Jammu. Before issuing the tender for the road and building construction projects, it will now have to be ensured that there is no dispute regarding the land. In order to remove the delay in projects, the government has issued seven-point guidelines for the heads of departments and executive engineers in the road and building construction department.

Apart from this, funds should be available for land compensation, forest clearance and approach road should be included in the DPR besides electricity and water. Tender document should be prepared under J&K Engineering Manual 2020. The work will be allotted through e-tendering process only. The work will be allotted to the successful bidder only after technical approval from the competent authority. Chief Engineer, Development Commissioner, SE and Executive Engineer will not approve the construction work if there is no dispute free land certificate. All the engineers of the Road and Building Construction Department have been asked to strictly follow the guidelines under the circular. It is noteworthy that apart from the pending in the court cases of land acquisition, there have been delays in projects due to many other reasons.
