    Judge permits Imran Khan to go back after marking attendance outside Islamabad court

    Islamabad: Additional District and Sessions Judge (ADSJ) Zafar Iqbal on Saturday permitted PTI Chairman Imran Khan to go back after marking his attendance outside the Islamabad Judicial Complex where the PTI chief is set to be indicted in the Toshakhana case, media reported.

    “The situation as it is, the hearing and appearance cannot proceed that is why all those who have gathered here should disperse after marking attendance. There is no need for shelling or pelting, the hearing cannot be held today,” the judge said, Dawn reported.

    He added that once the PTI chief’s signatures were received then it could be later discussed at what date to hold Imran’s appearance again.

    People inside the courtroom were facing difficulties due to the effects of the teargas and the windows were pelted by stones as well, Dawn reported.

    As Imran and his motorcade earlier reached outside the Islamabad Judicial Complex, he alleged that he was not being allowed to enter the court’s premises.

    In an audio message released to the media, Imran said: “I am waiting outside the (judicial complex’s) door for 15 minutes and am fully trying to enter but they’ve done teargas (shelling) and erected checkpoints and it seems they don’t want that I reach here.”

    Despite that, he reiterated that he was outside the complex and was attempting to enter it.

    A large number of party workers, who were accompanying the former Prime Minister, are attempting to escort him onto court premises, but due to security arrangements, they were not being allowed to, Dawn reported.

    As PTI Chairman Imran Khan and his motorcade reached outside the Islamabad Judicial Complex on Saturday, where he was to be indicted in the Toshakhana case, the capital police alleged that party workers began to pelt stones at them, Dawn reported.

    The PTI leader is scheduled to appear before the court of Additional District and Sessions Judge (ADSJ) Zafar Iqbal to attend proceedings on a complaint filed by the Election Commission of Pakistan (ECP) for allegedly concealing details of gifts in his assets declarations, Dawn reported.

    Imran, who left his Lahore home a little after 8 a.m. and had warned in a video message that he was expecting an attempt to arrest him, had yet to reach the court, though the Islamabad Police tweeted that Imran’s convoy was right in front of the Judicial Complex.

    “Political workers are requested to clear the way so that Imran Khan can reach the court,” the police said on Twitter, Dawn reported.

    It also claimed that political activists had “started pelting stones at the police” and ‘shelling” was also being carried out by them. A police picket was also allegedly set on fire, Dawn reported.

    New Delhi: As MGNREGA workers continue their 100-day protest at Delhi’s Jantar Mantar against the recently introduced app-based attendance system, social activist Aruna Roy on Friday said the new system is weakening the law.

    Roy, who played a key role in the stir for the rural employment guarantee law, accused the Union government of trying to destroy the law by cutting allocations and making the process of seeking employment difficult by introducing the app-based attendance system and Aadhaar-based payment system.

    “Lakhs of people struggled for 10-12 years to get a law to give employment guarantee. Now they’re destroying the law by just issuing an order… I’m not appalled, is this democracy? This cannot be done, you can’t ignore demands of the majority of people on edge of starvation. You gave the smallest amount of succour and now withdrawing it… Is it democracy?” Roy asked.

    “They are taking away a constitutional right… They know they cannot do away with the law so they’re making it weak,” she said.

    Workers on protest meanwhile raised slogans saying ‘No NREGA, No Votes’ and said they’re losing employment as the app often does not work due to network issues.

    Mandavi Devi, a daily wage labourer from Muzaffarpur, Bihar, said getting work in MGNREGA is not easy, and they never get 100 days of work. She said with the new app-based attendance system, many a time their attendance is not marked due to network issues.

    “We have to walk 4-5 kilometres to go to the work site. We are ready to work, but after reaching the site, if the attendance does not get marked, then we don’t get paid,” she said.

    Sudama Devi, who is also from Muzaffarpur, said the workers prefer working under MGNREGA as it pays more, but the new attendance and Aadhaar-based payment systems are proving to be a hindrance.

    “The landlord in the village, we call him ‘Malik’. If we work in his field, he pays Rs 50 for a day, and also verbally abuses us. I have a 10-member family, how would everyone eat for Rs 50? If we work for MGNREGA, we have Rs 200-250,” she said.

    The protesting workers also recently met officials from the Rural Development Ministry. Asked what transpired in the meeting, a member of the NREGA Sangharsh Morcha said that the government told them it was not willing to do away with this system.

    Roy warned that the weakening of MGNREGA will negatively impact the rural economy.

    “India could sail through global meltdowns because of such schemes that empower the poor… If you ask a worker what difference MGNREGA made in their lives, they’ll tell you they could feed their families, send their children to school, afford healthcare, it’s that basic,” said Roy.

    Workers embarked on a protest in the national capital on February 14, barely a month after digital attendance was made mandatory for MGNREGA, with complaints that their attendance is not getting marked and wages are being deducted.

    Mahatma Gandhi National Rural Employment Guarantee Scheme, better known as MGNREGA or NREGA, is a flagship scheme aimed at enhancing the livelihood security of households in rural areas of the country by providing at least 100 days of guaranteed wage employment in a financial year to every household whose adult members volunteer to do unskilled manual work.

    New Delhi: The Centre has decided that states/UTs will ensure capturing of attendance for all the works (except individual beneficiary scheme/project) through the National Mobile Monitoring System (NMMS) app under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS).

    This digitally capturing of attendance for all worksites is in place from January 1, 2023.

    As per information given by Union Minister of State for Rural Development, Sadhvi Niranjan Jyoti, in a written reply in the Lok Sabh on Tuesday, the ministry has been providing training to the states/UTs to ensure smooth transitioning to NMMS app as and when requested by the states/UTs.

    The technical issues being faced are taken up with the NIC, Rural Development, on a real-time basis. The new provisions/suggestions requested by the states/UTs are being incorporated. All the issues concerning the NMMS application are reviewed and resolved from time to time.

    The NMMS application has been modified to capture a second photograph just after four hours from the uploading of attendance and first photograph. It has eased out the specific time point requirement for capturing the attendance and photographs. The morning attendance along with the first photograph can be captured in offline mode and be uploaded once the device comes in network.

    In case of exceptional circumstances due to which attendance cannot not be uploaded, the District Programme Coordinator (DPC) has been authorised to upload the manual attendance.

    The reply said that all states/UTs are using the NMMS app for capturing the attendance for eligible worksites. So far, no specific issue related to non-use of NMMS App due to non-availability of smartphone has come to the notice of the ministry.

    As per Section 19 of the Mahatma Gandhi National Rural Employment Guarantee Act, “the state government shall, by rules, determine appropriate grievance redressal mechanisms at the block level and the district level for dealing with any complaint by any person in respect of implementation of the scheme and lay down the procedure for disposal of such complaints”.

    Jammu, Feb 07: With the launch of two applications today by Chief Secretary, Dr. Arun Kumar Mehta, J&K became first in the country to take online monthly feedback from students of class 6th and above about the performance of their teachers and carry out the GPS based attendance of teachers on daily basis.

    The ceremony was attended by Principal Secretary Education; MD, Samagra Shiksha; Director School Education Kashmir/Jammu, Director Estates, Secretary JKBOSE and many other concerned officers.

    Dr Mehta complimented the department for developing these applications and called them the powerful tools to take the education sector towards much higher efficiency and accountability. He remarked that these applications would ensure that an authentic feedback comes from the grassroots level from the ones who are directly involved in the learning process.

    He enjoined upon the officers to monitor the progress at highest levels so that the results improve substantially. He maintained that the teachers in government sector are best in terms of qualifications and trainings and they just needs to focus more on academic activities to ensure improved results.

    The Chief Secretary advised the department to make this feedback a benchmark while analysing the annual performance reports of the teachers. He said that the teachers who perform well, and are punctual and who also receive good feedback from students should be duly recognized and rewarded by the department. He observed that such teachers should be preferred in career progression and other recommendations.

    The system named as “SAMIKSHA” as it will be reflecting the true performance of the Teachers with respect to their inputs in the actual classroom, leaving no space for subjectivity.

    It was given out that the student feedback forms are designed to get feedback from students on different teaching-learning techniques in the institution. Besides the teachers are given unique usernames and passwords to verify their input and outcomes. The comprehensive report will be visible to all levels viz-Teachers, HOIs, ZEO, CEO, DSEK/J, and at UT level in the hierarchy.

    The department has worked out some 25 parameters (questions) regarding teachers and school ambience, out of which 02 are optional. The school and teacher based questionnaire needs to be filled by the students once on monthly basis grading them on 5-point scale with Excellent, Very Good, Good, Average and Below Average results, as informed during the launch ceremony.

    Another app launched today was ‘JK Attendance-SED’ available for downloading on both Android and iOS. The application will give a peek into the daily attendance of teachers to even Directors and CEOs. The application will capture live location of the employee with Geo Coordinates and even allow his/her time specific tracking.

    The attendance system would reduce paperwork and save time and resources. It would eliminate the duplicate data entries and improve management of attendance across all schools.

    The same application would enable employees to make leave requests online. It would automatically send it for necessary approval and keep his/her leave account safe for viewing by the higher authorities.

    Later on the Chief Secretary also released ‘Whole School Safety’ manual. He called it a very important document prepared by the department. He observed that the safety of our children is all important and should be given priority over every other concern. He declared that this document is important and provides holistic approach for keeping children safe against hazards.

    The Principal Secretary, School Education, Alok Kumar revealed that all of the digital applications besides the safety manual has been prepared in-house by the department employing its own personnel and resources. He gave out that he feels immensely pleased that Directorate of Samagra Shiksha has trained Key Resource Persons in this regard.

    He stated that the necessary orientation of all CEOs/DIET principals and teachers as per the guidelines has also been done, which explicitly elaborate various kinds of vulnerabilities our children are exposed to and their remedies. The SOPs on current pandemic viz-a-viz the role and responsibilities of every individual concerned makes the document a comprehensive reference document.

    The same is also an initiative of Samagra Shiksha which has been designed for creating a safe environment for children, starting from their homes to their schools and back, says the manual.(GNS)

    SRINAGAR: The government has attached principal government degree college Qazigund for making unauthorised use of biometric and marking online attendance from different locations.

    According to an order, a copy of which lies with the news agency KNO incharge principal GDC Qazigund Mujahid Ahmad has been suspended for unauthorized use of biometric device.

    The order reads he was directed to explain his position as to why action be not initiated for installation of BAS device on personal device and marking attendance at location other than office within a week’s time but he failed to do so.

    “The department has received a complaint that he is marking online attendance from home and not being physically present in the college, after perusal of biometric attendance on AEBAS for the month of October, November, December 2022 & January-2023, he is again violating the instruction of the Government and marking biometric attendance from different locations other than GDC, Qazigund.”

    It reads therefore, in view of the above he has been attached in the office of director colleges, Jammu for violation of section 3(1) of J&K Employees Conduct Rules, 1971 till further order.

    As per the order, principal, GDC Kulgam shall hold the additional charge of principal GDC Qazigund.
