    Saudi Arabia: Authorities seize cheetah, wolf, python from citizen

    Riyadh: In a shocking incident, the Saudi Arabian authorities confiscated a cheetah, a wolf, and a large snake in possession of a citizen.

    The Saudi National Centre for Wildlife on Thursday took to Twitter and wrote, “A team from the National Center for Wildlife Development took control of a cheetah, a python, an Arabian wolf after the security authorities seized it in the possession of a citizen. Necessary medical treatment was provided to the animals. They were transferred to a sheltering unit linked to the center.”

    It is still not clear how the citizen managed to contain the animals, a gross violation of environmental laws which are punishable by up to 10 years in prison and a maximum fine of 30 million Saudi Riyals.

    In 2021, Saudi authorities warned of illegal poaching after a lion killed its guard in Riyadh.

    Authorities have restricted Shab-e-Baraat prayers at the historic Jamia Masjid in Kashmir’s Srinagar, the Anjuman Auqaf Jamia Masjid stated on Tuesday.

    According to media reports, it said that thousands of people are unable to pray at the region’s biggest mosque because the officials had barred the gates.

    “BREAKING: Indian authorities have barred Shab-e-Barat prayers at the Jamia Masjid in #Kashmir The officials have locked the gates barring thousands from praying at the main mosque of the region,” Hurriyat Conference tweeted.

    “Authorities disallow Shab-e-Baraat Prayers at Jama Masjid Srinagar. Anjuman Auqaf Jama Masjid informed that concerned police and administration officials came to Jama Masjid Nowhatta and locked the gates of the Masjid at 5.30 pm informing the Anjuman that as per the orders of DC Srinagar no Shab-e-Barat prayers will be allowed to take place at Jama Masjid today,” Hurriyat Conference said in a statement.

    Anjuman strongly protests the highhandedness of the authorities and calls it blatant interference and violation of our religious rights,” it further mentioned.

    PDP chief Mehbooba Mufti on Tuesday condemned the act of locking up the Mosque.

    “Locking up Jama Masjid on the auspicious occasion of Shab e Barat is a brazen violation of fundamental rights & religious freedom guaranteed by the Indian Constitution. May Allah Ta’aala give us strength to get through these tough times. Shab-E- Baraat Mubarak,” she tweeted.

    A number of Muslim nations in South Asia, Central Asia, South East Asia, and the Middle East observe Shab-e-Barat on the fifteenth night (and only the fifteenth night) of Sha’ban, the eighth month of the Islamic calendar.

    Anjuman had expressed displeasure two days earlier that significant occasions like Shab-e-Barat were not being held.

    From August 5, 2019, the leader of Anjuman, Mirwaiz-e-Kashmir Dr. Moulvi Muhammad Umar Farooq, has been held in “illegal and arbitrary” house imprisonment, according to the statement.

    SRINAGAR: The residents of Gadood Bagh and its adjacent areas in Habba Kadal area of Srinagar have been forced to reel under darkness since yesterday after authorities snapped electricity for objecting to installation of smart meters in the area.

    Locals told the news agency KNO that they held a protest yesterday after authorities reached the area to install smart meters.

    They said however, after objection and protest by the people, electricity to their houses was snapped at around 02:00 PM. “Since then we have not received electricity. This is sheer highhandedness on part of the authorities,” they said.

    Meanwhile, Chief Engineer Kashmir Power Distribution Corporation Limited (KPDCL), Javed Yousuf Dar said that the electricity has been snapped as residents objected to installation of smart meters.

    “The order in this regard has been received from top officials,” he said. (KNO)

    Macabre death of Hyderabad child moves authorities to act on strays

    Hyderabad: The horrific visuals of a pack of stray dogs mauling a four-year-old boy to death in Hyderabad will continue to haunt the citizens for a long time to come.

    The helpless child being surrounded by strays, pouncing on him and biting him all over the body leading to his death, has highlighted how serious the menace is in the city.

    The shocking incident evoked public outrage, triggered a debate on how to check the dog menace and the usual man versus dog argument.

    The municipal authorities came out with a new set of guidelines to control the stray population, not just in Hyderabad, but in other urban areas of the state as well.

    A series of incidents of dog bites have been reported from different parts of the state over the last one week, putting spotlight on the problem.

    The death of Pradeep on February 19 was the second such incident in Hyderabad in less than a year.

    In April 2022, stray dogs had mauled to death a two-year-old boy in the Bada Bazar area of Golconda. Anas Ahmed, who was playing outside his house, was attacked by a pack of dogs which dragged him to an adjoining military area. The toddler had sustained grievous injuries and died before he could be taken to the hospital.

    Disturbing CCTV visuals of the hapless child being attacked and dragged by dogs into the bushes had surfaced on social media.

    The incident had triggered public outrage in the area. The dog catching teams were pressed into service in the immediate aftermath of the incident, but the problem was forgotten within a few days of the incident.

    It took the death of another innocent for the municipal authorities to wake up. This time, the Greater Hyderabad Municipal Corporation (GHMC) announced some measures to check the menace after criticism from various quarters.

    Taking cognisance of the media reports on the latest incident, the Telangana High Court initiated a suo moto PIL.

    A division bench headed by Chief Justice Ujjal Bhuyan blamed the negligence by the GHMC for the boy’s death and asked it what steps are being taken to curtail incidents of stray dog attacks.

    The court asked GHMC to explain what steps it would take to ensure that such an incident is not repeated.

    Telangana had recorded 80,281 cases of dog bites in 2022, a huge leap from 24,000 in 2021. However, the municipal officials say the comparison would be incorrect as 2021 was a pandemic year when there was lesser animal-human conflict.

    According to officials, 1.6 lakh dog bite cases were registered in 2019 and compared to pre-Covid years, the cases have come down by 50 per cent. Telangana stands eighth in the country in terms of dog bite cases.

    After the latest incident, the GHMC officials revealed that the Telangana capital has 5.50 lakh stray dogs. According to the officials, this figure was 8.50 lakh in 2011 but their population reduced with the successful Animal Birth Control-cum-Anti Rabies (ABC-AR) programme.

    Officials said that 65 per cent of stray dogs have been sterilised under the ABC programme. Following the gruesome killing of the four-year-old, the municipal officials have ordered 100 per cent sterilisation.

    The child’s killing also sparked demands from citizens to relocate stray dogs from their areas. However, the GHMC officials are caught in a dilemma as they can’t relocate stray dogs even after the ABC-AR procedure.

    The guidelines of the Animal Welfare Board of India and the Supreme Court say that stray dogs can neither be shifted to deserted areas nor abandoned on city outskirts. As per the guidelines of the Animal Welfare Board of India, street dogs should be left within 100m radius from the pickup places.

    The GHMC has decided to increase the number of sterilisations to 400 per day from the existing 150.

    “We are taking all necessary measures to address the problem,” said Greater Hyderabad Mayor Gadwal Vijayalakshmi.

    She has also announced an all-party committee to find a solution for the stray dog menace in the city. The panel will have two corporators from each political party.

    Experts say dumping of garbage on the streets and in open places and hotels, function halls, chicken and mutton shops throwing waste on roads are the biggest reasons for the increasing population of stray dogs.

    The municipal authorities have been directed to restrict the hotels, restaurants, function halls, chicken and mutton outlets within the GHMC limits from dumping waste on the streets.

    The officials have been told to take action against establishments that dispose of garbage on streets as this attracts stray dogs.

    Arvind Kumar, Secretary, Municipal Administration, instructed the GHMC officials that the ABC (Animal Birth Control) sterilisation operations should be carried out immediately.

    The officials were advised to take control measures with the help of Slum Development Federations, Town Development Federations and Resident Colony Welfare Associations within the limits of the city and neighbouring municipalities. Control measures in other municipalities in the state will be taken up with the help of self-help groups.

    He advised officials to prepare a separate mobile app for registration of pets in the city and surrounding municipalities. Identity cards will be issued to the owners concerned as per registration.

    This assumed significance in the wake of a recent incident in Hyderabad in which a 23-year-old food delivery boy jumping off the third floor of a building out of fear when a pet dog charged at him.

    After battling for life for four days, Mohammed Rizwan (23) breathed his last. Rizwan, who was working for food delivery app Swiggy, had gone to an apartment building in Banjara Hills to deliver a parcel on January 11.

    When he knocked on the door of the flat, a German Shepherd came charging towards him. Rizwan, while trying to save himself, jumped from the third floor and sustained grievous injuries.

    The victim’s family had said that no action was taken against the pet dog’s owner.

    SRINAGAR: Authorities in Jammu and Kashmir are all set to implement the Students Police Cadet (SPC) Scheme among the students of 8th and 9th standard.

    In this regard, Officer on Special Duty (OSD) with Director of School Education Kashmir (DSEK) has sought details of already identified students from Chief Education Officers (CEOs) of the region.

    The OSD in a letter to CEOs has said, “I am directed to request you to furnish the list of already identified students of 8th and 9th class for Implementation of SPC scheme in the UT of Jammu & Kashmir.”

    The officer has further said that the list should reach DSEK by or before March-6-2023.

    According to the official documents, more than 1400 students of classes 8th and 9th have been identified from all districts of the region.

    Pertinently, SPC project is a school-based youth development initiative that trains high school students to evolve as future leaders of a democratic society by inculcating within them respect for the law, discipline, civic sense, empathy for vulnerable sections of society and resistance to social evils.

    Ministry of Home Affairs (MHA) had directed the JK Police to launch a Student Police Cadet scheme in all 22 districts of the UT in both private and government schools to keep youth away from anti-social activities.

    The project also enables youth to explore and develop their innate capabilities, thereby empowering them to resist the growth of negative tendencies such as social intolerance, substance abuse, deviant behavior, and anti-establishment violence.

    Equally, it strengthens within them commitment towards their family, the community, and the environment. (KNO)

    SRINAGAR: A leopard seen last week in Rawalpora area of Srinagar is yet to be trapped even as the Wildlife Department has permanently stationed its two teams in the area.

    Quoting an official from the Wildlife Department supervising the operation of caging the wild animal, the news agency KNO reported that for the last 48 hours, they did not receive any evidence of sighting of the leopard in the area. “However, we have stationed our two teams there till the animal is trapped. Since last evening, we haven’t received any concrete evidence on the movement of the animal, but our teams are on the ground with active monitoring as cameras have also been installed” he said.

    He said the teams will be monitoring the area round-the-clock and are fully equipped with all required gears.

    “Rawalpora axis and its adjoining areas under a radius of 2-3 km are full of vegetation with thick bushes, and many plots and buildings are laying open which can prove a safe habitat for the wild animal. Sometimes it takes too long to capture, and in a few places, it took us months to cage the animal,” he said. “It is a scare created by a wild animal, not by any human whom we can warn, but we are on it; and as soon as we get to see its presence, our teams are swift and trained to capture it,” he added.

    Urging the people to adhere to the advisory of the Wildlife Department, the official said the people should be careful, especially with the children, while venturing out during morning and evening hours

    “We have already advised and sensitised the people in the areas and have also involved mohallah committees to keep the surroundings free of any bushes or any vegetation so that no animal takes shelter,” the official added.

    Dharali: The residents of Paingadh village in Uttarakhand’s Chamoli district have been forced to vacate their homes and live in a government school, even as no proper action has been taken by the administration regarding their rehabilitation after the incidents of land subsidence and development of cracks in the village since the past few months.

    Minor cracks initially appeared at a peak located just above the village in October, 2021.

    However, on October 21, 2022, land subsidence occurred in the cracked area and huge boulders fell on the village, causing many houses to collapse in which four persons lost their lives.

    More than 40 families of the village, which is part of the old settlements on the left bank of Pindar river, remain homeless.

    A total of 90 families have lived in the village for generations.

    The affected residents alleged that they were forced to leave their homes and seek refuge in schools or live with their relatives.

    The only government primary school in the village has turned into a relief camp since the incident, which is now being run from the junior high school building.

    Tharali Block Education Officer, Adarsh Kumar, said that there is no proposal regarding resuming operations in the building so far.

    The District Disaster Management Officer, N.K. Joshi, said that a tin shed has been constructed in the village for the affected people.

    Joshi also said that the affected people of Paingadh have been compensated as per the rules and the process of rehabilitating 44 families is underway as per the displacement policy.

    Surendralal, an affected resident, said that the tin shed is being built at a place surrounded by pine forests without water and electricity.

    He added that the area cannot be accessed by foot and the constant danger of forest fire incidents will loom in the summer since dry pine leaves are highly inflammable.

    He alleged that a sum of Rs 5,000 was provided to the affected people around four months ago in the name of disaster relief.

    Gopal Dutt, another local, said that the state government is being requested to construct houses, but the matter has not progressed so far.

    New Delhi: Prime Minister Narendra Modi has taken stock of the situation after an earthquake hit Tajikistan on Thursday, official sources said.

    The earthquake of 6.8 magnitude hit eastern Tajikistan in the morning. They said India is in touch with Tajik authorities for any possible requirement of assistance.

    “The Prime Minister has taken stock of the situation and is monitoring developments relating to the impact of the earthquake in Tajikistan,” said a source.

    “We are in touch with Tajik authorities and relevant Government of India bodies are closely coordinating any required assistance,” the source said.

    Earlier this month, India sent relief materials as well as medical and rescue teams to Turkiye after a powerful quake struck it.

    As part of quake assistance, India also sent relief materials and medicines to Syria which was also hit by the quake.

    New Delhi: The Delhi High Court Tuesday directed the authorities to maintain status quo till February 16 on various properties in the Mehrauli Archaeological Park area in the national capital which have been identified to be demolished as part of an anti-encroachment drive.

    The high court also asked the Delhi Development Authority (DDA) to state its stand on a batch of petitions challenging the demolition action and seeking a bar on demolition in the Mehrauli Archaeological Park area in south Delhi till a fresh “demarcation report” has been prepared.

    A large number of petitions on the issue were listed for hearing before two different judges Justice Mini Pushkarna and Justice Manmeet Pritam Singh Arora.

    Nearly 20 multi-storey buildings, a large number of shops and houses and a private school building are among the structures constructed “illegally” over the last few decades in the Mehrauli Archaeological Park, which the authorities have identified as part of the anti-encroachment drive.

    Without interfering with the demolition exercise at this stage, Justice Pushkarna issued notice to the Delhi government and DDA on the petition by Mehrauli Minorities Resident And Shop Owners Welfare and directed that the matter be placed before the division bench headed by the Chief Justice, where a similar matter is already pending.

    The drive, which began on February 10, comes a month ahead of a proposed G20 meeting at the park in south Delhi. According to the DDA, the old park has about 55 monuments under the protection of the Archaeological Survey of India, state archeological department and the urban civic body.

    The petitioner, who was raising the issue of demarcation report, submitted that Mehrauli has many slum clusters and several waqf properties, including mosques and dargahs, were located there.

    He alleged the revenue minister of the Delhi government said on February 11 that a fresh “demarcation report” should be prepared as the present report has “certain objections” and, in the meantime, no demolition exercise should be carried out.

    The DDA counsel said it is the land owning agency in the present case and the demolition exercise is in terms of the order passed by a division bench of the high court in December last year for removal of encroachments.

    The lawyer contended the demarcation report is of the year 2021 and the minister cannot sit in review over it.

    In the batch of pleas before Justice Arora, the court also directed the petitioners and their lawyers to meet DDA’s Deputy Director of Land Management at his office tomorrow at 3.30 PM to present their claims on respective land parcels.

    It asked the DDA to file a demarcation report with respect to the subject properties by Wednesday afternoon.

    Advocate Kamlesh Kumar Mishra, representing the residents of Green Apartments in Mehrauli, said there are 62 families residing in 62 flats and the entire action of the DDA is illegal because the authorities are going ahead with the drive without giving any opportunity to the residents to be heard.

    He said the residents of the apartments have got their title deeds registered by the registrar and the DDA along with the Delhi government has gone ahead with the demarcation exercise without notifying the people residing there, something which is not allowed under law.

    On February 10, the high court had directed the authorities to maintain status quo on 400 jhuggis of Ghosiya Slum Colony in Mehrauli, which were also to be demolished.

    The land on which the alleged encroachment was made belonged to multiple agencies including the DDA, Waqf Board, and the Archaeological Survey of India (ASI), it has been claimed.

    According to the demolition notice, the land on which demolition is being carried out is a part of the Mehrauli Archaeological Park and the ‘existing unauthorised encroachment’ is acting as a hindrance to its development.

    On December 23, 2022, the high court had refused to stay the demolition exercise proposed in Mehrauli Archaeological Park.

    The DDA had then informed the court that no mosque or graveyard was being demolished by the authorities and that only the encroachers will be removed from places in and around the park. It said the exercise will be carried out in accordance with the demarcation report.

    SRINAGAR:  Authorities on Wednesday sealed more than 20 shops at Aftab market in Srinagar, stating that the land was illegally occupied.

    Quoting an official, news agency KNO reported that 2.7 Kanals of land was illegally occupied, where more than 20 shops were built.

    “Authorities had received a complaint regarding illegal occupation of land at Aftab Market where more than 20 shops were raised and eviction notices to illegal occupants were also served but they failed to vacate after which we started the sealing the shop”, the official said.

    Meanwhile, shopkeepers held a protest claiming that they have been paying rent to the Srinagar Municipal Corporation, however, authorities refuted same.
