    Bengaluru: Karnataka recorded an average 8.26 per cent voter turnout till 9 a.m. after completion of the first round of voting which is underway on Wednesday to elect the 224-member state Assembly.

    The people in communally-sensitive coastal and hilly districts have come out in large numbers to exercise their right to franchise.

    Dakshina Kannada district which witnessed revenge killings and communal tension also saw a large number of voters turning out to polling booths. Sullia recorded 10.76 per cent turnout, Puttur 13.33 per cent, Bantwal 11.24 per cent, Mangalore 15.8 per cent polling.

    Mangalore City South saw 11.95 per cent polling, Mangalore City North 12.32 per cent, Moodabidri 12.66 per cent, Belthangady 12.01 per cent polling.

    In Udupi district, Karkal recorded 14.61 per cent turnout, Kapu 13.82 per cent, Udupi 13.45 per cent, Kundapura 14.17 per cent and Byndoor 10.81 per cent turnout.

    Gauribidanur constituency in Chikkaballapur district saw 17.54 per cent of voting.

    Shivamogga constituency where a Bajrang Dal activist Harsha was allegedly murdered and serious stabbing incidents occurred registered 10.02 per cent of voting.

    Shiggaon seat from where Chief Minister Basavaraj Bommai is contesting recorded 6.72 per cent voting. Hubballi-Dharwad Central seat from where former Chief Minister Jagadish Shettar is contesting as Congress candidate recorded 10.07 per cent of voting.

    The counting of the votes is scheduled on May 13.

    Bengaluru: As voting for the 224-member Karnataka Assembly in currently underway, large queues were witnessed outside polling centres across the state on Wednesday indicating a huge voter turnout in the closely-fought contest.

    People started lining up outside the centres well before polling began at 7 a.m.

    The centres were abuzz with voters and staff were seen busy in coordinating the balloting process.

    As of now, no untoward incidents have been reported from anywhere in the state.

    People from all walks of life have come out of their homes to exercise their franchise.

    Meanwhile, top political leaders of the state have also voted along with their family members.

    Chief Minister Basavaraj Bommai, who is contesting from the Shiggaon constituency in the Haveri district, offered prayers with his family at Anjaneya (Hanuman) temple in Ashok Nagar before casting his vote.

    Minister for Higher Education, IT and BT Dr. C.N. Ashwath Narayan voted in Malleshwaram with his family members.

    Minister for Health Dr. K. Sudhakar exercised his franchise at Chikkaballapur. He came to the polling station with his father and wife.

    Home Minister Araga Jnanendra arrived with his wife and daughter and cast his vote in Thirthahalli of Shivamogga district.

    Minister for Muzrai, Hajj and Wakf Shashikala Jolle and her husband MP from Chikkodi parliamentary seat Annasaheb Jolle have cast their votes at the Yaksamba town in Belagavi district.

    Their daughter Priya Jolle and son Basavaprasada Jolle also exercised their franchise.

    Voting will end at 6 p.m.

    Rampur: Voting got underway in the by-polls to the Suar and Chhanbey Assembly constituencies in Uttar Pradesh Wednesday morning.

    There is a direct contest between the ruling coalition and the opposition Samajwadi Party in the bypolls. Though the results will have no precipitative impact on the constitution of the assembly, it will be a morale booster for the victor before the Lok Sabha poll next year.

    According to officials, voting will be held from 7 am to 6 pm. A total of 774 polling booths have been set up by the Election Commission at 492 polling centres in the two constituencies, while there are 6.62 lakh (3.51 lakh mail, 3.11 lakh female and 82 third gender) eligible voters. A total of 14 candidates are in the fray โ€” six in Suar and eight in Chhanbey.

    The Mayawati-led Bahujan Samaj Party has decided to not contest the by-elections, while the Congress has fielded its candidate only in Chhanbey.

    With leaders either campaigning in Karnataka or busy with the urban local bodies elections of Uttar Pradesh, the campaign for the two seats in Rampur and Mirzapur districts has been lacklustre.

    The Suar seat in Rampur district, however, will be in focus as it was held by Abdullah Azam Khan, the son of senior SP leader Azam Khan, before it was declared vacant on February 13 after a Moradabad court sentenced the young leader to two years in jail in a 15-year-old case.

    In the previous assembly also, the Allahabad High Court had in 2020 set aside his election for not declaring his correct age in the affidavit.

    The Samajwadi Party is going all out in its attempt to defend what can be called its last citadel in Rampur while the Apna Dal (Sonelal), an ally of the ruling BJP, is leaving no stone unturned to breach it, especially after the saffron party managed to snatch the Rampur assembly as well as the parliamentary seats, both of which were Azam Khanโ€™s stronghold.

    Azam Khan himself was disqualified from the Assembly last year after a court sentenced him to three years in jail in a hate speech case.

    In the 2022 UP Assembly election, Abdullah Azam Khan had defeated Apna Dal (Sonelal)โ€™s Haidar Ali Khan on the Suar sear by a margin of over 61,000 votes.

    This time, the Samajwadi Party has fielded Anuradha Chauhan from the seat and Apna Dal (Sonelal) has named Shafeek Ahmed Ansari.

    The Chhanbey seat in Mirzapur fell vacant following the death of Apna Dal (Sonelal) MLA Rahul Prakash Kol in February. The party has fielded Kolโ€™s wife Rinki Kol while Kirti Kol is contesting as the Samajwadi Party candidate. Eight candidates are in the fray for this seat.

    The counting of votes will take place on May 13.

    In the 403-member Uttar Pradesh Assembly, the ruling BJP has 255 MLAs, and its ally Apna Dal (Sonelal) and the NISHAD Party have 11 and six legislators, respectively.

    The Samajwadi Party has 109 MLAs while its ally the Rashtriya Lok Dal has nine. The Suheldev Bharatiya Samaj Party has six MLAs, the Congress and the Jansatta Dal (Loktantrik) have two each and the Bahujan Samaj Party has one member in the assembly.

    Bengaluru: The polling for the Karnataka Assembly elections began amid tight security on Wednesday.

    The voting started at 7 am and will continue till 6 pm.

    All three major political parties in the state โ€” BJP, Congress and the Janata Dal-Secular (JDS)โ€“ have put in efforts to woo voters, making promises and levelling accusations at each other to secure a majority in the stateโ€™s 224-seat Assembly.

    The Lingayat and Vokkaliga voters will play a major factor in the elections. Lingayats comprise 17 per cent of the population and Vokkaligas 11 per cent.

    The voting is being held for 224 assembly constituencies in Karnataka with 2,615 candidates in the fray. The fate of the candidates will be known on May 13, the day of the counting of votes. Polling is scheduled across 58,545 polling stations including auxiliary polling stations.

    According to the Election Commission of India, the majority mark to form the government is 113 seats.

    A total of 42,48,028 new voters have been registered to vote for the assembly elections.

    As many as 5.3 crore general voters are going to cast their vote in 58,545 polling stations in 37,777 locations. Out of which 11,71,558 are young voters and 12,15,920 are 80+ senior citizen voters. There are also 5,71,281 PwD voters. Around 4,00,000 polling personnel are engaged in poll processes.

    84,119 State Police Officers and 58,500 CAPF police in 650 CoYs are on Law and Order and security duty today across the state. All Police officers are on rounds to ensure Law and Order efficiently and handle MCC violations. 185 Interstate Border Check-posts are on high alert by the Police and other personnel. 100 Excise interstate border check-posts are also on high alert. The Commercial Tax officers are deployed in 185 Check Posts (SSTs) and 75 Excise Check-posts.

    CEC Rajiv Kumar said โ€œCEO and DEOs have been instructed to provide all facilitation will be provided across more than 58k polling booths set up across 224 ACs. Specifically, 996 Women Managed Booths, 239 Booths were managed by Persons with Disabilities, 286 were managed by youths, and 737 theme-based and ethnic Polling stations.โ€ Basic facilities like drinking water, toilets, ramps, wheelchairs, electricity, volunteers, shades, help desks and parking facilities have been provided at all the polling stations.

    The high-voltage campaign for the assembly elections in Karnataka ended on Monday with all party leaders including Prime Minister Narendra Modi holding 19 public meetings and six roadshows while Congress leader Rahul Gandhi camped in the state for 12 days.

    Some of the key constituencies which will make a major mark in the polls are Varuna, Kanakapura, Shiggaon, Hubli-Darwad, Channapatna, Shikaripura, Chittapur, Ramanagara, and Chikmagalur.

    Both BJP and Congress are fielding some of their top guns in the major constituencies. The BJP has also taken a chance by contesting 50 new faces in its 224 candidates list. This move by BJP to deny tickets to several senior leaders ultimately led to them quitting the party and joining Congress or JD(S).

    One of them is former Karnataka Chief Minister Jagadish Shettar who was denied a ticket for the Hubli-Darwad West Assembly constituency then joined the Congress and will be contesting from the same constituency as the Congress candidate. It is a seat Shettar has won multiple times.

    Meanwhile, Karnatakaโ€™s Chief Minister Basavaraj Bommai is yet another key candidate who is contesting from the Shiggaon constituency where he has won three consecutive terms.

    Also, Varuna is yet another-eyed constituency. Congress leader and former chief minister Siddaramaiah is contesting from Varuna which is also his sitting seat with a winning streak starting from 2008.

    BJPโ€™s veteran leader and former CM BS Yediyurappa declined to field his son BY Vijayendra from Varuna though reports suggested that party workers wanted Vijayendra to be fielded against Siddaramaiah. BY Vijayendra will be contesting from Shikaripura which is a stronghold of his father BS Yediyurappa.

    Karnataka Pradesh Congress Committee (KPCC) president DK Shivakumar will be contesting from Kanakapura. He is also the Congress partyโ€™s chief ministerial candidate and he will be contesting against BJPโ€™s Vokkaliga strongman and state revenue minister R Ashoka.

    Coming to Channapatna, a seat of the hot battle between JD (S) leader and former Chief Minister HD Kumaraswamy, BJPโ€™s Yogeshwar and Congress partyโ€™s Gangadhar. Both Kumaraswamy and Yogeshwara belong to the dominant Vokkaliga community.

    Congress chief Mallikarjun Khargeโ€™s son Priyank Kharge will be contesting from the Chittapur Assembly constituency. He was also a former minister in the Siddaramaiah government.

    Former Karnataka Chief Minister HD Deve Gowdaโ€™s grandson Nikhil Kumaraswamy will be contesting from the Ramanagara Assembly constituency after hitting a loss in the 2019 elections. He will be facing Congress veteran HA Iqbal Hussain and BJPโ€™s Gowtham Gowda.

    Lastly, Chikmagalur is also among the major seats BJP will be eyeing during this poll. The party is fielding its national general secretary CT Ravi from the seat. Ravi has a winning streak from the Chikmagalur from 2004 and belongs to the Lingayat community giving him a stronghold in the constituency.

    The BJP which is facing an air of anti-incumbency factor, is eyeing a second term in the state and has exuded confidence in retaining power with a full majority.

    Significantly, Karnataka is the only state in the South where BJP is in power.

    With top leadership including Prime Minister Narendra Modi and Union Home Minister Amit Shah campaigning for the party, BJP has put all its might to strengthen its support base.

    The Congress also conducted high-decibel campaigning with high promises with top leaders including Sonia Gandhi and Rahul Gandhi.

    The Uniform Civil Code (UCC) and the National Register of Citizens (NRC) are some of the promises assured by the BJP in its manifesto.

    Congress in its manifesto promises to bring back the Muslim quota, higher reservations for various classes, cash handouts and freebies.

    The counting of votes will take place on May 13.

    Badami:ย Prime Minister Narendra Modi on Saturday said the overwhelming response he received in Bengaluru during the roadshow made him believe that it is the people who are contesting the 2023 assembly elections in Karnataka on behalf of the BJP.

    The Prime Minister also said the โ€œnever-seen-before love and affectionโ€ he saw in Bengaluru was โ€œunparalleledโ€.

    โ€œThis morning, I went to have a โ€˜darshanโ€™ (opportunity to see) of โ€˜janata janardhanโ€™ (public god) in Bengaluru. People gave me never-seen-before love and affection,โ€ Modi said at a public meeting here in Bagalkote district of poll-bound Karnataka, which votes on May 10.

    People stood in every nook and corner of the road all along the 25 kilometres from where his convoy passed during the Bengaluru roadshow, the Prime Minister said.

    Modi said people with their families, differently-abled persons, and women with their newborn children stood on either side of the road.

    โ€œWhat I saw in Bengaluru, I say with confidence that this election is neither Modi contesting, nor BJP leaders or our candidates, it is the election the people of Karnataka are fighting on behalf of the BJP. I see the total control of the election in the hands of people,โ€ the Prime Minister said.

    He also said the BJPโ€™s โ€œdouble engineโ€ government has been working on bringing in development without discrimination.

    โ€œFor the first time, the people of Bagalkote got three lakh tapped water connections. Over 25,000 people of Bagalkote got their own cement house. Ayushman Bharat scheme benefits reached the people of Bagalkote,โ€ Modi told the crowd.

    Taking a swipe at former chief minister Siddaramaiah who was elected from Badami constituency in the district in the 2018 election, the Prime Minister said: โ€œI have heard that Siddaramaiah is saying that whatever development has happened in the last 3.5 years was due to his governmentโ€™s efforts. His confessional statement is self-explanatory that if there is anyone who does the work then it is the double-engine government and does so without discrimination.โ€

    It is the BJP governmentโ€™s work which has benefitted the people of this region, Modi said, adding, โ€œhighways are improving and railway projects are happeningโ€ as the party is governing both at the Centre and in the state.

    โ€œSiddaramaiah has left this place leaving you all (the former CM is contesting from Varuna seat this time). He has sensed which direction the wind is blowing. If he comes here by chance, ask him one question why people were deprived of basic infrastructure earlier,โ€ he said.

    Hitting out at the Congress, Modi said the party has a โ€œtrack record of 85 per cent commissionโ€ and they can never work to serve the people.

    Modi said former Prime Minister late Rajiv Gandhi had said on record that when one rupee โ€œrollsโ€ from Delhi, only 85 paise reaches the people. โ€œWhose claw was it that eats away 85 paise from one rupee? This was the Congress way of functioning. Due to the misdeeds of Congress, India lagged behind for so many decades,โ€ he said.

    โ€œThe BJP used the trident of Aadhaar, mobile phone and Jan-Dhan account that their (Congressโ€™) old habits have completely destroyed,โ€ he pointed out.

    Modi said in nine years, the BJP government transferred Rs 29 lakh crore into the bank accounts of poor and middle-class families and the money reached people without a paisa being stolen.

    If it was the Congress government, then the party leaders would have plundered Rs 24 lakh crore, he alleged.

    The Prime Minister said India has become one of the largest mobile phone manufacturing nations. There was a time when India had only two cell phone-making factories but now the country boasts of more than 200 factories, he added.

    Explaining further, he said before 2014, when Congress was in power at the Centre, one gigabyte (GB) of mobile internet data used to cost Rs 300 but with the BJP government at the helm, one GB of data now costs only Rs 10.

    โ€œThe amount of data you use a month, if the old rates existed in the Congress era, have you ever imagined how many bills you would have received? Rs 4,000 to Rs 5,000 per month,โ€ he claimed.

    New Delhi: Charanjit Singh Atwal, former Speaker of the Punjab Assembly, joined Bharatiya Janata Party (BJP) in the presence of party national president JP Nadda, in Delhi.

    On April 19, Atwal resigned from the primary membership of Akali Dal.
    Atwal was born on 15 March 1937, was the Deputy Speaker of the 14th Lok Sabha of India from 2004 to 2009.

    He represented the Phillaur constituency of Punjab in the 14th Lok Sabha and was a member of the Shiromani Akali Dal (SAD). He was also the Speaker of the Punjab Assembly twice.

    It is noteworthy, Charanjitโ€™s son Inder Iqbal Singh Atwal along with several others from Punjab, joined the Bharatiya Janta Party (BJP) in New Delhi on Sunday.

    They were formally inducted into the BJP in the presence of senior BJP leaders at the partyโ€™s national headquarters in the Capital on Sunday.

    Bengaluru: The Bharatiya Janata Party and Congress manifestos have provided much zest to electioneering for the May 10 Karnataka assembly polls, which was initially thought to be a bland battle without much ado.

    In the past two days, the two manifestos have taken centre stage and it is likely to spur the campaigning till the elections are over.

    The documents providing a vision of the two national political parties for the next five years suddenly became the talk of the town like never before.

    While the BJP released its โ€œnationalisticโ€ manifesto with a Hindutva hueโ€™ on May 1, the Congress made its โ€œsecularโ€ manifesto public on May 2. The BJP has called its manifesto Praja Pranalike-2023โ€ฒ (Citizensโ€™ Manifesto-2023) and the Congress Paradise of peace to allโ€™.

    Amid the two giants, the JD(S) too brought out its Janata Pranalikeโ€™ (Peopleโ€™s Manifesto).

    The ruling BJP has promised in its manifesto to implement the Uniform Civil Code (UCC) and the National Register of Citizens (NRC).

    The party also promised to create a special wing in the state called Karnataka State Wing against Religious Fundamentalism and Terror (K-SWIFT).

    The party said if it was voted to power, it would allocate Rs 1,500 crore to develop Kalyana Circuit, Banavasi Circuit, Parashurama Circuit, Kaveri Circuit and Ganagapura Corridor to transform Karnataka into Indiaโ€™s most favoured tourist destination.

    The BJP manifesto revolves around Six Aโ€™s, namely Anna (food security), Akshara (quality education), Arogya (affordable health), Aadaya (assured income), Abhaya (social justice for all) and Abhivruddhi (development).

    Free cooking gas cylinders thrice a year for BPL families on Ugadi, Ganesha Chaturthi and Deepavali festivals and โ€˜Atalโ€™ food centres to provide affordable and healthy food are other lucrative offers.

    The BJP has also promised to launch the โ€˜Poshaneโ€™ scheme through which every BPL household will be provided with a half litre of Nandini milk every day and five kg โ€˜Shri Anna โ€“ siri dhaanyaโ€™ (millets) through monthly ration kits.

    The โ€˜Sarvarigu Suru Yojaneโ€™ is a scheme under which the Revenue Department will identify and distribute 10 lakh housing sites across the state to the homeless beneficiaries, if the BJP is voted to power.

    The Congress was doing well with its five guarantees and the proposed pro-people policies but it stirred up a hornetโ€™s nest by saying in its manifesto that it would ban organisations like the Bajrang Dal and the Popular Front of India that spread hatred.

    The Congress said it was committed to taking firm and decisive action against individuals and organisations spreading hatred amongst communities on the grounds of caste and religion.
    โ€œWe believe that the law and Constitution is sacrosanct and cannot be violated by individuals and organisations like Bajrang Dal, PFI or others promoting enmity or hatred, whether among majority or minority communities. We will take decisive action as per law including imposing a ban on such organisations,โ€ the party said in its manifesto.

    Since most Bajrang Dal activists are also the cadres of the BJP, the Congress eventually drew the ire of the saffron party in general and Prime Minister Narendra Modi in particular, who got ammunition to target his rival party.

    โ€œThe Congress in its manifesto has decided to lock up Lord Hanuman. Initially, they locked up Prabhu Shri Ram (Lord Ram). And now they want to lock up people who say Jai Bajrangbaliโ€™.โ€

    The BJP has been projecting Congress as an anti-Hinduโ€™ party. The Prime Minister claimed it was an attempt to lock up Bajrangbaliโ€™ and his devotees after โ€œlocking upโ€ Lord Rama in Ayodhya till the late 1980s when the door of the temple was opened. He even made a point to chant Jai Bajrangbaliโ€™ at the beginning and end of his speech to convey the message that his party stood with the Bajrang Dal.

    The possibility of banning the Bajrang Dal eclipsed the promising guarantees of Congress, which are โ€˜Gruha Jyothiโ€™, โ€˜Gruha Lakshmiโ€™, โ€˜Anna Bhagyaโ€™, โ€˜Yuva Nidhiโ€™ and โ€˜Shaktiโ€™.

    Gruha Jyothi promises 200 units of free electricity a month to all households. Under โ€˜Anna Bhagyaโ€™, every person in a BPL (below poverty line) family will receive 10 kg food grains, which can be rice or millets including ragi and jowar every month.

    Under the โ€˜Yuva Nidhiโ€™ scheme, Rs 3,000 per month will be provided to all unemployed graduates and Rs 1,500 a month for all unemployed diploma holders (both in the age group of 18 to 25) for two years.

    While the โ€˜Shaktiโ€™ scheme proposes free travel for women throughout the state in regular government-run KSRTC/ BMTC buses, under the โ€˜Gruha Lakshmiโ€™ scheme, each woman head of a family will receive Rs 2,000 monthly assistance.

    The party also promised to enact a โ€˜Karnataka Whistleblowers Protection Actโ€™ if voted to power.

    The Congress said it would demand Karnatakaโ€™s rightful share from the Centre in total taxes collected, and fight against the efforts to โ€œdilute the Constitutional rights in the federal systemโ€.

    The party said it would reject the National Education Policy and formulate a State Education Policy.

    The Janata Dal (Secular) on its part has promised to restore the four per cent reservation given to the Muslims under 2B category of Other Backward Castes, which the BJP government scrapped at the fag end of its tenure, recently.

    Also, the party led by former Prime Minister H D Deve Gowda has promised to provide an assistance of Rs two lakh to women who marry youths that are engaged in farming as their occupation.

    It has vowed to โ€œthrow outโ€ Amul and save Karnatakaโ€™s Nandini dairy brand, calling it Kannadigaโ€™s identity, among various assurances.

    The party has also assured that it would bring in a law reserving jobs for Kannadigas in the private sector, and to provide free higher education for economically-weaker students.

    A division bench headed by Chief Justice Sanjay Kumar Mishra verbally asked the Assembly the basis on which the decision for allotment of a room for offering Namaz was given.

    The matter will now be heard on May 18.

    The petition has been filed by one Ajay Kumar Modi. Advocate Naveen Kumar argued on his behalf.

    In 2021, a room was allotted for the minorities in the Jharkhand Assembly building to offer Namaz.

    Bengaluru: Ahead of the Karnataka elections slated to be held on May 10, the Bharatiya Janta Party is expected to release its election manifesto today, as per sources.

    The manifesto will be released by party president JP Nadda in the presence of Chief Minister Basavaraj Bommai and party veteran BS Yediyurappa.

    Sources said the party manifesto may focus on welfare measures for the youth, infrastructure development and women empowerment.

    Further, to take the first-time voters on board, a special announcement can be made for the youth and girl students who have passed class 12.

    In the 2018 election manifesto, BJP touched every section of society. The party had also included cow protection measures in its manifesto.

    Meanwhile, Prime Minister Narendra Modi while addressing an election rally in Kolar on Sunday, came down heavily on Congress for drawing parallels between him and a snake.

    PM Modi said that the people of Karnataka will give the party a โ€œbefitting answerโ€ in the upcoming Assembly elections.

    Congress president Mallikarjun Kharge, in an election rally in Karnatakaโ€™s Kalaburagi on Thursday, said, โ€œPM Modi is like a โ€˜poisonous snakeโ€™, you might think itโ€™s poison or not. If you lick it, you are dead.โ€

    Lashing out at Congress over the remark, PM Modi said, โ€œToday when I am fighting against corruption, Congress is disturbed the most. Congress is now threatening. They say โ€˜Modi teri kabra khudegiโ€™. Congressโ€™ topic in Karnataka elections is snakeโ€™s poison. They are comparing me with a snake and seeking votes from people. For me, the people of the country are a form of Lord Shiva. I accept being the snake on the neck of the god-like public. The people of Karnataka will give them a befitting answer on May 10.โ€

    PM Modi launched a scathing attack on Congress terming the party as an โ€œoutdated engineโ€.

    โ€œCongress is an โ€˜outdated engineโ€™. Development halted due to them. Congress has a bundle of fake guarantees. They donโ€™t fulfil any promise made to the public. โ€˜Unfulfilled guaranteesโ€™ are their record. They betrayed the public, but BJP fulfilled all the guarantees by doing several development works,โ€ PM Modi said.

    Notably, Congress has promised a number of guarantees to the people of Karnataka ahead of the state Assembly polls slated on May 10, including 200 units of free electricity.

    The Prime Minister has hit the ground to campaign for the BJP in the last leg of the campaigning, in which he is conducting a number of poll rallies and roadshows to turn the tide in favour of the party, in what is expected to be a tripartite contest among BJP, Congress and JDS.

    Assembly elections will be held in Karnataka on May 10 and the counting of votes will take place on May 13.
