. The scourge of violence and terror tragically perseveres and refuses to go,” Lone wrote on his Twitter.

    In a statement, the army’s Northern Command said that an army vehicle moving between Bhimber Gali and Poonch in the Rajauri sector was fired on by unidentified terrorists at about 3 pm and caught fire due to likely use of grenades by militants.

    “Five personnel of the Rashtriya Rifles Unit deployed for Counter Terrorist operations, in this area, have unfortunately lost their lives in the incident,” it added.

    Another soldier, who sustained serious injuries, was evacuated immediately and rushed to the Army Hospital at Rajouri. He is currently under treatment.

    SRINAGAR: After artists cried foul over their payments, official sources said that the delay in making payments to the vendors was due to delay in the submission of bills by the Federation of Indian Chambers of Commerce (FICCI), which managed the Dubai Expo 2020 event, officials said on Thursday.

    Dubai Expo 2020, which took place in January 2022, was managed by the Federation of Indian Chambers of Commerce (FICCI), as per a memorandum of understanding (MoU) signed with the Department of Commerce (DoC) and Ministry of Commerce and Industry, Government of India. FICCI was tasked with hiring suppliers, service providers, and keeping a tally of expenses for the event, which hosted numerous activities. However, there was a delay in bill submission by FICCI, and the changing of the guard at the Jammu & Kashmir Trade Promotion Organization (JKTPO) led to a further delay in payments to vendors, according to officials.

    Despite the delay in payments, officials stated that the agreed-upon performance fees were paid to the artists involved in the cultural troupe, in line with rates provided by the Cultural Academy, J&K. Approximately Rs. 17 Lacs were spent on the boarding and lodging of the 11 artists who participated, the officials added.

    The Dubai Expo 2020 event aimed to bring together a global community of innovators, entrepreneurs, and cultural enthusiasts to exchange insights and help inspire creative solutions to pressing challenges. Over the span of six months, the event featured numerous pavilions, exhibits, and program offerings. The expo was held under the theme “Connecting Minds, Creating the Future”. Despite the delay in payments to vendors, the event is considered a significant showcase for the UAE, a country that has positioned itself as a major hub for innovation and commerce in the region.

    Earlier, the artists association held a press conference in Srinagar in which they accused a top J&K administration official of “fraud” by withholding their payment for their performance in the event.

    Addressing a press conference, Kashmiri singer and JK Artists Association convenor Mehmeet Syed charged the current Handloom and Handicraft Department Director and former Department of Industries and Commerce director, Mehmood Shah of committing “fraud” and demanded an inquiry against him.

    SRINAGAR: The High Court of Jammu and Kashmir and Ladakh has quashed a series of detention orders issued under the Public Safety Act, including that against journalist Fahad Shah. The court found that the detaining authority did not apply its mind while passing the orders.

    In one case related to Srinagar resident Peerzada Mohammed Waseem’s detention, the court criticized the district administration for stating in the dossier that the accused had indulged in rioting and stone pelting in 2020, despite being in jail since 2017.

    The judge raised the question of how a detenue already behind bars and facing trial could have participated in rioting and stone pelting during that time. Judge Wasim Sadiq Nargal mentioned in his order that this proved that the detaining authority had passed the order without the application of mind.

    The court also quashed the PSA order against Amir Ali Bhat, stating that it could be safely concluded that the detaining authority had failed to provide the material relied upon for passing the detention order, making it illegal and unsustainable.

    Regarding Fahad Shah, the judge found that the dossier had not been provided to the detenue, pointing out that it was one of the main lacunae in the detention, while in the case of Naseer Ahmad Dar, the PSA order was also cancelled for similar reasons.

    The court ordered the authorities to release the detainees immediately if they were not required in any other case, highlighting the lacunae in the detention orders and reaffirming the importance of adhering to procedural requirements in passing such orders. “It is one of the main lacunae in the detention,” the court stated.

    The judge, while passing these five orders separately on April 17, asked the authorities to release them forthwith in case they were not required in any other case

    SRINAGAR: The State Investigation Agency (SIA) of the Jammu and Kashmir Police has undertaken a significant move by attaching a property belonging to Amarbhir Singh of Baba Darshan Singh Enclave at Ram Tirath Mahal in Amritsar.

    Singh has been accused of funding militancy in Jammu and Kashmir and has been on the run for quite some time. He was reportedly living in Dubai and wanted in many cases in Punjab and Jammu and Kashmir.

    As per The Tribune, The attachment of the property is a result of the SIA’s investigation into the seizure of Rs 15 lakh hawala money at Nagrota in Jammu. The agency has taken the help of the Punjab Police to attach the property of Singh in the presence of an executive magistrate in compliance with the court orders.

    “Further investigation has revealed that the sum seized was being transported from Punjab to Kashmir to finance the terror activities of Jaish-e-Mohammed (JeM),” an official said.

    The State Investigation Agency (SIA) has taken its first action outside of Jammu and Kashmir in this case, according to SIA DSP Bhupinder Kumar.

    The SIA has been active in its efforts to combat terrorism and has arrested two JeM associates in 2021, filing charges against them for terror financing. The associates, identified as Parvez and Farooq, were in close contact with handlers across the border and with terrorists in South Kashmir and Punjab, and conspired with militants Muzamil Malik and Ashiq Nengroo to move terror funds to be distributed among JeM operatives in Kashmir for launching attacks in India.
