    Riyadh: The Kingdom of Saudi Arabia (KSA) launched a free stopover visa for visitors to stay in the Kingdom for up to four days, the Saudi Press Agency (SPA) reported.

    The Saudi Ministry of Foreign Affairs on Monday, January 2, launched the stop-over transit visa, effective immediately.

    The new Saudi visa is free and entitles its holder to a four-day stay in the Kingdom and will be valid for three months.

    The Ministry of Foreign Affairs, in coordination with the relevant authorities and cooperation with national airlines, launched the digital transit visa for stopover to facilitate the arrival in the Kingdom for all purposes, and the procedures for obtaining and automating an entry visa.

    The transit visa for stopover allows those in transit who wish to enter the Kingdom to perform Umrah and visit the Prophet’s Mosque, in addition to roaming and attending tourism events.

    When purchasing tickets to visit the Kingdom via Saudi Airlines, Flynas passengers will be automatically passed to the unified national visa platform at the Ministry of Foreign Affairs.

    When the request is processed, it will be automatically approved and emailed to the passenger.

    The Saudi Ministry of Foreign Affairs introduced the visa in order to boost tourism, as part of the Vision 2030 strategy.

    The new service comes within several steps taken by Saudi Arabia to support tourism and make it one of the main tributaries of the national economy and to enhance the Kingdom’s position as a global tourist.

    The Kingdom aims to attract investments worth 220 billion Saudi Riyals in the tourism sector by 2023, and 500 billion Saudi Riyals by 2030, according to previous statements by the Minister of Tourism.

    The annual revenues of the Saudi tourism sector exceed 211 billion Saudi Riyals, according to 2019 statistics.

    During 2022, Saudi Arabia topped the G20 countries in the rate of international tourist arrivals, according to the World Tourism Organization.

    Tehran: Iran which is facing its lowest level of domestic legitimacy and international acceptance, seems to have lost China as well, reported The Jakarta Post.

    Xi Jinping’s recent visit to Saudi Arabia caused a shock for Iran. It has left Tehran wondering whether China is changing its priorities in the region, especially in the aftermath of declining American presence.

    This visit is being seen as a turning point in Beijing’s foreign policy toward the Persian Gulf states, reported The Jakarta Post.

    Although China maintains close relations with Iran and Saudi Arabia, the latter has emerged as one of Beijing’s leading strategic partners in the region.

    Tehran is worried about China’s recent embrace of Saudi Arabia and other Gulf Cooperation Council (GCC) nations as Iran believes that China has taken a neutral stand in Iran’s rivalry with Saudi Arabia in the Gulf region.

    The Chinese leader published a joint statement with the government of Saudi Arabia in which he asked Iran to cooperate in the controversial nuclear case and avoid interfering in the affairs of neighbouring countries.

    To make matters worse, Xi signed another statement with the governments of the Gulf Cooperation Council supporting the United Arab Emirates in its dispute with Iran over three islands, reported The Jakarta Post.

    Notably, Iran and China have signed a 25-year comprehensive strategic partnership agreement. China is also due to discuss additional economic cooperation, but for the most part, the arrangements remain vague as geopolitical tensions rise, reported The Jakarta Post.

    Meanwhile, Saudi Arabia has been the largest crude oil supplier to China since 2020. China is dependent upon Saudi Arabia for its energy needs and Beijing is making all efforts to have a long-term relationship with Riyadh to address this need.

    Iran is asking “compensation” for the joint statement signed between China and the GCC nations, reported The Jakarta Post.

    China’s relationships with Saudi Arabia and Iran are very complex. China has to carefully manage its relations with both countries to maintain neutrality to protect its trade interest in the region.

    However, If China crosses its limit, it will have to face retaliation from the Islamic world, reported The Jakarta Post.

    Most Muslim countries, including Iran and Saudi Arabia, are aware of the conditions of the Muslims in Xinjiang, but have refrained from joining the US crusade against China to militarize Xinjiang Muslims.

    The reciprocity of the Arab world toward China on Xinjiang can be gauged by the recent visit by a delegation of Muslim scholars and clerics from developing nations who voiced support for China’s policies in the far-western region.

    The group of more than 30 Islamic representatives from 14 countries — including the United Arab Emirates, Jordan, Serbia, South Sudan, and Indonesia — arrived in Xinjiang to visit the cities of Urumqi, Turpan, Altay and Kashgar and to meet with government officials.

    Al Nuaimi, chairman of the UAE-based World Muslim Communities Council, who was part of the delegation was quoted by state media as praising efforts by the Chinese government to eliminate terrorism and extremism in Xinjiang as the correct way to protect China’s national interests, reported The Jakarta Post.

    China has detained more than one million Uyghurs against their will over the past few years in a large network of what the state calls “reeducation camps”.

    In the aftermath of China taking sides in Gulf politics, the Xinjiang affair can be used against its interests. Iran, Saudi Arabia, and UAE have so far refrained from even mentioning the issue and respecting China’s national sovereignty over it. China is doing all it can to fix the UAE declaration against Tehran, reported The Jakarta Post.

    The Chinese Ministry of Foreign Affairs has understood its mistake and is trying to do damage control. The gravity of the situation can be gauged from the reaction of the Iranian Foreign Minister Hossein Amir-Abdollahian who said, “The islands of Abu Musa, the Greater Tunb and the Lesser Tunb in the Persian Gulf are inseparable parts of the pure land of Iran and belong to this motherland forever”.

    Beijing understands the complexity of the region and tries to walk a tightrope as long as it can sell its products and expand its influence within the Muslim world.

Increasing community participation in sports to 40 per cent by 2030, improving Saudi athletes’ overseas exposure, and boosting the sports economy.

    One of the goals of Vision 2030 was to make the state a hub for top professional sporting events, which would have significant implications for the country, such as job creation.

    According to the 2020 Sports Ministry report, the sports sector created more than 14,000 jobs that year. In addition, jobs in sports clubs have increased by 129 per cent over three years due to new sporting offerings. Between 2018 and 2021, administrative jobs grew by 156 per cent, while career opportunities in sports increased by more than 114 per cent.

    The economic impact of tourism is another important benefit of hosting sporting events in the Kingdom, as these events contribute to an increase in the number of foreign visitors from around the world who can spend money and boost the Saudi economy.

    According to the ministry, sporting events generated 36.9 million Saudi riyals ($9.8 million) in ticket revenue and visitor spending in 2020. In addition, the sports sector contributes to hotel spending and the hospitality industry in general. Both the cities of Jeddah and Riyadh host events such as Formula E, Formula 1 and Race on the Red Sea during the first eight months of 2022.

    One of Saudi Arabia’s biggest obstacles in promoting sports was the low participation of women. Top-down reforms have helped address this problem. In 2018, families-not just men-were allowed to enter the stadium. Following this change, the number of participants in athletic events increased by 152 per cent.

    To encourage women’s participation in sports, the Ministry of Education issued a decision in 2017 to implement sports classes in girls’ schools, which were not previously available in public schools. All these reforms helped women’s participation in sports skyrocket by 150 percent from 2015 to 2019. Today, the state has over six thousand female athletes and twenty-seven women’s sports teams.

    Saudi Arabia has participated in the FIFA World Cup six times and the number of clubs playing professional football in Saudi Arabia is over 100, with 16 clubs playing in the Saudi Professional League, 20 clubs in the First Division, 28 clubs in the Second Division and 32 in the Third Division.

    As India has withdrawn the bid to host the 2027 AFC Asian Cup, Saudi Arabia is left as the sole bidder for it, and it is for Saudi Arabia to claim the FIFA World Cup after successfully hosting the Asian Cup.

QSI is also exploring options in Belgium, Spain, and Brazil.

    The English Premier League is closely related to the Gulf countries. The royal family of Abu Dhabi bought Manchester City Club in 2008.     According to statistics, tourists in Saudi Arabia spent 27 billion riyals ($7.19 billion) during the first six months of 2022, making tourism one of the most promising sectors in the kingdom.

    The Investment Ministry said that 3.6 million foreign tourists visited the kingdom during the second quarter of the year, which greatly contributed to the plan to diversify sources of income as part of Vision 2030. Saudi Arabia aims to become a top five global destination by 2030, and to this end opens the country to foreign tourism and investment.

    Riyadh: In an effort to develop services for women, General Presidency for the Affairs of the Two Holy Mosques in Saudi Arabia announced the appointment of 34 women to leadership positions.

    The Presidency of the Two Holy Mosques in a statement, on Sunday evening, said that its general president, Sheikh Abdul Rahman Al-Sudais, issued a decision to assign 34 leaders in the agencies and departments of the General Presidency for the affairs of the Grand Mosque and the Prophet’s Mosque, and the Women’s Agency for the Prophet’s Mosque Affairs.

    The General Presidency stated that this decision is among the qualitative shifts that the General Presidency for the Affairs of the Grand Mosque and the Prophet’s Mosque seeks to achieve for qualified Saudi women in the service of women who visit the Two Holy Mosques.

    It added, “The decision allows the presidency to invest in women’s it and harness their role as a complement to the successes achieved by women in the Two Holy Mosques.”

    Among the names assigned as agents for the General President of the Grand Mosque are Fatima Al-Thubaiti, Nada Al-Maliki, and Abeer Al-Juffair, as well as Amal Thunayan as agent for the General President of the Prophet’s Mosque.

    While the assignments of the new women leaders varied between an assistant deputy to the president and directors of various departments within the Two Holy Mosques.

    In August 2021, the Presidency of the Affairs of the Two Holy Mosques announced for the first time the appointment of two women as assistants to the general president.

    In recent years, the Kingdom has witnessed extensive transformations, allowing women to drive by royal order in 2017, followed by decisions to enroll women in the main branches of the armed forces with different military ranks.

    It also allowed women to be equal with men in the right to obtain a passport and leave the country with the abolition of the requirement of the consent of their guardian, as well as equality in the retirement age equivalent to 58 years.

    Jeddah: The cumbersome attestation procedure that annoys Indian expatriates abroad will cease soon. The existing process of attestation and legalisation of public documents is confusing, time-consuming, cumbersome and costly for most people.

    In a significant development, Indians will experience a smooth and faster document authentication service in India for certificates bound for Saudi Arabia.

    Soon, any legal document or certificate originated in India and duly attested by the Ministry of External Affairs (MEA) will be accepted by Saudi Arabia without any further authentication requirements with the Apostille system. Other member countries of the Apostille Convention are also likely to follow suit.

    “The accredited agents have received a circular from the Saudi Arabian consulate in Mumbai that informs that the Apostille system has been introduced in India and does require to be attested again by the consulate”, said a noted advocate notary Abdulaziz, a leading attestation agent in Hyderabad.

    “We were waiting for further information in this regard,” he added.

    Till now, certificates whether educational or legal documents needed to be attested by the General Administration Department (GAD) or any relevant department in its respective state.

    In terms of educational certificates, it would then be sent to the ministry of human resources development in New Delhi and would be attested by the Indian ministry of external affairs.

    After finishing this multi-layer verification, the document will be attested by the Saudi Arabian Embassy or Consulate in India only then would the local authorities in Saudi Arabia accept it.

    The process is time-consuming and fresh job seekers and other people who need civil documents to be attested have to wait for long periods of time.

    With the new procedure of Apostille, the certificate verified by issuing authorities and authorized by the ministry of external affairs is enough.

    According to a report, as part of Saudi Arabia’s vision 2030 where digital transformation and ease of doing business the country has acceded to the Convention, Abolishing the Requirement of Legalisation for Foreign Public Documents, popularly known as the “Apostille Convention”, effective from December 7, 2022.

    Specifically, in accordance with Royal Decree M/40 dated 26/05/1443H (corresponding to 30/12/2021G), the country’s prior legalization requirements for foreign-issued public documents have been eliminated. With this decree, Saudi Arabia becomes the 122nd member of the Apostille Convention, joining other Gulf countries Bahrain and Oman.

    The Convention of 5 October 1961, “Abolishing the Requirement of Legalisation for Foreign Public Documents” (HCCH 1961 Apostille Convention) facilitates the use of public documents abroad.

    The purpose of the Convention is to abolish the traditional requirement of legalisation, replacing the often lengthy and costly legalisation process with the issuance of a single Apostille certificate by a competent authority in the place where the document originated.

    The electronic Apostille Programme (e-APP) was launched in 2006 to support the electronic issuance and verification of Apostilles around the world.

    The Kingdom of Saudi Arabia (KSA) has recorded more than 18 million international arrivals in the first nine months of 2022, higher than any other Arab country.

    The United Nations World Tourism Organization said, in a statement, that Saudi Arabia attracted more than 18 million visitors in the first three quarters of 2022, followed by the United Arab Emirates (UAE) with 14.8 million tourists, and Morocco with 11 million tourists.

    The statement said that, given these unprecedented numbers, “The thriving tourism sector in the Kingdom will be a major focus during the activities of the Arabian Travel Market 2023, which will be held at the Dubai World Trade Center from May 1 to 4, 2023.”

    As per media reports, the kingdom is targeting 100 million visitors annually by the end of this decade.

    Tourism spending in Saudi Arabia also rose in 2022, reaching 7.2 billion dollars in the first half of 2022, according to figures issued by the country’s Ministry of Investment.

    The ministry indicated that the rate of tourism spending in the Kingdom far exceeded pre-pandemic levels.

    The Kingdom aims to attract investments worth 220 billion Saudi Riyals in the tourism sector by 2023, and 500 billion Saudi Riyals by 2030.

    Riyadh: The Kingdom of Saudi Arabia (KSA) is prepared to receive two million Muslim pilgrims, to perform Haj this year, as the kingdom has lifted COVID-19 pandemic-induced limits, the Saudi Press Agency (SPA) reported.

    The Minister of Haj and Umrah Dr Tawfiq Al-Rabiah disclosed the number on Tuesday during an official visit to Algeria, where he said Algeria would be given 41,300 spots for pilgrims.

    Referring to services targeting pilgrims, Al-Rabiah mentioned projects worth Saudi Riyals 200 billion designed to keep pace with the expected rise in the numbers of pilgrims and the high-speed rail service linking the holy cities of Makkah and Madinah.

    “The Ministry and all parties involved in the Haj and Umrah system are keen to provide the best health and logistical services to all pilgrims, in a way that saves time and effort,” he said.

    On January 9, Saudi Arabia announced that it would not impose restrictions on the number of pilgrims for this year, after three years of restrictions to curb the COVID-19 pandemic.

    For the last two years, Saudi Arabia had reduced the number of Muslims allowed to perform Haj to prevent the spread of COVID-19.

    Haj – one of the five pillars of Islam, which all able-bodied Muslims are required to perform at least once – is scheduled for June.

    In 2019, about 2.5 million people took part in the ritual. Over the next two years, the numbers were drastically reduced due to the COVID-19 pandemic.

    In 2022, nearly 900,000 pilgrims, including about 780,000 from overseas, will be welcomed to Makkah and Madinah.

    Saudi Arabia: Umrah pilgrims can now enjoy a number of privileges during their stay in Saudi Arabia, including a maximum health insurance coverage of SR100,000, according to local media.

    The Ministry of Hajj and Umrah recently authorized the Umrah pilgrims’ health insurance policy, which lists 11 health insurance benefits available to pilgrims throughout their stay in the Kingdom.

    The benefits also include the following cases: There will be maximum coverage for daily accommodation in hospital and subsistence of the patient, including the cost of the bed, nursing care, medical visits, and medical supervision.

    The accommodation services also include the cost of medicines and medical supplies that are given according to doctor’s prescription, with a shared room, costing a maximum of SR600.

    The daily accommodation and subsistence limit for the patient’s companion under the policy is a shared room with a maximum daily cost of SR150.

    The health insurance benefits also cover pregnancy and emergency birthing expenditures up to a limit of SR5,000 during the policy period.

    The travel expenses for a first-degree relative of the patient with a maximum amount of SR 5,000 during the policy period.

    The expenses for emergency dental treatment cases with a maximum amount of SR500 during the policy period.

    The treatment of premature newborns and this is without exceeding the maximum limit of the mother’s policy.

    The injuries resulting from traffic accidents, with a coverage of the maximum limit.

    The xpenses for dialysis in emergency cases with a coverage of the maximum limit; and medical evacuation within and outside the Kingdom with a coverage of the maximum limit of the policy.

    The policy also covers the expense of returning pilgrims’ bodies to their native homes, up to a maximum of SR10,000.

    Riyadh: The Kingdom of Saudi Arabia’s Royal Commission for AlUla (RCU) has launched an initiative to transform AlUla into the largest living museum in the world, local media reported.

    The initiative aims to resettle wild animals, which includes more than 1,580 wild animals belonging to four categories— antelope, reem gazelle, Arabian oryx and mountain ibex, within three nature reserves in AlUla Governorate.

    The resettlement campaign is the largest of its kind for the Royal Commission for AlUla, as it includes determining the readiness of the site, monitoring resettled animals, and focusing on scientific studies and preparations for animal resettlement campaigns in AlUla.

    As part of the campaign, the committee will use a lightweight, solar-powered collar for ungulates, a first in the region.
