11 sanitation workers died in Gujarat in 2 yrs while cleaning sewers: Govt to Assembly

Gandhinagar: The Gujarat government on Thursday informed the Legislative Assembly that eleven sanitation workers have died of asphyxiation while cleaning drains in different parts of the state during the last two years.
While seven of them, who entered into blocked sewer lines to clean them, died between January 2021 and January 2022, four sanitation workers lost their lives between January 2022 and January 2023, Gujarat Social and Justice and Empowerment Minister Bhanuben Babariya said during Question Hour in the Assembly which is having its budget session.
She was responding to a question raised by Congress MLA Imran Khedawala, who sought to know the status of compensation to be paid to the kin of the deceased.
Babariya told the House the government has already paid Rs 10 lakh as compensation to the kin of each of the 11 sanitation workers who died of asphyxiation.
When senior Congress MLA Shailesh Parmar sought to know whether the state government gives jobs to the kin of deceased conservancy workers as per guidelines of the Supreme Court, the minister said the issue was under consideration.
All urban local bodies as well as panchayats have been directed by the government to strictly follow the provisions of the ‘Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013’, she said.
“Despite our best efforts to see that no worker is asked to go inside sewer lines and all guidelines are strictly followed, some private contractors hire workers from other states and ask them to enter into drains, which leads to tragedy. Even if a worker belongs to another state, we pay compensation to the kin (in case of death),” she said.
The minister further said the government has already set up an organisation, Gujarat Safai Kamdar Development Corporation (GSKDC), for upliftment and rehabilitation of sanitation workers.

The corporation provides cheap loans as well as subsidies on such loans so that sanitation workers can take up some other work or start business. It also provides financial assistance up to Rs 50,000 to private sanitation workers to buy safety equipment, said Babariya.
To prevent any untoward incident while cleaning sewers, sanitation workers of municipal corporations, municipalities and panchayats are given different types of safety equipment, such as jetting machine, suction instrument, hydraulic trolley, drainage cleaning device, breathing masks, full body suits and gas detection gadget, she added.

National Opposition, JK Leaders Submit Memorandum To ECI, Seek Early Assembly Poll

SRINAGAR: National opposition and Jammu and Kashmir regional parties on Thursday submitted a memorandum to Election Commission of India, seeking early assembly polls in the Union Territory.
The signatories of the memorandum include National Conference president Dr Farooq Abdullah, Congress national president Mallikarjun Kharge, CPI (M) General Secretary Sitaram Yechury, NCP chief Sharad Pawar and other senior leaders of national political parties.
The memorandum reads that Jammu and Kashmir is without a legislative assembly and an elected government for last five years.
“In disregard of the letter and spirit of the Constitution, an unrepresentative and unaccountable bureaucracy is allowed to run the government to the discomfort and inconvenience of the general public, “ it reads.
It reads that the panchayat elections and elections to other PRIs cannot be substitute to legislative assembly elections and the government and for that matter the ECI cannot avoid and delay assembly elections on that ground.
“Had it been so, there would be no need to conduct assembly elections in states, that the ECI is with due dispatch and punctuality, as is evident from recently held assembly elections in Meghalaya, Tripura and Nagaland and the elections scheduled to be held in Karnataka.”
It added in each case the argument though, inherently specious, could have been that as PRIs were in place there was no need to hold assembly elections.”
“The Home Minister and other functionaries of Government of India have more than once stated that the government is ready to facilitate conduct of assembly elections and final call is to be taken by the Election Commission of India.”

It reads the Election Commission of India is under a constitutional obligation to hold assembly elections in Jammu and Kashmir and delay in and denial of assembly elections would amount to denial of fundamental and democratic rights of the people of Jammu and Kashmir and a breach of constitutional obligations.
“We however reiterate that the assembly election would be first and important step towards restoration of all the constitutional rights guaranteed in the constitution of India and fulfillment of political aspirations of the people of Jammu and Kashmir,” it reads.
The memorandum reads, “We the signatories to this memorandum representing different political parties of Jammu and Kashmir and various national political parties implore and request the Election Commission of India to announce the assembly elections in Jammu and Kashmir without any further delay and notify the election schedule so that the democratic rights of the people of Jammu and Kashmir and access to democratic institutions is restored.”
Earlier in the day, JK leaders during a meeting with representatives of various national opposition parties discussed prevailing situation in Jammu and Kashmir and delay in holding of assembly elections.(KNO)

New Delhi: The BJP has decided to intensify its agitation to put pressure on Delhi Chief Minister Arvind Kejriwal, whom it alleged was the mastermind of the liquor scam, to resign.
The BJP believes that Kejriwal should resign on the basis of morality, and if he does not do so, the BJP will force him to resign.
Leader of Opposition in Delhi Assembly, Ramvir Singh Bidhuri, and Delhi BJP General Secretary Kuljeet Chahal disclosed the party’s strategy at a press conference here.
They said that the ED has been told by Delhi government officials that Kejriwal had directed them to implement the liquor policy, following which the latter has no right to continue as the Chief Minister.
For the last 15 days, the BJP is protesting in Delhi demanding the Chief Minister’s resignation.
Now after new revelations have come to the fore, BJP has decided to intensify the protest from March 16.
From March 16, the BJP will go door-to-door and distribute leaflets, in which full details of the irregularities, corruption and loot of Delhi’s government treasury used to implement the excise policy will be given to the people.
In support of this demand, the BJP will protest in the state Assembly during the upcoming session and all the ministers of Delhi will be ‘gheraoed’.

Bidhuri said that the arrest of former Delhi Deputy Chief Minister Manish Sisodia is not enough to expose the excise policy scam, but Kejriwal is the real mastermind of the scam.
BJP leaders said that Kejriwal calls for honesty in politics but he has done maximum corruption in politics. Therefore, his resignation is the only solution and BJP will continue the protest till Kejriwal does not resign.

BJP leader moves PIL seeking compulsory voting in Parliament, Assembly polls

New Delhi: BJP leader and practicing lawyer Ashwini Kumar Upadhyay moved a Public Interest Litigation (PIL) in the Delhi High Court on Wednesday seeking compulsory voting in Parliament and Assembly elections.
With an aim to increase the voters’ turnout, promote political participation, improve the quality of democracy and to secure the right to vote, the petitioner also sought direction from the Law Commission to prepare a report on ‘Compulsory Voting’.
According to his plea, the low voter turnout is a persistent problem in India and compulsory voting can help resolve this, particularly among marginalised communities.
“It ensures that every citizen has a voice and that the government is representative of the people’s wishes. When voter turnout is high, the government is more accountable to the people and is more likely to act in their best interests,” the PIL stated.
“Compulsory voting ensures that the elected representatives are chosen by a larger and more representative group of people. This increases the legitimacy of the government and enhances the quality of democracy,” the plea further stated.
It has been said that when voter turnout is low, the government may not be representative of the people’s wishes, and this can lead to a lack of trust in the democratic process.
“Compulsory voting can help to ensure that the government is truly representative of the people,” it said.
The plea further stated that ‘Compulsory Voting’ is in practice in many countries.

“The Constitution provides for the right to vote as a fundamental right under Article 326. This right is subject to reasonable restrictions imposed by law. Compulsory voting can be implemented as reasonable restriction in the interest of ensuring the smooth functioning of democracy. The Supreme Court has also held that the right to vote is a statutory right, and the government has the power to impose reasonable restrictions on this right,” it added.

AAP to contest polls in all 230 assembly seats in MP: Kejriwal

Bhopal: Aam Aadmi Party (AAP) national convenor and Delhi Chief Minister Arvind Kejriwal on Tuesday announced that his party will contest the upcoming assembly elections in all 230 seats in Madhya Pradesh.
Kejriwal made this announcement while addressing a large gathering of AAP workers in Bhopal. Kejriwal along with Punjab Chief Minister Bhagwant Mann was on their maiden visit ahead of the assembly polls in Madhya Pradesh due later this year.
While addressing the gathering of party workers and people who came from different parts of Madhya Pradesh, especially from tribal areas, Kejriwal tried to convince them highlighting his ‘Delhi model’ freebies.
He promised that the people of Madhya Pradesh too will find better government schools for their children, health infrastructures will be developed in Delhi’s model and also cheaper electricity, if AAP forms government.
Meanwhile, he also claimed that winning of Singrauli mayoral seat was just a trailer, and the AAP will show a real picture after winning assembly seats in Madhya Pradesh.
“People of Madhya Pradesh want to say goodby to ‘mama’ (CM Shivraj) and they had done it in 2018, but the Congress MLAs were sold and BJP was back into power again. It means, even if you vote to Congress, the BJP will form the government. It is only AAP which can change this corrupt political system of Madhya Pradesh,” Kejriwal added.
Notably, two months back Kejriwal had dissolved the entire team of Madhya Pradesh and fresh appointments were made.
The AAP claimed to give a big setback to both the BJP and the Congress in Madhya Pradesh in upcoming assembly elections, reiterating that people want change here.

MP assembly: Congress MLAs stage walkout against BBC censure motion

Bhopal: Congress MLAs on Tuesday walked out opposing a censure motion that the Madhya Pradesh assembly passed against the BBC for allegedly showing Prime Minister Narendra Modi in a bad light in its documentary on the 2002 Gujarat riots.
The House on Monday passed the censure motion against the British Broadcasting Corporation (BBC) after it was introduced as a private member resolution. It came days after the Gujarat assembly passed a resolution requesting the Centre to take strict action against BBC for “tarnishing the image and popularity of PM Modi”.
As the house convened on Tuesday, Leader of Opposition Dr Govind Singh quoted news articles saying it was reported that the censure motion was approved “unanimously” by the House, though the Congress had not supported it.
It is incorrect to say that the motion was approved unanimously as it was brought during “Zero Hour’ without prior notice, Singh said. Also, the motion was not brought before the House business committee for discussion, which he said was against democratic norms.
The Opposition leader said that the Congress legislature party was opposing this censure motion.
Minister for Parliamentary Affairs Narottam Mishra, however, countered the charge saying most of the Congress MLAs, except for the party’s state chief Kamal Nath, were present when the motion against BBC was passed in the House. But the leader of opposition didn’t speak then, he said.
Dr Singh claimed that he had opposed the censure motion at the time but it was not recorded. Some Congress MLAs, including Sajjan Singh Verma, also started speaking about the resolution related to the BBC documentary.
With several members speaking together, the leader of the opposition announced that the Congress legislature party was staging a walkout against the motion.

As the Congress members walked out, Speaker Girish Gautam clarified that the censure motion against BBC was passed with a voice vote and not “unanimously”.
On Monday, the motion against the UK broadcaster was introduced as a private member resolution moved by ruling Bharatiya Janata Party (BJP) MLA Shailendra Jain and seconded by minister Narottam Mishra.
Before the motion was passed by voice vote, MLA Jain said the BBC had telecast an objectionable documentary by misinterpreting the 2002 Gujarat riots and portrayed then chief minister Narendra Modi in a bad light.
He said the documentary had also cast aspersions on the country’s judiciary which amounts to contempt of court and added that the judiciary works independently and freely in India.
Jain said the Central government should take action against the broadcaster.
The speaker placed the resolution to test which was passed by a voice vote.
The Gujarat assembly had on Friday passed a resolution requesting the Centre to take strict action against BBC for “tarnishing the image and popularity of PM Modi with the documentary”.
A censure motion is an expression of strong disapproval. In Parliamentary procedure, it is a debatable main motion that could be adopted by a majority vote.
The MP assembly has 230 members 96 from the Congress and 127 from BJP besides four independents, two of BSP and one SP.

Bhopal: The Madhya Pradesh Legislative Assembly on Monday passed a ‘censure motion’ against a BBC documentary for allegedly showing Prime Minister Narendra Modi in a bad light over the 2002 Gujarat riots.
The motion was a private member resolution moved by ruling Bharatiya Janata Party (BJP) legislator Shailendra Jain with the approval of the state’s Parliamentary Affairs Minister, Narottam Mishra. It was passed by a voice vote.
With this, after Gujarat — the home state of PM Modi, Madhya Pradesh became the second BJP-ruled state to pass a ‘censor motion’ against the BBC.
Notably, the Gujarat Assembly had on Friday passed a resolution requesting the Centre to take strict action against the BBC for tarnishing the image and popularity of PM Narendra Modi with the documentary.
A censure motion is an expression of strong disapproval. In Parliamentary procedure, it is a debatable main motion that could be adopted by a majority vote.

Notably, earlier in January, soon after its release, the government had issued directions to block multiple YouTube videos and Twitter posts sharing links to the documentary.

Hyderabad: Bharat Rashtra Samithi (BRS) Andhra Pradesh president Thota Chandrasekhar on Saturday said that the party would be contesting from all the 175 Assembly and 25 parliament seats in the upcoming elections.
Chandrashekar said that BRS will be taking on Yuvajana Sramika Rythu Congress Party (YSRCP) in the polls as the party was receiving an overwhelming response from the people of Andhra.
“Congress party and the Bharatiya Janata Party (BJP) do not have any presence in Andhra Pradesh and the people are fed up with YSRCP and TDP. Both parties are steeped in corruption. BRS has a chance to fill the gap,” he said.

Karnataka Assembly polls: Senior citizens, people with disability to get vote-from-home option

Bengaluru: Chief Election Commissioner of India Rajiv Kumar said on Saturday announced that all senior citizens above 80 and people with disability will get a vote-from-home option in the Karnataka Assembly elections.
The term of the 224-member Karnataka Assembly is set to end on May 24.
“The term of the Karnataka Legislative Assembly is till May 24, 2023. So, the new Assembly has to be in place, and elections have to be completed before that,” said Kumar.
Kumar further said that form 12D will be available within five days of the notification so that any 80 plus or PwD voter, desirous of voting from home, can be facilitated.
“For the first time, we are going to provide in Karnataka the facility to all 80 plus and Persons with Disabilities (PwD) voters, if they so desire, to vote even from their homes. There is a form 12D which will be available within five days of the notification so that any 80 plus or PwD voter, desirous of voting from home, can be facilitated,” the CEC added.
In the 2018 Assembly elections, BJP won 104 seats and emerged as the single largest party, while the Congress and JD(S) bagged 78 and 37 seats, respectively.
The three-member Election Commission of India is on a three-day visit to Karnataka to review preparations.
Chief Election Commissioner Rajiv Kumar and Election Commissioners Anup Chandra Pandey and Arun Goel are in Bengaluru to review the poll preparedness for forthcoming Assembly Elections in Karnataka, the ECI had said in a tweet.
